11. ELECTRICAL INSTALLATIONS


11.1 SECTION E-l
11.1.1 SCOPE AND EXTENT OF WORKS

11.1.1.1 SCOPE OF WORKS

11.1.1.1.1 The enclosed Specifications cover the Electrical Installation works for Villa.

11.1.1.1.2 The Contractor shall be responsible for coordinating with Dubai Electricity and
Water Authority (DEWA) for making all necessary arrangements for
connection of electricity supply to the sub-station and L.V. to the Main
Distribution Board MDB in the ground floor main electrical room, all in strict
compliance with current rules, regulations, requirements and
recommendations of D.E.W.A.

11.1.1.2 EXTENT OF WORKS


The Electrical Installation works shall include the supply and installation of the following in
compliance with details in relevant drawings and Specifications:

11.1.1.2.1 Main L.V.-Panel 2500A TPN ACB LV Panel, complete with Power Factor
Correction Panel PFCP, suitably rated kilo-watt-hour meters, CTs, ammeters,
voltmeter/selector switches, accessories etc. The PFCPs shall not be an
integral part of LV-Panel but shall be housed in a separate enclosure.

11.1.1.2.2 Sub-main L.V. MCCB Distribution Boards SMDB-GF, SMDB-FF, SMDB-AC,


SMDB-MCC1, SMDB-MCC2, SMDB-P2 and SMDB-LV, complete with 4-pole 100
mA sensitivity RCCBs / ELCBs, under voltage relays, timers etc. for specified
motoring circuits as required by DEWA.

11.1.1.2.3 Final TPN MCB Distribution Boards DB-LV, DB-SS, DB-GF, DB-FF, DB/TEL-1,
DB/TEL-2, DB/FF, DB/AC-GF, DB/AC-MF.

11.1.1.2.4 The following heavy-duty IP65 weather-proof isolators for in compliance with
particulars in respective load schedules and drawings: 16-TPN 32A Isolator for
Lift, Pumps, S-A/C 97, SPN 25A Isolator-S-A/C Units, Pumps 1-160A TPN
Isolator – Fire Fighting Pump, 1-160A isolator for FAHU as attached 400 ATP
isolator for chiller.

11.1.1.2.5 L.V. cabling, drawn in conduits/ducts/ladders/trays from LV Panel Board to


respective sub-main boards SMDB-GF, SMDB-MF.

11.1.1.2.6 All L.V. cabling, drawn in uPVC conduits/ducts, from boards DB-LV, DB-SS,
DB-GF, DB-MF and to isolators for fire fighting and water pumps in ground
floor pump room.

11.1.1.2.7 All L.V. cabling from DB in GF & MF to respective isolators for AC


Condensing Units on roof. All cables on roof shall be run on and secured to
steel trays complete with protective covers.

11.1.1.2.8 All sub-circuit wiring in PVC conduits from respective final MCB boards to
outlet points associated with internal and external lighting, exhaust fans, water
heaters, general purpose ISA socket/s, isolators etc., all in compliance with
details in drawings and load schedules for respective MCB boards.

11.1.1.2.9 All lighting fixtures.

11.1.1.2.10 All lighting and other SP and DP switches; manually and timer activated
contactor operated multi-gang switch assembly units for control of lighting
circuits, all as indicated in the drawings.

11.1.1.2.11 Exhaust fans.

11.1.1.2.12 13A 3-pin shuttered general purpose switched socket-outlets.

11.1.1.2.13 Fused connection units for connection to water heaters.

11.1.1.2.14 Cord outlets for connection to exhaust fans.

11.1.1.2.15 Telephone and Cable TV systems complete with necessary external and
internal conduits with draw tapes/wires, wiring, line jack outlets, socket -
outlets, main and sub-main distribution frames, junction boxes etc. all in strict
compliance with the current rules, regulations, requirements and
recommendations of DU.

11.1.1.2.16 Conventional Fire Detection and Alarm System, and emergency and exit
lighting systems, all in compliance with the current rules, regulations,
requirements and recommendations of the local Civil Defense Authority.

11.1.1.2.17 SMATV system complete with all Dishes, Antennae, Head End Unit,
Amplifiers, Socket outlets, cabling, junction boxes etc.

11.1.1.2.18 Bell system complete with bell push buttons and Bells.

11.1.1.2.19 Complete Earthling System.

11.1.1.2.20 All necessary and suitably dimensioned manholes for electrical cables.

11.1.1.2.21 4 No. 100 mm diameter uPVC conduits complete with manholes for incoming
DU cables.

11.2 SECTION E-2

11.2.1 GENERAL NOTES FOR ELECTRICAL INSTALLATION WORKS

11.2.1.1 All electrical installation works shall be carried out in strict compliance with
the current rules, regulations, requirements and recommendations of Dubai
Electricity and Water Authority (DEWA), and with reference to details in
drawings, respective distribution board load schedules and Specifications.
11.2.1.2 Wherever applicable, all works shall be carried out in full co -ordination
with Civil, A/C. plumbing, False ceiling and other sub-contractors.
11.2.1.3 The Contractor shall refer to the Schedules of Equipment and Materials to
ensure compliance with the quality of equipment and materials specified.
11.2.1.4 All items of equipment and materials shall comply with the
requirements of the relevant B.S. Specifications or equivalent I.E.G.
publications.
11.2.1.5 All works shall be carried out under the supervision of a qualified and
licensed Electrical Engineer.
11.2.1.6 The locations of electrical wiring accessories and other items indicated in the
drawings are notional and these may be relocated on site to suit revised
furniture layout or/and due to other architectural changes.
11.2.1.7 All lighting and water heater control switches for bathrooms, toilets etc. shall
be located outside these areas.
11.2.1.8 All final MCB distribution boards shall be of the sectionalized type with each
section protected by appropriate sensitivity 2-pole/4-pole RCCB / ELCB to
comply with the rules and regulations of DEWA. Other particulars shall be in
compliance with details indicated in respective load schedules. Cooker units
shall be individually protected by 30A MCB/30 mA sensitivity RCCB / ELCB.
11.2.1.9 In compliance with DEWA's directions, specified motoring circuits shall be
equipped appropriate 2-pole/ 4-pole RCCB / ELCB of 100 mA sensitivity in
conjunction with under voltage relays, ELSs, timers etc. at the respective
distribution boards.
11.2.1.10 Each domestic type exhaust fan shall be supplied via a flex outlet and
shall be controlled by a 5A/6A SP switch.
11.2.1.11 Each water heater shall be supplied via an unswitched fused connection unit
and shall be controlled by a 20A DP switch. The latter switches shall be
located outside toilets and bathrooms for controlling water heaters in these
areas.
11.2.1.12 Each window type AC. unit shall be supplied via a connecto r unit and
shall be controlled by a 20 A/30 A DP switch in compliance with details in load
schedules.
11.2.1.13 Each hand-dryer, water cooler, dish washing machine, clothes washing
machine, dryer, Jacuzzi or similar outlet shall be supplied via a switched
connection unit and controlled via a 20A DP switch with neon indicator.
Connection units shall be at safe distances from related water pipes and
the DP switches shall be installed at heights of 1.4 m AFFL.
11.2.1.14 Unless indicated otherwise in drawings, all electrical cables to respective
distribution boards shall be drawn in uPVC conduits of appropriate

diameters as per DEWA regulations.. For details of respective cables refer


to load schedules and distribution schematic drawing.
11.2.1 GENERAL NOTES FOR ELECTRICAL INSTALLATION WORKS [Cont'd]

11.2.1.15 The main incoming telephone and CATV cables to the premises from DU shall
be drawn in uPVC conduit of appropriate diameter or as indicated in site
electrical drawing.

11.2.1.16 Unless indicated otherwise, the mounting heights above FFL of electrical
accessories and equipment shall generally be as follows :

Lighting , exhaust fan, ceiling fan control switches 1400mm


Water Heater, window type A/C DP switches 1400mm
13A 3-pin socket outlets in general areas 300mm
13A 3-pin socket outlets in kitchen 300mm above table top
Cooker outlets 1400mm
Telephone jack outlets 300mm
Bell push, internal 300mm
Bell push, at entrance and gates 1400mm
MCB distribution boards 1500 mm from mid-point
Sub-main and Main distribution boards To be determined on site.
Wall mounted lighting fixtures, internal 2000mm
Wall mounted lighting fixtures, external 2200mm
Flex outlet for exhaust fans, water heaters To be determined on site.

11.2.1.17 Isolators for electrical supply to split AC condensing units shall be firmly
mounted on walls (generally on roof) or on robustly constructed angle irons/
sheet steel frames near the units. Prior to commencement of any works, the
Contractor shall submit samples of proposed electrical materials and
equipment, inclusive of all items of switchgear, wiring accessories, lighting
fixtures, cables and wires, conduits etc. for approval by the Engineer.

11.2.1.18 Lighting and small power circuits in any room or area, particularly in toilets,
bathrooms, washrooms and similar areas, shall be supplied from the same
phase. In the event if provision of two phases is considered necessary for
consideration of load balancing, the Contractor shall ensure that the minimum
spacing between points served from different phases shall be 2m.

11.2.1.19 13A switched socket outlets in kitchens and similar areas shall be connected in
their own dedicated circuits.

11.2.1.20 Wherever applicable, the Contractor shall supply and install uPVC conduits of
minimum diameter 50 mm concealed in building fabric from split A/C
condensing units on roof to respective indoor units in various areas of the
building.

