Please find below the technical reply from AM Luxembourg mill R&D department concerning the CVN
values for 1 piece of beam concerned:

The documentation of eurocode EN 1993-1-10 allows to handle this problem.


 
In particular the attached extract (full document on http://elsa.jrc.ec.europa.eu/list_pub.php?
id=94&year=2008) integrates the equation to convert the transition temperature at 27J to another energy
level or temperature.
 
T27J= TKV+41,33-8,16*SQRT(KV-1,373)
 
with T27J=-20°C (conservative hypothesis knowing that the average measure on the beam at -20°C is
35J)
 
the equation leads for a temperature TKV of 0°C to an energy KV of 55J.
 
In conclusion the criteria of 47J at 0°C is satisfied by this product.

Attached you have also the document which they refered.


If required, than additional testing can be done to prove that the material has a CVN value superior of
47J at 0°C.

Please advice ASAP as the material will arrive today or tomorrow at the port in Dubai.

If required I can also discuss this matter directly with your client and the consultant.

Dear Mr. Subramanian,
 
As discussed over the phone the material produced for Pentominium Tower project has higher charpy
values.
Instead of "HISTAR460 with 47J at 0°C" the mill certified the material for the grade "HISTAR460 with 40J
at -20°C".
This grade is better, because the values of Charpy test for 0°C are much higher (in general they are 20J
higher compared with the values at -20°C as per Eurocodes formulas).
On the other side there is no impact on the values of the tensile strength.
 
Only one beam is not exactly as the required grade "HISTAR460 with 40J at -20°C" (loaded also in the
vessel Lavender).
The grade of the material is HISTAR460 with 34J at -20°C.
For this beam the tensile strength is fully complying, but the value of charpy test is 34J at -20°C.
If this value of the test would be calculated (tested) at 0°C, than it will be higher - approx. 54J. This value
again is higher compared wit the value for the grade ordered "HISTAR460 with 47J at 0°C".
The size concerned is HD400x1086. The length of the beam is 12.90m (only one piece of HD400x1086 in
this vessel with this length).
Attached it is the MTC for this beam for your checking.
 
Can you check with your colleagues of the design and confirm this size as well for your project?
As per ISO requirements in case that one of the values is not matched, the matter should be discussed
with the customer.
 
We appologize for this mistake which however does not affect the values of the material ordered as per
our Sales Contract.
As per MTC's already provided to you for the first part of the material delivered, the charpy values are
much higher than required.
The tensile strength values remain the same as per the standard.
