signed into law by President Corazon Aquino on July 6, 1987. The fundamental law covering
persons and family relations governs marriages, legal separations, property relations between
spouses, and parental authority. The law about protecting persons and family relations governs
marriages, legal separations, property relations between spouses, and parental authority. The
family code covers fields of significant public interest, especially the law on marriage. It contains,
among others, the definition and requisites for marriage, as well as the grounds for its annulment.
It also includes the law on conjugal property relations, the rules on establishing filiations, and the
governing provisions on support, parental authority, and adoption.
R.A 10354 10354, otherwise known as “The Responsible Parenthood and Reproductive
Health Act of 2012” or the RPRH Act. The State shall protect and promote women's right to
health, especially mothers and of the people in general and instill health consciousness among
them. Teenage pregnancy is greatly influenced by different factors such as peer pressure,
socioeconomic status, and the media. Peer pressure is an aspect of adolescent pregnancy where a
student interacts with others for specific purposes. The purpose of influence to something like
attitude, feelings, emotions, desires, pressure to enter of relationship and other aspects that may
lead them to curiosity. During the teenage years, students may feel changes to their emotions and
see changes to their bodies. They start to explore these changes, which can result in curiosity
which leads to sexual desires. Being with peers is a great part of every student’s high school life.
Scientific studies show where teenage pregnancy occurs mostly in a low-income family. Some of
the reasons are the following where the parents have a lack of time for their children to guide
them in terms of emotional, spiritual, and physical needs, financial constraint due to lack of
education, influenced by the media content due to high level of exposure to television, radio,
social media and other highly mature content may lead to sexuality. According to studies, most
school dropouts are a result of teenage pregnancy and early parenthood. One of the effects of
teenage pregnancy is early parenthood. A teenager will probably not ready to be a parent
financially, emotionally, and physically. Most teenagers are involved in premarital sex where
these students are engaging in sexual activities with a lack of protection.
The Responsible Parenthood and Reproductive Health Act of 2012, also known as the
Reproductive Health Law or RH Law, and officially designated as Republic Act No. 10354, is a
law in the Philippines, which guarantees universal access to methods on contraception, fertility
control, sexual education, and maternal care. The State shall protect and promote the right to
health of women, especially mothers and the people in general, and instill health consciousness.
We need this law to prevent unintended pregnancies, to prevent maternal deaths related to
pregnancy and childbirth, to prevent infant mortality, to help individuals and couples choose
freely and responsibly when to have children, to reduce abortion rates, to prevent early pregnancy
and sexually transmitted diseases especially among adolescents, to address the rising HIV/AIDS
cases where the HIV epidemic in the Philippines is steadily growing. At the start of 2010, there
are already four new cases being reported every month compared to the two new cases reported
monthly in 2009. According to the estimates of Dr. Enrique Tayag, Director of the National
Epidemiology Center (NEC), there will be an additional 1,500 Filipinos newly infected by HIV
by December 2010 and around 4,000 – 7,000 by 2011. Condoms and educational campaigns
discussing the modes of HIV transmission, risky sexual behavior, and prevention and treatment
of HIV address the rising incidence of HIV/AIDS in the country. Access to life-saving supplies,
including condoms, Post Exposure Prophylaxis (PEP), and anti-retroviral and access to
information regarding HIV prevention and treatment, will be made available through a
comprehensive RH law avoid the negative impact of large families on poor families.
