INTRODUCTION

▪ Harare is the commercial and capital city of Zimbabwe


▪ Currently the City sits on approximately 1.23million square
meters and is still sprawling. Night Pop of 1 485 231 (SOURCE:
ZNSA 2012). The pop ALMOST DOUBLES DURING DAY TIME
▪ Combined road network of about 5000km
▪ The City seeks to be a World Class City by 2025 (Vision) 3
WHY SUSTAINABLE URBAN TRANSPORT IS KEY ON THE
2030 NATIONAL VISION
✓ Transport is key in the economic development of the world in general and nations in
particular.
✓ Transport enables people to work and live apart movement of goods and raw material for
industrial use
✓ Trafficable roads is an indicator in Ease of doing Business. A sustainable transport system
attracts investment and tourists
✓ Safe
✓ Reliable
✓ Resilient

STRATEGIES TAKEN SO FAR BY THE CITY

a) Introduction of mass transit system (Through ZUPCO)


❑Bus mass transit system
❑Cable cars and electric buses (A number of investors have shown interests to partner COH)
❑Light rail (Some preliminary and feasibility study already taken)
❑2014 One way street conceit
❑Construction of peripheral ranks (now at various construction stages)
❑Road widening and resurfacing (about 100km resurfaced in 2018)
❑Junctions improvements (new traffic circles and solar traffic lights)
c) Harare-Munich city twinning on urban mobility and environmental issues…

TRAFFIC AND TRANSPORTATION MASTER PLAN
✓ Currently making preparation for the City Mobility Master Plan. This will provide a
broader planning framework for development of interventions to current and future
challenges.

TRANSPORT POLICY
✓Work on the document is being concluded. The policy will provide the much needed
framework that will guide the management of public transport in Harare.

❑ NON-MOTORISED MODE OF TRANSPORT


✓ Developing more pedestrianized malls (encourage walking and making it safer)
✓ Promote walking and cycling
✓ A sustainable urban transport system must reduce effects of climate change. (Environmentally safe fuels
reduce carbon emissions, go for electric and solar systems)

❑ ONE STOP SHOP TRAFFIC CONTROL CENTRE AND ISSUANCE OF PERMITS

❑ EMPHASISI ON HIGH CAPACITY VEHICLES(need to encourage and incorporate the informal aspect (kombi
owners) for sustainability)

❑ TRAFFIC MANAGEMENT CENTRE


✓ Tenders were awarded but now need to renegotiate prices due to changes in costs. The traffic 10
management centre will go a long way in promoting mobility and making our roads much more safer.

❑Electronic ticketing systems within our mass bus transit systems

❑Surveillance cameras along streets

❑ Electronic Allocation and Management of Parking space so as to reduce human element

❑ Synchronised Traffic lights operating more on solar 11

FOR THE PROFFERED SOLUTIONS TO WORK
• On mass bus transit system- need to plan and consider the existing operators, and gradually
get rid of kombis;
• Mass Systems need the commuting masses for the system to be viable eg Chitungwiza rail
project needs to move 3-4million commuters per year for sustainability
• Our solution must dove tail with what our economy can provide, avoid just copying from
developed countries and paste-Home grown solution;
• Government support and subsidies-Urban transport sector is a security sector. Government
must take charge as was the case in yester years- The January 14, 2019 scenario;
• Political will and Support is very key…… 12
CONCLUSION
▪ Urbanisation comes with a high demand for transport and transport infrastructure
▪ Need for a sustainable urban transport system in a metropolis like Harare need not to
be overemphasized.
▪ Trafficable roads have a huge bearing on the ranking of world cities in ease of doing
business. Harare is not an exception
▪ To have the desired outcome, Local Authorities visions must dove-tail with the
national 2030 visions
▪ Other interventions (effective enforcement, citizen behavioural change etc)
