Complainant Naresh Kadyan, Retired Commissioner, Bharat Scouts and Guides,
Haryana, C-38, Rose Apartment, sector 14, Rohini, Delhi – 110085.

In the matter of allegation against:-

The Chief Executive, Haryana Khadi and VI Board, Bays 62-65, sector-2,
Panchkula cum Secretary to the office of Lokayukta, Haryana.

The above name complainant is satisfied that the above mentioned public servant,
disobeyed, orders passed in Complaint 110 of 2017, mishandled as they failed to identify
the black sheep’s in the system, responsible for major hardship with TSL, explained as
under, being matter of record, that:-

1. I feels that India is a dominion of British India, as per the Indian Independence
Act, 1947 but I am born and brought up in Independent India hence, to get
before clarification about the status before die.

2. I am law abiding citizen of India, dedicated towards my fundamental duties, as


defined under article 51 A (g) of Indian Constitution, being performing
as Community Policing, Man of many achievements and distinctions: Voice for
voiceless: Fighter by spirit: Jat by Birth: Cobbler by Profession: Activist by
Mission: Humanitarian by Choice, Gandhian by vision and action, being
habitual KVIB worrier. Gandhigiri as justice delayed justice denied.

3. Dedicatedly I have spent my young age of 30 years, with the Haryana Khadi and
Village Industries Board, since 5-4-1984 till voluntarily retirement under protest
at the time of promotion, placed under suspension for No reason, as on 5-8-2014.

4. After leaving Haryana Khadi and Village Industries Board, I have spent two
years with honors, dignity and pride as Commissioner (Headquarter), Bharat
Scouts and Guides, Haryana.

5. As per roaster, applicable in the Haryana Khadi and Village Industries Board, I
was to be promoted as Development Officer (Leather), which is effected due to
gross negligence in overall supervision, by the Respondent.

6. Vide order No. 768-77 dated 29-4-2013, I was place under suspension, keeping in
view, observations of Administrative Secretary, submitted a note as on 8-4-2013
via Minister of Industry and Commerce which was seen by the Chief Minister:

“The enquiry in respect of the charge sheet served under rule 7 in 2010
should be completed at the earliest and he should be placed under suspension
during this period”

As this proposal was seen by the Chief Minister of Haryana, without any
speaking orders but Chief Executive of the Board, issued suspension orders as
on 29-4-2013, keeping in view, the observation of Administrative Secretary,

whereas during suspension I was entitled to get subsistence allowances, which


was not given to me, since May, 2013 to August, 2014, on the same pattern,
without increasing @75%, after 6 months, even No reason of suspension -
charges were disclosed, which is mandatory.
Whereas, enquiry officer, submitted his report, which was conveyed to TSL –
DKVIO, vide letter No. 4764 dated 29-5-2014, without reinstating, here after
suspension was illegal.

It would be pertinent to mention here that personal hearing was granted against
all 3 charge sheets, before Board as on 17-7-2014, conveyed vide letter No. 5695-
96 dated 9-7-2014, likewise same was not granted before Board in 203rd meeting,
held on 6-8-2014, VRS orders were issued, bearing No. 6949-82 dated 7-8-2014
without treating suspension period on duty, to debar leave encashment with two
annual increments, without any fault, being heavy financial loss, mental torture,
harassment, defamation.
7. I, became physically handicapped, due to regular harassments and torture of
Respondent, even regular representations, advices of family members to move
before High Court but I believe in Lokayukta of Haryana, for its establishment
of the one of the cause but I fought as Community Policing.

Prayers, to pass appropriate orders:

1. Strict compliance of orders passed in complaint No. 110 of 2017, why my


observations were recorded and finding on the Registrar are shameless?

2. Revoke suspension orders, as on 29-5-2014, being Administrative Secretary,


proposal was seen, without specific orders, by any Authority, suspension was
illegal.

3. As per Administrative Secretary, observations at No. 3, after obtaining Inquiry


report, reinstatement orders were not issued.

4. No reasons were disclosed and No charge sheet was issued, related to suspension
orders dated 29-4-2013.

5. Subsistence allowances were not increased after 6 months of suspension.

6. Two annual increments were not granted, due as on 1-7-2013 and 1-7-2014.

7. Personal hearing was not granted, before 203th Board of Directors Meeting, was
held on 6-8-2014, whereas same was granted before 17-7-2014, which was defer
to 6-8-2014.

8. No opportunity - personal hearing was granted as required, while deciding all


three baseless charge sheets, even all three replies were mishandled, adopting
criminal conspiracy, as double standards, discrimination as well.

9. Suspension period was not treated on duty.

10. Leave encashment was not granted.

11. Interest on gratuity portion withheld unlawfully.

12. Promotion for the post of Development Officer (Leather), was not granted.

13. Compensations for unnecessary harassment, mental torture, even defamation.

14. I am ready to surrender my citizenship under protest of the dominion of British


India, which was never got independence instead power transfer.

15. Any suitable actions on the service benefits of the Pradeep Kasni, IAS, posted as
Chief Executive of the Board, misusing his power and authority with public
funds, responsible for major hardship, double standards with bad intention,
responsible for issuing two charge sheets for same reasons, appointing two
different inquiry officers, misusing public funds, issuing baseless Memo No. 914,
appointing himself as Inquiry officers, submitting false reports, concealing actual
facts, to hurt the reputation with great financial loss.

16. Any orders deems fit, establishing rules of law, abolishing the requirement for
the post of Chief Executive, restoring the position before amendment, vide 24-
Leg / 80 dated 28-7-1980, restoration of Gandhian values, reviewing class 29 of
the classification of Trade Marks Act, 1989 read with the legal provisions with
Gandhian values, recalling amendment in the Act, as objectionable up to the
introduction of the Haryana Short Titles Amendment Act, 2021 (Haryana Act
No.15 of 2021).

The necessary deposit of Rs. 1000/- has been made by affixing judicial stamps of that
value on the complaint.

I, the above named deponent do hereby solemnly affirm and declare as under:-

1. That I am the petitioner in the above case and I am well conversant with the
facts of the case.
2. That National Khadi and VI Board Employees Federation is an apex body of
all State KVIB Employees Unions.
3. That the facts stated in the accompanying paras No.1 to 7 are true and correct
to my knowledge, including relief para 1 to 16.
4. That the copies of Annexures are true and copies of their original.
