1) History or Overview
National Sports City is situated in Narowal. When we take a view of history, we see Ahsan Iqbal
(Member of National Assembly) who dreamt of it. He wanted to erect such a huge project in
Narowal that would reach apex of fame not only on national but on international level. This
institute may produce such players that would enlighten the name of Pakistan in all over the world.
That is why Ahsan Iqbal inaugurated this project. Ahsan Iqbal says that when he was a kid he saw
that Pakistan won so many competitions and medals in Olympics. Even Pakistan had won gold
and silver medals. But our country went low with the passage of time and began to recede in sports.
Now Pakistan has no better rating in the world of sports. Main reason of this fall is nonexistence
or lack of sports Cities. There is no player to do drills. There is no coach and nobody to teach you
how to play. Until players have opportunity to play, to exercise, to drill and they don’t obtain
proper training, they can never take part in any competition. A player who is not prepared / trained
enough, he cannot partake at national level and taking part at international level is out of question.
Keeping in view above mentioned considerations.
Ahsan Iqbal took a momentous decision to launch a sports City for the people of Narowal. Instead
the benefits will expand from Narowal to whole province and to whole Pakistan. Where there be
coaches of international standard, they might train our players at such level that they will bring
fame, awards and good will for Pakistan. In order to make his dream come true Ahsan Iqbal
inaugurated this project. He was opposition leader at that time, 2009. Government was held by
Pakistan People’s Party and Yousef Raza Gilani was Prime Minister of Pakistan. The bill of this
project was presented in assembly and Prime Minister approved it. The expected expenditure of
this project was 2.91 billion rupees and its completion was due till 2017. But then its funding was
stopped from 2011 to 2013. There rose a conflict in assembly that Punjab was the caretaker of its
cities so Punjab should grant funds. Government stated that they were unable to give funds
province wise and later on to the projects of the provinces. When this issue reached Government
of the Punjab they refused and the project was forced to stop.
Muslim League (N) came back in power in 2013. Ahsan Iqbal once again got permission for this
project and started work again. Poor performance of administration and numerous challenges
became cause of its over budgeting and extra time consumption. 90% of the work completed in
2018 but Government was changed. Now PTI came in power and gave opinion that such huge
project was not required in that low area. PTI government twice revised cost of this project and
got critical analysis. Finally stated that this project was launched only for corruption purposes and
huge corruption has been made. PTI stopped the project, started enquiry and asked for its audit.
They appointed NAB and FIA to probe and investigate the traffic of money. That investigation is
still in process. National Sports City is deserted now. There is no administration in here. Building
is vacant, grass is everywhere. Doors and windows are rotting day by day. The material in the
building is decaying. In short, there is no construction work in here. This project is uncompleted.
Its condition has become worse than haunted place. This is its sorry condition till now. An Addition
this is largest Sports City of Punjab as well as history of narowal no that type of project. In 2017
Pakistan International Cricketer Play a match in Narowal sports city Like Muhammad Hafez and
other player and this is first match after that his work delay due to some political issues. Here
Accommodation rooms almost near 500 and also restaurant which meet the standard of
International Level.

