1. PURPOSE
The purpose of this standard is to specify procedure or requirement related to arrange for security
at Ratu Prabu 3 Project site and related locations.

1. SCOPE
This procedure describes the basic security requirements and procedures to be applied to project
activities under control of CONTRACTOR ( POSCO TOTALINDO JO ) , its including
Subcontractors and Vendors.

2. REFERE NCE

3. DEFINITIONS

 Physical Security

Hardware such as security lighting, fences, gates,doors, physical structures, natural


barriers, fortified barriers, etc.
 Authorized Personnel
Employees of CONTRACTOR , any of its Sub-Contractors or vendors, who are
scheduled for work or has other official business on site. Authorized personnel may also
include non-employees who have been formally invited to the project or who have
obtained prior written permission to enter the site. Government officials on official business
to site.
 Un-authorized Personnel

Any person from the general public who does not have any official business
with CONTRACTOR and any of its Sub-Contractors or vendors

 Area of Responsibility
The Area entrusted to CONTRACTOR to have custody during the Ratu Prabu 3 Project .

 Trespassing
Entry of un-authorized personnel in prohibited areas, in accordance with the Laws of

4. SECURITY ORGANIZATION

The Security Organization shall be established by HSE Manager and approved by Site
Manager as much as applicable and practicable according to the project conditions,
such as the area of the Site, number of employees involved in the work and the local
conditions of peace and order.

When establishing a Security Organization and defining the roles and responsibilities of the
security men, the following shall be included in the plan:

1. Number of Shifts

4. Sentry post
5. Patrol routes
6. Spots requiring special patrol
7. Procedure for gate control (personnel and vehicles)

5. DUTIES AND RESPONSIBILITY

6.1. Site Manager


Site Manager shall be duties and responsible for

 Provides for liaison with the security body and the security provider
 Approves reports to and communications with local governmental law enforcement
agencies conducted in coordination with security.

6.2. HSE Manager


HSE Manager shall be duties and responsible for:
 Establish a Security Organization and assign a Security Officer.
 Establish the security Rules and Procedures.
 instruct or advise the Security Officer and Security Supervisors on security matters
 Report to the General Site Manager on major topics or events concerned with security matters.

6.3. Chief Security / Security Officer


The Chief Security! Security Officer shall be duties and responsible for:

· Assist the Administration Manager to establish a Security Organization and the


Security Rules and Procedures.
· Supervise and direct the Security Supervisors, and ensure that they report daily routine
jobs as well as any security matters observed.
· Give training to the Security Supervisors and guards in security matters, i.e. gate control,
actions to be taken in an emergency, traffic rules, and manners to violators against rules and
requirements.
· Issue any special or specific orders or instructions to the Security Supervisors and security
guards.
· Confirm Material Passes signed by designated person, when personal Contractor and
Subcontractor brings in or takes out any material, equipment or tool to/from the Site.
· Coordinate with the Administration Group and assist the Administration Manager with security
matters.
· Issue Identification (I.D) cards to all employees of Ratu Prabu 3 and Subcontractors.
· Review the Daily Security Report submitted by the Security Supervisors.
· Establish a good communication system with providing transceivers, etc., to security personnel

· Report to the Business/Administration Manager on topics and status of security.

6.4. Security Supervisor


Security Supervisor shall be on duty for 24 hours in three shifts, the Security Supervisor
shall be duties and responsible for:
 Supervise and direct the security guards and ensure they report daily routine jobs as well
as any security matters observed.

 Make every guard fully aware of any orders or instructions given by the Security Officer
and ensure their thorough observance.

 Report promptly any security incident to the Security Officer. A written report shall be
followed without delay, including the immediate measures taken.

 Conduct a daily patrol himself at least twice a day to check the activities of the security
guards.

 Report daily to the Security Officer on topics and status of security and submit a Daily
Report for review.

 When he finds any violation of the Security and Traffic Rules and Requirements, he shall
issue an instruction for corrective action to the individual and the subcontractors
concerned.