11.2.1.21 All Earthling installation works shall strictly comply with the current rules and
regulations of DEWA Cross-sectional areas of circuit protective conductors
(CPC) shall be in compliance with DEWA's Wiring Regulations.

11.3 SECTION E-3


11.3.1 GENERAL REQUIREMENTS AND CONDITIONS

11.3.1.1 GENERAL

11.3.1.1.1 These specifications cover the supply, delivery, storage, installation,


connection, testing and commissioning of all equipment and materials
required for the electrical works for the project, all in compliance with the
General and Particular Specifications and the details shown in the drawings.
Schedule of Drawings shall be read in conjunction with this specification.

11.3.1.1.2 The Drawings are for tender purposes only and are to be read in conjunction with
this Specification. Any discrepancy between the Drawings and the Specification
and any matter which requires clarification shall be referred to the Engineer
before tender.

The Contractor shall be responsible for the preparation of detailed


installation drawings for the complete works including associated builders work,
and shall submit all drawings to the Engineer for approval prior to the
commencement of any work.

Approval of such drawings by the Engineer does not relieve the Contractor of his
responsibility to provide an installation suitable in dimension, construction,
function and finish for the purpose intended.

This specification and the Contract Drawings are intended to indicate generally the
arrangement of apparatus required. But the Contractor will be deemed to
have included in his tender anything necessary to leave the installation complete
and in proper working order to the satisfaction of the Engineer whether or not
such items are Mentioned in the Specification or shown on the Drawings.

11.3.1.1.3 The General and Particular Specifications shall be read in conjunction with
the Contract Documents and Tender Drawings. In the event of any
discrepancy between the drawings and the Specifications, the drawings
shall be deemed correct for tendering purposes. The contractor,
however, shall be required to draw attention to such discrepancies at the
time of submitting his offer.

11.3.1.2 STATUTORY APPROVALS

11.3.1.2.1 The Contractor shall confer and coordinate with the local Electricity
Supply Authority to obtain all relevant information, data and instructions
pertaining to his parts of the works.

11.3.1.2.2 The Contractor shall confer and coordinate with the local Electricity Supply
Authority to make all necessary arrangements for connection of electricity
supply to the main distribution board/s designated MDB for the project.

11.3.1.2.3 The Contractor shall confer and coordinate with the local DU office to obtain
all relevant information, data and instructions pertaining to installation of
telephone and CATV systems.

11.3.1.3 CO-ORDINATION WITH OTHER TRADES AND SUPPLIES

11.3.1.3.1 The Contractor shall confer and coordinate with the plumbing works sub-
contractor to ascertain locations and routes of all water and drainage pipes
to ensure sufficient and safe clearances are maintained between these and
electrical services in all areas.

11.3.1.3.2 The Contractor shall confer and coordinate with the suppliers and installers of
all specialist equipment inclusive of Air Conditioning system, Fire Detection
and Alarm system, Telephone and CATV systems and any other systems as and
when specified in the project, to carry out installation of all electrical
wiring/cabling and conduits for points associated with these systems.

11.3.1.3.3 The Contractor shall include in his tender offer all necessary expenses, if
any, for providing services to other specialist sub-contractors.

11.3.1.4 WORKING AND “AS BUILT” DRAWINGS

11.3.1.4.1 Three sets of tender drawings for all electrical works shall be provided to
the Contractor. Any necessary design modifications shall be in the form of
design notes and /or sketches as directed by the Engineer.

11.3.1.4.2 The Contractor shall submit, within thirty days of Engineer's instructions
for commencement of works, two copies of drawings indicating dimensioned
details of holes, chases etc. required in the structure together with
dimensioned details of supports, bases etc. to be provided by others to
enable him to fulfill his part of the works.

11.3.1.4.3 During the course of the works the Contractor shall maintain a fully detailed
record of all changes to the tender drawings so as to ensure easy and accurate
preparation of all drawings as a true record of the actual installation.

The drawings shall show the complete electrical installation of all the works
within and external to the building/s, inclusive of the type, cross-sectional
areas and runs/lengths of all L.V. cables, the precise locations of all cables
which may be buried within the structure, and those sections of any external
cables which are buried directly in the ground.

The locations and depths of all underground cables at the various entry points
shall also be clearly indicated.

On completion of the project the Contractor shall submit three copies of these
"AS BUILT" Drawings

11.3.1.5 RECORD DRAWINGS AND OPERATING MANUALS

11.3.1.5.1 Within one month of the completion of the installations, the Contractor
shall provide complete sets of record drawings and operating manual as
follows.

i) General arrangement of all electrical services "AS BUILT" to scale not less
than 1:100 metric.

ii) Details of all items of plant and equipment including name and address of
respective manufacturer, type and model, serial number, duty, rating and any
other pertinent information.

iii) Single line schematic drawings to scale not less than 1:100 metric, indicating
position of all distribution boards, isolators, switches etc. with relevant notes
describing their functions.

11.3.1.6 ALTERNATIVE MATERIALS AND EQUIPMENT

11.3.1.6.1 As a guide to the quality of workmanship required, name of at least one


manufacturer together with respective technical details and, wherever
applicable, catalogue number shall be generally specified in the Schedules for
each equipment, material and lighting fixture.

11.3.1.6.2 Names of other recommended manufacturers for each item of


equipment, materials and fixtures shall generally be provided, and the
Contractor shall be free to offer from among these or from other approved
manufacturers.

11.3.1.6.3 Any alternative offered shall be equivalent or better in quality than those
specified, and shall be approved in writing by the Engineer before being
installed in the project.

11.3.1.7 INSPECTION AND TESTING

11.3.1.7.1 The Contractor shall provide necessary assistance and facilities to the
Engineer to inspect all materials and equipment at works on site during the
progress of the works.

11.3.1.7.2 The Contractor shall provide, free of charge, all necessary labor, materials,
testing equipment and measuring instruments which may be required to carry
out the various tests on the installations in compliance with the
recommendations and requirements of the relevant statutory authorities and
as directed by the Engineer.

11.3.1.8 ELECTRICAL TESTS

11.3.1.8.1 On completion of the installation and prior to its being made "alive" for
service, the Contractor shall carry out the mandatory and other

recommended tests on all sections of the works in the presence of the


Engineer and the representative of the local Electricity Supply Authority.

11.3.1.8.2 All test shall be carried out in strict compliance with the requirements and
recommendations of the 16th Edition of the I.E.E. Wiring Regulations of the
local Electricity Supply Authority.

11.3.1.8.3 The Electrical tests shall include but shall not be limited to the following:

(a) Measurements of insulation resistance between conductors, and between


conductors and earth.
(b) Tests for earth continuity.
(c) Measurements of earth resistance.
(d) Verification of polarity.
(e) Tests for continuity of ring circuits.
(f) Operational tests on all Residual Current Circuit Breaker / Earth Leakage
Circuit Breaker.
(g) Operational tests on all equipment and relays.

11.4 SECTION E-4

11.4.1 LOW VOLTAGE ELECTRICAL SWITCH GEAR

The contractor shall supply, install, connect, and commission all items of electrical gear
in the approximate locations indicated in the drawings, all in compliance with in load
schedules and distribution schematic drawing.

11.4.1.1 MAIN MCCB DISTRIBUTION BOARD / MDBS,SMDB's

11.4.1.1 The main MCCB L.V. Distribution board/s, designated SMDB/s, shall be of
600/1000V insulation grade and shall be designed and constructed to comply
with the requirements of BS EN 60439: 1: 1999. The busbars constructed
of highest quality and purity copper shall be used throughout shall be designed
and certified to withstand short circuit of 40 kA for 1 second.

11.4.1.2 Unless stated otherwise, the SMDB/s shall generally be of wall-mounted type,
and shall be air-insulated, totally enclosed, fully interlocked and of Form
2 construction.

11.4.1.3 The board shall be dust and damp proof to comply with the requirements of IP
43.

11.4.1.4 The boards shall be constructed of highest quality corrosion-resistant sheet


steel T adequate thickness to provide excellent resistance against
corrosion and scratches.

11.4.1.5 All necessary cable boxes, lugs, clamps etc. appropriate to the cable sizes shall
be provided

11.4.1.6 All MCCBs shall be designed and constructed to provide short circuit breaking
capacity of 35 kA, and shall conform to the requirements of BS EN 60947 –
1:1999. All MCCBs shall be of thermal-magnetic, manually and automatically
operated type, and shall be design to provide positive trip-free operations on
abnormal loads with quick-break contacts for both manual and automatic
operations. Adequate protection for the stationary and movable contacts
shall be provided with rapid and effective arc interrupting devices. An inverse
time-delay thermal over-current trip element and a magnetic instantaneous
over current trip element shall be provided on each pole of the breaker for
common tripping of all poles.

11.4.1.7 In compliance with the requirements and directions of DEW A, the following
meters and accessories shall be supplied, tested and installed each board.
- 3 No. suitably scaled ammeters.
- 1 No. suitably scaled voltmeter with integral phase selector switch.
- 3. No. current transformers.

11.4.1.8 No. and locations of kilo-watt-hour meters suitable for three phase integrated
unbalanced loads shall be indicated in the single line distribution schematic.