2)Introduction.
Before introduce the National sports city Narowal, I want to brief introduction of Narowal. Prior
this city is the tehsil of Sialkot District and include in back word area. There is no any type of
Development here and almost 8 to 10 year ago the develop day by day this is all hardworking
professor Ahsan Iqbal sahib who is MNA of NA-78 from almost 10 years to currently. He
constructs 2 universities in narowal first University of Management and Technology (UET) and
secondly University of Narowal (UON) and also other project completed like roads. National
sports city which is located in Narowal also dream of Ahsan Iqbal and he want that an
international level sports city which is construct in that city. Because his wish narowal developed
fastly and this project is beneficial is all of Pakistan citizen.
Prior, bill passed in national assembly in 2009 by Ahsan Iqbal and total estimated cost find is
almost 2.91 billion rupees and completed in last of 2017 when prime minister of Pakistan is
Yousef Raza gilani and Pakistan people’s party in power. But after that his budgeting is stopped
due to some got issues and after 2 years when (PMLN) powered and prime minister of Pakistan
Mian Muhammad Nawaz shareef his working start again in 2013. Total land of national sports
city is 46 acre and total time is almost spending 3 to 4 year when they construct and it is mega
project of Pakistan history which construct in backward area and most beneficial for the people
of narowal specially while overall Punjab as well as Pakistan. Under the project 14 stadiums of
different sports are being constructed and it include a gymnasium, squash court, swimming pool,
cricket, football and hockey grounds, basketball, tennis and badminton courts and facilities and
stadiums for other games.
Ahsan Iqbal called a press meeting at the project given to the media in the meeting, gymnasium
and squash courts are 99pc complete, 80pc work has been done on swimming pool, 94pc on
cricket and football stadium, 98pc on hockey, basketball and tennis courts while 98pc of the
construction on administration block, external department, mosque, clock tower, and
restaurants for players is complete. However only 53pc work has been done on the block 2 for
accommodation of players and the authorities referred to legal matters for being the reason for
the delay. And for the construction of this project there are different construction companies
remained involved in the completion of the project, including M/s Progressive International, Jan
Alam and Co, NLC and M/s Muhammad Ahmad Private Limited. The NSC project was delayed
reportedly due to unavailability of funds but when Ahsan Iqbal became the federal Minister for
planning and development in 2013, the construction restarted. According to Media report the
NSC dominated the federal sports budget for three years in a row i.e. 2015, 2016, 2017. In annual
federal budget of 2017 Ahsan Iqbal managed to get RS 500M Allocated for the project. In 2016
70 pc the sports development budget (450m to 630m Rupees) for the fiscal year also went to
narowal due to the NSC. In short the 90% of the worked is completed and 10% remaining delay
due some political issues this is most beneficial for the people of narowal and also Pakistan.
Because there all facilities and games meet to international standard and also coach which
training to players is an international level. Current Situation of the NLC is like a haunted place
and delay will lead to may cost of project increase in huge amount because when a project

increase its time automatically increase its cost. First match play in cricket stadium by some
famous players of Pakistan like Muhammad Hafez and also other if they properly completed and
run best way of earning of government and prime minister should have completed it.

3)PROJECT MANAGEMENT KNOWLEDGE AREAS

There are 10 major knowledge areas of project management.
These areas of knowledge are recognized and accepted by most of the world’s project managers.
All because they were determined and described in detail by the Project Management Institute
(PMI), the world’s leading association, in their PMBOK Guide, one of the more influential
documents in the project management field. PMBOK stands for Project Management Body of
Knowledge. It’s a standardized set of definitions and terminologies, rules, and guidelines
systemized and written by the Project Management Institute. Each of PMBOK knowledge areas
covers different parts of a project and involves several project management processes. They
determine the processes’ requirements, tools, techniques, and outcomes for every process
presented in a project.

1. Project Integration Management


This area covers all PM activities from project initiation to closure. It helps to link processes and
tasks together. This creates a single, coherent project lifecycle. Project Integration Management
covers the following:

 Project Charter Development to initiate your project and define the project stakeholders.
 Project Management Plan Development outlines how to manage the project to get results.
 Directing and Management of Project Work focuses on the production and release of the
project’s deliverables.
 Project Knowledge Management is about knowledge acquisition and sharing. It’s
especially important if your team works in international or cross-functional teams. This
way team members build knowledge and share with their colleagues, improving project
quality. Ensuring that it finishes on time without exceeding its budget.
 Monitoring and Controlling of Project Work involves project performance monitoring,
estimation of achieved results, identification of possible project challenges, and changes.
 Performance of Integrated Change Control if your project needs changing administrative
parts, such as a project sponsor or reviewing the project documentation, then it involves
integrated change control tasks.
 Closure of the Project or Phase covers tasks or objectives that are needed to close the
project or its phases.

2. Project Scope Management


Project Scope Management defines the scope of work to complete during the project. It’s essential
as it sets boundaries to the amount of work that can be included in one project. This prevents the
addition of unauthorized or unnecessary tasks. Also, it helps avoid going over budget. It includes
the following processes: Scope Management planning involves the creation of the scope
management plan. It’s usually included in the project management plan. Requirements Collection
involves gathering detailed requirements to define the deliverable features and project
stakeholders’ requirements for the project management process. Scope Definition is about the
preparation of the detailed description of the project scope. It helps to uncover the hidden risks and
other issues. The project scope should be built up gradually and become more precise with each
iteration.

