About this document
About this document

Purpose
This document describes how to commission a newly installed eNodeB (one with LA3.0
or TLA3.0 software already installed).
LA3.0: Feature 96759, Self-Configuration provides two options for performing an
eNodeB commissioning:
• Factory Mode commissioning: Essentially, the eNodeB will configure itself based on
factory defaults, preset OAM IP Address from the DHCP server, and preset conditions
at the SAM.
• Operational Mode commissioning: There is no DHCP server. The OAM IP address
requires a fixed value and the OAM VLAN requires a non-default value.
TLA3.0: Feature 115168, Self-Startup Optimization improves upon TLA2.1 eNodeB
self-configuration phase1 and TLA3.0 eNodeB self-configuration phase2 to provide full
self-startup.
• Full self-startup includes power on, power on test, transport network detection, OAM
connection setup, software and configuration file update, self test, Inventory
information update, cell setup, and ready for calls.
Note: Some of these steps are actually part of system integration.
• The major improvements are for beta parameter management and self test. If no beta
commissioning parameters are set, the eNodeB will configure them based on factory
defaults.
After commissioning, the eNodeB will be ready for integration into the network. Refer to
the 418-000-301 Alcatel-Lucent 9400 eNodeB Integration User Guide.
Note: To upgrade an eNodeB running Release LA2.0/TLA2.1 software toRelease
LA3.0/TLA3.0, a different procedure must be performed. The upgrade will put Release
LA3.0/TLA3.0 software on the eNodeB but without any data. You must then perform a
PRELIMINARY

complete and new commissioning to populate the eNodeB with new data in Release
LA3.0/TLA3.0 format. Refer to the 418-000-017 document for the upgrade procedure.

PRELIMINARY Material Requirements Hardware Requirements

....................................................................................................................................................................................................................................

Hardware Requirements
Description
Check the eNodeB for the following required components and settings:
• LA3.0: Tthe modem board(s) is type eCEM.
Hardware variants of the eCEM module:
– The LTE-only eCEM (3JR20059BA) carries forward from Release LA2.0. This
module contains LTE software only.
The LEDs are currently not used except to indicate the board is receiving power.
With eNodeB power ON, check to see that any eCEM LED is lit, of any color.
– Feature L96043 introduces the W-CDMA/LTE eCEM (3JR20059DA) . This
module contains W-CDMA and LTE software, each in a separate partiton. It can
be used in either market.
The configured technology state (LTE or W-CDMA) in which the eCEM is
operating is displayed via the LEDs on the front plate of the eCEM and captured
in the eNodeB OAM and available for reporting at the SAM/NEM.
The eCEM 3JR20059DA can operate in a LA2.0 eNodeB as follows:
– Support for the eCEM 3JR20059DA in a d2UV5 is provided.
– The module is loaded with joint W-CDMA/LTE LA3.0 factory load.
– A given modem can be inserted either in an LTE BBU or a W-CDMA BBU.
– When inserted into an LA2.0 eNodeB, the eCEM is downgraded to LA2.0. It
therefore cannot be inserted in a W-CDMA d2U until upgraded back to LA3.0.
• TLA3.0: The modem board is type bCEM. There is only one bCEM per sBBU. It
does not support dual technology.
• LA3.0 and TLA3.0: The control board is type eCCM.
With eNodeB power ON, the two left-most LEDs of the top row (CMA) will be lit.
All the LEDs in the SYNC row should be lit green to indicate clock synchronization.
Clock synchronization options:
– GPS:
All the LEDs in the SYNC row should be lit green to indicate GPS lock. If these
are red, there is a problem. The NEM will not connect. Check the GPS antenna or
splitter cable to determine possible loss of GPS signal (see the IEH 401 Section
507 for GPS troubleshooting steps).
– 1588 V2 synchronization. This is LA3.0 feature L92076. When this feature is on,
synchronization comes from packets delivered from an external server using the
two Gigabit Ethernet ports. The eNodeB automatically discovers the 1588 server
PRELIMINARY

addresses. In case of failure of the master server, the eNodeB is able to

resynchonize with the secondary server. If synchronization fails with both servers,
the eNodeB provides alarms and then switches to the internal clock or other
source.