6.5. Gate! Patrol Guards


Gate/ Patrol guards shall be mainly performing duties and responsible for:

 To be stationed at the main gate and other guard posts.

 To check persons and vehicles entering and leaving through the gates.

 To issue a visitor badge or vehicle pass after confirming by interviewee or person in


charge.

 To check and confirm Material Passes and materials, equipment and tools brought in/out the

Site.

 To keep a record of visitor cards, vehicle and material passes.

 To

To interrogate individuals entering or leaving the Site, if judged necessary.

 To take over and compile information and report from the previous guards, and submit it to
the Security Supervisor by the designated hour daily, (by Chief Gate Guard).

 To communicate clearly with each other to ensure the smooth execution of duty.

 To conduct a routine patrol at the designated interval.

 To observe and control any violation of the Traffic Rules.

 To conduct a special patrol whenever instructed by the Security Supervisor.

 To carefully check along the fences including behind buildings

 .To report security matters including any accident or incident observed to the Security
Supervisor who submits them to the Security Officer each day as a Daily Report.

 To communicate clearly with each other to ensure smooth shift work.

6.6. Uniform and Equipment


All Security Personnel will wear the specified security uniform while on duty, even during During shift
changes. When conducting security patrols or reporting to the guard posts, Security personnel will wear
or carry the following necessary items:

· Helmet and Safety shoes.


· Safety Glasses
· Fluorescent vests
· Flash Light (at night shift)
· Pen or pencil and pocket-book

7. PROCEDURE

7.1. General

Protection of property from fire and theft and the prevention of unauthorized entry to the

premises are the main goals of Security on Ratu Prabu 3 Project activities.

At the beginning of the construction, a job-site security rules and procedure as well as
emergency plans shall be established by each construction site. Coordination with the local

police or fire authorities is a necessity. security rules and regulations shall be referred to and

incorporated to the maximum extent into the job-site security rules and procedure.

The implementation of job-site security prosedure may be gradual, because at the initial

stage of the construction the security needs may not be significant. Therefore, the security procedure
should be gradually improved according to the progress and the status of the construction.

POSCO TOTALINDO JO shall provide an adequate and continuous guard force at the perimeter
of the construction site, access points, and in vital internal areas. In addition to placing guards at

strategic positions, a complete lock system for the offices and warehouses, and floodlights should
be provided. Safeguard fencing should be provided around the Construction Site (the Site).

When laying out buildings and storage areas and providing perimeter fences during the initial stage of
the construction, a logical arrangement to discourage theft as well as prevent the spread of fire
should be kept in mind.

7.1.1. The following is prohibited:


a) Use or possession of prohibited drugs and of alcoholic beverages.
b) Being under the influence of prohibited drugs or beverages.
c) A measurable presence of prohibited drugs in one's body as determined by
urine, blood, or other accepted testing procedures.
d) A measurable presence of prohibited drugs in one's body as determined by
urine, blood, or other accepted testing procedures.

e) Tampering by personnel or job applicant with a specimen or using a substance


or device designed to falsify test results.

7.1.2. Personnel shall inform their supervisor prior to using prescribed drugs on the
job. Each drug vial shall be in the personnel's name and each prescription
shall be no older than one year of the date issued and prescribed for a current

illness or injury.

7.1.3. Authorized Security representatives may make periodic, unannounced
searches. Work locations include vehicles, vessels, aircraft, offices, rooms,
and lockers. Personal searches may also be made. Prohibited drugs and
paraphernalia, alcoholic beverages, or unauthorized property discovered during
searches may be taken into custody and may be turned over to appropriate law
enforcement authorities.
7.2. Identification Card (ID card)
When entering or leaving the gate, every employee shall show his ID card,
which is properly issued by the Security Officer, to the guards at the designated gates.

While being on the construction site, every employee shall possess his ID card and
put it at prominent position of his garment.