3. Project Schedule Management


Project schedule management is one of the most sophisticated among all the knowledge areas. It
requires a lot of pre-preparation. A project manager has to define project tasks first and after create
a schedule where they mark the starting and finishing dates. Moreover, the project plan and
timetable often change. That’s why a project management schedule needs frequent revisions and
stakeholders’ approval. Project Schedule Management includes, Schedule Management Planning.
This activity means that you list in your schedule management plan the employee responsible for
its execution, how strict it should be, and under which circumstances you can alter it.

4. Project Cost Management


Get to know the ins and outs of estimation of the project budget. This knowledge area provides
effective estimation techniques that help to define the sums you need to spend on your project.
Doing so, you ensure that project owners and stakeholders stay satisfied with the amounts they
need to spend on product development. Project Cost Management involves:

 Cost Management Planning is the creation of a plan that determines the procedures and
methodologies to estimate the project budget. It involves planning, management,
expenditure, and control of project costs.
 Costs Estimation includes the processes of cost estimation. Here you include the estimation
of labor, materials, and equipment costs needed.
 Budget Determining entails separate budget estimations into one project budget.
 Costs Control involves analyzing how the project budget is spent, and it’s status at a
definite time.

5. Project Quality Management


Project Quality Management heavily depends on Project Time and Project Cost knowledge areas.
The more the time and budget, the better the quality. Therefore, the deliverable quality level should

be defined at the stage of project planning and a project manager should specify it in the overall
project management plan. Project Quality Management includes:

 Quality Management Planning. This process involves creating a separate document that
includes the specifications that define the deliverables’ quality.
 Quality Management entails that the quality of the deliverables. It should be regularly
checked and approved.
 Quality Control means that quality level meets the quality requirements.

6. Project Resource Management


Project Resource Management includes people, equipment, facilities, and others to ensure
successful project fulfillment. However, equipment and budgeting play an essential role in the
project performance. The project team is the key factor that often determines the time and money
spent on a project and influences on the deliverable quality level. That’s why it’s particularly
important to focus on the team when planning your project resources. Project Resource
Management includes:

Resource Management Planning involves a document that defines the resources for the project.
Usually, this plan is devoted to human resource management. It determines the roles in a project
team and role requirements, and how they’re applicable to the project.

 Activity Resource Estimation ensures that you have all the resources available to fulfill the
project.
 Resource Acquisition is about acquiring the needed resources for the project.
 Team Development means that you provide your team with the needed training, if
necessary. It also involves team building to establish strong interaction among the team
members.
 Team Management is the process of monitoring and helping your team to deliver high-
quality products.
 Resource Control is about monitoring and evaluation of how the resources are spent. It also
covers how your team interacts throughout the project.

7. Project Communication Management


When you develop your project plan, you need to establish a policy on how the project stakeholders
shall communicate during the project execution, and in case of its changing. It’s important to
develop the communication rules for stakeholders to get in touch quickly once there appear
unforeseen issues. For successful project communication, a project manager should perform the
following activities:

 Communication Management Planning. The development of this plan involves defining


communication requirements. Including: how often and when to have meetings, what kind

of means of communication to use for daily interaction, communications steps to undertake


in case of unforeseen issues.
 Communication Management entails the implementation of a communication management
plan.
 Communication Monitoring involves monitoring and revision of how the communication
plan is executed.

8. Project Risk Management


Project risks are often hidden and can’t be seen at a mere glance. That’s why to ensure successful
project execution and minimize unexpected issues, project managers should perform a deep
analysis of possible risks. To estimate project risks successfully, a project manager should carry
out these tasks:

 Risk Management Planning involves the creation of the risk management plan that explains
how to categorize and prioritize possible risks.
 Risks Identification means that a project manager should identify the project risks. They
record them for monitoring and prevention of their occurrence.
 Qualitative Risk Analysis means classification and categorization of the risks by their
probability to occur and impact.
 Quantitative Risk Analysis involves estimation risks in numbers and how they influence
every project aspect such as budget, team, timelines, and so on.
 Risk Response Planning is the outlined way of action on how to respond if the major risks
appear.
 Risk Response Implementation is about executing the steps planned in the risk response
planning.
 Risks Monitoring is the supervision of project development and evaluation of the
occurrence of the risks. If the risks become outdated or irrelevant, you can cross them off
the risk register.