Reference: Refer to the 418-000-053 Integration of 1588 V2 Synchronization and
the 418-000-054 1588 V2 Synchronization Reconfiguration documents.
Note 1: The choice of clock source is defined from the SAM after commissioning.
The option chosen and its status are then displayable from the NEM.
Note 2: There is an eCCM variant equipped with enhanced OCXO (that is, oscillator)
that provides hold-over capability in case of a clock synchronization failure. During
this major alarm, the eCCM functions in free-running mode (displayable from the
NEM Clock Properties tab), using the OXCO for synchronization. A critical alarm is
raised when the frequency hold-over is within 12 hours of exceeding the OCXO
capabilities. Another critical alarm is raised when the OCXO capability is reached and
RF transmission is terminated.

PRELIMINARY Commissioning Commissioning Overview

....................................................................................................................................................................................................................................

Commissioning Overview
LA3.0 Full Plug-n-Play (eNodeB in Factory Mode)
This scenario describes commissioning in the simplest case, when the following
Plug-n-Play defaults can be used:
• dhcpMode = “enable”
• oamVlanId=“400”
• No IPsec for OAM traffic.
Note: This scenario disallows any changes to the OAM IP address during eNodeB
self-configuration.

LA3.0 On-site OAM Provisioning (eNodeB in Operational Mode)

In this scenario Plug-n-Play defaults are not appropriate for a customer. The OAM alpha
parameters for the eNodeB need to be modified:
• There is no DHCP. A fixed OAM IP address is used instead.
• oamVlanId = “400“ does not apply to the customer network.
In this case, a simple on-site procedure is needed using the NEM locally connected to the
eNodeB.

TLA3.0 Full Self-Startup

Full self-startup includes power on, power on test, transport network detection, OAM
connection setup, software and configuration file update, self test, Inventory information
update, cell setup, and ready for calls.
If no beta commissioning parameters are set, the eNodeB will configure them based on
factory defaults.

Commissioning Scenarios
LA3.0 Plug-n-Play Commissioning
This procedure requires someone on-site to power-up the eNodeB. The SAM must be
operating.
...................................................................................................................................................................................................

1 Power up the eNodeB.

The eNodeB boots up and begins to initialize using Plug-n-Play defaults:
• By default, dhcpMode is set to 'enabled' so the eNodeB issues a DHCP request to
obtain the OAM IP address information.
• The DHCP server returns the OAM IP address.
• OAM vlan id = “400”.
The eNodeB enables the SNMP interface.
...................................................................................................................................................................................................

2 The following then occurs:

• The SAM establishes SNMP connection to the eNodeB.
• The SAM checks the software version running on the eNodeB. If it does not match
the target version provisioned on the SAM and enableAutomaticSWUpgrade=TRUE,
the SAM automatically upgrades the eNodeB software.
• The SAM sets the Code Server Path to the eNodeB.
• The SAM triggers eNodeB to download the target software version from SAM.
• The SAM activates the target eNodeB software version.
• The eNodeB auto-resets and boots up on the target software version (in Operational
Mode). The Self Configuration scenario runs again from the beginning. This time the
software version check passes.
• The SAM accepts the software automatically.
• Since enableAutomaticConfiguration is set to TRUE, the SAM sends gamma
parameters including Vlan[0] data model for OAM CM XML Snapshot file to the
eNodeB.
• The eNodeB stores parameters persistently.
• The eNodeB resets itself.
...................................................................................................................................................................................................

3 From the SAM, launch the NEM application. The Beta parameters were not provisioned
on-site. They will be provisioned remotely in the following steps.
The NEM application running remotely from the SAM establishes an SNMP connection
to the eNodeB.

4 From the SAM, use the NEM to run the Commissioning Wizard (see “Start
Commissioning Wizard” (p. 2-14) for reference) to provision the following beta
parameters. Refer to the CIS (eNodeB-Info tab) or CIQ (eNodeB I&C tab) for customer
parameters.
• First and second NTP server IP address
• Antenna port to sector assignment
• UL and DL antenna delay
• Default is that all antenna ports are both transmit and receive
• If the customer wishes to name the antennas or antenna ports, these may be named.
• If any external alarms are used, these may be provisioned.
...................................................................................................................................................................................................

