ODISHA PUBLIC SERVICE COMMISSION ADVERTISEMENT NO. 04 OF 2021-22 Recruitment to the posts of Veterinary Assistant Surgeon, Class - II (Group - B) of Odisha Veterinary Service under Fisheries & Animal Resources Development Department. WEBSITE - http://opse.gov.in On-line applications are invited from the prospective candidates through the proforma to be made available on the Website (nttp/:www.opse.gov.in). The link for registration/ re-registration & payment of examination fee shall be available from 18.06.2021 to 16.07.2021 (Note: 23.07.2021 is the last date for submission of Registered Online Application) for recruitment to 351 (Three hundred fifty one) posts of Veterinary Assistant Surgeon, Class - Il (Group - B) of Odisha Veterinary Service under Fisheries & ARD Department in the Scale of Pay of Rs.44,900/ in Level-10, Cell - 1 of the Pay Matrix provided under Rule -3 of the ORSP Rules, 2017 with usual Deamess and other Allowances as may be sanctioned by the Government of Odisha from time to time. TThe posts are temporary and likely to be permanent. 2. Candidates belonging to the categories of Persons with Disabilities, Ex-Servicemen and Sports Persons shall be adjusted against the categories to which they belong. AGE: ‘A candidate must have attained the age of 21 (twenty one) years and must not be above the age of 32 (thirty two) years on the 1* day of January 2021 i.e. he/she must have been bom not earlier than 2! January 1989 and not later than 1* January 2000. ‘The upper age limit prescribed above shall be relaxable by 5 (five) years for candidates belonging to the categories of Socially & Economically Backward Classes(SEBC), Scheduled Castes (S.C), Scheduled Tribes (S.T.), Women, Ex-Servicemen and by 10 (Ten) years for Persons with Disabilities whose permanent disability is forty percent (40%) and more, Persons with Disabilities belonging to SEBC/ SC/ ST categories are eligible for age relaxation benefit of 15 years. (a) Provided that upper age limit is relaxable up to 40 years in case of VAS/AVAS at present working under Fisheries & ARD Department, on contractual basis. (b) Provided further that such contractual VAS/AVAS shall be allowed one percent extra marks on the total marks of the examination for each completed year of continuous service subject to a maximum of fifteen percent, which shall be added to the marks secured by them for deciding the merit position as per the G. A. Department Notification No. 1147, dated 17.01.2014, SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED. Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board /Council will only be accepted by the Commission, 4, EDUCATIONAL QUALIFICATION: ‘A candidate must possess a Bachelor's Degree in Animal Husbandry & Veterinary Science or its equivalent from any recognized University in India or abroad and have registered himself / herself under the Odisha Veterinary Practitioners Act, 1970. 5, EXAMINATION FEE: A candidate is required to pay a non-refundable and non-adjustable fee of Rs. 500/- (Rupees five hundred) only. Candidates belonging to Scheduled Caste and Scheduled Tribe of Odisha and Persons with Disability (whose permanent disability is 40% and more) are exempted from payment of this fee. PTO. 3: The candidates are required to make Online payment of applicable Examination Fee(s) through OPSC portal using Debit Card/ Credit Card/ Net Banking facilities and other financial instruments enlisted in the Payment Page/ Gateway of the Odisha Government Treasury Portal. ‘The fee(s) paid shall not be refunded under any circumstances nor can the fee(s) be adjusted or held in reserve for any other examination or recruitment, 6. METHOD OF § LECTION: ‘The selection of candidates for recruitment to the posts of Veterinary Assistant Surgeon shall be made on the basis of Written Examination and Viva Voce Test. ‘The Plan of Written Examination is mentioned below. PLACE OF EXAMINATION: The written examination will be held at Cuttack/ Bhubaneswar. 8 OTHER ELIGIBILITY CONDITIONS: @ The candidate must be a citizen of India; (ii) The candidate shall be able to speak, read and write Odia fluently and must have passed at least an examination in Odia language equivalent to that of Middle English School Standard conducted by the Board of Secondary Education, Odisha or the Education Department of the Government of Odisha or any other Board or Council of Secondary Education approved by the Government of Odisha in support of passing of Odia Language (M. E. Schoo! Standard); Gii)_A candidate if married must not have more than one spouse living provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person or there ate other grounds for doing so, exempt any person from the operation of this rule. (iv) Ifa candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any cxamination/interview, he/she will not be eligible for such recruitment for that specified period/chance(s); (v) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para - 3 & 4 of the Advertisement. They must inform their respective Heads of Offices in_writing regarding submission of their applications for this recruitment and furnish Objection Certificate” during document verification. (oii) The contractual VAS/AVAS are required to furnish certificate showing the continuance of the engagement in service issued by the Director of Animal Husbandry & Veterinary Service, Odisha, (viii) A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Odisha Gazette in support of his/her change of name. (ix) Only those candidates, who fulfil the requisite qualification & within the preseribed age limit ete, by the closing date of filling up online application, will be considered eli 9. IMPORTANT POINTS: (i) Online applications submitted to OPSC if found to be incomplete in any respect are liable to rejection without entertaining any correspondence with the applicants on that score, (ii) Admission to written examination/ viva voce test will be provisional. If on verification at any stage before or after the examination it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection, Decision of the Commission in regard to eligibility or otherwise of candidate shall be final. (ii) This advertisement should not be consiued as binding on the Government to make appointment; (iv) Concessions meant for SEBC, S.C. & $.T. by Birth are admissible to the Socially & Economically Backward Classes, Scheduled Caste and Scheduled Tribe of Odisha only; (¥) Any misrepresentation or suppression of information by the candidate in the application form will result in cancellation of his/her candidature or penalty, as decided by the Commission shall be imposed on the candidate. 10. CERTIFICATES/DOCUMENTS TO BE ATTACHED: Candidates who will qualify in the written examination will be required to bring with them the hard copy of ontine application form along with copies of following certificates/documents and originals of the same for verification of their eligibility as per terms and conditions of the advertisement, the date of which shall be notified later on in due course, failing which his/her application shall be rejected for the said post, The candidates are required to mention on each eoPy of documents “Submitted by me” and put their full signature and date on the same, They must not attach the original certificates to their applications. (i) HLS. or equivalent certificate in support of declaration of age issued by the concemed Board/Couneil; (ii) Intermediate/ +2 Examination Certificate issued by the concemed Board/ Council; (iii) B. V. Se, Degree Certificate issued by the recognized University; (iv) Mark-lists in support of all the aforesaid examinations (ic., H.S.C. to B, V. Se.
