Grenfell Tower

TRAFFIC MANAGEMENT PLAN

1. INTRODUCTION
Having carried out the risk assessment required by current legislation and guidance issued
within the Group Health and Safety Policy a Traffic Management Plan (TMP) is required for
this site.

The term “site” is covered by the Traffic Management Plan (TMP).

The following local conditions have been considered in the preparation of this plan:

• Current Residential Areas

• Nearby Facilities

• Site Gradients

• Existing Structures

• Ground Conditions

• Existing Road System

• Local Amenities

• Traffic Flow

The contents of this plan will be constantly monitored and, where necessary, amended as
the site develops by the site and visiting management.

2. Routes to Site
Grenfell Tower is located at the end of Grenfell Road. Grenfell Road is an estate road and
a no through road. So all vehicles will need to be turned around at the site entrance.
Delivery vehicles visiting site must approach from the east along the B450 Ladbroke
Grove. At the crossroad junction adjacent to The Elgin public house and Lowercourt Rd
Estate turn into the road opposite, Cornwall Cresent. Once in Cornwall Cresent follow the
road over the mini roundabout to the end. Turn right into Clarendon Road and follow the
left bend around. Be aware Bouygues have a site on the right hand side. Turn right into
Bomore Rd by The Foreland Medical Centre and follow to the end. Then turn right into the
estate road, Grenfell road and follow to the end. Our site entrance is on the right
immediately after the corner. Stop outside. Our gateman will reverse you into our
compound. Do not reverse until our gateman is with you!

3. CONSTRUCTION VEHICLE MOVEMENTS/ METHODOLOGY
The site will be manned throughout the working times which are listed below. The
entrance will be kept closed at all times with a Rydon Gates Man present to receive
deliveries to site. Delivery Drivers will call the site telephone approximately 1 hour before
arrival so the site can make ready for their arrival. All supervisors are responsible for
notifying the Gateman of their deliveries at least 24hrs previous.

Once at the site gate delivery vehicles are to remain stationary until the Gate man has
logged the arrival. The gate man will control all vehicles on and off site. Vehicle arrival
and departures will be logged by the gateman.

This process will allow the gateman to establish who the delivery is for. Using a mobile
phones the gateman will contact the relevant sub contractor foreman who will send their
qualified banksman to the holding area where he will bank the vehicle to the unloading
point. Once unloaded all vehicles will be banked to the site exit where they will be checked
for site debris and where needed a wheel wash facility will be in place to ensure the
carriageway is kept free from site contamination.

Delivery vehicles will be fitted with bespoke fall arrest/restraint system if personnel are
required to mount the vehicle for unloading. If these systems are not fitted then air bags
will be placed around the vehicle. It is the responsibility of the delivery driver to facilitate
the arrangement of the air/ bean bags.

4. Banksman /Gateman Duties


Gatemen
• Liaise daily with the Site Manager of duties and expected visitors and deliveries.
• Maintain security to the site.
• Meet and greet all personnel who require entry to or who are working upon the
site boundaries.
• Ensure the booking in and out register is maintained.
• Control and record all deliveries by ensuring relevant site personnel have been
notified and obtain mileage covered to site.
• Ensure all visitors are directed to relevant person and that that person has been
notified.
• Maintain access and egress to all site entrances.
• Carry out regular inspections of the sites perimeter fence and hoarding.
• Ensure waste Transfer/Indicator notes are completed.

Banksman
• Provide clear and concise direction & traffic management to all delivery drivers
and visitors.
• Vehicle contents, their orientation upon the vehicle, site destination and site
contact are to be verified with the driver.
• Secure all drop off areas inside and outside the perimeter of the site ensuring the
safety of personnel, especially the general public.
• Put in place diversions for vehicles or the general public if delivery vehicles and
activities are conducted on the public highway or public walkways.
• Ensure where possible, all delivery vehicles leaving the site are to drive out of the
development and not reverse.

5. SITE PARKING
There will be NO parking of contractor’s vehicles on this site. Contractors vehicles may
enter the site to load or unload plant and materials but must promptly be removed and
parked off-site. All subcontractors and site staff will be encouraged to share vehicles or use
public transport. Where this is not possible local parking can be arranged through local

6. Site Vehicles
Site construction vehicles will only be driven by those persons who have received the
relevant training and have produced a copy of their certificates of competency.