5 From the NEM on the LMT, go to the Configuration drop-down menu and select Edit
D2U Ruc Update Area.
Set the following parameters based on the Inventory Record:
• RU Name
• DBU Product Engineering Code
• DBU Serialization Number (the 'macroEnbId' in the CIS or CIQ)
• DBU Manufacturing Date
• DBU Hardware Release
• Bts Packaging
• Delivered Cabinet Serialization Number
Normally, Delivered Cabinet Serialization Number matches DBU Serialization
Number. This is the “Client ID” of the eNodeB in the DHCP server (if DHCP server is
used). If a customer chooses to set this to a different value, the value must be unique
in the network.
• Delivered Cabinet Manufacturing Date.
...................................................................................................................................................................................................

6 From the SAM, use the NEM to verify the lock/unlock mode of the eNodeB hardware:
1. Go to the Tree View.
2. Click on HW Modules to display the Administrative State and Operational State of
the eNodeB Managed Objects (MOs).
3. If the eNodeB or any MOs are locked, unlock them.

1 Power up the eNodeB.

The eNodeB boots up and begins to initialize using Plug-n-Play defaults:
• By default, dhcpMode is set to 'enabled' so the eNodeB issues a DHCP request to
obtain the OAM IP address information.
• Since the customer does not wish to use DHCP, there is no DHCP. The eNodeB uses
Netconf alpha parameters (refer to the CIS or CIQ).
The following then occurs:
• The eNodeB enables the SNMP interface.
...................................................................................................................................................................................................

2 From the eNodeB site, plug the LMT into the eCCM maintenance port using the RJ45
NEM test cable (specially modified cable).
...................................................................................................................................................................................................

3 From the NEM on the LMT, log into the eNodeB.

Result: The NEM establishes an SNMP connection to eNodeB.
...................................................................................................................................................................................................

4 From the NEM on the LMT, set the eNodeB Communication State to “lmtManaged”.
This prevents the SAM from updating the eNodeB while the local NEM is updating it.
...................................................................................................................................................................................................

5 From the NEM on the LMT, use “Set Fixed OAM Route” (p. 2-12) to provision the OAM
IP address and subnet.
Then do one of the following. Refer to the CIS or CIQ (eNodeB I&C tab).
• For IPv4, provision the first hop router.
• For IPv6, provision the IP address, prefix length and first hop router.
...................................................................................................................................................................................................

6 From the NEM on the LMT, start the Commissioning Wizard (see “Start Commissioning

....................................................................................................................................................................................................................................
Power on tests rely on BISTs as before. But now the results will be reported to the SAM.
...................................................................................................................................................................................................

4 Transport network detection and OAM connection setup occurs. SAM uses the IP stored
on the DHCP server for eNodeB declaration and configuration pre-provision. When the
eNodeB starts up, it retrieves the IP from DHCP server, according to its NEID. Then the
SAM can connect to the eNodeB using the pre-configured IP address.
...................................................................................................................................................................................................

5 Automatic software update occurs, if necessary. And the configuration file is updated. All
related commissioning parameters are provided with default values. During the startup, if
the eNodeB detects that one or more commissioning parameters are not provisioned, it
will then use default values or those missing parameters so as not to block the self-startup.
With the default values, the following applies:
• CPRI port will be fixed to 1,2,3(2A) and 1,3,5(8A)
• Daisy Chain will not be supported.
Note: After startup, manual modification of the parameters can be done from the NEM.
...................................................................................................................................................................................................

6 Self Test: Self test is different from the Power on test, which will be run on normal load to
detect physical connections including RF, GPS, Ir, and S1/X2 links.
...................................................................................................................................................................................................

7 The Inventory information for hardware and software is automatically reported to the
SAM after self startup, and displayed to the operator.
...................................................................................................................................................................................................

8 After all the self configuration steps are complete, the eNodeB is ready for calls.
...................................................................................................................................................................................................

