1. Project Overview

National Investigation Agency,Delhi is planning to set up Disaster Recovery center at Hyderabad.The


Disaster Recovery (DC) center (hence forth referred as DC ) is planned on the 1st Floor of the NIA
Hyderabad Building.

Total DC area is around 571 Sq.ft The current requirement is to house 05 racks in one row as stipulated in
Diagram-1 attached in the tender documents.

Since the DC need to be built in the existng building care must be taked that the existing superstructure of
building and the operations are not damaged/disturbed whilethe DC is beig constructed.

The bidder has to undertake Design, construction of the DC as per standard Data center design practices.
Detailed technical requirments and guidelines hace been specified in this document. It is the responsibility
of the bidder t provide the solution as per the standard datacenter guidelines.

Bidder has to do the detailed site survey and propose the solution after understanding the detailed
scope.Bidder should attach required documents, design layout,approach documents etc.for better
understanding by both the parties.

Bidder should inform NBCC/NIA for any short falls in the NIA DC model and suggest the required
changes/Technologies during the site survey.

Note: Bidder need to clearly mention the overall load on the DC Floor ,Max point of load and max.load
per sq.mt.

2. Pre-Qualification Criteria

The invitation to this bid is opento all bidders who qualify the eligibility criteria as given below;

The bidder should have executed at least two work orders of similar ature and the size in setting up of
Data center of similar size or during the last five years.

The tender is of two bid system comprising of Technical bid and Commercial bid. Both Technical and
commerical bids need to be placed in two secparate envelopes.Both these sealed envelopes need to be
placed in a bigger envelope.Each of these envelopes ned to clearly marked with ‘Technical
bid,Commercial bid and DC bid along with Bid no.

Technical bid should include un-priced/price-masked commercial bid). Bid will be duly rejected if
commercials are quoted as part of the Technical bid.

Bidder shold provide two reference sites of DC setup along with contct person name. Designation and
Contact no.where the DC has been setup.

Bidder should have a turnover of at least 3 Crores. Bidder Should sumit the copies of last 3 years audited
financial details.

The Bidde can be OEM or authorized business partner .In case the bidderis not OEM, Bidder shuld
submit supporting letter from OEM stating that OEM is responsible to provide warranty and support in
case the bidder is not able to support or resolve the technical issus during the installation and warranty
period.
The bidder shall have an office in India with qualified support staff with service/support facility.

Bidder should submit single contact person for all the communicationand should provide the escalation
matrix.Bidder should also provide the call logging mechanism via telephone and email.

Bidder should sunmit a document endorsing that the quoted components/items are not nearing end of life
or end of support in next 3 years.

Total DC area is around 571 SQ.ft The current requirement is to house 05 Racks (4 Compute of 600mm
x 1200mm and 1 Rack of 800 mmx 1200mm ) in single row as Stipulated in Diagram 1 attached in the
tende docuent.Bidder should supply and deploy all the components under PART 1 and PART 2 of this
bid document, ensure the smooth functionality of the same ,warranty and services as stipulated in th bid.

The scope of the bid has been divided in to parts Part1 ;detailed scope and Specifications of Civit works
and Part 2; Major Technical Specifications of various components in DC.

5. Inspecton & Testing

On completion of erecdtion works, the Contractor shall request the Engineer in-charge for inspection and
test. The Engineer in-charge shall arrange for joint inspection of the insatllation for completcness and
correctness of the work. Any defect pointed out during such inspection shall be promptly rectified by the
Bidder/Contractor.

The installation shall be the tested and commissioned in presence of the Engineer in-charge All
rectification, repair or adjustment work found necessary during inspection, testing commissiong and trial
urn shall be carried out by the contractor without any extra cost.

6. Commissiong and Trail Run

Upon successful ispection and testing,the equipment shall be put on trial run for at least for a period of 24
hrs.Continuously.

7.1 False roof/False Ceiling


The tiles should be covering the beams in DC. The distance between the constructed False ceiling
and slad should be os max. Of two feet (ensuring 8 to 9 feet height between access floor and false roof).
Celing grid shall be supported on 2.5mm suitable powder coated hot dipper galvanized steel wires hooked
to the RCC slab.
Approprite cut-out for fixing surveillance cameras, VESDA piping and sensors, Rodent and Repellent
sensors and lighting fixers need to be provisioned.

Specifications of the False roof/False ceiling:

Material: Non-cementitious hydrated calcium silicate, reinforcing fiber and natural fillers. Free from
formaldehyde and other harmful materials. Sholud not contain any toxic ingredients.

Paint:All tiles are prim coated on sides with standard finish i two coats white dispersion type, solvent
free paint.

Dimensions: Each tile dimension should be of 600mm x600mm x 15mm edge.

RH: 100% RH resistant,

Standards: Fire resistance and Noncombustile as per BS 476 for fire propagation. Thermal conductivity
should be greater and equal then 0.05W/m0k.

Light reflectance: less then 85%

Weight:5 to 5.5 Kg/m2

Total area to be coverd: approx. 571sq.ft

7.5 Earth Pit and Earthing


Scope of work shall cover supply, laying, installation, connecting, testing and commissioning.

Traditional Copper Plate based earth pit of suitable size along with copper strip from earthing sation
to equipotential bar and Copper Strip/wire from equipotential bar to power panel, DBs, Rack etc.

The Earth resistance shall be maintained with suitable soil treatment. The resistance of each earth
station should not exceed 1ohm. Measured voltage between Neutral and Earthh at DB levels should
exceed 1volt.

The earthing conductor shall be of coppeer strip. The chamber shall be provided with pipe for
watering the earthing electrodes/stations.

All the non-current carring metal parts of the electrical installation and mechanical equipment’s shall
be earthed properly. All the electric panel boards, lighting fixtures and all other parts made of metal
shall be bonded together and connected by means of specified earthing system.

The following standards and rules shall be applicable;


IS: 3043 – 1987 Code of practice for Earthing .
All codes and standard mean the latest. Where ever it is not specified, the installation shall generally
follow the Indian standard Code of Practice or the British Standard Codes of Practice in absence of Indian
standard.
7.6 Electrical cabling, conduits, Trays, fittings and fixtures

Bidder should conduit the site survey towards the space allocated for UPS and space for placing
various other equipment’s running the power and data cables to
DC.

