Pre Arrival
Overview Port is divided into inner and outer roads and consists of the commercial seaport (Marine Terminal),
an oil port, the fisheries harbour (Marine Fishery Terminal) and an area of the mouth of the
Partizanskaya River. Port handles general cargo, rolled ferrous metal products, grain, chemicals,
equipment, logs, lumber, cellulose, cardboard and foodstuffs.

Navigation in the commercial port is possible year-round with the assistance of ice-breaker tugs.

An oil terminal is located in Novitsky Bay, just to the east of Nakhodka.


Port connects with Europe via the Trans-Siberian Railroad and services Asia-Europe-Asia cargo traffic.

Location In Nakhodka Bay, in the NW part of the Japan Sea.


The northern part of Nakhodka Bay from the entrance up to the line connecting the Lindgolm and
Basnin Points is occupied by the commercial port (Marine Terminal). The fishing port (Marine Fishery
Terminal) is situated southward of this line.

Port Limits The port includes the harbours of Nakhodka, Novitsky, Andreev, Gaidamak, Moryak-Rybolov, Nazimov,
Podyapolsky, Pyati, Okhotnikov, Sokolovskaya, Preobrazheniya, Yuzno-Morskaya as well as the
Oprichninka river.
The boundary of Nakhodka inner harbour passes along the straight line, connecting Bakhireva Rock
with the northern end of Lisiy Island, then:
a. extends along the northwest shoreline of Lisiy island to Cape Yerzhikovicha
b. along the straight line, connecting Cape Yerzhikovicha with Cape Pavlovskogo
c. along the shoreline from Cape Pavlovskogo to Bakhireva Rock.

Port limits of Novitsky Bay are bounded by straight lines connecting the points with coordinates:
a. Shvedova Point, Lat. 42° 48′ 15″ N, Long. 132° 54′ 44″ E
b. Lat. 42° 48′ 05″ N, Long. 132° 56′ 00″ E

Approaches Depths in the fairway channel vary from 10.0–13.0 m.

Sometimes Nakhodka Bay is covered with sludge, which is frequently driven out by winds into the
sea.

The following Traffic Scheme has been established in the Nakhodka Bay (Navarea XIII
No. 28 04.04.81).
1. All vessels arriving in Nakhodka Bay ports from sea are requested to proceed to Nakhodka Bay
mid-channel Lightbuoy No. 1 (Lat. 42° 43′ 31″ N, Long. 132° 56′ 26″ E).
2. Main Ship Channel No. 1 (740 m. wide) leads from Lightbuoy No. 1 along Nakhodka Bay entrance
range axis 180–000°(T).
3. Channel No. 2 (740 m. wide) 050°–230°(T) leads from Lightbuoy No. 1 to Nakhodka Bay
mid-channel Lightbuoy No. 2 (Lat. 42° 46′ 00″ N, Long. 133° 00′ 06″ E) to Vostochny Port Channel
No. 3 (250 m. wide) leads along axis of Vrangel Bay entrance range 297–117°(T).
4. Channel No. 7 (740 m. wide) leads from Lightbuoy No. 2 along axis of Vrangel Bay entrance range
297–117°(T) up to crossing the Main Ship Channel No. 1 to Nakhodka Bay.
5. Channel No. 4 (740 m. wide) leads from Main Ship Channel No. 1 along axis of Novitsky Bay range
089.3°–269.3°(T) up to crossing the Channel No. 7 to Vrangel Bay and Channel No. 5 (250 m. wide)
leads to Novitsky Bay.
6. Entrance Channel No. 6 (250 m. wide) leads from Main Ship Channel No. 1 along axis of Torgovy
Port range 087.9–267.9°(T) to Nakhodka Bay.
7. All vessels of LOA 50 m. or more are requested to proceed via above-mentioned channels.
Channels No. 1, 2, 4, 7 have two-way traffic. Vessels are requested to proceed along the right side
of channel axis. Channels No. 3, 5, 6 have one-way traffic. Vessels to proceed along the channel
axis, according to traffic centre instructions.
8. Vessels that proceed from sea are requested to contact VTS on VHF Channel 16/13 not less than
2 n.m. before approaching Nakhodka Bay Lightbuoy No. 1.

