I. DSM Scope of Work

The Contractor shall consider the following item in order to install Dynamic System Monitors
(DSM) in NEW QATIF 380/115/13.8 KV BSP. This job shall include but not limited to the
following.
1. Provide and install One (1) new stationary DSM with at least 32 channels per DSM in
New Qatif 380kV station. The provided DSM shall satisfy the requirements listed in
section V.
2. In each new DSM RTU, Provide and install a Time Synchronization System to each
new DSM using GPS (Global Positioning System) technology. This consists of, but
not limited to Hardwares, Softwares, Documentation and Services/Spares.
3. In each new DSM RTU, provide and install a total solid state for maximum reliability
with no maintenance required.
4. Provide all cables and parts necessary for installation and connectivity.
5. Supply a warranty period (One year) to cover services and parts (not used for spares)
6. For the life of the DSM, all expansions and upgrades necessary should be compatible,
and should require little or no modification to the DSM software and hardware.
7. For each new DSM RTU, provide the operational spare parts as listed in
Appendix III.

8. Provided the Interoperability List of the used protocols during base design stage.
9. Provide LAN connection from the DSM RTU to the SEC-ERB LAN/WAN in the
station.
10. Provide DSM Equipment Training as listed in Appendix II, “ TRAINING
REQUIREMENTS FOR SCADA-CTA EQUIPMENTS”
11. Provide At least one (1) hard copy and one (1) soft copy set of Operation and Maintenance
Manual.
12. Provide two Simulators for each new DSM RTU. The simulators shall be
equipped with fully operational configuration and simulation software/s in
preparation for the pre-commissioning/Final commissioning.
13. Demonstrate and train SCADA-CTA representatives to set-up, configure and
operate the DSM Simulator.
14. Implement the DSM point requirements of the involved stations in accordance with
the DSM Signal requirements.(Points Requirements are listed below)

15. Prepare DSM Input signal interface drawings and I/O Tabulation Sheets consisting of
I/O point assignments and the corresponding terminal Block assignments in DSM
RTUs.
16. Connect the DSM RTU to the GPS receiver clock exist in the new SOE panel.
17. Submit the I/O Tabulation Sheets as a hard Copy and as a soft Copy in a 3.5” floppy
disk.
18. Prepare procedures and conduct installation check-out and performance testing in
coordination with COMPANY REPRESENTITIVES which shall include, but not be
limited to the following:
a. DSM Factory Test: A Factory Test shall be conducted and may be
witnessed by SEC Representative at the Supplier’s factory.
b. DSM RTU Functional Testing: Consist of testing all DSM input cards
and controllers in conjunction with the simulator.
c. DSM System Pre-Commissioning: Verification of proper operation and
termination of all DSM Input signals. This requires simulated triggering
of all DSM input points and checking that they are properly displayed in
the simulator. DSM System Pre Commissioning is a Pre-requisite to the
issuance of Mechanical Completion Certificate (MCC)
d. DSM System Final Commissioning: Consist of end-to-end test of all
DSM Signals to show that they can be monitored at the SEC-ERB Hqs.
This requires LAN communication connection availability. In the
absence of LAN communication link to SEC-ERB Hqs. In Dammam, the
communication protocol shall be shown to properly function at the
Substations using a protocol simulator which shall be provided by the
contractor.

II. DSM Material and Equipment Specifications


1. Major Components
a. Computer (Based on Latest Processor Model Available) loaded with Operation
System needed of the DSM software.
b. Redundant AC and DC Power Supplies
c. Input Signal Cards
d. Field Termination Assemblies
e. Potential/Current Transformers with test switches/Transducers

2. Environmental Conditions
a. The system shall work properly in the sites that are located at elevation
of up to 100 feet above sea level. The site’s ambient temperature is 40F
to 120F with humidity of up to 95%.
b. The system will be located in air conditioned Control Room with
ambient temperature of 60F to 75F. The system shall remain
operational during loss of air conditioning for extended periods of time.

3. Communication Interface
a. The DSM RTU shall be able to communicate with the DSM Master
Station (Dig SILENT Power Factory Performance Monitor Dynamic
System) through Dial-Up modem and LAN/WAN
b. The DSM RTU shall be able to communicate with the simulator through
USB or network cable for any maintenance and configuration job.

4. Technical Requirements
a. The system shall convert the voltage and current values at each cycle of
the input to a single phasor, containing both the real and imaginary parts
of the phasor (for example magnitude and angle, referenced to one
Analog Input channel).
b. The captured information shall include user selectable pre-trigger
intervals as well as a user defined post-trigger interval (up to tens of
minutes in length). The data should include date, time, station
identification, and the type of trigger that initiated the recording, as part
of the disturbance record.
c. DSM to conform to industry standards and operate at 110 and 220Volts,
50/60 HZ
d. Provisions for back-up power during power interruption.
e. Analog inputs to DSM from secondary sides of CTs should withstand
severe fault currents (of upto 40 times nominal for 1 second and 2 times
nominal continuously)
f. The system shall synchronize time to the GPS clock receiver with time
tagging of events to 1 millisecond resolution. The DSM RTU shall be
capable of receiving clock synch signal from Master Station in case of
GPS clock failure.

g. In all new DSM RTUs provided, each RTU shall be enough to house the
required points plus 20% of the required points as spare/ready to use
points.
h. An alarm shall be transmitted to the master station if the DSM system
was unhealthy or if the local GPS receiver fails or any of the Power
supplies fail.
i. The DSM shall be normally in a standby mode while continually
monitoring all Analogs and digital input signals and performing internal
diagnostics. Upon detection of a disturbance condition, the record shall:
i. Store the acquired data in the local solid-state memory
during the disturbance period.
ii. Create a directory on the hard disk that defines the date on
which the record was received (for easy operator
reference).
iii. Save the record on a hard disk under a filename which
defines the hour, minute, and second of initiation of the
triggered, as well as type of the type of trigger which
initiated the record (for quick reference by operator.
iv. The system should have the capability to re-trigger if a
new disturbance is detected while in the recording mode.
v. Automatic return to the ready trigger mode after acquired
data is saved to hard disk.
j. The DSM software should possess but not limited to the following
capabilities:
i. Working under Latest PC technology (Windows 2000, or
XP)
ii. Graphic displays and plotting applications
iii. Communications Software to provide remote accessibility
iv. Portability of collected data to various PC-based
Databases and Spreadsheets.
v. Signal Processing and Analysis software that capable of
doing

 Filtering Functions

 Harmonic Analysis

 Fourier Transforms

 Peak, RMS, average value analysis

 Software generated series

 Statistical Functions

5. Wiring and Cable Assemblies
a. All cables and wires shall meet IEEE 383 Fire Retardancy Test.
b. All wires shall have permanent wire marker attached to the wire at
the point of termination at both ends of the wire.
c. All internal wiring shall be terminated with no more than two wires to
one terminal block point and only on one side of a terminal block to
allow customer’s field termination on the other side of the block.
6. Terminal Blocks
a. Field Contact Termination
b. Two terminals for each input. Sliding link or knife type terminals such
as Phoenix MTK-P/P or equivalent shall be supplied. In addition,
ground fault isolation switches for every 16 inputs shall be provided.
c. All terminal blocks shall be sized for appropriate wire gauge size,
suitable for #16 to #20 AWG for field contact wiring, and larger for
internal power wiring as required.
d. All terminals and terminal blocks shall be clearly identified; matching
the seller’s interconnecting drawing.