11.4.1.2 FINAL MANIATURE CIRCUITS BREAKER (MCB) DISTRIBUTION BOARDS

11.4.1.2.1 The design of all final MCB distribution boards shall strictly conform to the
requirements of DEWA with respect to busbar sectionalization, and number and
respective sensitivities of RCCBs / ELCB for each board. Other details related to MCB
ratings, wiring sizes, phase load distribution etc. in respective load schedules shall
remain unaltered.
11.4.1.2.2 All boards shall be factory fabricated and constructed of corrosion-resistant
sheet steel of minimum thickness 1.2 mm. All boards shall comply with the
requirements of BS EN 60439: 1 : 1999. Busbars constructed of highest quality
and purity copper shall be used throughout.
11.4.1.2.3 Unless specifically stated or required otherwise, all boards shall be flush mounted,
totally enclosed, dust, damp and corrosion proof type. Each board shall be
equipped with a robust cover, lock and key.
11.4.1.2.4 All MCBs shall be of high performance, rapid interrupting, current-limiting type
designed and type tested to BS EN 60898 : 2003.
11.4.1.2.5 All MCBs shall be thermal-magnetic, manually and automatically operated type to
provide positive trip free operation on abnormal overloads with quick-break
contacts, the thermal element providing inverse time-delay tripping on abnormal
overloads, and the magnetic element providing instantaneous tripping on short-
circuits.
11.4.1.2.6 All MCBs shall be suitable for mounting on rails inside the enclosure to
facilitate removal of one without disturbing the others.
11.4.1.2.7 MCBs shall be of type 2 characteristic for general lighting and small power circuits,
and of type 3 characteristic for circuits supplying AC units, pumps or similar other
equipment using induction motors. Category of duty shall be M6 or M9 depending
on the fault level at the point of installation.

11.4.1.2.8 All RCCBs / ELCBs shall be designed and constructed to comply with the
requirements of BS EN 61008: 1 : 1995.
The sensitivities in milli-amperes of respective RCCBs shall be indicated in he load
schedules.

11.4.1.3 ISOLATORS

11.4.1.3.1 All isolators shall be of totally enclosed pattern, corrosion-proof, cast-


aluminum metal -clad type, complete with ON/OFF indicators, complying with the
requirements of BS EN 60947: 3: 1999, and shall be designed for category AC23
duty.
11.4.1.3.2 Unless indicated otherwise, all isolators shall be of minimum protection grade IP 65.
11.4.1.3.3 All isolators shall have interlocking features to prevent opening with the supply in
the "ON" position.
11.4.1.3.4 The current rating and the number of poles shall be indicated in the drawings
and load schedules.

11.5 SECTION E - 5

11.5.1 LOW VOLTAGE AUTHOMATIC POWER FACTOR CORRECTION PANEL, PFCP

The contractor shall supply, install, test, connect and commission an automatic power
factor correction panel of kVAr rating as specified and indicated in the distribution
schematic drawing and load schedule for LV Panel Board..
Unless stated or required otherwise, the panel shall form an integral part of the LV Panel
Board. Where this is not possible, the panel shall be installed adjacent to the LV Panel.
The panel shall be constructed of highest quality corrosion-resistant sheet steel coated
with a compound to provide resistance against corrosion and scratches. The panel shall
be complete with main incoming isolator switch, an electronic power factor
regulator/controller, power factor improvement capacitors, power factor meter,
contactors, fuses and any other component and accessories deemed necessary for a high
quality power factor correction equipment.
The components of the panel shall be selected and designed to ensure that the power
factor of the system is maintained at a minimum value of 0.9 lag for all loads up to the
full load.

11.5.1.1 GENERAL REQUIREMENTS

11.5.1.1.1 The panel shall be complete with incoming cable box, cable gland, lug,
clamps etc.
11.5.1.1.2 The panel door shall be mechanically interlocked to prevent opening
before the equipment is isolated.
11.5.1.1.3 ON/OFF/AUTO switches shall be provide mounted flush on the panel.
11.5.1.1.4 Each capacitor unit shall comprise requisite number of individual capacitor
elements manufactured from impregnated metallized paper and plastic
film.

11.5.1.1.5 Each step shall be designed for kVAr rating as specified in the load
schedule for LV Panel Board and as indicated in the distribution schematic
drawings.
11.5.1.1.6 The Regulator/Control gear shall be designed to provide, but shall not be
limited to, the following features and facilities.

(i) Switching time between steps from 1 to 100 seconds.

(ii) No-volt release which will instantly disconnect the capacitor bank in the
event of mains supply failure. With the return of mains voltage the
capacitor banks shall be switched ON after 90 seconds.

(iii) LED indication of capacitive and inductive load and the number of steps
energized.

(iv) The main incoming isolator / load break switch shall be of 600/1000 V
insulation grade and shall be designed and rated for the required
capacitive switching duty.

(v) The Contractors shall be designed to withstand large transient current


peaks at high frequency of several kHz, and shall have an electrical life of
100,000 operations.

11.6 SECTION E-6

11.6.1 LOW VOLTAGE CABLES, WIRES AND ACCEEORIES

The contractor shall supply, install, test and connect all cables and wires, commencing from
the Main Distribution Board (MDB), thence to Final MCB distribution Boards, isolators
for A/C split condensing units, pumps, A/C F.C.U./A.H.U. etc. if specified or required, all in
compliance with details called for in the distribution schematic drawing, cable routes
drawing and the respective load schedules for the various boards.

11.6.1.1 GENERAL REQUIREMENTS

11.6.1.1.1 Unless specified otherwise, copper conductors of 600/1000V insulation grade


shall be used for all cables and wires.
11.6.1.1.2 No joints shall be permitted in cable/wire runs between any two points.
11.6.1.1.3 Cable lugs, terminals or sweating sockets shall be of correct bores appropriate
to the sizes of cables to be connected.
11.6.1.1.4 In general, routes of various cables shall be indicated in the drawings for
tendering purposes only. The final routing shall be approved by the
Engineer before any installation is undertaken.
11.6.1.1.5 In general, mains supply cables to LV Panel Board and from LV Panel Board to
the other boards shall be drawn in appropriate sized conduits. In some
instances the cable to SMDB & DBs from the metering panel shall be laid direct
in ground as indicated in the drawings.
11.6.1.1.6 The internal radius of every bend in a cable shall not be less than 8
times the diameter of the cable or as directed by the Engineer.

11.6.1.1.7 All final sub-circuit wiring shall be drawn in PVC conduits concealed within
the building fabric.
11.6.1.1.8 All XLPE insulated cables shall conform to the requirements of BS 5467: 1997.
11.6.1.1.9 All PVC insulated cables shall conform to the requirements of BS 6346: 1997.
11.6.1.1.10 All PVC insulated wiring for lighting and small power shall conform to
the requirements of BS 6004: 2000.
11.6.1.1.11 All rubber-insulated cables suitable for continuous temperature of 150 deg.
C for final connection to heating equipment, (and where otherwise subjected to
heat), shall conform to the requirements of BS 6007: 2000.
11.6.1.1.12 All insulated flexible cords and cables shall conform to the requirements of BS
6500 : 2000.
11.6.1.1.13 All low-loss co-axial cables for TV installation works shall conform to the
requirements of BS 5425:1986.
11.6.1.1.14 Prior to commencing installation works, the contractor shall submit, for
the Engineer's study and approval, the proposed method of installation of
cables and wiring in each area together with working drawings with all
necessary details.

11.7 SECTION E-7

11.7.1 CONDUITS, TRUNKING, TRAYS, LADDERS

The Contractor shall supply and install a complete network of conduits, trunking, trays and
duct works in accordance with the requirements of wiring and cabling of the project.

11.7.1.1 GENERAL

11.7.1.1.1 All conduits, trunking, trays etc. shall be arranged in a neat and inconspicuous
manner, and each system shall be completely assembled, inspected and tested
prior to cables/wiring being drawn in them.
11.7.1.1.2 All works shall be carried out in strict compliance with the recommendations of
the manufacturer and the Wiring Regulations in BS 7671 : 2001.
11.7.1.1.3 Prior to commencement of any part of the works, the Contractor shall submit,
for Engineer's study and approval, two sets of prints indicating conduit,
trunking, tray and duct sizes together with the proposed layout of respective
systems.

11.7.1.2 INSTRUCTIONS & GUIDELINES FOR CONDUIT INSTALLATION

11.7.1.2.1 No conduits of diameter smaller than 20 mm shall be used.

11.7.1.2.2 All conduits throughout the installations shall be sufficiently large cross-sections and
shall be arranged, with sufficient number of strategically located drawing
boxes, to allow easy drawing of any or all the cables. Care shall be exercised
to ensure that the number of wires drawn in a conduit, relative to its diameter,
does not exceed the number stipulated in the Wiring Regulations, BS 7671:2001.
Should these differ in any way with the Regulations of the local. Electricity Supply
Authority, the requirements of the latter shall be adhered to.

11.7.1.2.3 All conduits shall be run in a manner to facilitate self-draining to outlet boxes.
Each length of the conduit shall be cleaned and dried with the help of a swab
drawn through its length, and all boxes shall be cleaned to remove moisture
prior to installing the cables.

11.7.1.2.4 Conduit bends shall be made with the bore of the tube remaining full and free
throughout and all conduits shall be perfectly smooth inside and out- side, and
free from any burrs and sharp comers. Bends shall be made without heating the
conduits and by using approved type of bending machine or bending block to
give results consistent with the best grade of craftsmanship.

