1. INTRODUCTION

1.1 Scope

1.1.1 The scope of this document is to describe the basis for the design, engineering
and supply of an inlet gas custody transfer metering station for the Gassi Touil
LNG Project at Arzew, Algeria.

1.1.2 This specification details the requirements for two LNG Trains.

1.2 Gas Supply Contract

1.1.3 Final engineering, design and operator facilities of the inlet gas custody transfer
metering system shall comply with the Gas Supply Contract.

1.1.4 The EPC contractor shall ensure that gas supply contractual requirements and
national authority laws and/or regulations relevant to the metering equipment
are implemented and included.

1.1.5 Compliance as above may modify or specify new/revised requirements, which


may include but shall not be limited to the following :-
a. The metering station’s maximum measurement uncertainty.
b. Changes to the design, equipment, locations, process data, etc., specified
in this document.
c. The extent of instrumentation and computer duplication, redundancy, self-
testing, automatic validation, etc., required.
d. The calculation formulas, algorithms, constants, limits, standards, etc.,
that shall be applied for converting gas quality measurement and analysis
parameter values into values used for fiscal calculation purposes.
e. The methods and mediums to be used for recording, archiving and
communicating electronically to others, gas flow and quality measurement
and analysis parameter values.
f. The frequency, methods and extent of manual periodic testing and
verification of individual items of metering equipment and instrumentation
necessary.
g. The identity of the parties responsible for the day to day operation,
periodic manual testing, etc., of the metering equipment and the facilities
required for this purpose.
h. The actions, metering station functionality and methods to recover
measurement deviations and interruptions, in the event of
equipment/instrumentation malfunction and/or failure.

i. The acceptability or otherwise of metering errors that may occur on


automatic on-line changeover to the standby metering run.

1.5 Definitions

Validation - The activities related to ascertaining whether the calibration of


an analyzer or measuring instrument is within the accuracy
limits set for the measurement. If a measurement is determined
to be outside those limits calibration is necessary.
Calibration - The activities related to actual changes made in calibration
settings of an instrument or analyzer.
Supplier - Shall mean any person, firm or company having a purchase
order with the EPC contractor for the performance of any item of
work.

2.3 Hazardous Area Protection

2.3.1 The classification of hazardous area is CL.I, Zone 2-IIB-T3 in accordance with
IEC 60079-10. Hazardous area instrumentation appropriate to the area
classification shall be installed in accordance with IEC 60079-0.

2.3.2 The selection of apparatus shall generally comply with the following types of
protection in order of preference:-.

2.4 Gas Specification

The operating and process data for the Natural Gas at the inlet to the metering
station is as follows:

2.4.1 Operating Pressures and Temperatures

The LNG Plant Feed gas shall be sourced from a pipeline branch, out of a
network. Feed gas inlet conditions are as follows:

The LNG Plant will be designed for the Base Case. Nevertheless the design will
be such as to allow the LNG Plant to still run adequately and produce right-
spec. products for the Lean and Rich cases (the requirement for LNG
Production capacity does not necessarily apply in such cases).

Expected contaminants contents are as follows:

H2O 50.0 ± 15 ppm (vol)


Mercury 50 (max 60) microgrammes/Nm3
Benzene 1.0 ppm (vol)
Toluene 1.0 ppm (vol).

The maximum allowable pressure drop (MAPD) across the skid is 1.38 bar
(approximately 20 psi) including all required filters.

2.5 Metering System Performance

The stream metering mass flow measurement shall have an uncertainty of less
than 0.7% at the maximum throughput, when calculated in accordance with
recognized fiscal metering standards.

3. METERING INSTALLATION

3.1 General

3.1.1 The metering skid, analyzer house and instrument cabinet shall be self
contained, preassembled, tested and supplied as packages. Painting and
finishing of the skid shall be complete. Site work necessary to install,
commission and make operational shall be minimal.

3.1.2 The metering system shall utilize Multi-path Ultrasonic Flow Meters in
accordance with the latest editions of the American Gas Association’s Report
No. 9, (A.G.A –9) and ISO/TR 12765. The transducers will be retractable type.

3.1.3 Monitoring and validation of the Multi-path Ultrasonic Flow-meter transducers


shall be possible continuously without taking the metering system out of
service. The flow meters supplied shall be of a design and installation to enable
this.

3.1.4 The system configuration shall be two continuously operating 50% (each)
metering runs to measure the feed for two LNG trains plus one 50% metering
run as a ready standby.

