1. PROJECT BACKGROUND
The work for Consultancy Services for Preparation of Feasibility study/ Detailed Project Report
on EPC mode for the up-gradation of main road Budhal-Mahore-Gul to NHDL specifications
from Km 0.00 to Km 114.875 and an artery from Mahore at Km 57.00 to Km 68.00 on road
Reasi-Arnas-Mahore (Net Length 125.875 Km) in 31 BRTF area under Project Sampark in J&K
State have been awarded to Almondz Global Infra Consultant Ltd (AGICL) In JV with Manglam
Associates, Accordingly consultants have commenced the services.
2. PROJECT APPRECIATION
The project road is divided into two sections section A Budhal-Mahore-Gul (BMG) and section B
an artery from Mahore on Road Reasi-Arnas-Mahore (RAM).
The project length awarded as per the TOR was 114.875 kms of Section A and length 11 kms of
Section B. But recently due to major landslides on Section A the project road was realigned
reducing its length to 110.565 km as per site investigation.
The Section A (110.565 km) connecting Budhal in Rajouri district to Gul in Ramban district
AndSection B which lies in the middle of the section will be connecting 11.00 km Mahore to
ArnasTowardsReasi District.
The net length of project road is 121.565 kms. Both the sections pass through very unstable
hilly terrain which has caused numerous landslides along the road stretch .The terrain has been
described as composed of unstable, fissured rock dipping towards the road side.
Section A lies in Mountainous/hilly Terrain with road width ranging from 4.5m to 10m in
certain sections. Local Built-up areas lie along the alignment where the road with ranges from
4m to 8 m. The road condition fluctuates from fair to almost earthen road. Features on the
road shifts from valley to hill side as we move along the alignment .The road stretch in
between Km 26.800 and Km 34.425 was totally washed away due to natural landslides and has
been realigned. From Km 85 (Budhan Village) to Km 95 Dagan Top the road condition is very
poor with this section being totally washed out due to landslides .The gradient along the
alignment changes along the whole alignment and changes dramatically as the alignment
approaches Gul.
In Section A there are 1 Major bridges and 5 Minor bridges and 406 culverts.
Section B lies in steep mountainous terrain with mostly road width of 3.75 and 4 m with hard
shoulder on each side expect in built-up area in Mahore bazaar and small habitations along the
alignment, the road condition is very poor with most of the sections being earthen, along with
tight sections and landslide areas along the road. Valley and hill side features are mostly steep.
The road stretch is looping downhill with major hairpin bends and including blind spots and
sharp curves along the road
In Section B there are no Minor and Major Bridges along this stretch but include 37 Culverts. There
is one important junction along the road at the point where the Section B meets the Section A .
Right of way for both the sections is 18m and the road will be developed according to NHDL
specifications.
The targets dates set for various deliverables as per consultancy services agreement are given
inTable 1.The Consultants expect to achieve these targets dates with the cooperation from all
concerned.

The tasks described in the terms of reference are scheduled to be completed in a period of 8
months.The Work Plan for Deliverables and Manning Schedule for Key Personnel are given in
Figure 2 and Figure 3 respectively.

(i) Road & Structures Inventory & Pavement Condition Survey have been completed.
(ii) Traffic Surveys have been completed for all locations.
(iii) Test Pit/Soil Investigation has been completed and Report is in Process.
(iv) Draft Inception Report including QAP document have been submitted vide letter
AGICL/Jammu-BRO/18/ 01 dated 15-09-2018.
(v) Final inception Report incorporating comments has been submitted vide letter
AGICL/Jammu-BRO/18/ 02 dated 11-10-2018
(vi) Final Alignment Report has been submitted vide letter AGICL/Jammu-BRO/18/ 04 dated 29-
10-2018.