Bidder need to provide the Trays / GI/ HDPE pipes and trays to route the cables in a neat and
cleaned manner.

Bidder should supply the requisite base / stands to mount the equipment for easy of cabling and
protection from water leakages etc.

7.6.1 UPS and Batteries


Bidder should make the necessary arrangement to install UPS and Batteries. UPS supply should
include UPS INPUT and UPS Output Panels .Bidder should ensure UPS is installed on a base /
Stand for smooth cabling and also to protect from water leakage / logging.

Supply should include the battery racks for housing the batteries,

Required accessories, racks for batteries and cabling from UPS to battery bank need to be taken
care by the bidder.

7.6.1.1 Modular UPS of 50 KVA (excluding redundant module) & Batteries Specifications:

7.6.1.1.1 ELECTRICAL SYSTEM DETAILS

Distribution: 415V, 3Ph., 4W , 50Hz.

7.6.1.1.2 STANDARDS

ALL electrical equipment shall also conform to the latest electricity rules as regards safety and other
essential provisions.

All electrical installation work shall comply with the requirements of the following Act / rules / codes as
amended up to date :

a) Indian electricity act


b) Seismic Certificate as per IBC level 2 : 2006 or equivalent.
c) UL certification
d) Environmental Compliance Certificate i.e. RoHS / REACH
e) Markings : CE / C- Tick
f) All relevant IS codes of Practice.
g) The UPS should be designed & manufactured in accordance to and as per the following
International Standards:

N61000-x standards
ANSI C62.41 (IEEE standards)
i. Conduction : As per IEC 62040-2 Tables 2
ii. Radiation : As per IEC 62040 -2 Class A
iii. Harmonic : As per IEC 61000 -3 -4
iv. Immunity : As per EN 61000-4.2.x

The UPS should be CE Marked in accordance with IEEE directives 73/23 “ Low voltage’’ and 89/336
electromagnetic compatibility’’

7.6.1.1.3 DESCRIPTION & SYSTEM ARCHITECTURE/ OPERATION

a) It is intended to have independently operated modular based 50 KVA UPS system along with
bypass system) to provide uninterrupted power to the Data- Centre in N + I redundancy.
Redundant modular brick should be in – addition to the 50 KVA capacity.
Ex.Total capacity will be of minimum 50 KVA + additional redundant module

b) UPS system shall consists of parallel operated UPS modules of individual module rating ranging
minimum of 10 KVA and maximum of 20 KVA.
c) UPS should be capable of scaling to 120 KVA by adding additional modules without requirement
of external chassis. In turn all the required modules to achieve 120 KVA.
d) UPS module shall be of modular design and construction consisting multiple number of hot
pluggable type sub modules within the cabinet.
e) Each sub module shall allow easy Frontal draw –out accessibility for easy maintenance and low
mean time to repair(MTTR)
f) In case there is no resumption of input power for a certain configurable time period & the UPS is
running on battery, the UPS system must provide a remote alarm mechanism.
g) UPS should operate in double conversion mode. Efficiency of the product at full load in Double
conversion mode should not be less than 95% and in E-Conversion mode should not be less than
99%.
h) UPS system should support 99.9999% uptime.
i) UPS should redundant control module in case of one of the control module is down or UPS should
have enough redundant modules to cater to the control module failures.
j) UPS should be of online UPS with Pure sign wave.

K) No Power module should get non – functional in case of failure of controller.

7.6.1.1.4 General Specifications

The UPS shall be Double Conversion type and shall provide a regulated UN – interruptible three
phase AC Power with specified tolerance to critical station loads.

Replacement or repair of a UPS module shall be achieved on line, without risk to personnel and
without disturbance or risk to the connected load.

UPS system shall be able to differentiate between overload and short circuit conditions and in case of
any short circuit at output side, relevant ACB/MCCB shall trip and not the UPS.

To prolong battery life, the UPS shall have the facility for automatically adjusting the battery
charging voltage according to the environmental temperature of the batteries. The battery charger
shall be ripple-free avoiding premature battery ageing.

The UPS shall have built – in protection against under voltage, over current and over voltage
conditions, including low –energy surges introduced on the primary a.c source and the bypass source.
Fan redundancy: Redundant cooling fans need to be provided in UPS
Protection: Built-in/ External back –feed contractor for both, Mains and Bypass input.

7.6.1.1.5 Rectifier/Charger

It should be DIGITAL SIGNAL PROCESSOR (DSP) CONTROLLED,IGBT Based Power Factor


Corrected three Phase such that the Input Power Factor should be >0.99 across load level and no
Leading PF at even at lower load and the Input Current Harmonic Distortion (THDi) should be <5%
for all conditions of Input supply and Output Loading.

7.6.1.1.6 Charging
The UPS battery charging circuit shall comprise of a separate battery charge and not depend on a
charge voltage being derived from the UPS input rectifier. Consequently the battery charging voltage
shall zero a.c (Ripple) content.

The UPS battery Charging circuit shall be capable to charge the battery to 90 % of the capacity from
fully discharged state (upto 1.75V ECV) within a Maximum period of 8-10 hours.

7.6.1.1.7 Type

IGBT based transistorized switching circuit (pulse width modulation, PWM) capable of converting
direct current voltage from rectifier or battery into alternating current voltage.

Output filter sized to create an output voltage sinusoidal envelope.


Neutral shall be sized equal to phase current.

Testing and control circuit which, in addition to normal functions, shall stop the inverter when the
voltage is too low.

7.6.1.1.8 Overload
The inverter shall be capable of supplying current and voltage for overloads exceeding 100% and
upto150% of full load current. A visual indicator and audible alarm shall indicate overload operation.
The load shall be immediately transferred to bypass when the load current exceeds this level of
overload.

In the event the bypass supply is unavailable (e.g. mains failure), the inverter shall have electronic
current-limiting protection to prevent damage to internal components. The inverter shall be self-
protecting against any magnitude of connected output overload and the inverter control logic shall
sense and disconnect the inverter from the critical a.c load within 200ms.

7.6.1.1.9 Inverter DC Protection


The inverter shall be protected by the following features that shall be independently adjustable for
maximum system flexibility.