11.7.1.2.5 No more than two right angle bends shall be permitted between draw- in boxes.
No diagonal runs of conduits shall be allowed on the walls of structure.
Conduits concealed in the ceiling slab shall run parallel to walls and beams, and
those concealed in walls shall be run vertical and / or horizontal.

11.7.1.2.6 All conduits cast in concrete or laid in floor screeds shall be effectively secured,
positioned and protected against mechanical damage, ingress of concrete etc.
Allowance shall be made for thermal expansion and contraction of straight runs of
conduits.
11.7.1.2 INSTRUCTIONS & GUIDELINES FOR CONDUIT INSTALLATION: [Cont'd.]

11.7.1.2.1 Where conduits run parallel to one another, the distance between adjacent
conduits shall not be less than 15 mm. At junction of multi-run of conduits,
rectangular adapter boxes having internal dimensions not less than 150 x 100
x 50 mm, shall be used. Maximum of Nos. 20 mm diameter and a maximum of
2 Nos. 20 mm diameter conduits shall enter the longer and shorter sides of
the boxes respectively. For more or larger sized conduits, larger boxes of
appropriate sizes shall be used.

11.7.1.2.2 All conduits embedded in walls shall be fully recessed to permit a


minimum thickness of 15 mm plaster or other finish to be obtained.
Ceiling boxes for lighting fixtures shall be brought flush with the ceiling
plaster or finish. The mounting boxes for flush type switches, socket
outlets etc. shall be recessed squaring into the wall structure until the
front edge is level with the finished surface of the plaster or other finish.

11.7.1.2.3 Conduits shall be terminated in accessories, distribution boards etc. either


by being screwed into the tapped spouts or holes where such are provided,
or by locking into clearance holes by means of couplers and smooth bore
hexagonal male bushes. Connections between the conduits and box with
clearance holes shall, in addition, be filled with a brass compression washer
between the box and the coupling with no exposed thread.

11.7.2.4 Under no circumstances holes shall be drilled in any structural steel


or prestressed concrete without the prior written approval of the Engineer.

11.7.1.3 PVC CONDUITS AND ACCESSORIES

11.7.1.3.1 All PVC conduits shall be high-impact, rigid and heavy gauge complying with
the requirements of BS 6099 : PART 2 : SECTION 2.2 :1982. Fittings and
accessories shall be of same manufacture as the conduits.

11.7.1.3.2 All conduits shall be unthreaded, slip-fit and push-on type. Unless
otherwise specified only plain couplers shall be used. All joints shall be
made with weather-proof adhesive as recommended by the manufacturer.

11.7.1.3.3 Terminations in metal equipment and accessories with a tapped entry


shall employ flanged coupling locked to the metal case with smooth bore
brass/PVC bushes.

11.7.1.3.4 At all expansion joints in the structure, expansion couplers shall be installed.

11.7.1.3.5 Draw-in boxes and switch mounting boxes shall be made of PVC and shall be
equipped with earth terminals.

11.7.1.3.6 Wherever necessary, approved type of flexible conduits and adapters may
be used.

11.7.1.3.7 Spacing of conduit runs from other services shall be the following
minimum values :

(a) Cold water : 50 mm

(b) Hot water : 250 mm

(c) Air Ducts : 25 mm

11.7.1.3 PVC CONDUITS AND ACCESSORIES: [Cont'd]

9.7.1.3.8 Minimum wall thickness of conduits used shall be 1.8 mm for conduit of inner
diameter 20 mm, the thickness increasing progressively with increase of
diameter of conduit

11.7.1.4 GALVANIZED STEEL CONDUITS AND ACCESSORIES

11.7.1.4.1 All metal conduits shall be heavy gauge welded screwed steel tubing
complying with the requirements of BS 4568: 1: 1970, and shall be heavily
galvanized both inside and outside throughout their entire lengths. All
conduit fittings and accessories shall be finished to the same classification of
protection as for the conduit.
11.7.1.4.2 All conduits shall be fixed in approved manner by means of crumpets,
saddles, spacer bar saddles, cast distance saddles, cadmium plated steel
screws, bolts, nuts etc. all complying with the requirements of BS 4568: 2:
1970.
11.7.1.4.3 All conduits shall be threaded so that the ends of the conduits butt
close together in conduit coupling. Lock nuts shall be provided at all running
joints. All exposed threads shall be thoroughly coated with red lead after
installation.
11.7.1.4.4 All conduits shall be mechanically and electrically continuous and shall
be effectively bonded and earthed. Earth connections and bonding to conduits
shall be by means of copper tape or copper earth wire and earthing clamps
complying with BS 951:1999. Where the conduit makes contact with
structural steel, an efficient and permanent bond shall be made between
the conduit and metal work.

11.7.1.4.5 All conduit boxes shall be constructed of malleable iron or pressed steel and
shall have the same classification for protection as for the conduit. Where
they do not serve as outlets, they shall be fitted with lids secured with brass
screws. Earthing terminals shall be provided in all outlet boxes
11.7.1.4.6 All conduits shall be checked on completion and all imperfections shall be
made good. Rust, minor damage and the exposed threads in conduit runs
installed on the surfaces shall be painted with two coats of Zinc chromate
paint and finished with approved air drying metallic paint. Conduits
concealed in the building structure shall be painted with two coats of air
drying red lead paint. The paints shall be applied immediately after the
completion of conduit installation.
11.7.1.4.7 Wherever there is likely to be excessive condensation, boxes shall be filled
with a suitable plastic compound approved by the Engineer.
11.7.1.4.8 At all expansion joints in the structure an approved type of flexible sliding
connection shall be provided at every run of conduit to take up any
expansion or contraction of the conduit under service conditions. Bonding
across the joint shall be maintained by separate circuit protective conductor.
11.7.1.4.9 All conduit runs shall have adequate clearance between them and all other
service lines.
11.7.1.4.10 Flexible conduits complying with complying with the requirements
of BS 731: 1: 1952 shall be used wherever necessary to allow movement
between the conduit and equipment to be connected. For such connections
approved type of solid bronze adapters with standard thread for the flexible
shall be used.

11.7.1.5 PVC TRUNKING INSTALLATION

11.7.1.5.1 Rigid heavy gauge PVC trunking of approved manufacturer may be used in lieu
of multiple runs and shall be rigidly supported along their entire lengths. All
fixings shall be carried out with cadmium plated steel screws.

11.7.1.5.2 All PVC trunking and their lids shall comply with the requirements of BS 4678: 4: 1982.

11.7.1.5.3 The installation of PVC trunking shall be carried out in strict compliance with
the recommendations of the manufacturer

11.7.1.5.4 Allowance shall be made for expansion of the trunking by using washers at all
fixing points.

11.7.1.5.5 Separate circuit protective conductors shall be used throughout the system for
earthing purposes.

11.7.1.5.6 All jointing shall be carried out using vinyl cement glue in compliance with
manufacture's recommendations.

11.7.1.6 CABLE TRAYS


11.7.1.6.1 All cable trays shall be constructed of hot dip galvanized and perforated sheet
steel complying with the requirements of BS 1449: PART 1: 1991 B
classification CR 4GP.

11.7.1.6.2 Cable trays shall be supplied in nominal 2.4 m lengths and shall be of the return
flange type.

11.7.1.6.3 Trays up to but not including 150mm width shall be of 20 SWG thickness. Trays of width
150mm to 375 mm shall be of thickness 16 mm SWG. Trays of width 375 mm to 600 mm
shall be of thickness 14 mm SWG.

11.7.1.6.4 Sections of trays shall be jointed using 6mm diameter mushroom-headed safelt bolts and
nuts complying with the requirements of BS 1449.

11.7.1.6.5 Adequate copper earthing strips shall be fitted at every joint.

11.7.1.6.6 Holes cut in trays for passage of cables shall be suitably bushed.

11.7.1.7 CABLE LADDERS

11.7.1.7.1 All cable support ladders shall be manufactured from pre-galvanized sheet steel,
of minimum thickness 1 metric gauge, complying with the requirements of BS
449:21969.

11.7.1.7.2 Ladders shall be hot-dip galvanized to comply with the requirements of BS 729,
and shall be suitable for installation in humid conditions prevailing in the U.A.E.

11.7.1.7.3 The rungs of ladders shall be supported on either ends by hexagonal profiled
steel sheets channels.

11.7.1.7.4 In both horizontal and vertical runs the ladder shall firmly supported by
accessories and devices to ensure they are able to withstand the weight of
cables.

11.7.1.7 CABLE LADDERS : [Cont'd.]

11.7.1.7.5 Where ladders are mounted on walls, a minimum distance of 25mm shall be
maintained between walls and cable services.

11.7.1.7.6 Where ladders are run horizontally supported by cantilevers or other devices, the
spacing of the latter shall be in compliance with manufacturer's
recommendations.

11.7.1.7.7 The width of ladders shall be adequate to ensure that the minimum spacing
between surfaces of adjacent cables shall be the diameter of the larger cable.

11.7.1.7.8 The ladders shall be connected to the EARTH and electrical continuity shall be
maintained throughout their entire run.

11.7.1.7.9 The installation shall be complete with all accessories inclusive of necessary
joints, couplings, bends, clamps, support brackets, wall and ceiling plates,
mounting rails, take-off hooks etc., all manufactured by the manufacturer of
ladders.