Pilotage Available throughout 24 hours. Compulsory within the inner harbour areas, in Channels 3, 5 and 6A,
and in the western part of Channel 6 for the following:

a. all foreign vessels


b. Russian vessels of more than 500 g.t.
c. all tankers and other vessels carrying dangerous goods.

Vessel should submit a request for pilotage at least 4 hours before arrival at Lightbuoy No. 1. Agent
will confirm request 2 hours before the stated ETA.

Pilot boards in the following locations:


a. at Lightbuoy No. 1, Lat. 42° 43′ N, Long. 132° 56′ E
b. in an anchorage
c. in a position specified by VTS.

Anchorages Clearances to move or to anchor must be obtained from the VTS. Vessels are prohibited to anchor
outside the assigned anchorage areas. Anchorage areas 3 and 4 can be used for quarantine purposes.

Radar/VTS Nakhodka VTS (known as Traffic Management Service (TMS)) is an integrated part of Peter the Great
Bay VTS. Nakhodka VTS area consists of two sectors, Sector 1B and Sector 2.
Sector 1B covers the eastern part of Peter the Great Bay with adjacent territorial sea of the Russian
Federation. Sector 2 covers Nakhodka port and Vostochny port harbour areas within Nakhodka Bay.
TMS does not control the navigation of vessels in the harbours of Nakhodka, Novitsky, Andreev,
Gaidamak, Moryak-Rybolov, Nazimov, Podyapolsky, Pyati, Okhotnikov, Preobrazheniya,
Yuzno-Morskaya as well as the Oprichninka river. Navigation and radio communications with ships in
these areas is performed by the relevant Harbour Master.
VTS service compulsory for all vessels more than LOA 20 m., foreign vessels, vessels carrying
dangerous goods, oil tankers and vessels carrying 12 or more passengers. TMS operates throughout
24 hours.
Vessels under way must keep a continuous radio watch on VHF Channel 9 (within Sector 1B) or
VHF Channel 13 (within Sector 2). Vessels at anchor must keep a continuous radio watch on
VHF Channel 16. Permission to cease VHF watch or to change VHF channel must be obtained from
the VTS.

Entry Report:

Vessel should contact TMS, call sign "Nakhodka Traffic", on VHF Channels 16/13, when entering the
VTS area, stating IMO SRS items A, C or D, O, P, T and W.

Movement Report:

When starting, ceasing or restarting movement, and on crossing any VTS sector boundary, vessel
should contact TMS on VHF Channel 13 or 9 stating IMO SRS items A and C or D.

Departure Report:
Vessel should contact TMS not less than 15 minutes before departing berth or anchorage within the
harbour area, on VHF Channel 13, stating IMO SRS items A, I (port of destination), J, O, P and W.

Berthing Ops
Tugs Tug and mooring launch assistance available with at least 2 hours' notice through Agent. Two tugs
used as a minimum. Tugs join the vessel in Nakhodka Bay as directed by Master or pilot. Ship's lines
are used.

Compulsory during mooring operations for all vessels, irrespective of d.w.t. The number of tugs is
decided by Master and pilot.

Exemptions may apply to vessels with advanced propulsion system and good working bow thruster.

Overview: Transbunker Group started its operation in the port of Nakhodka in November 2002 with
leased facilities with storage tank capacity of 7,000 cu.m. The company commissioned its own
terminal in 2004.

Facilities: Terminal comprises an oil tank farm with a storage capacity 18,000 cu.m. with another
5,000 cu.m. leased storage leased nearby; a station for discharge of oil products from 14 railway
tank cars; a berth for tankers and bunkering tankers up to 10,000 d.w.t. Loading, discharging and
blending of oil products carried out.

Location: Novitsky Bay, Lat. 42° 46′ 20″ N, Long. 132° 53′ 17″ E.

