I.INTRODUCTION

Assessment is the systematic collection, review, and use of information about educational
programs undertaken for the purpose of improving student learning and development.
(Assessment Essentials: planning, implementing, and improving assessment in higher
education by Palomba and Banta 1999)

II. LEARNING OUTCOMES

At the end of the topic, the students should be able to:
a. Show understanding on the principles of assessment through a connection chart; and
b. Explain the importance of assessment in their life as a student through a 200 words essay.

III. COURSE CONTENT

Purpose of Assessment
Assessment and Evaluation Principles

IV. LEARNING EXPERIENCE

Assessment
-A vital component of the teaching-learning process
-It is used to determine whether students have benefited from instruction.
Assessment ( according to Angelo (1995))
-Assessment is an ongoing process which involves the series of steps, namely gathering,
analyzing and interpreting data.
-It is a continuous undertaking of the teacher usually done before, during and after an
instruction.

***The purpose of assessment is to determine whether expectations match standards set by

school authorities.***

*Expectations - they are provided by instructional objectives, that in turn, are translated into
learning outcomes.
*Standards - levels of performance set by school officials as measures of excellence or
attainment.

Example:
After a 40-minute instruction, the students should be able to locate ten Asian countries on
a world map with 80% correctness.

Assessment is also defined as a method of measuring and evaluating the nature of the learner,
what he learns, and how he learns.
- It involves measurement and evaluation.

*Assessment decisions could substantially improve student performance, guide the teacher in
enhancing the T-L process and assist policy makers in improving the educational system.
However, POOR ASSESSMENT procedures could adversely affect the students, teachers and
administrators.

*Assessment of learning is a tricky business because

a. It requires measuring concepts, ideas and abstract construct.

DEVELOPED BY: JENNIFER BAUTISTA ABELLANIDA, LPT,MST 2

b. It deals with intangibles and attempt to characterize them in a manner that would be
widely understood.

*The underlying philosophy of assessment should be “ASSESSMENT FOR LEARNING”

rather than “ASSESSMENT OF LEARNING”.

*The most common method of assessing student learning is through tests (teacher-made or
standardized). Despite some criticisms leveled against using tests in determining if students are
learning or if schools are successful, these tests will continue to be used in the foreseeable future.
For test results provide an easy and easily understood means of informing the student about his
progress or the school about his performance.

ASSESSMENT PRINCIPLES
1. Address learning targets/curriculum goals.
- In making the objectives of the assessment, it should be parallel to the instructional
objectives which in turn are geard toward the aims of the educational institution. Learning
targets/objectives should also be expressed in cognitive, psychomotor and affective domain.

2. Provide efficient feedback on instructions.

-With assessment, it provides feedback on the kind of instruction a teacher made (successful
or failure). If the result is satisfactory and acceptable, proceed to the next while if
unsatisfactory, reteach or give some remediation.
*FORMATIVE TEST is given daily at the end of instruction while
SUMMATIVE TEST is administered at the end of a unit, semester or academic year.

3. Use a variety of assessment procedures.

-Since learning outcomes are classified into KNOWLEDGE, SKILLS and ATTITUDES, a
teacher should use different assessment procedures. Say,
For KNOWLEDGE, use the paper-and-pencil test using multiple-choice, essay, etc.
For SKILLS, use direct observation, project and field work using checklist and rating scales.
For ATTITUDES, one can use self-report, interview guide, direct observation and even paper
and pencil test using agree-disagree statements and rating scales.

4. Ensure that assessments are valid, reliable and fair.

*** Assessment is
a. Valid –when it reflects the purpose of a test.
b. Reliable –when such process yields consistent result.
c. Fair –when it is free from bias of the person who conducts such procedures.

5. Keep record of assessment

-Results of assessment should be recorded to document the achievement made by the
students.
-Can be used in making decision or for future reference.

6. Interpret/Communicate result of assessment meaningfully.

-The ultimate value of an assessment result is its interpretability. With this, students can
make a decision correctly. A failing score can motivate a student to study harder and a passing
score can inspire a student to maintain or even surpass his current performance.

EVALUATION is a broader term than the Measurement. It is more comprehensive than mere in-
clusive than the term Measurement. It goes ahead of measurement which simply indicates the
numerical value. It gives the value judgement to the numerical value. It includes both tangible and
intangible qualities.

PRINCIPLES OF EVALUATION

Evaluation is a systematic process of determining to what extent instructional objectives has been

achieved. Therefore evaluation process must be carried out with effective techniques.

The following principles will help to make the evaluation process an effective one:
1. It must be clearly stated what is to be evaluated:
A teacher must be clear about the purpose of evaluation. He must formulate the instructional
objectives and define them clearly in terms of student’s observable behaviour. Before selecting the
achievement measures the intended learning out comes must be specified clearly.

2. A variety of evaluation techniques should be used for a comprehensive evaluation:

It is not possible to evaluate all the aspect of achievement with the help of a single technique. For
the better evaluation the techniques like objective tests, essay tests, observational techniques etc.
should be used. So that a complete’ picture of the pupil achievement and development can be
assessed.

3. An evaluator should know the limitations of different evaluation techniques:

Evaluation can be done with the help of simple observation or highly developed standardized
tests. But whatever the instrument or technique may be it has its own limitation. There may be
measurement errors. Sampling error is a common factor in educational and psychological meas-
urements. An achievement test may not include the whole course content. Error in measurement
can also be found due to students guessing on objective tests. Error is also found due to incorrect
interpretation of test scores.

4. The technique of evaluation must be appropriate for the characteristics or performance to be

measured:
Every evaluation technique is appropriate for some uses and inappropriate for another. Therefore
while selecting an evaluation technique one must be well aware of the strength and limitations of
the techniques.

5. Evaluation is a means to an end but not an end in itself:

The evaluation technique is used to take decisions about the learner. It is not merely gathering data
about the learner. Because blind collection of data is wastage of both time and effort. But the
evaluation is meant for some useful purpose.

EVALUATION IS A PROCESS BECAUSE IT INCLUDES A SERIES OF STEPS:

1. Establish objectives- make possible objectives

2. Classify objectives- classify based on cognitive domain, affective and psychomotor.
3. Define objectives- clearly state the objectives following S M A R T and ABCD
4. Select indicators- they indicate the presence or absence of a measured attribute or
characteristics.
5. Develop measurement techniques- test, oral exam, performance exam.
6. Collect performance data- collect the result of step 5.
7. Compare data with objectives.