11.8 SECTION E-8

11.8.1 LIGHTING AND SMALL POWER INSTALLATIONS, LUMINARES AND WIRING


ACCESSORIES

The Contractor shall supply, install, test and connect complete lighting and small power
installations, inclusive of all luminaries, lamps/tubes, switches, contactor switches, socket
outlets and other wiring accessories, conduits, trunking, sub-circuit wiring etc., all in strict
compliance with these Specifications, drawings, Load Schedules and Schedules for
luminaires and wiring accessories.

11.8.1.1 GENERAL

11.8.1.1.1 All wiring shall be carried out in strict compliance with cable sizes and circuit
details given in respective load schedules and drawings.
11.8.1.1.2 All wiring of multi-point sub-circuits shall be carried out as a "loop-in" system.
No joints in any point in the wiring run shall be permitted.
11.8.1.1.3 Wiring for lighting and small power circuits shall be run in separate
conduits/trunking back to their respective final MCB distribution boards .
Circuits supplied from different phases shall not be housed in the same
conduit. Care shall be exercised to ensure both the live and the neutral
conductors of a circuit shall in all cases be contained in the same conduit.
11.8.1.1.4 Every single pole switch and MCB in a two-wire circuit shall be connected to
the phase conductor. Every single phase circuit shall have its own neutral
and earth connections taken from its respective final distribution board.
11.8.1.1.5 Wiring for each circuit run in trunking shall be taped and bound at
intervals throughout the entire length and shall be labelled at each junction
and terminal point for easy identification of circuits.
11.8.1.1.6 Prior to drawing wiring in conduits/trunking, the entire system inclusive
of outlet boxes, isolators, MCB distribution boards etc. shall be completed
and inspected. Any conduits/trunking not accepted by the Engineer
shall be replaced without additional charges.
The Contractor shall pay special attention to the segregation of L.V.
wiring system for fire detection and alarm system, Telephone, Intercom,
MATV and other E.L.V. systems, to ensure no adverse interaction shall occur
between the various systems. Segregation of wiring system shall strictly
comply with the requirements of BS7671:2001 (I.E.E. Wiring regulations).
11.8.1.1.7 Color code and identification of cable/wiring cores shall be in compliance
with the local Electricity Supply Authority's regulations.

11.8.1.1.8 All luminaires and wiring accessories shall be as described and specified in
the respective schedules of equipment. Samples of each type of luminaire,
wiring accessory and other related equipment shall be submitted for
Engineer's final approval before placing orders for the same.

11.8.1.2 LIGHTING LUMINAIRES AND CONTROL ACCESSORIES.

Specification for general requirements and tests for all luminaires shall conform to the
requirements of BS EN 60598:1: 2000.

All luminaires shall be of high quality construction in compliance with names of


manufacturers, type, size, number of lamps, IP ratings etc. for each luminaire as specified
in the schedule of luminaires.

11.8.1.2.1 FLUORESCENT LUMINAIRES

11.8.1.2.1.1 Fluorescent luminaires shall be equipped with spring-loaded bi-


pin lamp holders and instant start control-gear to give trouble
free operation at an ambient temperature of 45 deg.C. The
control gear shall be of polyester resin filled type, noiseless in
operation and shall be contained within the body of the luminaire. All
internal wiring shall be silicon rubber flexible type of adequate
cross-sectional area neatly clipped in position
11.8.1.2.1.2 The body of the luminaire shall be constructed of high quality
corrosion-resistant sheet steel treated with a zinc based primer and
then stove-enameled.
11.8.1.2.1.3 All tubular fluorescent lamps shall conform to the requirements of
BS 1853:1:1990, IEC 81:1984. Unless specified otherwise, all lamps
shall give color rendering index of around 60.
11.8.1.2.1.4 All ballasts shall conform to the requirements of BS EN 60920:1991
and BS EN 60921:1991, and shall be suitable for instant start
operation.
11.8.1.2.1.5 All starters for fluorescent lamps shall conform to the requirements
of IEC 155, 155 A.
11.8.1.2.1.6 All lamp-holders shall comply with the requirements of BS EN
60400:2000.
11.8.1.2.1.7 All luminaires shall be equipped with capacitors complying with the
requirements of BS 4017: 1979, IEC 566:1972, to give power factor in
access of 0.9 lagging.
11.8.1.2.1.8 Radio interference suppression capacitors shall be provided on
each luminaire.

11.8.1.2.2 INCANDESCENT LIGHTING FIXTURES

11.8.1.2.2.1 Lighting fixtures with tungsten filament lamps shall comply with the
requirements of BS EN 60598.
11.8.1.2.2.2 All tungsten filament lamps shall comply with the requirements of BS
6179:1982.
11.8.1.2.2.3 Edison screw lamp holders shall comply with the requirements of BS
EN 60238: 1999.

11.8.1.2.3 LOW VOLTAGE HALOGEN LAMP LUMINARES

11.8.1.2.3.1 All low voltage halogen lamp luminaires shall comply with the
requirements of BS 4533:102 ; Section 102.6 : 1990, BS EN 60598.
These shall generally be used as recessed down lighters and shall be
complete with a separate or integral transformer and 50 W halogen
lamp.

11.8.1.2.3.2 The body of the fixture shall be made of high quality die -cast
aluminum with steel hook springs and shall be complete with a 50 mm
diameter dichroic reflector. A terminal block mounting rod and the
lamp's steel hook fixing system shall facilitate easy installation.

11.8.1.2.3.3 Tungsten halogen lamps shall generally comply with the requirements of
BS 1075: 1989, IEC 357: 1977.

11.8.1.2.4 EMERGENCY LIGHTING FIXTURES

11.8.1.2.4.1 Emergency lights shall be installed in approximate locations indicated


in the drawings. These shall be of the self-contained ion-maintained
type complete with integral rechargeable battery, battery charger,
automatic mains failure change over-switch etc., rated for three hours
operating period.

11.8.1.2.4.2 Emergency lighting fixtures shall comply with the requirements of BS


4533: 102: SECTION 102.22;1990, BS EN 60598.

11.8.1.2.4.3 Automatic change-over switches / contactors shall comply with the


requirements of BS 764: 1990.

11.8.1.3 WIRING ACCESSORIES

11.8.1.3.1 SWITCHES

11.8.1.3.1.1 All lighting control switches complying with the requirements of B S


3676:1:1989 shall be of quick-make slow-break type suitable for
operating AC. inductive loads. These shall be of 5A, 6A, 10A, or 20A
ratings and shall include single-pole, double-pole, 1-way, 2-way and
intermediate type switches. These shall generally be flush-mounted at
a height of 1.4 m above FFL and shall be complete with galvanized
steel boxes of same manufacture. Earth terminals shall be provided
on each switch box.

Domestic flush type and industrial metal clad surface type shall be
specified for different areas shown in the drawings and as indicated in
the schedule of Accessories and Materials.

11.8.1.3.1.2 All 20A DP switches for controlling water heaters and like equipment
shall conform to the requirements of BS 3676:1:1989.

11.8.1.3.1.3 All dimmer switches shall conform to the requirements of BS 551:1977.

11.8.1.3.2 SOCKET OUTLETS

11.8.1.3.2.1 All general purpose socket outlets shall be of 13 A shuttered type with
neon indicators complying with the requirements of BS 1363: 2: 1995.
These shall generally be connected either in a radial or in a ring circuit
as indicated in the drawings and load schedules for final MCB
distribution boards.

Connection to the phase and neutral conductors shall be carefully


made in compliance with the manufacturer's marking and the earth
pin shall be effectively earthed.

These shall generally be mounted 0.3 m above FFL in general areas


and 0.3 m above tables in working areas such as kitchens, laboratories,
computer rooms etc.

Domestic flush type and industrial metal clad surface type shall be
specified for different areas as shown in the drawings and as indicated
in the schedules of wiring accessories and materials.

11.8.1.3.2.2 In all under floor installations, the wiring for 13A, 3 -pin, general
purpose socket outlets shall be drawn in a separate compartment of a
multi-compartment underfloor trunking and shall be appropriately
segregated from all extra-low voltage cabling in compliance with the
recommendations detailed in section 528 of BS 7671:2001.

11.8.1.3.2.3 All 15A shuttered 3-pin switched and un-switched socket


outlets indicated in the drawings shall generally be of flush type
complying with the requirements of BS 546:1950.

11.8.1.3.3 45 A COOKER CONTROL UNITS

All cooker control units shall comply with the requirements of BS 4177:1992 . Each
unit shall be flush type complete with 45 A DP main switch; 1 3A socket outlet with
neon indicator and cooker connection unit complying with the requirements of BS
5733:1995.

11.8.1.3.4 FUSED CONNECTION UNITS

All switched and un-switched connection units indicated in the drawings shall
comply with the requirements of BS 5733:1995. These shall be flush type
complete with 20 A DP switches (where applicable), 13 A fuse -link to BS
1362: 1973 , flex outlets, neon indicators and mounting boxes.

11.8.1.3.5 JUNCTION BOXES

All junction boxes shall comply with the requirements of BS 6220:1983. These shall
have either 4 or 3 terminal blocks. 10A/30A ratings, accepting 4/6 6.0sq. mm single
core cables.