3.1.5 The detailed configuration, design and arrangement of redundancy of metering


system shall minimize the possibility of common mode failures that would
otherwise cause or require the gas supply to be reduced or stopped.

3.1.6 All process and utility lines mounted instruments such as pressure and
temperature transmitters / gauges, access lighting, junction boxes and
accessories will be Vendor supplied and installed on the skid.

3.1.7 Each instrument mounted on the skid shall have a dedicated connection to the
process line and isolation/depressurizing valves.

3.1.8 An analyzer house in accordance with KBR specifications and with all
equipment and accessories will be located outside the skid.

3.1.9 Analyzer controller, flow computers, PLC, supply units, power distribution
panels, terminal blocks, galvanic isolators, ground bars, components and
accessories will be supplied and installed in instrument cabinet(s) to be located
in a field instrument room (FIR). The instrument cabinet(s) shall be sized to
accommodate the equipment required for two active metering runs plus one
standby run.

3.1.10 In addition to communication bus connections, hardwired terminations for


Interconnection of critical safeguarding signals and alarms with the plant
systems shall be provided by the metering system supplier.

3.2 Metering Computers And Instrumentation

3.2.1 Each operating metering line shall be provided with a flow computer. A
common supervisory computer with an integral monitor and a printer will be
included.

3.2.2 Each stream and system shall utilize measurement sensors/instrumentation for
flow, temperature, pressure and differential pressure. The 24V DC supplies for
each stream’s instruments shall be derived from the instrument cabinet.

3.2.3 Measurement instruments and supervisory system shall be supplied from


common dedicated duplicate power supplies. In the even of failure of either, the
remaining healthy source shall maintain the system operational.

3.2.4 One common gas chromatograph for component concentrations and relative
density measurement and IR C2 analyzer to distinguish between lean and rich
gas. The sampling point for both analyzers shall be from the common outlet
manifold of the metering runs and a sample probe will be provided.

3.2.5 The gas chromatograph shall be calibrated or validated automatically, either


time to time per Manufacturer’s recommendations, erratic analysis values or by
manual demand from the instrument cabinet or DCS via serial link. The IR C2
analyzer shall be validated automatically on a programmable regular basis and
validated/calibrated manually demand from the analyzer’s electronic unit.

3.2.6 A common supervisory computer system shall be provided. Again, dedicated


duplicate power supplies shall be provided. This computer shall provide
metering data and system event logging facilities, and initiate control and
common diagnostic routines of the metering computers and provide the
communication facilities for sending data to other plant systems. This computer
shall also have an integral visual display and a printer for recording alarms,
diagnostic messages, etc.

3.2.7 Computer systems shall continuously and automatically run regular checking
and diagnostic routines to confirm correctness of the computer’s calculations,
functionality, etc., and the health of connected instrumentation e.g.,
unserviceable conditions shall be detected and alarmed.

3.2.8 Whenever possible selection of the “ready” standby system shall be


automatically initiated to maintain on-spec metering performance and avoid gas
supply shutdown. The opening and closing shall be timed and coordinated to
avoid either surging or starving sections of the process.

3.2.9 In the event that stream changeover is automatically called for, the supervisory
computer shall initiate sufficient opening of the stand-by stream MOV to confirm
flow measurement instrumentation serviceability prior to switching streams.

3.2.10 All instrumentation availability status changes, testing, checking, alarms and
diagnostics shall be recorded, printed out, and data transferred to the central
control system..

3.2.11 Data communications between metering computers and other remote systems
shall preferably utilize open network architecture IEEE 8802-3 Ethernet LAN
with TCP/IP protocol. OPC software, version 3.0 or greater shall be utilized.

3.2.12 The system shall communicate the following information via serial link with
remote systems: pressure drop across filters, various line pressures and
temperatures, meters in fault mode, mass flow totals, valve positions, meters
out of service for maintenance, and analytical data. The following signals will
also be monitored by the system: meter selection, and flow paths through lines.

3.2.13 The serial communication will employ a hardwired signal from remote systems
to the metering system, with contact for a minimum duration of 1 second, for
clock synchronization. Clock shall be GPS synchronized.

3.2.14 In addition to serial communication with DCS and hardwired 4-20 mA analog
signals the system will be connected with the F&GS through hardwired digital
signals to monitor:

• Common fault for smoke and internal combustible gas detectors


• General alarm of smoke detected (2003), internal combustible gas
detectors (2003) at 20% LEL and/or MAC (Manual alarm call point)
activated.
• External combustible gas detectors (2003) at 60% LEL.
• Any external combustible gas detectors at 20 % LEL.
• Any external combustible gas detectors (2003) at 20% LEL.

