OTHER ADMINISTRATIVE ISSUANCES


Patterned after the administrative issuances of the DILG,
publications among uniformed bureaus are not just also limited to
MEMORANDUMS; there are also CIRCULARS, MEMORANDUM CIRCULARS,
OFFICE ORDERS and TRAINING DIRECTIVES. Furthermore, STANDARD
OPERATING PROCEDURES, OPERATION PLANS and ORDERS, STAFF
MEMORANDUMS are also issued.

 CIRCULARS
These are administrative instructions which are directory,
advisory or informative in nature, more or less permanent in
duration. They deal with subjects such as delegation of authority
to be known by field personnel, implementing instructions or
regulations.

 GENERAL CIRCULARS
These types of administrative issuances shall contain
administrative instructions which are directory, advisory or
informative in nature, more or less permanent in duration and
requiring compliance by or observance from or information of the
employees and the general public.

 MEMORANDUM CIRCULARS
More or less temporary in character. Memorandum Circular
deals with subjects, such as explanation or classifications of
certain rules/ regulations which are complied with or executed by
subordinates.

 OFFICE CIRCULAR
It covers administrative instructions which are directory,
advisory, or informative in nature, more or less permanent in
duration.

 OFFICE ORDERS
Office orders are issuances for the regulation of
administrative matters in the National Headquarters, or in
Regional, Provincial, or District Offices, even stations. Purely
internal, it contains administrative instructions which are
regulatory in nature, mandatory in character, and requiring
definite compliance by personnel.
 BUREAU REGULATIONS
These are primarily regulations for the administration. Any
regulation should be signed by the Chief of the Bureau himself.

 TRAINING DIRECTIVES
It prescribes courses for individuals and/or training units.

 SPECIAL ORDERS
These are used to issue directives affecting the status of
individuals, such as appointments, transfers, promotions,
reductions, reliefs from duty, separation and leave of absence.

 LETTER DIRECTIVES
These contain routine directives by which subordinate
headquarters/offices are given instructions, advice or
information.

 COMPTROLL/FISCAL DIRECTIVE
This type is a routine directive to all subordinate
headquarters, units and offices for the purpose of giving advice,
instructions or information over any financial transactions
within the bureau.

 LETTER ORDERS
This type refers to official orders or instructions sent in
the form of a letter to the persons concerned.

 STANDARD OPERATING PROCEDURES


An SOP is a set of instructions regarding the procedures to
be followed on a routinary basis as desired by the chief or the
director. It sets down regular procedures to be followed in the
absence of instructions to the contrary, preparation and
submission of reports, maintenance of motor vehicles, and similar
movements/activities are reflected in SOPS.

 OPERATION PLAN
Popularly known as OPLAN, this written vehicle may be
effective immediately for planning purposes or for specified
preparatory action for a particular condition determined to
exist. It contains assumptions.
 OPERATION ORDER
Shortened as OPORD, the OPERATION ORDER carries with it the
obligation of immediate execution at as specified time or date.

 RESOLUTION
The paragraphs starting with WHEREAS are the reasons for
adapting the RESOLUTION. These paragraphs end with semi-colons
and are followed by the resolution itself, the action or actions