11.8.1.3.6 ISOLATED TV/FM CO-AXIAL SOCKET OUTLETS

These shall be suitable for use in multi-outlet aerial system, providing necessary safety
isolation rated at 2000 VAC isolation to BS 415:1994. These outlets shall 6e designed for
UHF/VHF TV and VHF/FM radio signals reception.

11.8.1.3.7 LINE JACK TELEPHONE AND CATV SOCKET OUTLETS

These shall be of the type approved by the local DU authority.

11.8.1.3.8 CONNECTION UNITS

All connector units indicated in the drawings for connection to split-type and window type A.C
units shall comply with the requirements of BS 5733 :1995.

11.9 SECTION E-9

11.9.1 EARTHING

The contractor shall supply, install, test and connect a complete earthing system
comprising necessary earthing electrodes, earth bars, earth electrode cables, earth
electrode inspection housing, protective conductors, connections and any other
components and accessories deemed necessary for a highly reliable, safe and satisfactory
earthing system to the approval of the local Electricity Supply Authority.

11.9.1.1 GENERAL

11.9.1.1.1 The installation of the earthing system shall comply with the requirements of
BS 7671:2001 (IEE Wiring Regulations) and with the Code of Practice
detailed in BS 7430:1998. Should the regulations and recommendations
detailed in the aforementioned standards differ in any way with those of
the local Electricity Supply Authority, the requirements &
recommendations of the latter shall be adhered to.
11.9.1.1.2 The main L.V. earthing system shall comprise earth electrode/s installed
at suitable locations near the main distribution board. Appropriate sized
copper earthing conductor shall connect the earthing electrode/s to main
copper earth bar in the main distribution board. Frames for all items of L.V.
switchgear, all earthing conductors etc. shall in turn be connected to the main
earth bar.

11.9.1.2 EARTHING ELECTRODES

11.9.1.2.1 The installation of the earthing system shall comply with the requirements of
BS 7671:2001 (IEE Wiring Regulations) and with the Code of Practice
detailed in BS 7430:1998. Should the regulations and recommendations
detailed in the aforementioned standards differ in any way with those of
the local Electricity Supply Authority, the requirements &
recommendations of the latter shall be adhered to.
11.9.1.2.2 In areas of high soil resistivity it may be necessary to install more than one
earth electrode. In such cases the electrodes shall be at least 6 m apart
with the necessary couplers between them.
11.9.1.2.3 The number of earth electrodes and their types, diameter, length, setting
depth and the method of installation shall be in complete conformity
with the aforementioned Standards and the requirements of the local
Electricity Supply Authority. The earth electrode/s resistance shall not exceed
1.0 ohm or the value recommended by the local Supply Authority.
11.9.1.2.4 In general, the earth electrodes shall be driven to a minimum depth o f 3 m or
0.3 m below permanent water level. The earth electrodes shall comprise
minimum 16 mm diameter hard drawn copper rods complete with hardened
steel tip, driving cap and phosphor bronze coupling suitable for the required
size of copper earth conductor.
11.9.1.2.5 The copper earth conductor shall connect the earth electrodes to the main
earth bar via a test clamp to be located 0.6 m above F.F.L.

11.9.1.3 EARTH ELECTRODE CABLE

The earth electrode cable shall be PVC sheathed stranded copper conductor of
appropriate cross-sectional area The cable shall connect the earth electrode/s to the
main earth bar. One end of the cable shall be sweated into a lug and connected to the
main earth bar with 16 mm (minimum) diameter brass washers and two brass lock nuts.
The other end shall be connected to the earthing electrode/s in compliance with the
recommendations of the manufacturer of earth electrodes.

11.9.1.4 EARTH ELECTRODES INSPECTION HOUSING

A concrete inspection housing with a heavy duty hinged cast iron cover and frame made in
a pit 300 x 300 mm shall be provided for each earth electrode connection. A permanent
label marked with the words "SAFETY ELECTRICAL EARTH – DO NOT REMOVE" shall be
provided at each connection.

11.9.1.5 ITEMS TO BE EARTHED

11.9.1.5.1 All metal parts of every electrical equipment shall be connected to the
earthing system. Metal parts of item of electrical equipment to be earthed
shall include but shall not be limited to, switchgear, metal armour of cables,
metal conduits trunking, trays, accessories, outlet boxes, motor and

pump casings, metal sinks, pipework, plant accessories, lighting fixtures,


switch plates, socket outlets etc which are wholly or partly encased in metal.

11.9.1.5.2 As described above, all items in the system shall be effectively earthed so that
these are continuously electrically conductive. The electrical resistance at any
point in the system to earth shall not exceed 1 ohm, or the value stipulated
by the local Electricity Supply Authority.

11.9.1.5.3 The neutral conductor shall not be earthed any where within the complex.

11.9.1.5.4 The earthing of water mains and other service lines shall be carried out in strict
compliance with the recommendations of BS 7671:2001.

11.10 SECTION E-10

11.10.1 SOLAR PHOTOVOLTAIC ON-GRID SYSTEM

11.10.1.1 GENERAL
This specification document describes the minimum requirements for the
design, engineering, supply, installation, pre-commissioning testing and
commissioning of a 12kWp on-grid solar photovoltaic (PV) system

The appointed Main Contractor who must appoint a specialized


subcontractor for the solar photovoltaic system early on in the project,
referred to as the PV Contractor throughout this document. The chosen PV
Contractor shall have successfully completed Contractor relevant projects
in the region with at least 3 years of previous working experience in the
Gulf region.

The appointed PV Contractor will be responsible for the design of the


photovoltaic system, submittals, procurement of all required devices and
equipment, installation, commissioning and the training of maintenance
staff. The PV Contractor shall work and coordinate with the Main
Contractor, Consultants, and other relevant appointed parties with regards
to the requirements for the solar photovoltaic system

11.10.1.1.1 The scope encompassing the Photovoltaic System Integrator is


as follows:
11.10.1.1.1.1 Complete technical detail design of system, including
wiring, electrical single line diagrams, mounting structure, electrical
tie-in and component specification in compliance with local utility
regulation
11.10.1.1.1.2 Coordination with consultants and contractors
11.10.1.1.1.3 Supply of all necessary components including
modules, racking, wiring, inverters, performance monitoring and
balance of system components
11.10.1.1.1.4 Project management and oversight

Once the detail design of the PV system has been finalized and approved
by all parties, the PV Contractor shall present projected system energy
generation calculations

11.10.1.2 Scope of Work


The scope of work entails the installation of a complete grid connected
roof mounted solar photovoltaic system comprising of module support
structures and all required equipment and components between PV
modules and the SMDB installed at the Electrical room. The SMDB
including XLPE cabling to light load DB is to be provided at the Electrical
room by main contractor. The PV contractor has to connect the output of
the inverter to this SMDB.

The appointed Main Contractor shall subcontract the Photovoltaic (PV)


System to a specialized PV Contractor that is approved by DEWA. The PV
Contractor shall be responsible for complete design, supply, installation,
testing & commissioning of a solar photovoltaic system sized appropriately
as described herein. The scope of the PV Contractor shall cover the
following:

11.10.1.2.1.1 Detail design of PV system in accordance with local
standards and international best Practices
11.10.1.2.1.2 Preparation of module layout plans and detailed

The PV Contractor shall size the system based on locations of PV modules


that are indicated in the design package. The total system capacity of
installed PV modules to be indicated as hereunder:

The PV Contractor shall submit a simulation of the projected PV system


performance as part of the design package during the tender stage of the
project. The simulation shall be based on an annual irradiation for the city
of Dubai

The performance report shall include the average monthly projected


system performance values detailing all assumed losses associated with the
system design

11.10.1.4 Photovoltaic System Design

The PV system design capacity shall be for a minimum of 12kWp.

11.10.1.4.1 Photovoltaic System Design

This section outlines the main specifications required for solar


photovoltaic (PV) design components. The appointed PV
Contractor’s system design shall comply with the criteria mentioned
in this section. The proposed design shall include, but is not limited
to, drawings showing all system components including PV module
layouts, mounting support structure, DC & AC cabling routes &

interconnections, cable management components, inverters,


monitoring systems and other necessary equipment.

The system shall be designed to include for access ways for


equipment and maintenance personnel during service. Whenever
possible, all mechanical hardware, cable management components
and other equipment shall be concealed beneath or behind the
solar array. Cables routed inside cable trays, trunking or conduits
shall be neatly organized

Electrical equipment such as LV collection board and monitoring


systems shall be housed in the Electrical room location indicated in
the drawing

11.10.1.4.2 Solar Photovoltaic Modules

Solar photovoltaic (PV) modules shall be utilized in the indicated


locations in the drawings to achieve the minimum specified
capacity.