9. Project Procurement Management


Not every project requires the procurement of outside subcontractors to speed up the project
development or involve niche specialists. However, if you feel the necessity to add extra workforce
to the project, you’ll need a set of clear steps on how to do it. It’ll minimize the possibility to
exceed the budget or time limits. This keeps your project in the boundaries of your project plan.

 For effective project procurement, a project manager should perform the following
activities:
 Procurement Management Planning helps to define the project needs and sets the
parameters for hiring extra specialists.

 Procurement Conducting involves the process of searching and hiring an employee or an


outsourcing company. This step also defines under what conditions you outsource part of
your work and what project requirements the responsible party has to fulfill.
 Procurement Control implies management and monitoring of contracts and informing the
parties in case of project changes.

10. Project Stakeholder Management


Stakeholders’ management is a fundamental part of any project. They initiate the project, identify
product requirements, model project processes, estimate the project outcomes, and declare project
success. Each stakeholder has its own set of functions in a project. Therefore, a project manager
should establish their roles and responsibilities. It’s important to set the rules for stakeholders so
that they effectively interact and add value to the successful project development. That’s why a
project manager should perform these activities:

 Stakeholders Identification is one of the first steps done to initiate a project. Project
stakeholders and their roles are usually outlined in one of the first project documents — a
stakeholders’ register.
 Stakeholder Engagement Planning is about making a list of stakeholders and estimating
their impact on a project, their roles, and responsibilities.
 Stakeholder Engagement Management involves identification and meeting expectations of
the stakeholders. For example, if they have enough tools to accomplish parts of the project,
what project problems they might face in the future, and others.
 Monitoring of Stakeholder Engagement is about monitoring if the stakeholders’ needs were
met and what they might need in the future.
 PMBOK project management knowledge areas sort 49 project processes into logical
groups, facilitating their selection for a project. As a project manager, you don’t need to
pick up all of them. The number of processes you choose depends on the individual
characteristics of each project. They can be determined by the scope of the project, budget,
time, resources involved, and other factors. .

end of 2017 which almost 3 to 4-year competition time.

Scope of Project (NCS).


When we Talk about Scope of any project its mean the future Value or Worth its Benefit which
obtain from it. In project Management, Scope is the defined features and functions of a product,
or the scope of work needed to finish a project. Scope involves getting information required to
start a project, including the features the product needs to meet its stakeholders' requirements.
Project scope is oriented towards the work required and methods needed, while product scope is
more oriented toward function requirement. If requirements are not completely defined and
described and if there is no effective change control in a project Scope or requirement creep may
ensue. National sports city narowal has broad scope because here construct almost near 14
stadiums like football, cricket, hockey etc. which in near future may most beneficial for narowal
as well as Pakistan people and economy. So scope in detail explain below
1) Cricket Stadium
In cricket stadium field of play A minimum of 2 emergency vehicle access routes onto the
playing field, 6-meter-wide and fitted with suitable security gates, shall be provided.
1.1 Cricket Ground.

1.2 TEAM FACILITIES


Team facilities shall be located in the near the stadium north side and will have direct access to the
playing field. There will be ramped entrances for player’s access onto the field. Team facilities
shall be completed to include air conditioning, finished walls, floor finishes, ceilings, general

lighting, furniture, electrical sockets and media requirements. Parking for two team buses will be
required as close as possible to the team change facilities.
1.3 Public Toilet facilities
Adequate public toilets shall be provided throughout the stadium evenly distributed off the public
concourses located behind the seating tiers.
 The general number of facilities shall be based on the number of spectators per individual
fixture. The ratio of spectators to fixtures shall be based on 80% Male and 20% Female
attendance based on the public capacity of the area of the ground served by the toilets.
 Toilets will be provided containing mirrors, toilet partitions, fixtures, general lighting and
ventilation etc.
 Separate disabled toilet rooms will be provided. They will accommodate a wheelchair and
include accessible height water closets and grab bars, etc.
 Washrooms will be generally equally distributed in the public concourses and must be of
durable construction and easy maintenance.

