Electrical and Mechanical Services


in Government Buildings and Installations

Introduction

This Circular is a revised version of WBTCs Nos. 2/94 and 2/94A reviewed by
an Ad-hoc Working Group led by the ETWB with members from ArchSD, EMSD, DSD
and WSD. It updates the demarcation of responsibilities among various works
departments for electrical and mechanical services in Government buildings and
installations, including the changes that have taken place since the last promulgation in
1994.

2. It provides an internal rationalization of maintenance responsibilities for E&M


services within the works departments during the interim as stated in paragraph 9 below
and that the ultimate goal is for the user departments to choose their E&M service
providers.

3. It also sets out the one-stop-shop service principle for demarcation of


maintenance responsibilities with a view to enhancing service responsiveness and cost
effectiveness by streamlining work arrangements.

4. It should be noted that ArchSD has engaged the Electrical and Mechanical
Services Trading Fund (EMSTF) as the service providers to provide services to the user
departments for certain types of building services installation works including the
electrical distribution system for the period from 1 April 2001 to 31 March 2005.
Thereafter, user departments should observe the guidelines and principles set out in
Financial Circulars Nos. 9/99, 5/2001 & 6/2001 and Works Bureau Technical Circular
No. 25/2001 in procuring these services as well as other electrical and mechanical
services.

5. This Circular should be read in conjunction with Financial Circulars Nos. 9/99,
5/2001 & 6/2001 and Works Bureau Technical Circular No. 25/2001.

Changes

6. The major changes reflected in the Appendices to this Circular include:

(a) adoption of the one-stop-shop service approach to demarcation of service


responsibilities among works departments;

(b) transfer of maintenance responsibilities of building services installations from


ArchSD to the EMSTF;

(c) grouping of all maintenance-related works (e.g. spares provision, servicing,


inspection & repairs) under a single category entitled “Maintenance”; and

(d) replacement of “EMSD” by “EMSTF”.

“One-stop-shop Service” Principle

7. To facilitate delivery of one-stop-shop service to user departments, a works


department responsible for maintaining an engineering system should undertake, as far
as practicable, not just the maintenance related work of the engineering system, but also
the associated builder’s works and all other associated miscellaneous incidental work as
long as the relevant safety and statutory requirements are met, and related works
departments’ standards/specifications are complied with.

Ultimate Goal

8. Under this Circular, those building services and related maintenance work (i.e.
items A8, A21 and A34(i) of the Appendix A concerning “Cooling Water Mains for
Air-conditioning & Refrigeration”, “Electrical Supply & Distribution Systems” and
“Fountain Installation: Pipe Work, Nozzles & Electrical Parts”, respectively), hitherto
still under the management of ArchSD, would be transferred to EMSTF with effect from
1 April 2003 in achieving the one-stop-shop principle, whilst the corresponding amount
of central funding will continue to be allocated to and under the control of ArchSD.
EMSTF will approach ArchSD for funds to carry out such work for user departments.

9. This is an interim arrangement with a view to enabling EMSTF to work out the
distribution of the funding to be devolved, based on expenditure patterns of individual
user departments over a period of not less than 12 months. The ultimate goal is that
responsibility for this work and the required funding would be devolved to individual
user departments so that they may either continue to engage EMSTF to carry out this
work or to engage alternative service providers in accordance with the Financial
Circulars Nos. 9/99, 5/2001 & 6/2001 and Works Bureau Technical Circular No.
25/2001. This interim period would end at or earlier than 1 April 2005.

Effective Date

10. This Circular takes effect from 1 April 2003.

Effect on Existing Circulars

11. This Circular supersedes WBTCs Nos. 2/94 and 2/94A, which are hereby
cancelled.

Outline of Works Departments’ Responsibilities for Provision of Electrical and


Mechanical Services

12. Appendix A summarizes the demarcation of electrical and mechanical service


responsibilities of various works departments. Appendix B indicates special
requirements on work coordination among relevant works departments for certain work

items.

13. WSD and DSD are responsible for all electrical and mechanical services for
buildings and installations under their respective control or constructed by them,
including the operation and maintenance thereof.

14. The EMSTF is responsible for maintenance of electrical and mechanical


installations, other than those mentioned in paragraph 13 above.

15. ArchSD is responsible for “estimate”, “design & specification” and


“installation” of electrical and mechanical services shown in Appendix A.

User Departments’ Roles

16. Heads of Government departments in procuring services from the EMSTF or


alternative service providers should observe the relevant guidelines and principles set
out in the circulars as mentioned in paragraph 4 above, or any future relevant circular(s)
that may come into effect.

17. User departments are responsible for “holding and accounting” and “operation
and control” for most types of engineering installations as specified in Appendix A.

Appendix B

Special Coordinating Requirements

The following coordinating requirements that involve EMSTF are applicable to


situations where user department(s) choose to procure electrical and mechanical services
from the EMSTF in accordance with the guidelines and principles set out in Financial
Circulars Nos. 9/99, 5/2001 & 6/2001 and Works Bureau Technical Circular No.
25/2001.

Requirement 1

When a project is in Cat B or Cat D: -

(a) ArchSD will provide EMSTF with a brief giving a broad outline of
requirements and timing (if possible) and all relevant information necessary
for the design and preparation of a detailed specification; and

(b) EMSTF will advise ArchSD of estimated cost, delivery period and facilities
and space requirement in the buildings. They will note the work commitment
and programme requirement.

When a project is in Cat A or Cat D: -

(c) EMSTF will write the detailed specifications and prepare tender documents;

(d) ArchSD will confirm that these meet their requirements at (a), and provide
funds;

(e) EMSTF will call for tenders, adjudicate, discuss their proposed
recommendations with ArchSD and make recommendations to the
appropriate Tender Board; and

(f) EMSTF will place an order and handle the processing of the order, passing
any queries or alterations which materially affect the active requirements at
(a) to ArchSD for agreement.

Requirement 2

(a) Design, specification, procurement and installation will be carried out by


ArchSD;

(b) ArchSD will consult with a designated officer in EMSTF at the design,
specification and tender report stages; and

(c) Outside architects and consultants will provide information to ArchSD to


enable ArchSD to consult EMSTF as (b) above.

Requirement 3

(a) EMSTF will advise ArchSD, as required, of electrical appliances and fittings
which are satisfactory or unsatisfactory for procurement and installation; and

(b) ArchSD will only purchase items which have been approved by DEMS.

Requirement 4

ArchSD will consult and liaise with EMSTF where the architect considers this
necessary for the project.

Requirement 5

(a) A brief will be provided to EMSTF by ArchSD (or other client department if
ArchSD is not involved) giving an outline of requirements and timing (if
possible). This will normally be when the project is in Cat B or Cat D.

(b) Estimate, design, specification, procurement and installation will be carried


out by EMSTF or outside consultant. Close liaison will be maintained with
the controlling works department (which may be ArchSD) from initial stages
until completion to ensure that facilities and space requirements are adequate
and that the specialist works are satisfactorily coordinated with the overall
works programme.

(c) Where works are designed by an engineering or architectural consultant, the
controlling works department shall obtain EMSTF approval to the draft
design, specification and report to the Tender Board. The controlling works
department shall, in addition, obtain EMSTF approval to any subsequent
variation of the technical content or layout.

Requirement 6

(a) Projects involving "Notifiable Gas Installation" as defined in the Gas


Safety (Gas Supply) Regulations are required to be approved by the Gas
Authority.