Modules shall be arranged in necessary series and parallel


interconnections in order to optimize the array’s energy production.
The series interconnection of PV modules shall be designed for
1000V DC system

11.10.1.4.3 Framed Photovoltaic Modules


11.10.1.4.3.1 PV modules utilized for the project shall be from the
approved vendor list and having the following specifications and
compliances as minimum:
11.10.1.4.3.1.1 Polycrystalline or mono-crystalline silicon
cells
11.10.1.4.3.1.2 Module system rating of 1000V DC as a

Multiple string inverters shall be utilized to invert DC power
from the photovoltaic modules into AC power for
interconnection to the grid. The chosen string inverters shall
have a wide input voltage range up to 1000V DC and their
AC output shall be compatible with the local grid at 3-phase
rated as per DEWA regulation

11.10.1.4.4.1 String inverters shall be sourced from a single


reliable supplier with products that are compliant to
international testing standards meeting the following
specifications as a minimum:
11.10.1.4.4.1.1 Minimum efficiency of at least 97%
11.10.1.4.4.1.2 Accessible DC disconnect switch to
isolate the PV array from the inverter
11.10.1.4.4.1.3 Equipped with a front panel display

String inverters shall be equipped with a grid monitoring


safety function, which is permanently activated after the
inverters have been connected to the grid. This function
continuously monitors if the effective value of the grid
voltage exceeds or falls below the set parameter limit
values. In addition, the grid frequency is monitored in terms
of the set parameter limit values during operation. The
inverters will synchronize their voltage and frequency
outputs with the grid parameters. If the value exceeds or
falls below the limits, the line contactor and the inverter
bridge are immediately disconnected. The inverter change
to the failure-operating mode and the grid failure is
signalized. The inverter will not restart until the grid voltage
is within the permitted limits. This feature makes certain
that the inverters remain turned off during maintenance at
the grid in order to ensure the safety of the personnel

The PV Contractor shall source grid tied inverters from a


manufacturer that has set up an office and maintenance
service center in the United Arab Emirates

The building electrical interconnection point shall be


provided to the PV Contractor via a circuit breaker in an
SMDB panel at the inverter room and capable of handling
the current generated by the photovoltaic system. The PV
Contractor shall be responsible for coordinating the required
size of the circuit breaker at the MDB with the Main
Contractor. The PV Contractor shall supply and terminate
the cabling from the solar AC collection board to the SMDB
at Electrical room.

11.10.1.4.5 Mounting Structure

The appointed PV Contractor shall provide the complete design,


engineering and supply for a permanent, weather proof, rooftop
mounted structure for the PV array. The structure shall be
constructed of Galvanized Iron / Aluminum. The mounting support
structure shall be able to withstand the array’s dead load in
addition to a maximum wind speed load of 45m/secs. The mounting
structure materials shall not degrade over the lifetime of the
system and must be of sufficient strength to safely support the
photovoltaic arrays during worst-case environmental conditions.

The PV Contractor shall provide the building structural Consultant


with the load calculations of the mounting system.

The PV mounting support structure shall be designed with a tilt


angle of 10 – 20 degrees facing as close to true south and attaches
directly to the concrete ballasts provided by main contractor on
building rooftop via penetrations. The support structure shall be
elevated at a suitable distance from ground offering ease for
serviceability and allows for sufficient air circulation underneath the
modules

The PV Contractor shall coordinate the locations of the required


concrete ballasts with the Main Contractor. The Main Contractor
shall provide these ballasts on the roof during the construction
phase of the project according to the PV Contractor’s requirements.

11.10.1.4.6 Mounting Structure Design Drawings


11.10.1.4.6.1 PV Contractor to submit all proposals for substitutions
to Consultant in writing in advance of shop drawings and identify
each item clearly
11.10.1.4.6.2 PV Contractor to submit to a Consultant for design
review before fabrication

manufacturer having a minimum experience of 3 years in
manufacturing solar PV mounting structure
11.10.1.4.7.2 PV Contractor shall inspect all components for any
defects and reject or approve mounting system components after
inspection

11.10.1.4.8 Performance Monitoring System

The PV Contractor shall design and supply a PV monitoring system


solution that is compatible with the selected inverter. The
monitoring system shall be provided with a web based monitoring
service as well as capability of interface with external display
devices such as screens

11.10.1.4.8.1 The PV monitoring system shall have the following


main functions:
11.10.1.4.8.1.1 Continuously monitors the solar power
system at all times
11.10.1.4.8.1.2 Automatically reports system status via
email
11.10.1.4.8.1.3 Records, stores and presents power
and PV system performance data
11.10.1.4.8.1.4 Exports stored data for evaluation using
standard formats
11.10.1.4.8.1.5 Performs system diagnostics and
configurations locally
11.10.1.4.8.1.6 Automatically transfers data to a web portal
at selectable intervals
11.10.1.4.8.1.7 Displays customized visualizations for the
user stored PV performance data

11.10.1.4.8.3 The monitoring system shall be placed inside the


electrical room. Interface with BMS shall be provided to enable
remote monitoring by the Client.

11.10.1.4.8.4 The design of the system shall also include a weather


station to be installed in the field of the array and connected to the
photovoltaic monitoring system that logs at least the following
data:

11.10.1.4.8.4.1 Ambient air temperature


11.10.1.4.8.4.2 Module temperature
11.10.1.4.8.4.3 Incident solar irradiation in the tilt of the
array using an irradiation sensor

11.10.1.4.9 Performance Monitoring System

The PV Contractor shall design and supply a PV monitoring system solution


that is compatible with the selected inverter. The monitoring system shall
be provided with a web based monitoring service as well as capability of
interface with external display devices such as screens

11.10.1.4.9.1 The PV monitoring system shall have the following main


functions:

11.10.1.4.9.1.1 Continuously monitors the solar power system at all


times
11.10.1.4.9.1.2 Automatically reports system status via email
11.10.1.4.9.1.3 Records, stores and presents power and PV
system performance data
11.10.1.4.9.1.4 Exports stored data for evaluation using standard
formats
11.10.1.4.9.1.5 Performs system diagnostics and configurations
locally
11.10.1.4.9.1.6 Automatically transfers data to a web portal at
selectable intervals
11.10.1.4.9.1.7 Displays customized visualizations for the user
stored PV performance data
11.10.1.4.9.1.8 Collects weather data, including solar irradiation,
module and ambient temperatures
11.10.1.4.9.2 The following minimum information shall be displayed and
recorded by the PV monitoring system:

11.10.1.4.13 AC Collection Board

The PV Contractor shall design, supply and install LV, AC Collection Board
that combines the AC outputs from each inverter into a balanced 3-phase
output (400 V AC, 3-phase), which is then terminated at the SMDB circuit
breaker at the electrical room.

The PV Contractor is responsible for the AC cabling from AC collection


board to the SMDB. The AC Collection board shall be sized to accept the
power generated by the PV System and designed in accordance with DEWA
regulations

11.10.1.4.14 Earthing System


The PV Contractor shall design a complete earthing system for all
components in the PV system designed in accordance with the
recommendations of the manufacturers and the applicable local utility
(DEWA) standards

11.10.1.4.15 Labeling & Identification


The PV Contractor shall design, supply and install all required signs and
labeling for PV system components as needed in accordance with
international standards and best engineering practices

11.10.1.4.16 Cable Management Components


The PV Contractor shall supply all materials and accessories related to PV
system cable management strictly in accordance with the specification
detailed. Locations and specifications of cable management system shall be
clearly noted on the drawings

11.10.1.4.17 Cable Management Design


The cable management system shall be designed according to local
standards. Components, covered with conduits, exposed to outdoors shall
be able to withstand the local weather conditions. Cable management shall
have standard lengths of 3000mm and the following standard shall be
used:
11.10.1.4.17.1 Width up to 300 mm – thickness of metal sheet 1.25 mm
11.10.1.4.17.2 Width up to 600 mm – thickness of metal sheet 1.5 mm
11.10.1.4.17.3 Width over 600 mm – thickness of metal sheet 2.0 mm

The following factors shall be considered in the design and installation


11.10.1.4.17.4 Thermal expansion and contraction

11.10.1.4.18 Material and Finishing


All cable management system parts shall be made of high quality mild steel
(ASTM A36). The hot dipped galvanization process according to ASTM A-
123 shall galvanize all parts. When the parts cannot be hot dipped

galvanized, or when parts are located in high corrosive areas, stainless steel
A316 shall be used instead

11.10.1.4.19 Construction
All connection plates should be installed on the outside surface of the
supports. Accessories like bends, Tees, risers shall be made with
manufacturer’s fittings or equivalent. The effective radius must be not less
than that allowable bending radius of the cables involved

11.10.1.4.20 Site Preparation


11.10.1.4.20.1 Mounting System Roof Top Penetrations
The PV Contractor shall coordinate the locations of the required concrete
ballasts with the Main Contractor. The Main Contractor shall provide these
ballasts on the roof during the construction phase of the project according
to the PV Contractor’s requirements

11.10.1.4.21 PV System Electrical Ducting


The PV Contractor shall coordinate the size and locations of any building
entry points required for the PV system cabling leading to the electrical
room. The Main Contractor shall provide the PV Contractor with the
required conduits or ducting routed inside the building entry points during
the construction phase of the project

11.10.1.4.22 Electrical Room Preparation


A building electrical interconnection point shall be provided to the PV
Contractor via a circuit breaker at a Sub Main Distribution Board (SMDB)
suitably sized to accept the power generated by the PV System. The PV
Contractor shall coordinate the size of the circuit breaker that is required

Sufficient space in the building electrical room or any separate room shall
be provided to the PV Contractor to wall mount the string inverters. The
SMDB shall be provided at the Electrical room

11.10.1.4.23 Voltage Drop


The PV Contractor shall size all DC cabling to ensure that the overall voltage
drop on the DC side falls under 2%. All cable lengths for the AC shall be
short and sized to ensure a minimal voltage drop

11.10.1.4.24 System Start-Up and commissioning


Upon completion of system installation and before PV system startup, the
PV contractor shall perform pre-commissioning procedures to check
continuity of all conductors to verify that there are no faults and that all
equipment has been installed properly

The PV Contractor shall be responsible for deploying his representatives


required to perform the pre- commissioning, commissioning and start up
activities for all the solar system units. The PV Contractor shall then carry
out full functional tests on the system

A variety of tests should be performed during the commissioning period,


including:
-Electrical continuity checks
-Insulation resistance tests
-Polarity tests
-Open circuit string and array voltage testing
-Anti-islanding test (inverters)
-Review of power delivery over a two day period
-Inspection of mechanical connections
-Confirmation of operation of the system monitoring system

A functioning electrical connection point must be provided to the PV


Contractor prior to commissioning

11.10.1.4.25 Training
The PV Contractor shall be responsible for developing a training schedule
and presentation to the Client personnel regarding operation and
maintenance of equipment installed as specified in this specification. The
PV Contractor shall be responsible for completing a 2-day training on the
PV power system to the Client’s personnel.