For the requirements of fire and gas shutdown and alarm see the project
specifications for Fire and Gas Monitoring and Alarm.

3.2.15 All instrumentation, sensors and process impulse and sample tubing hook-ups
shall be installed such that all operation and maintenance tasks can be carried
out with the minimum disruption to process operations. Each instrument/sensor
shall have a dedicated line connection and isolating/depressurizing valves.

3.2.16 All transmitters shall include Hart protocol for diagnostics and maintenance
management purposes. The scope of supply shall include multiplex units,
enclosed in the instrument cabinet, to integrate the transmitters in a
“Proprietary” instrument maintenance management system.

3.2.17 Field instrumentation shall be based on discrete signal communications,


4-20 mA at 24V DC nominal for analog measurements and on/off 24V DC for
discreet information.

3.2.18 Field instruments shall be protected with sun shade and specified with an
ingress protection where required.

3.2.19 Analyzer sampling system shall be complete with actuated valves, connected
to test samples, nitrogen purges, etc., so that totally automated validation and
calibration can be initiated once each 24 hours or upon erratic analysis values
for the chromatograph or by operator command.. Validations are automatically
performed on a programmable basis for all IR analyzers.

3.2.20 Each measurement instrument shall be individually wired either directly to,
junction boxes or to the instrument cabinet located inside the FIR.

3.2.21 Direct connected indicating pressure gauges shall be furnished with stainless
steel tubes and socket. They shall be of solid front construction with blow-out
back cases (safety pattern gauges).

3.3 Analyzer House

3.3.1 The analyzer house will be as outlined in the project specifications and
standards and will be sized as required for the equipment furnished.

3.3.2 The analyzer house shall be installed outside the skid. The distance between
the skid and the house will not exceed than 10 m.

3.3.3 The analyzer house electrical classification indoors is maintained as per IEC
Cl.I, Zone 2/IIB-T3 via pressurizing and venting system.

3.3.4 The analyzer house equipment will include 3 IR combustible gas detectors, 3
“High Performance Optical (HPO)” type smoke detectors and 1 manual alarm
call point. For the fire and gas shutdown and alarm requirements see the Safety
System specification.

3.3.5 Air intake, at 2 m above hazardous area limit or 6.5 m above house ceiling,
shall be provided with a rain hood and wire mesh bird screen. The air inlet shall
be equipped with a damper and a connection for a portable flow meter. The
damper shall have provisions to insure that it is not closed during process
operations.

3.3.6 The analyzer house shall have an outward opening door at each end to permit
escape in an emergency as defined by the project specifications..

3.3.7 The following equipment shall be installed inside the analyzer house:

• Analyzers.
• Smoke and Gas detectors.
• 220 V electrical power supply distribution board from UPS.
• General lighting.
• Power outlet points for maintenance and calibration equipment.
• Gas alarm beacon
• Hand-switches and push-buttons
• Accessories and auxiliary elements and components
• Work-bench
• Remote indicators

3.3.8 The following equipment shall be installed on the outside of the metering
house:
• Sampling conditioning system
• HVAC (2 fans)
• 380/220 V distribution board and junction boxes
• Damper and flow meter connection
• Beacon and bell
• Access lighting
• Calibration and carrier bottles
• Headers and vents

3.3.9 Sample, vent and any other releases of flammable or toxic materials inside the
house shall not be permitted. All vents and drains shall be permanently
connected to suitable disposal outside the house.

3.3.10 Appropriate calibration and test equipment and an initial supply of all necessary
gasses, complete with quality certification, shall be included in the scope of
supply.

3.3.11 Flammable gas discharges inside the house, caused by large leaks through
impulse or sample line rupture, shall be prevented by installation of automatic
excess flow shut-off valves.

3.3.12 All electronic instruments and electrical equipment shall comply with all
electrical codes for the individual area classifications.

3.3.13 The house ventilation system shall also include air conditioning equipment to
provide a near constant temperature and humidity during normal operations
and in adverse ambient conditions. Air conditioning is provided to maintain the
accuracy and life of the instrumentation and provide an environment adequate
for instruments and maintenance/inspection working personnel.

3.3.14 Air conditioning equipment shall not be redundant and shall operate
independently of the forced ventilation system, i.e. Loss or failure of air
conditioning equipment shall be alarmed only, and not interrupt either the
forced air ventilation system or the metering systems.

