MARITIME SAFETY INFORMATION

Maritime Safety Infırmation (MSI) include navigational warnings, meteorological warnings,


ice reports, search and rescue information, meteorological forecasts, pilot service messages
and electronic navigational systems update mesages. In addition to the conventional
methods of VHF, MF/HF SSB radio and radio-telex, mariner can easily receive the Maritime
Safety Information (MSI) broadcast by the NAVTEX service and SafetyNET service provided
by INMARSAT C.

NAVTEX

The NAVTEX service is the automatic broadcast of Maritime Safety Information (MSI) to
ships at sea or in coastal waters on a frequency of 518 kHz using narrow band direct printing
(NBDP)/radia telex.

The NAVTEX system is designed to be used in Sea Area A2. The major areas of NAVTEX
coverage include the Mediterranean Sea, the North Sea, coastal areas around Japan and
areas around the North American continent.

The information received is printed on the receiver’s paper. Each message begins with a
start of message function (ZCZC) followed by a space then four Bcharacters. B1 identifies the
station being received, B2 identifies the subject, B3 and B4 form the number of message
between 01 and 99. This is followed by the message and ends with end of message function
(NNNN).

The transmitter identification character (B1) is a single letter allocated to each NAVTEX
transmitter. NAVTEX receivers allow the operatör to accept or reject messages from any
station, based on this single letter code. The subject indicator charcter (B2) is also single
letter code which serves to identify the message subject. NAVTEX receivers also allow the
operator to reject certain messages based on the subject indicator character. Subject
indicator characters assigned to the NATEX system are as follows:

A- Navigational warnings
B- Meteorological warnings
C- Ice reports
D- Search and rescue information
E- Meteorological forecast
F- Pilot service messages
J- Satnav messages
K- Other electronic navaid messages
L- Additional navigational messages
Z- No message on hand (QRU)

INMARSAT C

SafetyNET is a service provided by INMARSAT C Enhanced Group Calling (EGC) for the
promulgation of maritime safet information. The EGC allows the maritime safety information
to be sent the messages can be sent to a specific group of vessels or vessels in a particular
area. The Word is divided into 16 international NAVAREAs or METAREAs for broadcasting
maritime safet information. SafetyNET can direct mesaage to a NAVAREA or METAREA.
Messages can be transmitted either to geographic areas (area calls) or to groups of ships
(groups call).

The message contains a code indicating who should receive it. The EGC receiver examines
the code and automatically recognises the message to be receives or ignores the messages
not meant fort hat receiver. Each message incormporates a serial number so that the
receiver knows whether or not it has already received that message.
