ToR for Short-term Consultancy to Identify Two Initial
Business Investment Proposals in Ethiopia

1. Organisation Description

SNV Netherlands Development Organisation is a not-for-profit international development

2. Project Background

SNV is a member of the €130 million Dutch Fund for Climate and Development (DFCD)
(www.thedfcd.com), a Netherlands based consortium (led by FMO, Dutch development bank).
DFCD objectives are to (i) provide finance and Technical Assistance (TA) to projects with a focus on
climate change adaptation; (ii) mobilise external private sector funding at scale; and (iii) align
directly with DFCD Theory of Change (ToC).

The DFCD allows for investments in projects aimed at climate change adaptation and mitigation in
developing countries. SNV, as part of the DFCD Origination Facility, will identify and develop,
together with local companies and stakeholders, bankable business case propositions, which can
subsequently be picked up by the DFCD Investment Facilities (Water and Land-use) for further
development, match-making and investment. The DFCD presents an important additional
instrument for the Dutch government’s efforts in contributing to the Paris Agreement and the
Sustainable Development Goals (SDGs).

3. Overview of Position to be Filled

SNV seeks an experienced consultant to support the SNV DFCD Origination Facility team in East
Africa in the following:

Identification, assessment of private sponsors (and elaboration of two business


propositions in Ethiopia that will be presented for consideration for intake by the DFCD
Origination Facility.
a. One case on bamboo (for production of bamboo products and other possible
renewable energy co-products like charcoal and briquettes), and
b. One case on wastewater, sewerage management and environmental protection
(with possible use of slurry from one of the Heineken breweries in Ethiopia for
production of energy and fertilizer).

Key Responsibilities:

 Lead and develop the early strategic identification of potential business cases in climate
change adaptation by tapping into networks, liaising with SNV Ethiopia’s relevant Project
Managers and cooperation partners.
 Compile and analyse information needed for the completion of DFCD Origination Facility
Intake forms.

Activities:

 Coordinate with Country Director, DFCD Project Manager and Regional Investment Officer
for the implementation of the consultancy;
 Make a preliminary assessment of potential candidates as private sponsors, both in
bamboo and wastewater, sewerage management and environmental protection sectors:
 Present the potential candidates to SNV country staff and DFCD global staff, for final
selection of one private sponsor per sector;
 Meetings with the private company staff and other relevant stakeholders to receive and
develop needed inputs to develop initial proposals;
 Do an early know your customer (KYC) and Due Diligence assessment of engaged
companies;
 Complete for each case, a Form 0; and
 Presentation of draft products (deliverables) to SNV country staff and DFCD global staff.

This will be a local consultancy contract for a local or international consultant, based in Ethiopia.

Form,from each sector,before October 31, 2020.

Duration:10 effective working days in Ethiopia

Qualifications:

 Proven experience//knowledge in Agriculture and/or WaSH;


 At least 5 years of relevant working experience in East Africa;
 Excellent English communication (written and oral), reporting and presentation skills;
 Proven experience/knowledge in development of Business Investment Plans (preferable);
and
 Proven experience/knowledge of Climate Change Adaptation and/or Mitigation (preferable).

• Good networking skills;
• Pro-active work attitude and 'can do', solution-oriented attitude;
