AN ORDER ADOPTING JOINT REGIONAL INTER-AGENCY TASK FORCE FOR

THE MANAGEMENT OF EMERGING INFECTIOUS DISEASES –
REGIONAL TASK FORCE AGAINST COVID-19 (RIATF - RTF) XI
RESOLUTION NO. 01, SERIES OF 2021

WHEREAS, the World Health Organization (WHO) has declared a Coronavirus

Disease (COVID-19) pandemic;

WHEREAS, President Rodrigo Duterte issued Presidential Proclamation 1021

extending the State of Calamity in the country until September 12, 2021;

WHEREAS, there is a surge of cases in the National Capital Region (NCR) and
other areas in the country and the emergence of new COVID-19 variants;

WHEREAS, one of the recommendations of the Department of Health – Center

for Health Development (DOH-CHD) XI as ways forward for Local Government Units
(LGUs) is the strict screening of travelers between borders;

WHEREAS, Davao City is a business hub in the region and the prohibitive land
travel screening that includes RT-PCR testing into the city will have a deleterious effect
on the exchange of people, goods, and services. It is also disruptive of the daily
movement of people who work and live in different LGUs within the region;

WHEREAS, the City Government of Davao proposed to the RIATF XI in a letter

dated April 5, 2021 to study the restoration of the region border controls for travel
exclusion and come up with a unified guide for checkpoints to screen the travelers that
may be allowed entry into Davao Region;

WHEREAS, the RIATF – RTF XI, through Resolution No. 01, Series of 2021,
provided region-wide border control guidelines to regulate movement into and from
Region XI;

WHEREAS, such guide is necessary for a harmonious implementation and as a

preemptive measure against a surge of COVID-19 cases in the region;

NOW, THEREFORE, I, SARA Z. DUTERTE, Mayor of the City of Davao, by virtue

of the powers vested in me by law, do hereby order the following:

 SECTION 1. ADOPTION. The RIATF – RTF XI Resolution No. 01, Series of 2021
entitled “UNIFORM GUIDELINES TO REGULATE ENTRY AND EXIT IN REGIONAL
BORDERS OF REGION XI” which is attached herewith is hereby adopted in toto.

SECTION 2. COVERAGE. The RIATF – RTF XI Resolution No. 01, Series of 2021
shall only be applicable in all Davao City checkpoints on the border with other regions.

SECTION 3. SEPARABILITY CLAUSE. If any provision of this Executive Order

is declared invalid or unconstitutional, the other provisions not affected thereby shall
remain valid and subsisting.

SECTION 4. REPEALING CLAUSE. All orders or parts thereof which are

inconsistent with the provisions of the Executive Order are hereby repealed or modified
accordingly.

SECTION 5. EFFECTIVITY. This Order shall take effect on 12:01AM of May 14,
2021.