9 When the self-startup is complete, the eNodeB sends the Hardware self-test report to the
SAM which includes the following:
• The normality or abnormity of the RF channel connection, RF channel attenuation,
and VSWR
• The normality or abnormity of the GPS 1pps signal quality, if the GPS finds no
satellites, and eNodeB synchronization.
• The match or mismatch of the optical transceiver on the BBU and RRU, the normality

Supported Configurations
The L101805 Transport Support of Ipv6 for Telecom and OAM, DHCPv6 feature provides
the capability for the eNodeB to be full IPv6 for all types of traffic for OAM and
Telecom.
These VLAN / IP configurations are supported:
• eNodeB full IPv4 for OAM and Telecom (that is, S1 and X2 user plane and control
plane data), supported by one VLAN with two IP addresses (one IP address for OAM
and one IP address for Telecom)
• eNodeB full IPv6 for OAM and Telecom, supported by one VLAN with two IP
addresses (one IP address for OAM and one IP address for Telecom)
• eNodeB IPv4 for OAM and IPv6 for Telecom, supported by two VLANs:
– One VLAN for OAM with one IP address for OAM
– One VLAN for Telecom and one IP address for Telecom.
Note the following:
• To reduce any eNodeB service impact due to inconsistent IPv4 and IPv6 address
format, OAM systems (that is, SAM, NEM, and eNodeB) perform an IP address
format (IPv4 or IPv6) consistency check for telecom as well as for OAM.
• The NEM performs an IP address format consistency check for MIB parameters of an
OAM IP address.
• The SAM performs an IP address format consistent check for MIM parameters (IPv4
or IPv6) on a per eNodeB basis as well as neighbor eNodeBs for X2 interface. If an
error of mismatch IP address format for an eNodeB (IPv4 or IPv6) or mismatch IP
address for a neighbor eNodeB for X2 interface is detected, the SAM disallows
provisioning the mismatched IP address format and displays an error.
• The SAM performs the IP address format consistent check for S1, X2, and OAM.
• When a customer activates the WPS tool, then WPS performs the same IP address
format consistency check as the SAM does. WPS sends an error report for a mismatch
IP address format.

Start Commissioning Wizard

Commissioning Wizard Overview
The NEM commissioning wizard provides an automated way to launch and supervise task
dependent scenarios stepwise necessary to get an operational NEM. The tasks covered by
the Commissioning Wizard depend on the pre-condition of the NEM. Due to this, a task
within the Commissioning Wizard is either mandatory, optional, or not available. For
tasks shown as optional, the user has the ability to customize the Commissioning Wizard.
Important! The Commissioning Wizard can be manually stopped at any point in the
process.

Reference Configuration
Optionally, the Commissioning Wizard can use a reference configuration as a starting
point. The reference configuration can come from another site that is already configured
and has the same hardware as the site you are now commissioning.
When you save a configuration as a reference, all settings and parameters are stored in a
configuration file. When you load this configuration file on another eNodeB with the
same hardware, all settings and parameters are set according to the reference
configuration.
This reference configuration is then verified against the hardware configuration of the
actual eNodeB before use. The data of the reference configuration is then used to
initialize the data entry windows appearing in the different tasks. These data can be
modified before being transferred to the eNodeB.
For the reference configuration, make sure that:
• All hardware objects of the reference are existing in the actual eNodeB configuration.
These are hardware modules and the number of provided antenna ports.
• The eNodeB has the same global transmitter configuration in terms of low or normal
power transmitter configuration.

Tests Performed in Stand-Alone Mode

Overview
The 108519 Factory, Commissioning, 3GPP 36.104/141 Conformance, and Customer
Acceptance Test Support feature enables anyone from the factory, the commissioning
team, or customer acceptance team to use the eNodeB with a nominal LA3.0 load to test
and/or demonstrate the eNodeB compliance to the 3GPP TS 36.141 and TS 36.104.
This feature provides an API (based on the SNMP interface, supported by the NEM or
thru any script handling SNMP) to the user to select the test to be done as well as some
parameters (depending on the test) to activate the tests.
The primary focus of this feature is to support those tests that need to be performed on
each and every eNodeB to ensure they are suitable for shipping to customers and for
operation in the field.
To support the needs for factory testing, this feature provides the capability for the system
to support these tests in “Standalone” mode with no backhaul connection to the eNodeB
(that is, the eNodeB is not communicating with the SAM and not performing any telecom
operation).
The 3GPP customer acceptance tests are divided into three categories: the transmitter
tests, the receiver tests and the performance tests.

