Niche Centers in the Regions for R&D (NICER)
To provide institutional grant for HEIs in the Regions for
R&D capacity building - to improve their S&T infrastructure

Cooperating Agencies: Higher Education Institutions (HEIs), DOST-Regional Offices,


Industry/ Companies

Priority Areas of Funding: Sectors identified in HNRDA

Objective: To capacitate HEIs in the regions to make significant improvement in


regional research, by integrating its development needs with the
existing research capabilities and resources.

Proposal Submission and Evaluation Eligibility of Proponents

If the HEI proponent does not have the full capacity to pursue the proposed
R&D, the HEI must have a corresponding proposal under the RDLead
Councils Program to fill in the capacity gap.
Niche Centers in the Regions for R&D (NICER)
General Criteria:
1. The proposal for the establishment of R&D Center shall be endorsed/approved
by the Regional Development Council (RDC).
2. The proposed R&D Center shall be a collaborative project of HEIs in the region.
3. The proposed R&D Center shall be unique and different across regions, with
. projects anchored to the Harmonized National R&D Agenda and regional
primary needs and capabilities.
4. The proposed R&D Center shall be a multi-year project (maximum of 3 years)
with a clear roadmap of R&D activities and outputs.
The appropriate Council shall regularly monitor the R&D center. Failure to deliver the
expected outputs after Year 1 will be grounds for project termination.
Sustainability
The DOST shall provide funding assistance to projects under the NICER Program for
maximum of three (3) years.

R&D Leadership Program
(RDLead)
R&D Leadership Program (RDLead)
The R&D Leadership Program (RDLead) under the S4CP is intended for
Higher Education Institutions (HEIs) in the Regions, under the Niche Centers in the
Regions for R&D (NICER) Program and
upgrading of existing R&D facilities in HEIs and Research and Development
Institutions (RDIs).
Specifically, RDLead will secure the services of experts in the Philippines and
abroad who will:
▪ Lead in establishing new R&D centers and upgrading existing R&D Centers
under the NICER Program, or upgrading of existing RDIs
▪ Train and capacitate local researchers, faculty, students, laboratory
heads/staff
▪ Provide policy recommendations
▪ Develop and/or update manual, protocols, programs and module

▪ R&D Centers established and upgraded
▪ Trained researchers, faculty, students, laboratory heads/staff;
▪ Presentations and Training Modules shared
▪ Published research in recognized journals/ submitted for

▪ R&D Program/Project Proposals approved
▪ Products and Patents (if any)
▪ R&D Roadmaps
▪ R&D Human Resource Development Program
HEIs may avail the service of two (2) RDLeaders for each
R&D Center to be established or upgraded under the
NICER Program.

Expected Outcomes:
▪ Flourishing R&D activities in the Regions;
▪ Strengthening the R&D and S&T services in the Regions through the enriched human
resource capabilities;
▪ Implementation of policies in sustaining and continuous upgrading of the Centers;
▪ Continuous utilization and marketability of results generated
from the research, thereby contributing to the socio-
economic growth of the country;
▪ Increased number of S&T experts and innovators in the
country.

General Qualifications of Experts
▪ A doctoral degree in the relevant field* from a reputable
academic institution;
▪ At least fifteen (15) years professional experience in the relevant
field with a reputable R&D institution and/or academe after
obtaining the graduate degree;
▪ Outstanding contribution in the chosen field of specialization;
▪ Competent training and leader skills;
▪ Refereed publications;
▪ Good health;
▪ No accountabilities with DOST and previous employer/s.
An expert without a graduate degree may also qualify in special cases,
provided that the highly-specialized skills or field of expertise are aligned
with the HNRDA and the priorities of the DOST.

▪ bridge the academe and the industry; and


▪ to stimulate collaboration that meets the needs of
both academe and industry in one shot.

CRADLE Program’s two components

CRADLE 1 ▪ Engages both the academe and the industry into a cooperation that is
mutually beneficial.
▪ Funding is for 1 to 3 years and for a maximum of 5 million pesos per project.

CRADLE 2 ▪ Product Development Stage covers joint funding for the


development of commercial applications and products.
▪ The academe may also collaborate with SMEs.
▪ Funding is for 1 to 2 years, and for a maximum of 5
million pesos per project.

Procedure for Proposal’s Submission, Evaluation and Approval

a) Interested applicants should submit their capsule proposals to the Office of the
Undersecretary for R&D.

b) The proposals will undergo the DOST-GIA evaluation process through the DOST Councils
– PCAARRD, PCHRD, PCIEERD and NRCP, for endorsement and approval by the DOST-
Executive Committee.
c) General Criteria
All proposals submitted should be in line with the priority industries identified by the
Department of Trade and Industry (DTI).

To facilitate the acquisition of strategic and relevant technologies by Filipino
companies for R&D and immediate incorporation in the companies’ activity.

Specific Objectives:
▪ Promote industry-based R&D, and technology upgrading
in the manufacturing and physical development of
existing and new products or processes; and
▪ Enhance the competitiveness level of industries to enable
them to compete globally.

▪ Acquisition of patent rights
▪ Prototypes, and designs.

Expected Output:
The private industry sectors become more globally competitive by undertaking
R&D and their technology level and production processes are
enhanced/achieved.

Eligibility of Proponent
1. The grants under BIST will be available to private industry companies or
their consortium/organizations, incorporated in the Philippines. A
private industry company shall refer to any juridical entity such as but
not limited to people’s organization, consortiums,
industry/trade/business associations, and other similar private entity.

2. The company must be at least 60% Filipino-owned.

3. The prospective companies should have proven technical, financial and


marketing background and must be operational for at least 3 years.

Eligible expenses
The acquisition of technology could be in the form of acquiring
know-how/rights/ blueprints of a registered Intellectual Property
via one of the following methods:

•Licensing of technology; and


•Outright purchase of technology

General Criteria
• All proposals for technology acquisition submitted should be in
line with the priority industries identified by the Department of
Trade and Industry (DTI);
• The technology to be acquired must be a registered Intellectual
Property (Patent/Copyright/Industrial Design) with proven and
significant sales volume;
• The proposed technology must be tangible in nature or can be
incorporated into tangible product;

General Criteria
• The technology provider must not hold controlling stake in any
company of the private industry sectors in the Philippines.
However, small equity holding may be acceptable.
• The appropriate Council shall regularly monitor the company.
Failure to deliver the expected outputs after Year 1 will be
grounds for project termination. DOST has the right to revoke and
retrieve the amount disbursed to the company though legal
channel.

Funding Structure

A. For licensing of technology: ▪ 70% of the eligible expenses (whichever is lower)


▪ 30% of remaining funding must be sourced by the
applicant
B. For purchase of equipment: ▪ 70% of the eligible expenses (whichever is lower)
▪ 30% of remaining funding must be sourced by the applicant.
