Carl is a researcher from Utopia City. He wants to research about the good traits the
city has and the factors that contributed to the attainment of these traits. The results of the study
will be presented into international for a and will be subjected to benchmarking. Upon conducting
the study, he discovered that there are certain anomalies, issues, and concerns that are being