1.4 Match Day Public Information Office.


Match Day Public Information Office to be provided. It is to be accessible both externally and
internally to the ground. This facility will be used for Lost Children, Lost & Found etc. All power,
data, and telephone outlets shall be provided.
1.5 Ticketing Windows
Ticketing windows will be provided at all Main Gates into site. Non-event day ticket sales will be
in the club facility.
1.6 Public Telephones
Public telephone booths shall be located on the main concourse adjacent to the entry points. These
shall be free standing units and shall be contained within acoustic shrouds at designated locations
close to the main entry points.

2) Construction of Gymnasium

will level of international Olympic games and also coach train the players who is well known for
this game. All these sports played in National sports city and compete with international level
players and may win prizes also light the name of Pakistan. (NSC) has been playing games mention

These all games will soon be playing well and international player obtain training from here
and due to Narowal city most development and again Pakistan will have position in Olympic
games as well this is more beneficial for narowal peoples.

3) Football stadium
National Sports city has been construct a football stadium which also meet international standard
because Pakistan have no any ranking in the field of football game all reward all world cup win by
Europe countries and other Russian etc.

Football has been other more benefits like fitness and health. A person play football which is
mentally and physically both fit and work done more efficiently. Before the NSC construct no
football ground exist in narowal and this stadium is more beneficial for the people of narowal,
because now they have opportunity to grow their skills and Talent. NSC have more benefit in term

of financial because government charge tax from peoples which play football in stadium due to
this is beneficial from both sides customers and owners. NSC give coaching facilities. To their
customers and for this purpose will hire international level coach to give training peoples.
4) Basketball court

National sports City Narowal (NSC) construct a basketball court because this is very famous game
in international level and well game also more beneficial for the health of human. Playing
basketball offers youth the opportunity to develop the motor skills necessary for development and
research show points to the effectiveness of basketball in enhancing the fundamental movement
skills that children need to learn. Playing basketball helps to improve motor coordination,
flexibility, and endurance. It also encourages speed, agility, and strength. These skills are shown
to have a positive effect on promoting a healthy body weight and encouraging more physical
activity, which can enhance cardiorespiratory fitness and self-esteem.

This is court is most beneficial for the who like basketball but due to lack of training they can’t
play well and finally they are not consider good player. NCS provide an opportunity for the people
they grow their talent and play international level also expand their playing skills and good image
for Pakistan in international level, win prize like gold medal etc.

5) Hockey Stadium
National sports city (NSC) is construct a hockey stadium which is beneficial for the player who is
interested in playing hockey and its benefit physically as well as mentally freshness mean player
of hockey is most from other people

NSC build hockey stadium with international level standard and all facilities like accommodation,
restaurants and coach will be giving training to players due to train people of NSC compete with
international level players. This is beneficial for Narowal peoples as well as Pakistan and also
government people have opportunity to playing games and training from skilled trainers. Govt
benefit is charge tax from peoples and increase their income.

6) Tennis court
Tennis court which construct in National sports city Narowal build in international standard and
meet all requirement which give by international playing which explain below. The court is 78 feet
(23.77 meters) long. Its width is 27 feet (8.23 meters) for singles matches and 36 feet (10.97
meters) for doubles matches. The service line is 21 feet (6.40 meters) from the net.] Additional
clear space around the court is needed in order for players to reach overrun balls for a total of 60
feet (18 meters) wide and 120 feet (37 meters) long. A net is stretched across the full width of the
court, parallel with the baselines, dividing it into two equal ends. The net is 3 feet 6 inches (1.07
meters) high at the posts, and 3 feet (0.91 meters) high in the center. The net posts are 3 feet (0.91
meters) outside the doubles court on each side or, for a singles net, 3 feet (0.91 meters) outside the

singles court on each side. Based on the standard rules of tennis, the size of the court is measured
to the outside of the respective baselines and sidelines. The "service" lines ("T" and the "service"
line) are centered. The ball must completely miss the line to be considered "out". This also means
that the width of the line (baselines are often wider) is irrelevant to play.