DC Over- Voltage Trip.


DC under –voltage Shutdown.
DC Under- Voltage disconnect annunciate by an internal visual alarm and relay contact closure

7.6.1.1.10 Output Frequency


The Output frequency of the inverter shall be controlled by an oscillator. The oscillator shall hold the
inverter output frequency to ±0.1% for steady state and transient conditions. The inverter shall
synchronize with the bypass supply assuming the bypass supply stays within the selected range. If the
bypass source fails to remain within the selected range, the inverter shall revert to the internal
oscillator.

To prevent battery damage from deep discharging, the UPS control logic shall monitor the discharge
voltage and shut the UPS down at a pre-set minimum de voltage with isolation of the battery.

7.6.1.1.12

capable of working satisfactorily meeting all the specification requirement with only the charges
connected to its input and without battery in circuit.

7.6.1.2 Battery and Inbuilt Dc Battery breaker


General:The UPS shall use a valve- regulated sealed lead acid heavy duty industrial battery 12V
block, AGM and FR rated designed for auxiliary power service in an UPS application. The primary
battery shall be furnished with impact- resistant plastic cases.

Battery system shall be furnished for the UPS with sufficient capacity to maintain UPS output at the
specified load of 50 KVA power module for a duration of minimum 15 minutes. The type of battery
shall maintenance-free, valve-regulated type. A minimum of 5 years warranty for performance pf
declared parameters within permissible limits shall be provided.

7.6.1.2.1 Characteristics of Battery Strings


a) Modular Battery Solution utilizes multi cell VRLA Cartridges in parallel-series architecture that
allows for easy instalment and replacement.
b) All the batteries should be of sealed maintenance free.
c) Each battery modules are fuse protected.
d) AH is designed by OEM to handle the high discharge.
e) It should have temperature compensated charging.
f) Battery monitoring system and status of the same shall be monitored on UPS display and remote
display, failure of any battery module should be indicated on UPS display.
g) It shall be possible to connect modular battery cabinet adjacent to UPS with bus bar connection
and / or in separate room with UPS to battery cable connection.

7.6.1.2.2 Controls and Indicators

External control and communications devices: The UPS shall contain two smart slots or the following
optional control and communications devices:

7.6.1.2.3 Dry contacts/I/O accessory

Customizable input and output contacts for the UPS network management card 2 with environmental
monitoring or notification of alarms via your computer network.

7.6.1.2.5 Audible Alarms

The audible alarms shall warn loss of mains or generator supply, low battery, and all other alarm
conditions. For all audible alarm conditions, the display shall identify the cause of error/alarm. All alarm
tones shall be a continual tone until the condition rectifies itself or the alarm is silenced. Once silenced,
the audible alarm shall not a sound until a new alarm condition is present, but the LED indication shall
continue to identify the alarm condition.
7.6.1.2.6 Alarm Silence Button

The display panel shall include an audible alarm ‘Reset’ switch. If the alarm mute reset which is pressed
for one second, all current audible alarms shall be disabled. If a new alarm occurs, or a cancelled alarm
condition disappears and then re- appears, the audible alarm is re- enabled.

7.6.1.2.7 Display parameters

Bypass: Phase Voltage, Line Voltage, Frequency.

UPS Output: Phase voltage, Phase currents, line –line Voltage, Power factors, frequency.

Local load: Load of each Phase (% Age of Total Load), Active Power (KW), Apparent Power (KVA)
and Reactive Power (KVAR) of each Phase, Load Crest Factor.

Battery: Battery Bus Voltage, battery charge & discharge current, forecasted battery backup time,
battery capacity (AH).

Parallel Load (for Parallel Operation System): Apparent Power (KVA) of Each phase, Active Power
(KW) of each phase, reactive (KVAR) of each Phase.

Waveform capturing: UPS shall able to store a waveform capture when any given event on a fixed list
occurs, like an event triggered oscilloscope.

UPS shall have facility to hook up with BMS system to display the MIMIC & annunciation. All the alarm
which is provided through potential free contacts shall also be available through communication.
7.6.1.3 Remote Emergency power off (EPO)
The remote ‘emergency power off’ function (EPO) shall allow the user to immediately shutdown the
UPS output supply in an emergency situation.
The UPS EPO shutdown function shall not operate if the UPS internal manual bypass switch is in the
bypass position. When the external EPO function has been re0set, manual intervention is required to
restart the UPS. It shall include the facility for interfacing the EPO circuit with the supply feed of the
UPS and provide a means of disconnecting all sources of power to the UPS.
7.6.1.4 Network Management Card
The UPS NMC display should support SNMP, Web, Data Center Expert, Modbus, RMS over
ethernet.

In addition to a visual fault signal (Alarm), the UPS shall also record fault occurrences in a rolling
event log. The event log shall record previous occurrences, with the oldest events discarded first etc.
The user shall have access to the event log through the LCD display and over Network access
(http/ssh/snmp etc.) every alarm and/or event recorded in the event log will contain a time and date
stamp.

7.6.1.5 Communication Features

RS-232 & RS-485 interface ports as standard feature.

7.6.1.6 Construction Features

The UPS unit shall be housed in a free- standing steel enclosure with dead front construction and
key- lockable doors. Robust structural design shall be adopted (7 Fold profile) & Seismic Brackets
for anchoring shall be provided with UPS. The enclosure will be built to comply with IP20 when
the doors are open. The UPS cabinet shall be cleaned, primed and painted with the approved color
by owner. Manufacturer shall provide the colour option for approval. The UPS shall be constructed
of pluggable / replaceable type subassemblies modules. Major printed circuit assemblies shall be
plug-in. Like assemblies and like components shall be interchangeable. Cooling of the UPS shall be
forced-air. 100% redundant cooling fan shall be provided in each sub-module of the UPS so that
one fan shall be provided in each sub- module of the UPS so that one fan failure in each sub-
module of the UPS shall not resulted into degraded operation of the UPS .Low velocity fans shall
be used to minimize audible noise output. Temperature shall be monitored by thermal sensors and
the UPS shall be able to provide real time temperature

Date for inlet cool air and outlet hot exhaust air in local display as well as in remote monitoring solutions.
Rodent Mesh: UPS and I/O Panel shall be provided with rodent mesh along with gland plate for able
termination.
Cable access: The standard UPS available shall accommodate top or bottom cable entry in standard
cabinet. Back to wall installation It is mandatory to plate the UPS & Hot Swappable type battery back to
wall without any rear service requirement.

