• To ensure that everyone is safe at


the Singapore 2010 Youth Olympic
Games, each one of us has to do
our best
• The following slides teaches you to
be vigilant, and sensitive when
attending to injured or unwell
persons
• Remember, always call the
professionals for help

Helping Injured Persons

• If the injuries are minor and the person can walk, escort
the person to the Medical Room or Clinic (if at the Youth
Olympic Village) for treatment
• Stay with and reassure the person that help is on the
way
• Report the incident to your team leader/supervisor
• Ensure that others do not crowd around the person

Helping Injured Persons

• **Do not attempt to move the person. Only appointed


medical personnel are to render first aid
• For serious injuries or if the person cannot walk (e.g.
unconscious or has head injury), notify the Venue
Operations Centre (VOC) immediately about the
person’s health condition and location

Helping Unwell Persons

• If a person is having a fit


(seizure) or unconscious,
– Do NOT put anything in
their mouth
– Place the person in a
recovery position

Helping Unwell Persons

• If a person looks unwell, approach the person and ask


them where the pain is

• If the person complains of chest pains or


breathlessness,
– ask the person to sit down, ensuring that their back
is against a support
• If the person feels dizzy,
– get the person to lie down

Helping Unwell Persons
• Immediately notify the VOC.
– Describe the person’s health condition and the
location.

• Ensure that others do not crowd around the person


• Stay with and reassure the person that help is on the
way
• Keep your team leader/ supervisor informed

Handling Fire
If you discover a fire,
• Step 1: Call 995 & VOC simultaneously
– A. State your name and purpose of call
E.g. This is Alan and I would like to report a fire
– B. Specify the event and venue to 995
E.g. Singapore 2010 venue - Singapore Turf Club
– C. Describe fire and location
E.g. Fire in the rubbish bin near Gate C
– D. Inform 995 (Singapore Civil Defence Force) that a
member of the staff will meet them at the entrance to
direct the vehicle into the venue

• Step 2: Report to your team leader/supervisor

Identifying Suspicious Persons

These are some possible observations you can make:


• Does the person have his/her accreditation pass?
• Does his/ her accreditation pass allow them to be in the
area?
• Does the person appear nervous, uneasy and/ or
sweating?
• Is the person avoiding contact with other members of
the workforce?

Handling Suspicious Persons

• Ask to see his/her accreditation pass or ticket and/or


and what he/she is doing there
• If in doubt, check with VOC
• Discreetly observe the appearance, behaviour and
movement of the suspicious person
• If in doubt, provide these details to VOC who will liaise
with the police
• Do not tail the person if he/she moves away from view

• Note his/her appearance


– Gender, height, attire, race
– Distinguish marks e.g. tattoos or hairstyles that
could help the police identify him/her quickly

H : Does the package/item deliberately


Hidden?
O : Observe from a safe distance (15
metres away). Stop anyone from
getting too near the package/item.
T : Is the package/item not Typically
found there?

Handling Suspicious Package/
Item
• Remain calm. Do not touch or move
package/item
• Do not use telecommunication devices (e.g.
handphone, walkie-talkie) within 15m of
package/item
• Inform any Security Personnel immediately and
notify VOC
• Security Personnel shall assess appearance of
package/item, whether it is likely to be a “loss
and found” item or a suspicious item
