1. PURPOSE

1.1. To define the procedural steps to ensure that installation of 11KV VCB as per approved
panel layout drawing/document.

2. RESPONSIBILITY

2.1. It is responsibility of the Project Manager, together with Site Supervisor, Site Engineer,
QA/QC, Lifting supervisor and Safety team to establish successful implementation and
maintenance of these procedures.

3. SCOPE

3.1. This procedure shall be cover installation of Panel support, frame, fabrication of panel
as per approved panel layout drawings.

4. WORK STANDARDS

4.1. To meet Jabatan Bekalan Elektrik requirement.


4.2. To meet Malaysia legal requirement related to work place.

5. TOOLS AND EQUIPMENT USED
5.1. The following list of tools and equipment will be used for the installation of Electrical
panel/Switchboard with support installation.
5.1.1. Hand tools
5.1.2. Scissor Lifts
5.1.3. Ladder
5.1.4. Spanner
5.1.5. Barricade Tape
5.1.6. Measurement Tape
5.1.7. Hack Saw frame with blade
5.1.8. Battery Drill c/w bits
5.1.9. Handrail c/w bits
5.1.10. Safety Harness
5.1.11. Plywood (1/8 thickness)
5.1.12. Extension cables c/w industrial socket outlet
5.1.13. Rope
5.1.14. Grinder
5.1.15. Brush painting
5.1.16. Alignment
5.1.17. Fluorescent Light Fitting

6. MATERIALS USED
6.1. The materials used for the installation works shall be in compliance to those approved
in material schedule. The following are the materials used for the 11KV VCB
installation:-
6.1.1. Unistruct channel
6.1.2. U channel or Angle bar.
6.1.3. Bolt, Nut, Washer, etc
6.1.4. Anchored bolt
6.1.5. Fitting and Screw

7.1. Check level and location of Electrical panel as per below equipment list
7.1.1 For 11KV Switchgear

7.2. Material Handling


7.2.1 All package for the complete set of 11kv switch gear , reaching to site shall be identified as per
package list.
7.2.2 Where auxiliaries are shipped loose , these will be identified and checked against the dispatch
documents. Any item found missing or damaged will be noted to the supplier immediately for
replacement/repair .
7.2.3 Special attention shall be paid to the condition of instruments and monitoring devices supplied
loose or installed along with the transformer.
7.2.4 All materials received at site shall be inspected and ensured that the materials are as per
approved material submittal, shop drawing and single line diagram.
7.2.5 Any discrepancies ,damage etc.,.. found will be notified and reported for further action.
7.2.6 Site Engineer has to ensure that all panel boards used at site are of free from any damage or
deformity of any kind. Any minor damages observed shall be repaired suitably and in case if the
repairs could not be done properly, the panel boards are to be sent to assembler for rectification,
after all formalities carried on .
7.2.7 All packages shall be stored under protected dust are till the equipment is shifted for installation
7.3. Installation procedure
7.3.1 Ensure all civil works are completed for the area including floor paint to carryout the installation,
and clearance is obtained from respective authorities to proceed further.
7.3.2 Prior to start installation, refer to the approved shop drawings related to the are of installation
and ensure that required materials are available at site as per approved material submittals .
7.3.3 Make sure the floor surface is ready with base frames grouted to install the switch gear .
7.3.4 Prior to installation, the foundation will be checked for cleanliness, level and base frame surface.
7.3.5 The unit will be inspected prior to shifting to site for any mechanical and structural damage
during transportation .
7.3.6 The name plate will be checked against equipment date sheet to confirm conformity with the
approval.
7.3.7 Clean the room to facilitate the cubicles to be brought in .
7.3.8 HV Switch Gear will be moved by crane or as per manufacturer’s, recommendation and shall be
positioned near the hv switch gear room, hv switch gear will be moved over rails or by chain
pulley block and brought to the position as indicated in the drawing .
7.3.9 to the approved layout drawings, place the cubicles on the base frame.
7.3.10 Ensure that the clearances available as per the approved layout drawings.
7.3.11 Grout the cubicles with base frame to correct level.
7.3.12 the installation will be checked by supervisor and engineer for proper placement and orientation
of hv switch gear
7.3.13 HV side termination shall be carried out as per approved service engineer .
7.3.14 Connect the earthing bus bar to the earth grid. Earthing shall be done as per regulation , spec and
approved drawing .
7.3.15 Ensure the installation of HV Switch gear are carried out in accordance with manufacturer’s and
authority’s installation recommendations, requirement of applicable standards and in accordance
with recognized industrial practices and specified in project specification to ensure that
installation complies with requirements .
7.3.16 After inspection of HV Switchgear and approval by Consultants, proper care will be taken to
protect the unity from dust by suitable covering, and shall further be released for the testing
work.

8. TESTING
8.1.1. Given support to suppliers when Testing and commissioning of the VCB Panels.

9. SAFETY & SECURITY REQUIREMENT
9.1. Ensure all workers attend the EHS induction training conducted by NCSB.
9.2. Workers with valid badge entry issued by NCSB are allow to enter the site.
9.3. EHS personnel to brief all CEC workers regarding EHS compliance at daily tool box
meeting.
9.4. Ensure all activity has a valid work permit with necessary documents attach prior
starting work.
9.5. Barricade the work area with high risk pose.
9.6. Display proper signage according to work activity.
9.7. Use proper access and egress.
9.8. Wearing proper PPE according to work activity.
9.9. Scaffolding activities(refer to external documents-DOSH/ Legislation / Guidelines For
Approval of Design Scaffolding 2016.
9.10. Lifting activities(refer to external documents-DOSH/ Legislation /Guidelines for crane
lifting work /2005)
9.11. Work at height activities(refer to external documents-DOSH/ Legislation / Guidelines
for the Prevention of Falls at Workplaces/ 2007)
9.12. Work in confined spaces(refer to external documents-DOSH/ Legislation/ Codes of
Practice/ Industrial Hygiene/ Industry Code of Practice for Safe Working in a Confined
Space, 2010).
9.13. Excavation works (refer to external documents-DOSH Guidelines /Occupational Safety
and Health in Construction Industry/ Excavation Work/2017)

10. HOUSEKEEPING
10.1. Ensure all materials are placed in designated area.
10.2. Good housekeeping shall be maintained at site all times-before, during and after.
10.3. All place of work shall be free from obstruction and any tripping hazards
10.4. Waste materials shall be collected and dispose off at the end of every working
day with appropriate approval from NCSB.

11. PERSONAL PROTECTIVE EQUIPMENT (PPE)


11.1. Safety Helmet with chin strap.
11.2. Safety Shoes without zip.
11.3. Hand Gloves according to work activities.
11.4. Full body double lanyard safety harness with approved standard shock absorber
(for applicable work on the roof) and working at height.
11.5. Selection of appropriate of PPE according to work activities shall be advice by
EHS personnel.