7.6.1.7 Equipment Details

All material and parts comprising the Ups shall be new, of current manufacture of a high grade and free
from all the defects and imperfections and shall not have been in prior service, except as required during
factory testing.

All active electronic devices shall be solid state. All semiconductor device shall be hermetically all relays
shall be dust tight.

The maximum working voltage, current and di/dt of all solid state power component and electronic
devices, shall not exceed 75% of the ratings established by their manufacturer. The operating temperature
of solid state component cases shall not be greater than 75% of their rating. Electrolytic Capacitor Shall
be computer grade and be Operated at no more than 90% of their voltage rating.

Supply should include suitable metal rack to house all the supplied batteries.

7.6.1.8 Wiring

Access holes with cover plates are to be provided on top and bottom of the UPS and battery cabinets for
inter-cabinet wiring and customer installation wiring.

Wiring practices, material and costing shall be in accordance with the requirements of the National
Electrical Code, OSHA and applicable local codes and standards.

All bolted connection of bus bar, lugs and cables shall be in accordance with requirements of the National
Electric Code and other applicable standards. All electrical power connections are to be torqued to the
required value and marked.

7.6.1.9 Environmental Requirements

The UPS shall withstand any combination of the following external environmental condition without
operational degradation.

Operating Temperature: 0 degrees C to+ 40 degrees C (32 degrees F to 104 degrees F) no derating is
required within this range (excluding batteries).

Storage Temperature: -25degrees C to +60 degrees C (-13degrees F to 140 degrees)

Prolonged storage above +40 degrees C (104 degrees F) will cause rapid battery self- discharge.

Relative Humidity (operating and storage): 95% maximum non-condersing.


Elevation: Operation 1000meter above sea level at 40 C maximum. Above this level altitude de-rating as
per EN62040-3.

7.6.1.10 Inspection and Testing


The battery shall be subject to inspection by client’s representative. Manufacturer shall furnish to
inspectors all required information concerning the supply.
Battery shall be tested as per relevant IS and test certificates shall be furnished before dispatch.

The UPS System will be tested in the presence of client’s representative. The following tests shall apply:

Full load heat run for eight hours (unit rate to be furnished separately).

Current forcing test.

Recording of time for mains to inverter changeover and Vice-versa.

Recording of 1/2 load charge transient.

Recording of full load change transient.

Detailed inspection will be performed to ascertain that the data sheet and other contractual aspect are
complied with the earthing system must be inspected for robustness and continuity.

QAP plan needs to be submitted before inspection for approval

SAFETY: The UPS shall be complaint with IEC 62040-1.

DRAWINGS: The Manufacturer shall supply drawing & document to the satisfaction of the client in
6sets. All drawing to be submitted in Auto CAD format only.

7.6.1.11 Submittals

The UPS shall be supplied with sufficient documentation, including the following manuals: Installation
and Operation Manual: one copy of the installation and operation manual shall be furnished and operation
manual shall be furnished. It shall possess sufficient detail and clarity to enable the owner’s technicians or
representatives to install and operate the UPS equipment and accessories. The manual shall include the

7.6.1.12 Procedures and tests to be performed during the UPS startup

7.6.1.12.1 Visual Inspection


Visual inspect all equipment for signs of damage or foreign materials. Observe the type of
ventilation, the cleanlinessof the room,the use of proper signs, and any other safety related
factors.

7.6.1.12.2 Mechinical Inspection

Check all the power connections for tightness.Check all the control wiring terminations and pligs
for tightness or proper seating.

7.6.1.12.3 Electrical Pre-Check

Check the DC bus for a possible short circuit.Check input and Bypass power for proper Voltages
and phase rotation. Check all lamp test functions.

7.6.1.12.4 Intial UPS Startup

Verify that all the alarms are in a “go” condition.


Energize the UPS module and verify the proper DC, Walkup, and AC phase on.
Check the DC link holding and inverter AC output,Adjust if required.
Check for the final DC link voltage and Invertert AC output.Adjust of required.
Chexk for the Proper synchronization.
Check for the voltage difference between the inverter output and the Bypass source.

7.6.1.12.5 Operational Training

Before leaving the site, the field service engineer shall familarize responsible personnel with the
operation of the UPS. The UPS equipment shall be available for demonstration os the modes of
operation.

7.6.1.12.6 Qualifications

The UPS manufactures shall have a minimum of 15 years’ experience in the design, manufactures
and testing of soild – state UPS systems.

The UPS manufacturer shall have ISO 9001 certification for engineering /R & D manufacturing
facilities and service organization.

The UPS manufacturer shall maintain a staffed 7x24x365 call center for technical and emergency
support.

7.6.1.13 Field Engineering Support

The UPS manufacturer shall dirctly employ a nationwide field service department staffed by
factory- trained field service engineers dedicated to startup, maintenance, and repair of UPS
equipment. The organization shall consist of local offices managed from a central location. Field
engineers shall be deployed in key population areas to provide on-site emergency response within
24 hours. A map showing the location of all field service offices must be submitted with the
proposal.Third- party maintaenance will not be accepted.

7.6.1.14 Resolution of UPS proble

Should be done with-in 24hrs. Or supplier should provide a stand-by UPS till the UPS till the
UPS problem is rectified which should not exceed more than two weeks.All the expenses towards
arranging the stand by UPS, connectivity etc. Need to be bared by the supplier.
7.6.1.15 Spare Parts Support

Parts supplies shall be located in the field to provide 80% of all emergency needs. The factory
shall serve as the central stocking ffacility where a dedicated supply of all parts shall be availabel
within 24 hours.

Product Enhancement program : The UPS manufacturer shall make availabel feature upgrade
service offerings to all users as they are developed. These upgrades shall be available as optional
field- installable kits.

7.6.1.16 Maintenance Contracts

A complete range of preventative and corrective mainatenance contracts shall be provided and
offered with the proposal. Under these contracts, the amnufactures shall maintain the user’s
equipment to the latest factory revisions.

