ABSTRACT

The key result expectation during elections is a function of measure of

performance of the Commission (National Electoral Commission of Nigeria).

The Commission consolidates its achievement through effective logistic

management. Electioneering logistics involve a systematic break down of

various systems, subsystems, components, variables and other integrated

strategies and policies required for a hitch-free balloting. Some of these

systems include finance, efficient transport facilities and networks, manpower

utilization and distribution networks.

The heterogeneous nature of our geographical landscape and inadequacy

of the above systems coupled with the country's peculiar political instability

and ethnic prejudice have complicated the planning, simulation and

implementation of these logistics for the free and fair elections in the country.

As a source of information used for the study, questionnaires were

designed, administered, retrieved and analysed for the purpose of testing some

of the hypotheses which appeared very meaningul in the discussion. The study

evealed that economy, power, ethnic sentiments and curiosity are the major

-easons for the various abuse of electoral logistics.

The researcher carried out appropriate study on the autonomy and status

of National Electoral Commission of Nigeria, stock and replacement

management, distribution channels and strategies, queueing system, routing

and scheduling models required for the integration and synchronization of the

various logistic components toward achieving a hitch-free balloting.
