RECOMMENDATION:

"THAT, Council award the tender for the North Peace Arena Roof Truss Retrofit
to C. Chandler Contracting Celtic Construction Ltd., Dawson Creek BC, for the
tendered amount of $1,079,016.75 (including GST);

AND THAT, the required funds be allocated from unexpended funds from other
2021 Capital Projects."
CAO'S COMMENTS:

This retrofit is required to restore the functionality and safety of the North Peace Arena.

ALTERNATIVE RECOMMENDATION:
"THAT, Council receive Administration Report 92/21 - Tender Award - NPA Roof Truss
Retrofit, for information."

KEY ISSUES(S)/ CONCEPTS DEFINED:

During the 2020 exterior cladding upgrade project at the North Peace Arena (NPA), the
contractor discovered that the NPA roof trusses were out of alignment ranging from 9 - 12
inches, depending on the location being measured. Staff consulted a structural engineering
firm, who determined that the roof has shifted. The building was closed initially due to
COVID 19 and has stayed closed due to this discovery. A construction tender has been issued
to correct the roof alignment and the construction schedule has been developed to have the
repairs completed in September.

COMPLIANCE WITH STRATEGIC PRIORITIES:

GENERAL:
The NPA, also known as the Fort St John Recreation Centre, was constructed
in 1971 and is the City of Fort St John's main spectator arena. It has an NHL
regulation ice surface and can host up to 2000 spectators for ice events.

There have been issues with the roof trusses in the past. In the 1980's some
structural upgrades and bracing were installed to address a similar issue. In
1996, staff asked for a consultation on the building integrity from a structural
engineer. At that time, the engineers concluded the building was safe for
occupancy.

During the 2020 exterior cladding project at the North Peace Arena (NPA), the
contractor discovered that the NPA roof trusses were out of alignment ranging
from 9 - 12 inches, depending on the location being measured. The arena
has been closed and no one has been allowed to enter the arena (specifically
the rink area) at the recommendation of the structural engineering firm that
was brought in to assess the roof and consultation with the Health and Safety
department.

The City issued a tender for the above mentioned work and in response to this
tender, the City received three submissions, which are summarized below:

This project has not been budgeted for.

ORGANIZATIONAL:
The planned construction schedule is very tight but staff are making every effort to have the
North Peace Arena open for the upcoming winter season, just in time for ice users.

FINANCIAL:
This was an unanticipated event, and no funds were committed to this project as part of the
2021 Capital Budget. Therefore is it is recommended that unexpended funds from other 2021
Capital projects be allocated for the roof truss project. There were two Local Area Service
(LAS) projects that were budgeted for in 2021 that did not proceed as the adjacent affected
landowners defeated these projects. The funds allocated for the City portion of these two
projects are sufficient enough to be reallocated to fund the roof truss project.

FOLLOW UP ACTION: If the resolution is passed, a tender award letter will be issued and
construction will commence once all follow
follow--up submissions and approvals are received.