7.6.2 Power Distribution Panels


7.6.2.1 UPS Input Panal
Separate INPUT panel for UPS need to provision by the bidder. Panel should house the MCCB
with sufficient rating to take 50 KVA load.

7.6.2.2 UPS Power Distribution panel (UPS output DB)


Separate DB Panel connected to UPS power (UPS output DB)- output of UPS need to be provisioned in
DC area. UPS output DB panel should be housed with at least 05 of 60 Amp. 3 Phase (Ref:- Rack
cabling) MCBs and sufficient 1 Amp MCB to power all the racks and connecting some of the lighting
units. Biometric controller, Fire Suppression controller, WIFI devices, Surveillance cameras etc. At least
10 % of spare MCBs need to be housed in DB panel.

7.6.2.3 Telangana State Electricity Board distribution panel (TSEB)


Separate DB with supply from TSEB need to be provisioned in Dc area. TSEB DB should have sufficient
1 Amp MCBs for lighting, Rodent and Repellent, 5 AMP MCBs must be housed in the DB
panel.

7.6.2.4 Separale DB Panel for Cooling (PAC) infrastructure of DC


An additional and separate TSEB DB Panel with sufficient MCBs with appropriate rating for connection
three no. of cooling systems (Around 10 TR each) need to be provisioned.
All the panels and equipment should be provisioned proper earthing.
All the Panels shall be metal clad, totally enclosed, rigid, floor / wall mounting, air insulated, cubiele type
suitable for operation on three phase / single phase, 415 V / 230 V, 50 Hz., neutral effectively grounded
The Panels shall be designed to withstand a heaviest conditions at site such as ambient temperature of 50°
C., 95% humidity etc.

7.6.3 Electrical cabling and Fixtures


7.6.3.1 Rack Cabling
From each MCB of UPS DB, two no. of separate 4 sq.mm 4 core multi stand and armored copper power
cable need to be laid up to the each rack (through the trays). Each rack will be getting two power cables
connected to two IPUDs of each rack (on both sides of the rack). These cables will be routed through
below the false floor. A male female (IEC 60309) connectors should be provided and crimped at both ends
near the rack for connecting power cable from UPS DB side and power cable from IPDU from rack side.
All cables should be of FRLS.
Note: Fire Panel, Surveillance controller, NVR, Environment Monitoring, Rodent and Repellent systems
will be housed in the Rack.

7.6.3.2 Cabling for Lighting and fixtures

The lighting shall be 2 x PL – L 36 watts decorative pearl white direct-indirect luminaire for modular
ceiling.
At least one LED based 2 x 2 ft. lighting assembly need to be fitted for each area of about 100 sq. ft. Each
alternative assembly should be power by TSSPDCL and UPS. All the lighting assembly units need to be
installed by making appropriate grooves in the false roof.
Fixtures shall be mounted on false ceiling grid with suitable metal rod and clamps. No cutting or drilling of
false ceiling structures is permitted.
All the lighting cabling from TSSPDCL DB and Ups DB will be routed above the false roof.

7.6.4 General conditions (cabling/ panels / Trays / Conduits/ Termination)

Except for inside, wherever the cable enters and leaves the DC, the conduit end shall be sealed by suitable
sealing compound having fire withstand capability.
The cable end termination shall be carried out compression type cable glands, of adequate size.
All the cables and conduit shall be tagged with numbers / labels / markers.
All CRCA sheet steel used in the construction of Panels shall be 1.6 mm. thick to provide rigid support for
all components.
Gaskets between all adjacent units and beneath all covers shall be proided to render the joints dust proof.
The size of the Panels shall be designed in such a way that the internal spac is sufficient for hot air
movement and electrical component does not attain temperature more than 50°C.

Protection Class: All the indoor Panels shall have protection class of IP: 54

Bus bars (DB): The Bus bar shall be air insulated and made of high quality, high conductivity, high
strength Aluminum. The bus bar shall be of 3 phases and neutral system with separate neutral and earth
bar. The bus bar shall be of rectangular cross- section designed to withstand full load current for phase bus
bars and half rated current for neutral bus bars in case of MCC panels only and shall be extensible on
either side.

The bus bar shall be arranged such that minimum clearances between the bus bar are maintained as below:

Between phases: 25mm. minimum


Between phases and neutral: 25 mm.
Between phases and earth: 25mm.
Between neutral and earth: 20mm. minimum

Labels: Engraved PVC labels shall be provided on all incoming and outgoing feeders.

Name and danger Notice Plates: Notice plate shall be affixed on all Panels. The danger notice plate shall
indicate danger notice.

Internal Components: The Panels shall be equipped complete with all types of required number of Air
circuit breakers, soft starters, switch fuse units, contactors, relays, fuses, meters, instruments indicating
lamps, push buttons, equipment’s, fittings, bus bars, cable glands etc. and all the necessary internal
connections / wiring as required and necessary for proper complete functioning of the Panels shall be
supplied and installed on the Panels. All part of the Panels carrying current including the components,
connections, joints and instruments shall be capable of carrying their specified rated current continuously,
without temperature rise exceeding the acceptable values of the relevant specifications at the part of the
Panels. All units of the same rating and specifications shall be fully interchangeable.

7.6.4.1 Plumbing and Piping to augment Cooling Architecture


Water piping to PACs housed in DC has to be taken care. PVC or GI pipes with required size need to be
used. Water piping should be done below the false floor.
Bidder should do the site survey to identify the place for housing the outdoor units (FAN assembly) of
PAC units. Bidder should ensure requite platform / stand to mount outdoor units and PAC units inside the
DC. Power cabling need to be carried out by the bidder.

7.6.4.2 Cleaning of work site


The bidder shall from time to time, remove all rubbish resulting from execution of his work. No materials
shall be stored or placed on passage or drive ways. Upon completion of work, the vidder shall remove all
materials to leave the premises clean and fit for use.

8.1 Rack with IPUDS

8.1.1 Racks

All the racks should be of 42U size Height with 19 inch width.

The dimensions of Server rack should be of 600mm W x 1200 mm D x 2000 mm H

The dimension of Network rack should be of 800 W x 1200 mm D x 2000 mm H

Supply should include 04 Server racks and 01 Network rack.