All vehicles used on site will be inspected, tested and serviced at the appropriate intervals
laid down by legislation and the manufacturer’s instructions. All faults must be reported as
soon as possible and, where necessary, the vehicle taken out of use. Records of
maintenance, inspection and test must be made available to the Site Manager and
appointed SHE Team member upon request.

All construction vehicles, when not in use, and on the conclusion of daily works, must be
returned to the designated parking area, i.e. as shown on the site plan or within the
compound. Keys must be removed from all unattended vehicles.

Vehicles are not permitted to travel in reverse on or in the local vicinity of this site unless
under the control of a trained banksman. A combination or audible reversing warning
equipment and rotating flashing beacon lights must be used when fitted to all mobile work
and lifting equipment on this site.

7. SPEED LIMITS
A speed limit of 5 mph will apply to this site.

8. HAZARD FENCING
Where specific hazards may produce additional risks to the movement of site transport and
pedestrians, they must, wherever possible be protected by a physical barrier and high
visibility plastic fencing. This will include scaffolding in close proximity to the roadway and
excavations. Excavations close to vehicle and pedestrian routes must be back-filled as
soon as practicable.

9. PEDESTRIAN ACCESS ROUTES (refer also to TMP site layout plan)


There will be segregated pedestrian routes within the site compound. Segregation will be
done by using physical barriers and signage. Access to the front site entrance will be via
the adjacent public footpath. The rear entrance is via the existing pedestrian walkway
(railway side)

10. COMPOUND AREAS


The compound area will have separate pedestrian access (to the offices and welfare
facilities) and vehicle entrance (to material storage area). These entrances will be clearly
identified on the sketch plan.

Where necessary, e.g. because of poor visibility, pedestrian / vehicle segregation barriers
will be installed at the compound entrance.

11. MATERIAL DELIVERY AND STORAGE


All delivery drivers will be permitted to enter the site and must stop at the allocated area
and REPORT TO SITE MANAGEMENT/GATEMAN FOR INSTRUCTIONS BEFORE UNLOADING!

NO VEHICLE WILL BE ALLOWED TO REVERSE WITHOUT A BANKSMAN!

Temporary material storage areas will be as shown on the site plan or described by site
management on an ad hoc basis.

Where materials, particularly bricks, blocks and tiles (stacked max two packs high) are
delivered to the working area, they must be placed in such a position that they do not
obstruct pedestrian or traffic routes, or reduce the visibility of site traffic and pedestrians.

12. ROAD CLEARANCE


Road sweeping operations are to be utilised as required to ensure that site roads are safe
and that mud is not deposited on adjoining roads.

13. VEHICLE MOVEMENT RESTRICTIONS


Permitted delivery times will be:

9.30am to 2.00pm Monday to Friday.

No Deliveries on Saturday

No deliveries will be permitted on Sundays or Public Holidays.

Deliveries will be restricted to Rigid vehicles only

14. TERRAIN
All terrain around the site is on even tarmac or paved roads.

15. HIGH VISIBILITY CLOTHING & PPE


All persons on site must wear the required PPE. Minimum requirement for this site is:

Safety helmet
Safety boots
Gloves
Hi-Vis vest

If the driver of the vehicle does not have the required PPE he must remain within the
vehicle at all times.

16. MONITORING AND CONTROL


This is the responsibility of the site and visiting managers.

Supervisors appointed by the contractors on this site will also ensure that persons working
under their control comply with these requirements.

Personnel failing to comply with the requirements of this traffic plan, thus placing
themselves or others at increased risk will be dealt with in accordance with normal
disciplinary procedures and may be removed from site.

17. ADDITIONAL INFORMATION


Signage for this site has been provided to both remind and direct all personnel of specific
hazards and it is essential to comply with the requirements.

Further information relating to the management of traffic on this site together with
additional control measures may be provided at pre-start phase or where a change of
planned work method(s) requires it.

18. Foot Path Closures
For a majority of the works the ground level foot path linking Station Walk (the west side
pedestrian walkway adjacent to the railway line indicated by no. 14 on drawing below)
through and around the base of Grenfell Tower will be closed to the public. They will still
have access to the offices adjacent to Station Walk. Whilst this thoroughfare is closed an
alternative route via the podium ramp and walkway will be open with a temporary public
staircase located to the East side allowing the public to cross the estate safely adjacent to
site.
