RE: LETTER OF INQUIRY WHETHER


SOCCER IS A PROHIBITED
ACTIVITY.

Dear Gov. Mercado:

Good Day.

On September 15, 2020, the Province of Southern Leyte issued


Executive Order No. 43, Series of 2020 - An order implementing Modified
General Community Quarantine (MGCQ) in the whole Province of Southern
Leyte until September 30, 2020. Section 5.3 par (e) provides
establishments and activities allowed to operate at a maximum of fifty
(50%) venue capacity:

e. sports-related mass gatherings such as non-contact


sports like hiking, running, biking, gold, swimming, tennis,
badminton, equestrian, and skateboarding.

Also section 5 (5) of the Omnibus Guidelines on the Implementation


of Community Quarantine in the Philippines with amendments as of July
16, 2020 issued by the IATF states:

Section [5] Guidelines for areas placed under modified


general community quarantine. Areas placed under MGCQ
shall observe the following protocols:

5. Mass gatherings such as but not limited to, movie


screenings, concerts, sporting events, and other
entertainment activities, religious services, and work
conferences shall be allowed provided that participants shall be
limited to fifty percent (50%) of the seating or venue capacity.
(As amended by paragraph A(4)(d) of IATF Resolution No. 43,
June 03, 2020).

It is worthy to note that soccer is not a full contact sport (non contact
sport). In playing soccer, the rules of the sport are designed to prevent
contact between players; thus, we humbly request your good office to make
clear the ambiguity and doubts whether the sport of soccer is allowed or
not.