All the racks should have provision for cable trays to route the cables and Network rack should be
housed with vertical cable trays in the front side of the rack.

All the racks should have perforated front and back doors. Rack doors should have physical locks to
provide physical security.

Average rack power density is of around 10 KW per rack.

As shown in the Diagram-1 Network racks need to be placed in the middle of the row with overlay tray
connecting all the racks placed in the row to run the network / data cables.

Racks should be housed with vertical built in IPDUs on the rear side.

Racks should be supplied along with removable and re-usable Air blocking skirts / barriers /flaps / Air
stoppers.

8.1.2 IPDUs

IPDUs stands for Intelligent Power Distribution Units.

IPDUs shall be of 3 Phase input and Group of sockets should be of single phase.

All the sockets are to be of IEC type and each socket should support 10AMPs current ratings. IPDUs
should be of Three phase.
IPDUs should support the option of settings up of various Threshold values for each socket which include
Current, Voltage etc. Should support current cut-off feature in case the current / voltage exceeds the set
threshold values. IPDUs should have protection for overload and surge currents.
IPDUs should support Grouping of sockets with-in the IPDUs for power-on and power-off.
IPDUs should support grouping of IP address to each IPDU strip and provide web based remote access.
Supply should include the software to view all PDUs and all the sockets in a single dash board view.
Should support event logs, SNMP and syslog service for logging the events.
Should support SMS / eMail to send alerts.

8.2 Biometric Access Control


Biometric Access control systems are to be placed to control the opening and closing of DC entrance and
exit doors.
Both the doors housed in DC are Industrial design, Fire retardant doors. Accordingly the controller
(power) and Magnetic locks need to be taken care to handle the weight of the door.
Cold Aisle doors at both ends should have Biometric Access control units to open these doors.
Supply should include Biometric access control systems with finger print scanners of two no. for each
door as Authentication is required while entry and as well as exit.
Biometric Controller and Software should be same and operate both Rack Front and back doors and as
well as DC Entrance and Exit doors.
Software should have perpetual license. Software should work either on Windows or Linux platform.
Biometric Authentication controller and Software should support Single, Dual authentication with at least
10 combinations. All the Authentication logs are to be stored for at least one year with a provision to back
up the data.
Biometric Authentication controller should be integrated with Fire Controller to disable Authentication of
all doors during Fire / Emergency. Data cabling need to be carried out between the controller and
Biometric Authentication units.
Should have the capacity to register minimum 100 finger prints and should able to store 1000 records in
build-in memory.
Biometric controller should have Ethernet (RJ45) port to communicate with supplied software for storing
of records, logs and events and should support remote logging / syslog.
Supply should include sufficient and required readers, controller, Software and suitable electro-magnetic
locks, required brackets, power adapters and cables.
The supplied Access control units should provide interlocking facility
Access control systems should be of tamper proof / mechanism to log the evidence of any tamper trails.

8.3 Environment and Physical space Monitoring Systems


Single Hardware Appliance with provision to connect multiple sensor units Surveillance cameras.
The appliance should support mix and match of various sensor types includes Temperature, Humidity,
Water leakage, Air Flow, Vibration etc. At least two sensors of each category (temperature, Humidity and
Water lever) need to be provisioned to take measurements on both front side and back side of the rack.
Appliance should support Web based view to see all the sensor details in a dash board kind of
mechanism.
Appliance should support 100 Mbps / 1 Gbps Ethernet connectivity to access the device remotely over the
network.
Device should support at least 8 sensors. Cabling from device to the individual sensor position need to be
done by the bidder.
Appliance should support adding of at least 4 IP based cameras for Surveillance.
Appliance need to be connected to the Hooter (place remotely) to alert electrical and Security staff in case
of any major issues like High Temperature etc.
Appliance should support setting up of Threshold values for each sensor and should have mechanism to
send alerts via SMS/ eMail.
Rack mountable of maximum 2U size and supply should include rack mounting brackets and assemblies.
Cold aisle and Hot Aisle should be housed with at least Three sensors (temperature and Humidity) three

8.4 Very Early Smoke and Fire Detection (VESDA) & Fire Suppression
Existing water based sprinkler system need to be removed.
Integration of both Access control system and VESDA system to un-lock all the doors in case of fire
and emergency is must.
All sensor cables used should be of FRLS wires. VESDA Smoke and Fire detection Sensors need to be
deployed in three zones.

Zone 1: Area below the false floor where rack level electrical cables exits.
Zone 2: Area above false rood where electrical cables for lighting exits.
Zone 3: Area between false roof and false floor

Should provide emergency button for manual Fire suppression gas release.
Fire suppression agent should be Novec 1230 based.

8.4.10 Fire Suppression System

This specification is for NOVEC Clean Agent Based Fire suppression system. It shall be used as a
standard for the System Equipment, System Installation and acceptance testing.

Technical Requirements:
The Storage Container offered shall be of seamless type. Welded cylinders are not permitted.

The Seamless storage cylinder & valve shall be approved by Chief Controller of Explosive.

The NOVEC valve, operating actuators shall be an Electric (Solenoid) type, and should be capable of
resetting manually. Provision should be provided on the Electric Control Head for a Manual Lever for
over- ride in case of failure of the Electrical Components. The Electrical Control Head (Actuator) shall
operate at 24 VDC. Bidders are required to submit confirmation for the same and provide the technical
data sheet for the same. The Electric Control Head should be capable of being functionally tested for
periodic servicing requirements, and without any need to replace consumable parts.

The system flow calculations shall be carried out on certified software, suitable for the particular
container being offered for this project. Such System flow calculations carried out for this project. Such
System flow calculations carried out for this project, shall be further vetted by the OEM for it’s accuracy,
and the only such vetted calculations shall be admissible for approval.

The designer shall consider and address possible Fire hazards within the protected volume at the design
stage. The delivery of the NOVEC system shall provide for the highest degree of protection and minimum
extinguishing time. The design shall be as per NFPA standard NFPA 2001

Sub floor and the ceiling void to be included in the protected volume.

The NOVEC Fire suppression System Shall include a detection and control switch provision for both pre-
alarm and automatic agent release.