Overview: OJSC RN-Nakhodkanefteprodukt, a Rosneft subsidiary, owns the oil loading terminal in the
port of Nakhodka. The terminal is mainly used to export oil products manufactured at the
Komsomolsk refinery, the Angarsk Petrochemical Company, and the Achinsk refinery. The
transshipment capacity is about 7 million tons of oil products a year; in 2013, 6.96 million tons of oil
products was shipped via the Nakhodka terminal (with export and domestic bunkering). Also handles
chemicals.

Berths: Five berths available, including two for larger seagoing vessels up to 62,600 d.w.t., LOA
231 m., draft 11.6 m. Extended concrete quay running approx. east/west, total length approx.
430 m., with Berths No. 1 and 3 on the south side and Berths No. 2 and 4 on the north side. Berth No.
5 located just south of the main quay, handles small vessels up to 4,449 d.w.t., LOA 76 m., draft
5.4 m.

Cranes Gantry cranes up to 40 tons, truck-mounted 50 ton cranes, mobile cranes up to 50 tons and
1×300 ton floating crane.
Floating Crane:

Floating crane "Hercules 2" available for use in port. Maximum load capacity 300 tons; cargo deck
area 20×20 m, with capacity for 900 tons of cargo; length 55.42 m., width 25.02 m.; airdraft 34 m.,
and with boom raised, 62 m.; max. speed 5 knots.

Cargo Handling Truck and electric loaders of various capacities, trailers and roll trailers for transporting containers
and cargo with large overall dimensions, 20-ton overhead travelling cranes with 50 m. spans,
pneumatic grain re-loaders and other equipment capable of processing cargo in piles, rolls, bags,

Speed Limits:

The following speed limits should be observed within port limits:


1. In Channels No. 1 and 7 and for the east part of Channel No. 6, maximum vessel speed of 10 knots
for ships of LOA 150 m. and less, and 8 knots for ships more than LOA 150 m.
2. In Channels No. 5 and 6A, and for the west part of Channel No. 6, vessel speed should be a
maximum of 6 knots.
3. In Nakhodka harbour and Novitsky Bay, vessels more than LOA 50 m. should keep a minimum
speed sufficient for holding course; the maximum speed of vessels less than LOA 50 m. should be
10 knots. In other bays, vessels should maintain a minimum speed sufficient to enable vessel to
hold its course.

Mooring:

Mooring operations are prohibited if:


a. wind velocity exceeds 15 m./sec.
b. visibility is less than 5 cables.

Timber Cargo:
Vessels of 3,000 g.t. and more with deck timber cargoes may navigate in Nakhodka Bay in wind
speeds not exceeding 15 m./s.
Oprichninka River:
Vessels may enter the river during daylight hours only. Entry into the river is prohibited if the wave
height is more than 2.0 m. and visibility is less than 0.5 n.m.

Time GMT plus 11 hours.
Weather Nakhodka has a monsoon climate which is influenced by the sea. Fog can be witnessed in the spring
– summer period and gales in the autumn – winter. There are typhoons accompanied by hurricane
force winds, heavy rainfall and floods in summer and autumn.

The average yearly temperature is about 3 to 4°C. The warmest month is August, with an average
temperature of 20.5°C. The average temperature in January is –10.4°C, in February it is 7.5°C.
229 days of the year have a temperature above 0°C. North winds predominate during the winter.
South and southeast winds predominate during the summer. The average wind speed is 3 to 5 m./sec.
The annual rainfall is typical for a monsoon climate, with an annual rainfall of about 740 mm. About
17% of this rainfall is in winter and 60% in summer and autumn. Mariners should be aware of the
following:
1. South and SE winds may cause heavy swell in Nakhodka Bay and Nakhodka harbour, and in such
situations remaining alongside Berths No. 1–11 may be unsafe.
2. A river-borne current in the northeast part of Nakhodka harbour brings silt that shoals the
navigation channel leading to the harbour as well as the part of the harbour opposite Berths No.
6–11.

Repatriation Can be arranged during the summer months provided passport and documentation in order. During

repatriation is only possible via infrequent passenger ships to Japan.
