BAC RESOLUTION NO. 2

SERIES 2021

“A RESOLUTION CREATING THE TECHNICAL WORKING GROUP (TWG),

INCLUDING THEIR FUNCTIONS AND RESPONSIBILITIES PURSUANT TO
REPUBLIC ACT NO. 9184 AND ITS 2016 REVISED IMPLEMENTING RULES AND
REGULATIONS SPECIFIC FOR THE KALAHI-CIDSS PAMANA IP-CDD
IMPLEMENTATION”

WHEREAS, The Bids and Awards Committee (BAC) and its Secretariat was created
and reconstituted pursuant to Executive Order No. 01 Series 2021 effective on 31st day of
March 2021 to act ourselves a functions and responsibilities pursuant to 2016 Revised
Implementing Rules and Regulations of the Republic Act No. 9184 in its procurement
activities at hand;

WHEREAS, Section 12.1(m) of the 2016 Revised Implementing Rules and

Regulations of the Republic Act No. 9184 explicitly provides the functions of the BAC to
perform such other related functions as may necessary, including the creation of a Technical
Working Group (TWG) from a pool of technical, financial and/or legal experts to assist the
BAC.

WHEREAS, The Observers including its responsibilities pursuant to Section 13 of

the 2016 Revised Implementing Rules and Regulations of the Republic Act No. 9184 shall be
invited by the BAC to enhance the transparency of the process, provided that in all instances,
observers shall be required to enter into a confidentiality agreement.

WHEREAS, Page 26 Item xvii and xviii of the Government Procurement Manual
(GPM) Volume 1, functions of the BAC, includes:

a) Furnish the Observers, upon the latter’s request and free of charge, with the
following documents, such as, (i) Minutes of the proceeding of BAC meetings, (ii)
Abstract of bids, (iii) Pos-qualification summary report, (iv) APP and related
PPMP, and (v) Copies of “opened” proposals.

b) Conduct due diligence review or verification of the qualification of the

observers by requiring the organization nominating the observers to submit
their Curriculum Vitae and proof of their technical expertise and
procurement proficiency.

WHEREFORE, RESOLVE AS IT IS HEREBY RESOLVED, in the

exigency of the service and in commitment to adhere the streamline and transparency
of the procurement process, the Bids and Awards Committee, hereby resolved to
create, confirm and approve the following:

(1) Members of the Technical Working Group are:

 HAWUDON ARSENIO S. TORRALBA – Tribal Leader

 ROSALIE P. DEQUITO – Barangay Health Worker
 JEANIE T. OMPO – PTA President
 MARGIE R. LIBERTINO – Pantawid Parent Leader
 MERLIE C. LEPITAN – Retired Professional


(2) Members of the Observers are:

 Representative from the Commission on Audit (COA)

 At least One (1) from a duly recognized Private Group in a Sector
 Other observer from a Non-Government Organization (NGO)

RESOLVED, FURTHER, to furnish copy of this Resolution to all concerned,

for their information and guidance.

On motion of BAC Member RICARDO B. BAHIAN, duly seconded, the

foregoing Resolution was UNANIMOUSLY APPROVED.

This Resolution shall take effect immediately.