11.10.1.4.26 Warranties & Guarantees


Below is a table summarizing the warranty of the major components that
are supplied for a PV system installation.

11.10.1.4.27 Operation and Maintenance


Appointed Photovoltaic System Integrator shall prepare a detailed
operation and maintenance manual which includes a recommended spares
parts list upon completion of the project.
11.10.1.4.27.1 A preliminary list of tasks for the facility maintenance staff
to include:
11.10.1.4.27.1.1 Visual inspection of general site conditions, PV
array, electrical equipment, mounting structure, data acquisition
system, and balance of system provided under the scope of work
once per month
11.10.1.4.27.1.2 Cleaning the modules from the buildup of dust two
times per month depending on dust build up intensity
11.10.1.4.27.1.3 Cleaning and removing dust from inverter heat
sinks (per manufacturer warranty requirements) every 6 months

11.10.1.4.27.1.4 Inverter preventive maintenance as per


manufacturer’s operating guidelines
11.10.1.4.27.1.5 Checking and re-tightening wiring connections (per
manufacturer requirements) annually
11.10.1.4.27.1.6 Removal of any module obstructions (e.g. trash,
bird nests, etc.)
11.10.1.4.27.1.7 Inspecting array mounting structure, conduit runs,
and other physical components for wear or damage

11.10.1.4.28 Drawings & Documentation


The PV contractor is required to submit as-built drawings, commissioning
report and records, spare parts lists, training documents, warranty
documents, installation procedures and operation & maintenance manuals
at project closeout.

11.11 SECTION E-11


11.10.1 VOICE, DATA AND CATV INSTALLATION WORKS

The Contractor shall supply and install voice, data and CATV systems as described below and
in compliance with the requirements detailed in the drawings. All works shall be carried out in
strict compliance with the current rules, regulation and recommendations of the local DU
office.

11.10.1.1 GENERAL
11.10.1.1.1 The works shall comprise supply and installation of main and sub-main
distribution frames, conduits, trunking, voice, data and CATV outlet points
complete with voice, data and CATV socket outlets, wiring and any other
components and accessories deemed necessary for reliable and satisfactory
voice, data and CATV systems.
11.10.1.1.2 The Contractor shall lease with DU supplying and drawing wires
between the distribution frames and the various outlets.
11.10.1.1.3 All equipment used in the installation shall be approved by the local DU
office.
11.10.1.1.3 The Contractor shall submit, for Engineer's study and approval, equipment
schedule and comprehensive wiring diagram of the system prior to
commencing any installation works.

11.10.1.2 MAIN DISTRIBUTION CABINET(STRUCTURAL CABLE CABINETS)

All distribution cabinets for telephone and CATV systems, structural cables Cabinets shall
be corrosion resistant, fully enclosed, dust and vermin proof and complete with hinged
doors with lock and key. These shall be constructed from high-quality sheet steel or fiber
glass and shall be approved by the local office of DU.

11.10.1.3 CONDUITS AND TRUNKING

11.10.1.3.1 The fiber optic cables may be run in cable tray of appropriate size.

11.10.1.3.2 Generally the Contractor shall be required to supply and install the following
high-impact uPVC conduits of approved manufacture :

a) 4 No. 100 mm diameter uPVC conduits from the in-take position on


the premises to the Main Distribution Frame.
b) 50 mm diameter conduit from Main Distribution Frame to each sub-
main distribution frame for telephone and CATV systems.
c) 20 mm diameter PVC conduits from sub-main distribution frames to
final junction boxes for telephone and CATV systems.

11.10.1.3.3 Should the No. and diameter of above conduits be different from those
required by DU, the requirements of the latter shall be adhered to.

11.10.1.4 LINE JACK TELEPHONE OUTLETS

11.10.1.4.1 The Contractor shall supply and install telephone outlets in


approximate
locations indicated in the drawings.
11.10.1.4.2 Appropriate voice, data and CATV outlet accessories shall be manufactured
by reputable companies approved by DU.

11.11 SECTION E-II


11.11.1 FIRE DETECTION AND ALARM SYSTEM

11.11.1.1 SCOPE
The Contractor shall supply, install, test, connect and commission a high-quality Fire
Detection and Alarm System comprising a Fire Alarm Panel, Smoke Detectors, Heat
Detectors, Manual Call Points, Sounders together with all necessary fire-resistant cables
and accessories deemed essential for a safe, reliable and satisfactory system, conforming
to the relevant and applicable requirements and recommendations of BS 5839:1:2002, BS
5445 and BS 5446, and complying with the rules, regulations and recommendations of the
local Civil Defense Authority.

11.11.1.2 GENERAL CONDITIONS AND REQUIREMENTS

11.11.1.2.1 The various components of the proposed Fire Detection and Alarm
System indicated in the drawings are notional and their numbers may be
altered to comply with the requirements and recommendations of the local
Civil Defense Authority.
11.11.1.2.2 Prior to submitting his proposal, the Contractor shall be required to
coordinate with the aforementioned Authority and the selected/approved
manufacturer of the proposed equipment to ensure all necessary
components, accessories, cabling etc. are included in the offer.
11.11.1.2.3 Prior to placing order for any equipment, the Contractor shall
submit comprehensive documents comprising working drawings,
catalogues and descriptive literature of components, maintenance manuals
etc. for Engineer's study and approval.
11.11.1.2.4 All installation works shall conform to the best principles of modern
practice and shall be carried out by competent tradesmen of appropriate
grades.

11.11.1.2.5 All system components shall be manufactured by the same manufacturer


who shall be on the local Civil Defense Authority's list of approved
manufacturers.
11.11.1.2.6 The Contractor shall be required to train and instruct client's personnel in
the correct use, operation and supervision of the system, preferably prior
to the official completion and handing over the project.

11.11.1.3 SYSTEMS DESCRIPTION

11.11.1.3.1 The system shall be designed to facilitate accurate identification


of smoke/heat/fire and shall minimize occurrences of false alarms due to
faulty equipment, electrical transients, system faults etc.
11.11.1.3.2 The system shall be designed to offer detection and alarm facility for
the building which shall be zoned in compliance with the current rules and
recommendations of the local Civil Defense Authority.
11.11.1.3.3 In the event of a smoke/fire condition in any zone there will be general alarm
in all the zones.
11.11.1.3.4 Facilities shall be provided in the system to constantly monitor and check the
following circuits and fault conditions :
a) Mains power supply.
b) Battery disconnect or battery failure.
c) Open-circuit, short-circuit, earth-fault or any other fault condition in the
circuit.
11.11.1.3.4 The system shall be designed to operate on 24V D.C. supply.

11.11.1.4 SYSTEMS COMPONENTS AND DEVICES

11.11.1.4.1 MAIN FIRE ALARM CONTROL PANEL


The contractor shall supply and install a Main Fire Alarm panel at a suitable
location approximately as indicated in the drawings. The panel shall be
designed to cover all the zones stipulated and approved by the local Civil
Defense authority, reference item 3.02 above.
In addition to the functions described in item 3.04 above, the Contractor shall
include all other necessary features and components, inclusive of indication
lamps for fire and fault conditions, fault buzzer, push-button for silencing fault
buzzer, controls for silencing bells and resetting the system etc. deemed
essential for a system approved and recommended by the local Civil Defense
Authority.
The panel shall be complete with integral lead acid battery complete
with charger and 24 hour back-up supply in the event of mains supply failure.
The panel shall be housed in an enclosure equipped with hinged door, lock and
key with all indicators clearly visible.
The control panel shall comply with the requirements of BS 5839.

11.11.1.4.2 SMOKE DETECTORS

These shall be of optical and addressable type designed to detect visible smoke
from slow smoldering fires. These shall comply with the requirements of
BS 5839:1:2002, BS 5446:1:2000.

111.1.4.3 HEAT DETECTORS

These shall be designed to detect high energy fires with little or no smoke, and
shall comply with the requirements of BS 5446:2.2003.

11.11.1.4.4 MANUAL CALL POINTS

These shall comply with the requirements of BS 5839:2:1983, and shall be of the
color and type specified by the local Civil Defense Authority.

11.11.1.4.5 BELLS

These shall comply with the requirements of BS 5839:1:2002, and shall have an
output of 100 dB at a distance of 1 meter.

11.11.1.4.6 WIRING

All wiring and cabling shall be carried out using fire-resistant 2-core 1.5 sq.mm
screened type cables complying with the requirements of BS 7629:2:1997 and
BS 6387:1994 or as approved by the local Civil Defense Authority.
