Question 09:

The constitution of the Fourth Republic of Ghana Article 39(2) mandates “the provision of free,
compulsory and universal basic education.” The Free Compulsory Universal Basic Education
(FCUBE) policy in Ghana, introduced in 1992 and launched in 1996, serves to support this
mandate and frames basic education policy in Ghana. The 1996 FCUBE policy sought to expand
access to good quality basic education, promote efficient teaching and learning, improve teacher
moral and motivation through incentive programs, ensure adequate and timely supply of teaching
and learning to schools and improve teacher community relations.

Question 10:

(1) As the commissioner of education, I will make sure more schools are built to contain the population
of JHS students that are admitted into SHS, because some Senior high schools are there without
dormitories and other facilities such as library which distract the learning process, which is a serious
problem and needed to be solved. As the commissioner of education I will make sure that more
infrastructure are build to enable students study in a peaceful atmosphere so that learning can go on
well for them. (2) As the commissioner of
education I will make sure that I replaced the 3 years system senior high school education to 4 years.
This will help students in SHS to cover more of the syllabus before their final examination.
(3) looking at it nowadays majority of students under free Senior high school system are offering courses
which they didn't choose to offer. They are forced to offer them simply because they have no choice. As
the commissioner of education I will employ more experts to help the students in choosing courses they
like by making them aware of their potentials and the opportunities they will get from building on them.
