TECH – 4: APPROACH & METHODOLOGY

4.2.4 Climatology

NESPAK shall utilize all meterological data for developing the


architectural design and the orientation of the school buildings.

4.2.5 Geology

The geological map of the site area will be collected and will be used to
obtain geophysical characteristics of the area. Such information would be
required for use in connection with planning and design of foundations.

4.2.6 Seismology

In view of the importance of the Project, it would be necessary to ensure


that the structure remains functional in the event of the worst earthquake
that can be expected to occur at or near the Project site. In order to select
different design ground motions for structures of different importance and
size a thorough study shall be conducted which would involve a review
and analysis of NESPAK's up-to-date earthquake data files. Depending
upon the importance of structures, NESPAK shall adopt probabilistic
method with statistical approach based on recorded and historical
seismicity while deterministic approach is dominantly based on the
tectonic setting of the site and adjoining areas.

4.2.7 Building By-Laws

NESPAK Design Team shall collect all relevant data from Tehsil
Municipal Administration, Sargodha regarding zoning regulations, building
by-laws and rules pertaining to planning and construction of buildings/
services in the area.

4.3 EVALUATION AND TABULATION OF INFORMATION

The information gathered above, will be evaluated, analyzed and


arranged in a manner that it forms the basis for the development of the
Preliminary Architectural Designs of the Building.

4.4 SCHEMATIC DESIGN PHASE

4.4.1 Schematic Designs

NESPAK shall prepare and submit schematic design proposal for the
proposed building including layout plans, block views, and other allied
details such as financial outlay/ benefits and preliminary estimated
construction cost of the project for the approval of the Client.

NESPAK will ensure that the design of the architectural form is;

- Symbolic to the type of structure in question.


- Functional and aesthetically appealing
- Harmonious with the natural landscape and existing buildings
including historical Patiala Block.
- Conducive to economical and simple construction.

NESPAK will be responsible to alter/ make additions in design/drawings


as suggested/ recommended by the Clint. Upon clearance of design/
layout, NESPAK shall prepare and submit the Preliminarey Architectural
Design.

4.5 DESIGN DEVELOPMENT PHASE

4.5.1 Preliminary Architectural Designs/Drawings

The Preliminary Architectural Designs for the proposed building shall be


prepared by NESPAK including preliminary plans, elevations, sections,
perspective views, a general layout of the sewerage system, air-
conditioning, road pavement, landscaping and external electrification,
security systems etc. and rough cost estimates as per scope of Project
laid down in the PC-1 for the approval of the Client. Upon clearance of the
Preliminary Design, NESPAK shall begin work on the Detailed Design of
the building.

4.5.2 Bye-Laws Drawings

NESPAK shall prepare and submit bye-laws drawings of the proposed


Building for approval of the Tehsil Municipal Administration, Sargodha
and assist the Client to obtain its approval.

4.5.3 Detailed Designs/Drawings

NESPAK shall prepare the detailed design/ drawings based on the


drawings and documents prepared and approved during the preliminary
design phase. However, during the detailed design phase, we shall
endeavour to further develop the preliminary architectural designs to the
entire satisfaction of the end user. The detailed designs shall include all
plans and specifications for construction and execution of the project in
accordance with the standard architectural and engineering practices for
technical sanction. These designs /drawings shall include but are not
limited to the following:

i) Site and layout plans.


ii) Architectural designs including plans, sections, elevations and all
necessary details, schedule of doors and windows, floor finishes,
exterior surface finishes, wood works etc.
iii) Structural designs including the framing plans and structural details
of foundations, beams columns and slabs.
iv) Electrical drawings including electrical installations, size of the
cables, phase distribution and line diagrams.
v) Mechanical systems design.
vi) Water supply, sewerage, drainage and sanitary system designs
including internal water supply lines and sanitary fixtures.
vii) Telephones, intercommunication and public address system design
and ducting for communication cables for LAN and WAN.
viii) Provision to facilitate fire fighting and fire alarm system.
ix) Heating ventilation and Air-conditioning system design
x) Landscaping design and details.
xi) Roads and pavements design and details.
xii) Surface and sub-surface drainage systems and storm-water
disposal.
xiii) Gas supply system network.

xiii) Any other drawings necessary for the successful implementation of
the project.
4.5.4 Tender Documents, Bill of Quantities and Cost Estimates
4.5.4.1 Preparation of Tender Documents
While the work on detailed design proceeds, NESPAK shall
undertake the work of the preparation of tender documents and
technical specifications for the Project. The type and pattern of
tender documents prepared by NESPAK are of international
standard keeping in view the specific instructions of the Client
together with the realities of circumstances pertaining to the
individual Projects. The foremost objective, however, remains
safe-guarding of Client's interests as well as elimination of
potential contractual and construction problems. Tender
documents will include:

iii) General Conditions of Contract.
iv) Special Conditions of Contract
v) Appendices (includes standard formats for Forms of
Tender, Form of Agreement, Tender Bond, Mobilization
Advance Bond, performance Bond, etc.)

4.5.4.2 Technical Specifications

NESPAK shall prepare technical specifications for the


materials, finishes, workmanship and equipments required for
the proper execution of architectural, structural, mechanical,
electrical, HV&AC, plumbing, roads, pavements and
landscaping works related to selected non-scheduled items of
the Project works.

Bill of Quantities and Engineer’s Cost Estimates

NESPAK shall prepare bill of quantities of the Final Designs


based on the MRS and Non MRS items duly supported with
rate analysis and shall also prepare Engineer’s Cost Estimate
for Technical Sanction.

