O R D E R:-

In the G.Os 1st to 8th read above, Government have issued orders regarding
implementation of the Loan Waiver Scheme and accordingly orders were issued
waiving the cash credits loans / Government loans of Certain Handloom Weavers
Co-operative Societies and individual loans of certain Handloom Weavers to a tune
of Rs.142.15 Crores. But certain proposals of cash credit loan/ individual loans/cash
credit loans of certain silk Weavers Co-operative Societies and Government loans of
two silk WCSs of Sericulture Department to a tune of Rs.21.55 crores, which were
submitted by the Director, Handlooms & Textiles and Apparel Export Parks, Andhra
Pradesh, Hyderabad to Government for consideration under Loan Waiver Scheme
could not be waived before 31.03.2012.

2. In the reference 9th and 10th read above, the Director, Handlooms & Textiles
and Apparel Export Parks, Andhra Pradesh, Hyderabad while explaining the factual
position and stating that the said proposals were already cleared by the District
Level Committee and approved by State Level Committee, he has requested the
Government for releasing the pending amounts, under Loan Waiver Scheme, duly
extending the operation period from 31.03.2012 or to issue clear instructions in this
regard.

3. The pending claims for release of funds for waiver of loans of Handloom
Weavers and Societies, are as follows:-

1) Cash credit loan waiver of (53) societies 9,03,34,384-00
2) Individual Weaver loan waiver of (2800) 8,43,48,233-00
beneficiaries in 11 Districts Guntur,
Warangal, Chittoor, Karimnagar, Anantapur,
Prakasam, Mahaboobnagar, Kurnool,
Srikakulam, Kakinada and Visakhapatnam.
3) Cash credit loan waiver of (41) Silk WCSs of 4,00,88,763-00
Sericulture Department
4) Govt. loans waiver of (2) Silk WCSs of 8,70,116.00

Total: 21,56,41,496-00

4. After careful examination of the matter, and keeping in view of the Budget
Release Orders issued by the Finance (Exp.I&C) Department in the references 11th and
14th read above, Government hereby decided to waive the following proposals for
waiving of cash credit loan/ individual loans/cash credit loans of certain Handloom /
Silk Weavers Co-operative Societies / Govt. loans of two Silk Weavers Co-operative
Societies of Sericulture Department to a tune of Rs.21,56,41,000/- (Rupees Twenty
One Crores, Fifty Six Lakhs, Forty One Thousand only), by agreeing to extension such
claims beyond 31.03.2012 and accordingly administrative sanction is accorded for
releasing of the said funds, for the purpose for which it is sanctioned.

5. The expenditure as sanctioned above shall be debited to the Head of Account

2851 – 00 - 103- 11 – 12 –310- 312.

6. The Director of Handlooms, Textiles & Apparel Export Parks, Andhra Pradesh
Hyderabad is authorized to draw and disburse the said amount to the concerned for
the purpose for which it is sanctioned.

7. This order issues as per the Budget Release Orders of the Finance (Exp.I&C)
Department in G.O.Rt.No.2838, Finance ( Exp.I&C) Department, dt.28.06.2012 and
their concurrence in U.O.No. 5433/226/Exp.I&C/2012, dt.28-06-2012 and as per the
G.O.Rt.No. 3477, Finance ( Exp.I&C) Department, dt.24.07.2012 and their
concurrence in U.O.No.19196/255/Exp.I&C/2012, Dt. 24-07-2012.