The NOVEC System to be supplied by the bidder must be strictly un accordance with OEMs product
design criteria.

The detector and control system that shall be used to trigger the NOVEC suppression shall employ
photoelectric and ionization smoke detectors, and heat detectors. A single detector in one zone activated,
shall cause an alarm signal to be generated.
Another detector in the second zone activated, shall generate a pre – discharge signal and start the pre-
discharge condition.

The discharge nozzles shall be located in the protected volume in compliance to the limitation with regard
to her spacing, floor and ceiling etc. The nozzle locations shall be such that the design concentration will
be established in all parts of the protected volumes. The final number of the discharge nozzles shall be
according to the OEM approved software, OEM product manual and the OEM vetted programmable
pressure loss & flow calculation for this particular project, and the same shall be approved by the.

The cylinders shall be equipped with differential pressure valves & No replacements parts shall be
necessary to recharge the NOVEC containers.

NOVEC shall be discharge through operation of an Electric (Solenoid) operated device which release the
agent through a differential pressure valve. Systems that employ explosive or pyrotechnic device shall not
be permitted.

All systems components shall be New and of Current manufacture and shall be installed in accordance
with the local codes. The buyer, or the End User of this system reserves the Exclusive Rights to
unconditionally reject any and all such components which may not be, or are suspected not to be of
current manufacture ; and/ or on the grounds of authenticity of the system components and designs.

The bidder shall provide IN ORIGINAL all the documentation such as cylinder Manufacturing
Certificates, test and Inspection Certificate & fill Density Certificates.

The extinguishing system shall include the following components:


Agent storage container with cylindrical valve.
NOVEC agent
Discharge nozzle(s).

Electronic control head for master cylinder (s) and pressure operated control head for slave cylinder(s) as
releasing devices.
Fitting brackets
Discharge hoses.
EL check valves on manifold.
Actuations hoses for slave cylinder(s)
Master cylinder adapter kit for slave cylinder system
Any other required for the completeness of the system
The NOVEC discharge shall be activated by an output directly from the NOVEC Gas Release control
panel, which will activate the Electric control head based releasing device. NOVEC agent is stored in the
container as a liquid, having a natural vapor pressure of 66.4 Pisa at 77 degree F. To aid release and
distribution, the container shall be super pressurized to 360 psi(g) at 70 degree F with dry nitrogen.

Cylinder valve bodies shall be brass. Any other material of construction shall not be acceptable.

The releasing device shall be easily removable from the cylinder without emptying the cylinder. While
removed from cylinder, the releasing device shall be capable of being operated, with no replacement of
parts required after this operation. The use of explosive

Devices to actuate agent discharge shall not be permitted. Upon discharge of the system, no parts shall
require replacement other than gaskets, lubricants, and the NOVEC agent, Systems requiring
replacements of disks, squibs, or any other parts that add to the recharge cost will not be acceptable.

Systems containing component that have a dated life span and must be periodically replaced shall not be
acceptable.
The releasing device shall also be capable of direct mechanical actuation, providing a means of discharge
in the event of total electrical malfunction.

Provided with a manual lever and a faceplate with clear instruction of how to mechanically activate the
system. In all cases, NOVEC cylinders shall be fitted with a manual mechanical operating facility that
requires two-action actuation to prevent accident actuation.

NOVEC storage cylinders shall be provided with a safety rupture disc. An increase in internal pressure
due to high temperature shall rupture the safety disc and allow the contents to vent before the rupture
pressure of the container is reached. The contents shall not be vented through the discharge piping and
nozzles. NOVEC containers shall be equipped with a pressure gauge to display internal pressure. The
gauge shall be an integral part of the container and shall be color- coded for fast referencing of pressure
reading.

Release of NOVEC agent shall be accomplished by an electrical output from the NOVEC Gas Release
Panel to the Electric Control head device and shall be in accordance with the requirements set forth in the
current edition of the National Fire Protection Association Standard 2001.

8.5 Rodent and Repellent

System shall consist of Master Console with corresponding twelve Satellites/ Transducers. The master
console shall be installed in the main control room/ server room, and the satellites in the problematic areas
i.e. above and below false ceiling and below false flooring.
The system shall be designed for DC room and Transducers which emit UHF sound waves are placed in
the desired location to cover the entire room including the false ceiling and false flooring area. These
transducers are connected to the main controller which controls the entire operation of the system.

8.5.1 Master Console

The Master console shall be powered through a 230 VAC, 5A quality supply.

Six satellites will be connected to the master to cover all three zones mentioned below.

A) Below False Floor

8.8 Precision Air Conditioning

8.8.1 Air based (DX)Cooling- 3 no.s

The design of the cooling solution should be optimized for use in DC with the rating of each 25 KW. The
Quoted system should fit in the DC. The integrated air/gas exchanger of all the cooling units together
should guarantees a cooling output of minimum 50KW.There should be provision for monitoring.

The Air discharge of these units should be from the bottom and hot air sucking from the top . The unit
should be prepared for the incorporation of redundant EC fan modules.
The heat exchanger should guarantee 50 KW cooling output even at high temperatures of 45 deg. C
ambient temperature, enabling the proportion of operation in combinationa with indirect free cooling to
be maximized and operating costs reduced accordingly.

Condensate and leakage management has to be integrated. The water connection required to maintain the
humidity need to be maintained.

There should be an intelligent sensor network to monitors the air inlet temperatures.
There should be monitoring and alarm management for all physical parameters via SNMP and Ethernet.

To enable the displaying of all physical parameters, an optical color touch should be integrated into the
front of the unit.

The unit should be with optimized layout to provide for fast and simple maintenance and service for all
relevant components. The fans are to be exchanged at any time.

9. Cold Aisle Containment System

9.1.1.1 Technical Specifications

Cold Aisle containment system as per design (Ref:- Diagram-1)

Enclosure covering all the 5 racks with at least 4ft width in front side of the rack should be provided.

Should cover the entire cold Aisle top portion to avoid direct mixing / escape of cold air in to the Hot air
zone.
Complete vertical shielding of the entire bay.

Mechanism to local and iun-lock the doors through door-handle and Biometric Access to the doors.
Fixing of sufficient lighting inside the cold Aisle is the responsibility of the bidder.