4.6 QUALITY ASSURANCE REVIEW

Each office and speciality division of NESPAK has a built-in quality


assurance check and review procedure as per ISO 9001 requirements to
ensure that all design calculations, concepts, drawings, reports and the
project-related documents have been produced to the highest
professional standards, conform to relevant international codes, and have
been carefully coordinated at various stages of the project work by a
Quality Assurance Group comprising of senior professionals.

These stages of quality assurance meetings will be as follows:-

i) Project Award Stage


This meeting is held as soon as the Project Manager has prepared
the essential documents. These are checked and approved in the
light of the Project details, Scope of Work, Time Schedules and
Contract Conditions as stipulated in the Agreement.

ii) Schematic/ Design Development Phase

This meeting is held as soon as the Schematic / Preliminary design


is ready for presentation to the Client. The review ensures that the
concept fulfills the requirements stated in the Project Brief in an
efficient and attractive manner. The mode of presentation is
discussed including graphics and model requirements, and a go-
ahead is given to present the design to the Client.

iii) Construction Drawings Phase


This meeting becomes due when work has advanced further on the
detailed design and various observations made during the
presentation of the preliminary design have been incorporated into
the final design. The QAG reviews these amendments with
reference to the original concept, adherence to the design criteria,
Control Estimate and Time Schedule, and gives approval to the
Project Manager to seek Client’s’ acceptance of the final design. A
set of draft tender documents is also submitted to the Client after
being quality assured by the QAG at this stage.

iv) Construction Documents Phase

This meeting is held when a complete set of Tender Documents for


the project is ready for issuance to the bidders. All the drawings are
checked and signed by the Project Manager, the concerned
Architect and the Speciality Engineers, supervising the work and the
draftsmen responsible. After careful review to ensure that a
comprehensive set of technically satisfactory documents clarifying
all necessary aspects of the project is ready for tendering purposes,
the QAG issues a clearance code to be put on the documents before
submission to the Client.

4.8.2 Consultant’s Work Methodology

NESPAK work methodology for providing the consultancy services as


stated in the Terms of Reference is categorized and listed below:

1. During Construction Services.


2. Post Construction Services.

4.8.2.1 During Construction Services


NESPAK will assist and advise the Client during the construction phase
for smooth implementation of the Project. In this regard NESPAK has
thoroughly examined the TOR and categorized the services to be
provided by them into three Tasks, for a sequential and systematic
project approach. These Tasks and relevant services under each
classification are given below:

Task-A .Construction Surveillance

 Issue instruction to the contractor(s) and provide engineering


supervision to the execution of works.
 Ensure quality control through laboratory tests and other non-
destructive tests at the expenses of the Contractor(s). Make
measurement of the work done as basis for running payments
to the contractor(s). Detailed measurement of the work shall
however be recorded jointly with the Contractor(s).
 The Consultant shall supervise the contractor in all matters
concerning safety and care of the work and advise the
Employer on any problem arising in the construction work
during its execution.

 The Consultants shall certify that the construction material
bought at site by the Contractor(s) is in accordance with the
specifications and is got tested as per standard practices.

4.8.2.3.2 Quality Management

All good construction contracts require the contractor to implement


and maintain a comprehensive Quality Control Plans/System covering
all the works done under the contracts. The Contractor(s) are
therefore required not only to meet their contractual obligations to
comply with the specifications but also to provide objective evidence
with the compliance. In this connection, the Consultants will ask the
Contractor(s) to follow the above philosophy of quality management.

The Consultant will also develop their own quality management


system to compliment but not duplicate those of the contractors.
NESPAK is a quality conscious engineering enterprise. It is also an
ISO 9001 certified organization. By virtue of that certification NESPAK
keep energize an inbuilt quality system in its day to day performance
and deliveries. By the requirement of the system all deliverable are
quality assured by a home group of professionals. This system
includes correctness of cataloging and promptness of retrieval of
information and data. This system is application to construction
management assignments too. NESPAK prepared an execution plan
prior to embarking on a job, and keep on monitoring the performance
of the staff at home and at site and the quality of the services being
provided. The system will have two quite separate roles. One will be
to manage the quality of the work being done by the Consultants and
the other will be to audit the contractor’s quality management systems.

Procedures such as sampling, field and laboratory testing are
essential activities in the quality assurance process. All routine tests
(soil densities, aggregate grading, concrete strengths and so forth) will
be carried out on site or in the site laboratory of the Contractor. The
Consultant will monitor all independent routine tests. In certain
circumstances, more sophisticated tests will be required, for example
concrete mix design etc. These tests if required will be performed at
reliable and authenticated laboratory approved by the Client at the
expense of the Contractor or the Client.

4.8.2.4 Methodology for Post Construction Services


The services during this period will be limited to periodic visit to sites,
along with the Contractor, for making periodic monitoring of works
performance. Responsibility of the Contractor will be to search for
defects, propose remedial measures and make correction to defects.
The liability of Consultant will come to an end after expiry of initial
maintenance period.

4.8.3 Work Plan


When a particular project is assigned to NESPAK, the Head of that
special division assumes the responsibility for the delivery of all
committed services in accordance with the Consultancy Agreement.
The Head of Division consequently nominate a senior professional for
dealing project management affairs. Project Manager will be
responsible for composition of field team and other organizational
affairs. He will provide coordination with field team and any other
support. Project Manager will also provide high level liaison with the
Client and the Contractor. The field team will be lead by Resident
Engineer of caliber, sound knowledge and rich experience for the
works. He will be responsible for day to day proceeding in

performance of the services. He will be assisted by experienced
inspector in nos. necessary in accordance with the need and
requirement of the work.