7.3. Bringing Things into the Site


Things, such as equipment and tools, materials, etc., which are to be taken out from the
Site in due course shall be registered at the gate, except personal effects.

7.4. Things Taking out from the Site


Equipment, tools and materials including valuable scraps or debris which are taken out
from the site shall be confirmed by the guard with a Material Pass, which has been
approved by authorized personnel of the Security Officer.

7.5. Emergency Measures


Immediate actions to be taken at an occurrence of fire, explosion, accident, etc., shall be
explained: alarm system, communication network, evacuation routes, assembly
locations, etc.

7.6. Smoking and Open Fire


Smoking or open fire is prohibited on the Site except where permitted.

7.7. Personnel Conduct


Horseplay and fighting is strictly forbidden.

especially into the Client's premises, is strictly forbidden.

7.9. Photographs
No photographs shall be taken on the Site without written permission of the Security
Officer. No camera shall be allowed on the Site without permit.
7.10. Firearms
Possession of any firearm or dagger is strictly forbidden.

7.11. Alcohol and Drug Testing Program

7.11.1. General
The Alcohol and prohibited Drugs Testing Program shall be administered by
the Site Manager.

7.11.2. Reasonable Cause Testing


Reasonable cause testing is a tool (in conjunction with supervisor

training on the signs and symptoms of drug use) to identify drug and alcohol
affected personnel who may pose danger to themselves and others in
their job performance. Personnel may be at work in a condition that raises
concern regarding their safety or productivity. Supervisors shall then make a
decision as to whether there is reasonable cause to believe an employee is
using or has used a prohibited drug or alcohol.

The decision to test shall be based on a reasonable and articulate belief that the
employee is under the influence of alcohol or using a prohibited drug on the
basis of specific, contemporaneous physical. behavioral, or performance

indicators of probable drug or alcohol use. At least two of the employee's


supervisors, one of whom is trained in detection of the possible symptoms of

drug use and alcohol abuse, shall substantiate and concur in the decision to
test an employee.

REFINERY COMPANY In making a determination of reasonable cause, the factors to be considered

include, but are not limited to the following:

a) Physical signs and symptoms consistent with substance abuse


b) Adequately documented pattern of unsatisfactory work performance, for
which no apparent non-impairment related reason exists, or a
change in an employee's prior pattern of work

a) Evidence of illegal substance use, possession, sale, or delivery while on


duty.
d) Occurrence of a serious or potentially serious accident that may have
been caused by human error or flagrant violations of established safety,
security, or other operational procedures.
The following steps shall be used to guide the supervisor to a
satisfactory outcome in a reasonable cause situation.

· Verify the reasonable cause decision. Anonymous tips must be


taken seriously, but should not be the sole reason to initiate a
request for a specimen. Hearsay is not an acceptable basis for
reasonable cause referral. If witnesses saw a specific event or
behavior, ask them to describe what they saw. How far away were
they? How long did they observe the person? What, if anything, caused
them to believe it was substance abuse related? On what basis did they
reach their conclusion? Before proceeding further, obtain approval from
the Program Administrator to proceed with reasonable cause testing.

· Isolate and inform the employee. Remove the employee from the
work location. Explain that there is reasonable cause to believe the
employee's performance is being affected by some substance. Ask
the employee to explain the suspected behavior and to describe the

events that took place from their perspective. Ask if there is any
medication or physical condition that would explain the behavior. A

persuasive explanation may or may not deter from asking for a


specimen. If there is still a reasonable belief that drugs or alcohol are
JORDAN PETROLEUM factors in the situation/incident, a request for testing should be made; if

LOTTE ENGINEERING & CONSTRUCTION no reasonable belief is determined then no request for testing should
be made. If the decision to test is made, inform the employee that
they are being requested to accompany the appropriate official to the
specimen collection site to provide a specimen. Inform the employee
of the consequences of refusal to submit to testing.