2.FALSE FLOOR /ACCESS / Raised Floor

DC false floor need to be covered with false floor. The false floor should be laid of max. Of 2 feet height
from the real floor. Required cut –out to be provisioned for routing of electrial and Data cabling and
cooling pipes. Should have acoustic barrier and air leakage resistance.

Material: Made from Calcium Sulphate Cement and steel, solid fire resistant material.Epoxy access
flooring jwith antistatic properties.

Standards:EN 12825,Floor Finishing Should be of HPL.

Fire Radting: Panels will conform to Class 0 and 1 fire rating tested as CIRC 91/61 OR BS 476 part
6&7 (60 minutes )

Load / Tolerance: To withstand a UDL of 2000-2500 kg/sq.ft and point load of 450-550 kg/sq.ft The
Ration of UDL conentrated load and point load shoud be of minimum 5 mimute.

30mm adjustment.

Suction equipment (manual) for lifting tiles (Access Floor Systems) need to be provisiioned.

3.DC Entrance and Emergency exit door

Appropriate dooe sizes need to be provisioned. Proper access had to be provied to brought –in /service or
replacement of large items.

The server room shall be provied with a main access door manufactured fron highh quality galvanized
steel and having fire rating up to 2hours (conforming to BS 476 part 22 and IS 3614 part 2 standards).The
door shall be 1100x2100 mm size singe leaf with SS ball bearing butt hinges,morties lock,heavy duty
door closer and all other accessories. The dooe shall be painted with etch primer and finish painting of
approved color to match the color scheme of the area.

The doors shall be as per the standards set by cbri (Central Building Research Institute – Roorkee (UP )
,IS 3614 part 2 and BS 476 part 20 and 22.

Required Features of Door

Galvanized Painted Fire rating 60 to 120 minutes (Stability and intergrity )Shutte Thickness-46 mm, Fully
Flush Construction.

Both the DC doors shoud have provision for manual locking and as well as Bionmetric access control.

Peeping window of size 6’’ W x 4 “ H need to be provisioned for the main door.

This should be part of CONTRACTOR as Budget towards the same is not added in the scope. Move the
same to separate document by name Scope of CONTRACTOR and update the table.

4.Ramp/ Foot Step inside the DC at Entrance & Exit Door

Ramp/ foot step should be provided as show in the layout drawing .The ramp shoud be provisioned at
entranve and exist doors of dc. The RAMP and Floor step should withhold the IDL weight mentioned
under the False Floor section.

The Material used must be of Fire retaradant, moistre resistant and low smoke emission.

This should be part of CONTRACTOR as budget towards the same is not added in the scope. Move the
same to separate document by name scope of CONTRACTOR and update the table.

5.Earth pit and Earthing

Scope of work shall cover supply,laying ,installation , connecting testing and commissioning .Earthing
shall include for the following items”

i.Transformer
ii.DG SET
iii.AMF PANEL

6.Electrcal Distribution Panels and other areas as applicable.


Traditional Copper plate based earth pit of suitable size along with Copper Strips from earthing station to
equipotential bar and Copper Strip/Wires from equipotential bar to power panels, DBS,Rack etc..

The earth resistance shall be maintained with suitable soil treatment The resistance of each earth station
should not exceed I ohm. Measured voltage between Neutral and Earth at DB level should not exceed I
VOLT.
The earthig conductors shall be of copper strip.The chamber shall be provieded with pipe for watering
the earthing electrodes/ station.

All the non-current carrying metal parts of the electrical installation and mechanical equipment shall be
earthed properly.All the electric paned boards, lighting fixtures and all othe parts made of metal shall be
bonded togther and connected by means ofspecified earthinng system.

The following standadrds and ruls shall be applicable;

IS :3043-1987 Code of Practice for Earthing .

All codes and standards meand the latest.Where ever itis not specified,heinstallation shall generally
follow the indian standard Code of Practice or the British Standard Codes of Practice in absence of Indian
Standard.

9.Lighting Arrestor

Supply of lightning arrester,controlled by early Streamer Emission Air Terminal (ESEAT)

ESEAT,should comply to new recies NFC 17-102 VERSION 2011, latest ESE Lightning protection
Standards.
The unit shall be equipped with a central pick up rod made of tin plated copper esnuring full electrial
continuity between the tip and the earth point.

The unit shall be fully autonomous (no battery,no external power supply required ),should vollect energy
from ambient electric field through the lower series of electrodes, detect lighthing strike and emit a
stramer (3.5 KV and 20 A ) at the right time 35 Microseconds (Controlled Emission).

Performance of the unit should have been tested fin High Voltage Laboratories (IREQ,EDF, KERI &
CPRI ) as well as in Real Lighthing Condition.Real Lighthing Test Videos/Certifictes Should be
submitted by the ESEAT manufacturer/supplier/vendor on request.

Elevation pole made of GI with a dia of 35mm to 50mm with a thread at the top to fix the unit. Base plate,
mounting bracket, clamps and all required fixing accessories should aslo be supplied.
Supply of Lightning Flash Counter Electronically controlled ,register every strike between 1000 A to 150
KA for 8/20 microsecond peak current tested in High Voltage Laboratory (CPRI ). Reports need to be
submitted.

Af test clamp should be installed in order to disconnect the down conducdtor fro the earth termination for
regular checks of the earth termination resistance value.

25x3mm Copper earthing strip from Lightning arrester to the earthin gpit with insulator Fasteners &
necessadry arrangements.

Supply of two M.S pipes one inside the other with proper hot deep galvanization outer dia 88mm & inner
dia 48mm. The cavity between the rod pipes is filled with Ground Resistance improvement Powder.

The electrode should be sealed form both the ends.The outer pipe of the electrode should be zine coated.
Each Electrode supply should include bags of GRIP Compound (25 kg each ).the characteristics of this
compound is highly conductive,no-magnetic & non corrosive in nature.

Following Civil Works also covered in the scope of work under this contract:-

1. Antistatic flooring over existing raised floor ( steel frame work with chequed plate tapping).
2. Two no., two houres fire rated door contirmiz to IS 3614 (Part-2) 1992, BS476 ( Part 20 & 22),
Door frame and leaves should be mabe of Galvanized Steel.