Factory Testing
These steps must be performed from an LMT.
...................................................................................................................................................................................................

1 Start the NEM application from cmd.exe using the command:

[Path to javaw.exe] -DFactoryTest=true -jar [path to NEM B.jar]
Note: A bat file including inside the above command can be used:
"C:\ProgramFiles\AlcateLucent\NEM \NEM .LA3.0.0_D1.10\jre1.5.0_
14\bin\javaw.exe" -DFactoryTest=true -jar "C:\Program Files\
Alcatel-Lucent\NEM\NEM.LA3.0.0_D1.10\NEM B.jar"
This command should be adapted by each user according to the NEM version.
...................................................................................................................................................................................................

2 Backup the eNodeB Database: This saves (backups) the nominal xml file (eNodeB data
PRELIMINARY

base). If the user wants to do a backup of the nominal xml file, then the NEM will
perform a Netconf Get of the current eNodeB data base and save the nominal xml file to
the path defined by the user.

3 Select XML File: The factory tests have to be performed with different bandwidths and
different output power levels, which are configured via the snapshot file. This selects the
snapshot file via a file selection dialog. The user is responsible to select the correct file.
Consistency checks are not performed.
The NEM checks the 'eNB Factory Mode Activation' parameter:
• If eNB Factory Mode Activation is false, then NEM just read the content of the XML
file without sending it to the eNodeB. The NEM reads the name of the cell(s) from the
XML file. The cell names found in the XML file will be available in the combo box of
the parameter Cell Friendly Name for each row in the tables.
• If eNB Factory Mode Activation is true, the NEM will read the tables from MIB
without filling in the tables.
• If eNB Factory Mode Activation is true and a new XML file is selected to be used,
then the NEM sets eNB Factory Mode Activation to false and reads the content of the
XML file without sending it to the eNodeB. NEM discovers the name of the cell(s)
from the XML file. The NEM reads the name of the cell(s) from the XML file. The
cell names found in the XML file will be available in the combo box of the parameter
Cell Friendly Name for each row in the tables.
The initial factory snapshot file is part of the NEM package. This XML file should be
used further by the user. The user might clone and modify it according to site
requirements.

4 Set up Factory Mode parameters: This consists of Test Configuration and UE Context
Measurement.
Edit Test Configuration:
• Table Index: Key of the fcaTestsConfigurationTable.
• Cell Friendly Name: This attribute allows pre-allocation of the cell related to this
fcaTestsConfiguration.
• DL Test Mode: This CtmDlFlag attribute allows activation of a tx testmodel.
• DL Test Debug Flag: Indicates that debug mode is activated, if set to 'true'.
• DL Antenna Mode: This attribute allows setting of Tx antenna mode. Examples: 0 for
MAIN, 1 for DIVERSITY, 2 for BOTH.
• UL CTM Test Number: This attribute allows CTM (conformance test model) Rx test
number setting.
PRELIMINARY

• UL CTM FRC Test Mode: This CtmUlFlag allows setting of Fixed Reference
Channels to be used.