· Review findings. During the conversation, observe physical and


mental symptoms. Be sure to document any characteristics that either
support or contradict initial information. In all cases, a reasonable
cause decision must be made by two of the employee's
supervisors and the Program Administrator. This creates
greater objectivity, provides additional

· observation, and generally strengthens the defensibility of the


reasonable cause determination.

· Transport the employee. The potentially affected employee should


not be allowed to proceed alone to or from the collection site. In
addition to the safety concerns for the employee, accompanying
the employee also assures that there is no opportunity in route to the
collection site for the employee to ingest anything that could affect the
test result or to acquire "clean" urine from another person.

Note:
· Denial should be an expected reaction. If a person knows they will test positive, they may
give many explanations and protestations, wanting to avoid drug/alcohol testing. If they are not
under the influence or affected by a prohibited drug or alcohol, vehement denial should
also be expected.

· Listen to the employee and carefully evaluate the employee's explanation.

Remember a request to provide a specimen is not an accusation; it is merely a request for


additional objective data. To the employee it may feel like an accusation; so it is
important

8. ID CARDS

For identification purposes, all Lotte E & C and Subcontractors' employees shall
carry an identification card (ID card), issued by Security Officer, while being on the Site.
Nobody is allowed to enter the Site without his ID card.
8.1. Issue of ID Cards
The Subcontractors shall submit to a list of the employees who require

security ID cards at least 7 days or the designated days before the formal submission of ID
card application forms.

 The Subcontractors shall submit to the Safety Officer a Application Form together with
applicant's two (2) passport-size photographs and Personnel Data including name,
age, address, nationality and other information for each of his employees who is to be
engaged in the work on the Site

Personal Information

An ID Card will be issued by the Safety Officer to an employee who has received the
Safety Induction Training for New Entrants held by the Safety Group prior to start of their

The employee's ID card is used for identification of each employee when working on the

The Issuance of an ID Card and the Personal information shall be registered in the ledger
for control.

8.2. Expired or Lost ID Cards


Expired ID cards shall be returned to Security Officer without delay, and shall be duly
recorded in the ledger.
Missing ID cards shall be promptly reported to Safety through the Subcontractor's Site
Manager.

Renewal of ID cards will be in accordance with the procedure for issuance of ID cards.

9. GATE CONTROL

9.1. Employees
All employees of POSCO TOTALINDO JO and Subcontractors entering either the
Site or other designated areas shall be checked for the possession of their ID cards by
the guards.

Guards shall refuse entry of any employee not wearing an ID card or any other
unauthorized persons.

An ID card being falsely used shall be confiscated by the guard.

9.2 Visitors

A temporary visitor shall register and carry the Visitor Card showing his name, reason for
entry, and the address and name of the person and company which

he wishes to see.

The gate guard will confirm with the person whom the visitor wishes to see, either by

telephone or other means, and after receiving an acceptance from

the interviewee, the guard will issue a Visitor Card and a Temporary Badge, which shall

be returned when

interviewee. (Appendix-4 : Vehicle/Visitor pass)

Guards shall not permit the entry of the following, unless authorized.
(1) Visitors to a worker during working hours
(2) Peddlers
(3) Visitors carrying a camera
(4) Individuals who possess or being influenced by alcohol or drugs
(5) Individuals who possess firearms or dagger
(6) Others as specified

9.3. Materials

Materials:
Equipment, tools and materials including valuable scraps and debris
Identification:
Security Officer and other designated persons and Subcontractors'Manager and their
substitutes in charge of material handling authorization shall register their signatures to the
Security Office.

Materials belonging to POSO TOTALINDO JO or the Client:


Security Officer or other designated person in charge shall approve a material pass.

The person who is taking out materials shall show the pass to the gate guard, and the guard
shall check the materials shown on the Material Pass before letting them through the gate

For materials, equipment and tools belonging to the Subcontractor(s):


Using the same form as mentioned above, the subcontractor's Manager or other
designated person shall request Security Officer or another designated person to
approve on the material pass, when they take out their property.