7) Swimming Pool
National sports city narowal (NSC) also construct a swimming pool who is the interested that game
and meet the international standard. The stadium has three pools: a 50-metre exercise swimming
pool, a diving pool and a children's pool, and a small, shallow, round wading pool for small
children a little further away. The diving pool has two 1 meter and two 3-meter-high springboards,
and a 1-metre plateau in front of the diving tower. Use of the diving tower is controlled and requires

lifeguard supervision. The 1 and 3 meter springboards are almost always freely usable by
customers. However, for example when swimming teams or clubs come to practice at the Stadium,
the 3-meter springboard may be reserved for their use.

8) Squad Court

international standard and fulfil the need of squad players also hire international level coach.

National sports city narowal and it is good thing and beneficial for the narowal area as well as
Pakistani peoples and government.
In short National sports city narowal (NSC) has been very broad scope in sense of stadium which
construct in different games and build for multipurpose all games have different function and
benefits social as well as economically. Other some block construct within city like Players
Accommodation which almost has 500 rooms which is well furnished and meet international
standard. The purpose of Accommodation is which player, coach from foreign or beyond cities
like Karachi, KPK. Gwadar and like this provide facility to capture well players, coach from
overall the Pakistan as well as world level like Europe, Africa etc.

Construct a Jamie Masjid for the purpose of praying because worship is most important from all
other things or works. In masjid build with tiles and fully Standardized and have a capacity almost
800 to 1000 peoples at the same time pray.

9. Success or failure Project


National Sports city (NSC) when it was started in 2009 it considers a successful project because they have
huge benefits social as well economic. But now only a one point adds to failure side who is not completed
and now this is on very bad condition. In NCS now wasted all raw material like cement, iron, wood etc.
due to almost 3 year of delay project because some political issue. And they have led to failure of project
also some other point which prove this is failure project which explain below
1.Uncompleted
National sports city (NSC) is a not completed project due to some political issue between Ahsan
Iqbal (MNA) and Pakistan Tehreek e insaf government. Since 2018 when PTI came in power they
gave opinion that huge project no need in Narowal backward area and this is only start for

corruption purpose also large amount of money corrupted by Ahsan Iqbal. PTI start inquiry with
the help of FIA and NAB also stop the work of NSC, now this is delay and uncompleted project.
This is incomplete Project and have no benefit for people as well as in government due to this is
considered a failure project.
2.Waste of money
National sports City (NSC) now consider waste of budget project because its almost 90% of budget
consumed and only 10% remaining but from 3 years ago work is stopped. Now this project ho no
benefit for social as well as economic Ares and a huge amount is considered as waste of money
due to this project is considered as a failure project until they were completed.
3.Unavailable Five Star Hotel
Where Construct a National sports complex within the range of 65 km must available five star
hotel which facilitate International players as well as peoples but in narowal area within range of
65 km not available any five-star hotel. They will lead to failure of project because first they not
meet the standard of international level and second may people, players not came in NSC due to
lack of hotel services. Due to this is considered as a failure project.
3.No Economic benefit
National Sports City Narowal (NSC) have been no any type of earning because this project is
incomplete situation and due to have no economic benefit. When a project is completed they must
have some earning and also this is purpose. If a project no earning in form of money this is,
consider as a failure project and same condition in NSC. Now and current situation of NSC no
earning and is a failure project.
4.No social Benefit
NCS project specially start for social welfare because Ahsan Iqbal dreamed to try it talent and
name of Pakistan lighted over all the world. But due to incomplete of that project no one play here
and obtain training from it. If a project has no social benefit that is, consider as a failure project
and same condition with NSC. This is having been no social benefit and lead to a failure project.
Seeing with all aspects and all point of view finally we reach a result that this is a failure project
but until was incomplete. Because when this project is finally ready may a successful project. In
current situation they have no social, Economic benefit and waste of money. Government invest
2.91 billion rupees in NCS and if have no benefit from it this is surely a failure project.
9) Impact on Social Economic Sphere
National Sports City (NSC) have no impact on Economic Sphere because this is incomplete project
no anyone visit the sports city. If they were completed, then got may ticket on matches and increase
the revenue of government but now this is fully destroyed condition also have no impact on
economic side. NCS have some impact on social side because near the National sports city
construct some living societies and also increase the rate of land. Mean NCS have some benefits
on social side.