....................................................................................................................................................................................................................................
Test Results Data:
• Test Ue Context Index: The index related to UE context that forms, together with the
cellFriendlyName, the key of the table. '0' means cell specific measurements without
UE context.
• Modem Error Code: In case of failure (that is, testStatus different from zero), this
parameter provides the detailed modem error code.
• Performance Results Buffer: The buffer containing the measurement data.
• MeasurementSequence Number: The sequence number of the measurement reports.
• MeasurementDsp Time: DSP time as defined in callP/OAM L1L2 message catalogue.
• Action Status: This parameter indicates success or failure of the related
fcaMeasurement or fcaTestUeContext action request. So the actual value depends on
the action type of the action request message. '0' means NO_ERROR.
Test UE Context Measurement:
• Table Index: Key of the fcaTestUeContextAndMeasurementTable.
• Cell Friendly Name: This attribute allows pre-allocation of the cell related to this
fcaTest UeContextAndMeasurement Configuration.
• Start Prioritized Bit Rate: This attribute allows setting of start value for Prioritized Bit
Rate for addressed UE.
• Number Of Prb: This attribute allows setting of number of PRB for addressed UE.
• Test Mcs: This attribute allows setting of modulation and coding scheme for
addressed UE.
• Measurement Identification: OAM routes the actual values of this attribute to call
processing. The possible values and their meaning are taken from L1 catalogue.
• Measurement Activation: Indicates that measurement is activated, if set to 'true'. The
meaning of this attribute depends on the requested measurement type. The L1
catalogue provides the definition.
• Measurement Counter: OAM routes this value transparently to call processing.
...................................................................................................................................................................................................

5 Set Factory Mode Timeout parameter to match the needs of the test. This is a protection
timer for running in Factory Mode. Default is 1 hour. The maximum range of 4320
corresponds to 180 days.
...................................................................................................................................................................................................

6 Send XML File / Start Factory Mode: After all factory parameters are set or modified, the
select the Start Factory Mode button to reset the eNodeB so that OAM takes into account
PRELIMINARY

the modifications.

Once the Start Factory Mode button is pressed, the NEM will set Factory Mode Running
Parameter to true in the MIB and will send the selected XML file via NetConf to the
eNodeB. This will trigger an eNodeB reset after which the eNodeB will be running in
Factory Mode.
For the error cases handling, the user needs to lock/unlock the cell to restart the test. The
user changes the parameter that made the test fail before the cell unlock. The eNodeB
reset is only needed in order to take into account the modification of the"factory-
ModeRunning" attribute. Other parameter modifications are taken into account after
lock/unlock cell if the factory mode was already enabled.
...................................................................................................................................................................................................

7 Cell Setup: The cell setup is finished when the cell administrative is enabled. Once the
cell setup is successfully finished, the Factory Tests feature is started. The cell status is
displayed in Cell Data View panel. To start the tests the user must unlock the cells (if
any). For unlocked cells, the tests will start automatically after a successful cell setup.
...................................................................................................................................................................................................

8 Display Measurement Indication: The NEM only displays in real time the instantaneous
results of the PUSCH Throughput and RSSI per Antenna measurements for Section 7
testing. The other measurements type plus PUSCH Throughput and RSSI per Antenna
will be dumped and saved into a log file. The long-term averaging can be achieved by
post-processing the log file. PUSCH Throughput and RSSI per Antenna measurements
are displayed in Tests Results panel.
The user can choose the moment when the log starts or ends because NEM offers the
possibility to start/stop the factory log files.
The log file is located in user’s home directory and is named FactoryTest_YYYY-MM-
DD_hh.mm.ss.SSS.txt. The name has the file creation date and time encoded inside.
eNodeB reset will close the current log file and start a new one after the eNobeB reset is
finished and only if Factory Mode Running parameter is set to true and factory log file is
started.
The NEM is polling the measurements according to some MIB attributes. The minimum
polling frequency which is needed to catch all data updates depends on the selected tests.
The attribute "measurementCounter" must be used to calculate the polling frequency.
NEM application analyzes all the reporting periods and takes the fastest one as reference
for the polling period. In general the fastest polling period will be 1second (1000ms).

9 Modify Factory Mode Parameters: Parameters set in Step 4 can be modified for further
tests without exiting Factory Test Mode. If no hardware change occurred, then no factory
xml file change is needed. After Factory Mode parameters are modified, a lock/unlock
cell must be performed so that OAM takes into account the modification of attributes if
the eNodeB is already running in factory mode.
The following two factory parameters can be changed without locking/unlocking the cell:
• Debug flag per cell (three cells are configured)
• Antenna mode.

10 Exiting Factory Test Mode:

Exiting the Factory Test Mode is available in the last set Display Measurement. Exiting
Factory Mode will guide the user through 3 steps:
1. Factory Mode Running deactivation.
2. Clean up all the data.
3. Restore the nominal xml file.