Personal Effects
The gate guard has, when necessary, the right to check the contents of workers or visitors
bags or envelopes. In such a case the gate guard must have the bag or the envelope

COMPANY himself. If a body-check is deemed necessary, the Security

Supervisor shall be called as a witness.

Vehicles

All vehicles shall stop at the gate. For a vehicle registered and used in the Site, the Security
Officer will issue a Vehicle Pass and Badge which shall be placed in a prominent
location of the vehicles.

For visitor's vehicles or vehicles temporarily used such as for carrying materials, the gate
guard will issue a temporary Vehicle Pass and Badge after receiving the authorization of the
receivers in the same manner as mentioned for visitors.

When vehicles leave the site, the gate guard shall receive the temporary Vehicle Visitor
Passes and Vehicle Badge and check the inside and outside of the vehicles.

10. OPERATIONS

10.1. Work Shifts


In principle, the Security Supervisors and Guards shall be on duty for 24 hours in three shifts.

10.2. Patrol Guards


Guards shall conduct patrols around the designated route on foot, by bicycle or car at
designated time intervals, unless they are changed by the Security Supervisor due to special
reasons or emergency situations.
Before starting their patrol, all guards shall check their own outfit exchange information and
receive advice or messages, if any from the guards on previous duty, and check the notice
board for any instructions or orders.

Guards shall observe and check for any violations of Traffic Rules as well as Security rules
and Regulation during their patrol.

Guards shall record in their pocket-books if any irregularity or anything particular is observed

during patrol. They will report these to the Security Supervisor later.

In an emergency, the guards shall immediately report to the Security Supervisor or others as

10.3. Gate Guards


Before going to their post, they shall check themselves their equipment, and for any
extra instructions to be followed, matters to be confirmed or attention to be paid, etc., in the
same manner as the patrol guard described in Section 10.2

10.4. Point to be Checked during Patrol and Watch


Guards shall check the following points, but not limited to, during their patrols or
watch:

(1) Border lines, especially locations susceptible to intrusion from outside.


(1) Intruders hiding inside or behind buildings, structures, etc.
(2) Whether doors and windows are locked or broken.
(3) Materials or places that may cause fires.
(4) Leaks of water, gases, oils or fuels.
(5) Traces of smoking in prohibited areas.
(6) Security and warning lights.
(7) Acts violating the rules.
(1) Suspicious person

10.5. Emergencies

Fires
A Guard who discovers a fire shall call his fellow guards or other persons to help and
try to put it out with fire extinguishers or by other means, and quickly report it to Office,

Thefts

A Guard who discovers thieves shall try to either arrest them or drive them away,
however he shall take care that thieves may be armed.

The guard shall promptly report the incident to the Security Office asking for help and
instructions with transceiver.

The Security Supervisor shall take immediate action to effectively handle the situation.

if this seems to be impossible, he should ask for assistance from the Client's Security
or the local police.

Quarrels and Disturbances


The Guard shall report a quarrel or other disturbance to the Security Supervisor.

The Security Supervisor will then handle the situation and if it is not controllable by him or
his men, he should ask for assistance from the police or the Client's Security after
consulting the Security Officer.

Any such troubles occurred within the Site or the camp should be made known to the
Administration Manager also.

10.6. Means of Communication

Emergency Communication
In an emergency, guards shall blow a whistle to call the other guards to the scene, and inform
the situation to the Security Office with a transceiver.
Guards who have heard a whistle blown shall blow their own whistles and rush to the scene.
Every guard shall act under the control of the Security Supervisor in such a case.

Notice Board
When guards assemble at the Security Office before going on duty, the Security Officer and
Supervisor shall give oral or written instructions on specific points to them. The important
matters shall be exhibited on the notice board.

10.7. Report by Guards

Upon completing the days duties, guards shall prepare a daily report.

Reporting should cover the following:
