SIS Life Cycle – IEC 61511


The image shows t he main phases of t he SIS Life Cycle (Life Cycle of Safet y Inst rument ed
Syst em), as well as t he t echnical disciplines t hat lead each part .
Analysis Phase
In t his phase, a rigorous analysis of the hazards of the process is carried out , comparing t he
probability t hat a risk scenario will occur wit h it s consequences. The end user must define t he
maximum tolerable risk in t he Plant . Each risk scenario must be analyzed in det ail, and assigned
t he necessary prot ect ion layers (relief valves, cont rol syst em, et c.). When t he “non-SIS”
protection layers are not sufficient , t hen an SIS protection layer, called “Safet y Inst rument ed
Funct ion”, will be assigned, wit h t he SIS level required in each case.

The SRS is t he most import ant document of t his phase of SIS Life Cycle.

Process Hazard Analysis.

Definit ion and Assignment of Prot ect ion Layers.

Det erminat ion of t he SIL assigned t o each Safet y Inst rument ed Funct ion (SIF).

Safety Requirements Specification (SRS).

Funct ional Safet y Assessment (FSA-1).


Design & Implementation Phase
In t his phase we st art from t he Safet y Funct ions (SIF) defined in t he previous phase of SIS Life
Cycle. We must carry out t he design so t hat t he SIL level, required in t he SRS, is met . The most
import ant part is t he Validation of the SIS (usually coincides wit h t he SAT – Sit e Accept ance
Test s).

Technology Select ion.

Design of Safet y Inst rument ed Funct ions.

Verificat ion of compliance wit h t he required SIL.

Review of t he design of t he SIFs t hat do not comply, and updat e of t he SRS.

Procurement , Const ruct ion and Inst allat ion of product s and equipment .

SIS Test s: FAT, SAT.

SIS Validation.

Funct ional Safet y Assessment (FSA-2).

Operation & Maintenance Phase


It is t he longest phase of t he SIS Life Cycle. Preparing a good SIS Maintenance Plan is one of t he
main keys, as well as it s correct execution and t hat t here is a good safety culture in t he Plant ,
st art ing wit h t he Management .

Proof Test ing and Inspect ions.

Management of bypasses.

Management of Repairing and Spare Part s.

Regist rat ion of failures.

Monit oring of SRS compliance.


Management of SIS modificat ion.