3.4 Instrument Cabinet

3.4.1 The instrument cabinet shall enclose the following equipment:

a. Analyzer controller
b. Flow computers
c. Supervisory computer
d. Power supplies
e. PLC
f. Auxiliary electronics units and components
g. Terminal blocks and accessories

3.4.2 The instrument cabinet and printer will be located in a field instrument room
classified as a non-hazardous area.

3.4.3 The system, as a complement, shall include a “proprietary” type PLC and a
laptop computer.

3.4.4 All instrument loops shall be fitted with surge protection devices located at the
cabinet terminals to protect the control system from effects of nearby lighting
strikes.

3.5 Meter Runs And Piping Requirements.

3.5.1 The piping design and installation of each meter run shall comply fully with the
system data sheets and for Multi-path Ultrasonic Flow Meters either AGA
Report No. 9, or the Manufacturer’s’0s recommendations

3.5.2 Sufficient straight lengths of pipe shall be provided to allow the installation of
the instrumentation and to ensure optimum flow conditions for the accurate
operation of the flow metering system Account shall also be taken of piping
aspects upstream and downstream of the skid (bends, compressor pulsations,
CV noise, etc).

3.5.3 Full bore tight shut valves shall be installed both upstream and downstream of
each metering run.

3.5.4 Two auxiliary limit switches will be provided with each motor operated valve to
indicate valve position. The actuators will be provided with facilities for external
control (H-O-A and stop/open/close). The metering run isolation valves shall be
double seating with integral intermediate bleed for testing; both seats shall be
bubble tight.

3.5.5 The metering runs shall be connected to common inlet and outlet manifolds.
Manifold design shall provide symmetrical and balanced flow to each run.

3.5.6 “T” type in-line filters of 50 microns shall be supplied and installed in each
meter run with differential pressure transmitter to monitor the pressure drop
across the filters. Metering skid inlet and outlet connections to the pipelines
shall be flanged.

3.5.7 Each metering line will include N2 purging facilities for maintenance. The
system will include valves, pipes and all accessories required for connection to
the N2 supply.

4. INSPECTION AND TESTING.

4.1 GENERAL

4.1.1 Inspection of work in progress by the Purchaser, Client and Fiscal Authorities at
the supplier’s and sub-suppliers establishments shall be conducted..

4.1.2 All instrumentation and analyzers purchased from sub suppliers shall be
subject to the supplier’s strict factory acceptance inspection and testing prior to
delivery to the supplier’s premises. The purchaser, Client, and Fiscal
Authorities. shall have the option to witness the tests.

4.1.3 Complete inspection and Factory Acceptance Testing (FAT) of the metering
system by the Purchaser, Client and Fiscal Authorities shall be carried out after
all work has been completed and satisfactory and final factory burn-in and
testing by supplier’s and sub supplier’s has taken place.

NOTE: The suppliers shall supply all equipment, software and consumables;
prepare test procedures and provide all personnel required to
execute the tests. Test equipment used shall, where applicable, have
current certification to national standards. Any defects found during
the FAT shall be recorded and rectified prior to purchaser approving
shipment to site.

4.1.4 Inspection and testing during Site Acceptance Testing (SAT) of the installed
metering system at the site by the Purchaser, Client and Fiscal Authorities shall
be carried out by the suppliers (and sub-suppliers) and shall be accepted by the
Purchaser prior to commissioning.

4.1.5 FAT and SAT scope, details and test documentation proposed shall be
specified in a procedure prepared by the suppliers and agreed/approved by the
Purchaser and Owner prior to the commencement of the tests.

4.1.6 The scope of work in progress, FAT and SAT inspections and testing shall
include but will not be limited to the following :

• Final documentation and certification.


• Purchasing specifications and final documentation compliance
• Visual inspection.
• Safety checks.
• Calibration verification.
• Functional and operability tests
• Integration testing.

4.2 Calibration And Functional Tests.

4.2.1 Calibration and functional tests performed shall satisfy the requirements of the
purchase order specifications and the Fiscal Authority requirements.

4.2.2 The scope of supply includes the certification by a calibration institute. The
complete metering lines will be calibrated with natural gas at 60 barg, this
calibration will be performed at 6 points of the range and the results will be
certified.

4.2.3 The suppliers shall have completed factory and final inspection and performed
a system calibration prior to purchaser’s inspections. The testing by the
inspector should be performed on a system that has been warmed up and
stabilized for at least 24 hours. In the case of chromatographs and other cyclic
discontinuous analyzers producing trend records, these should be set up to
produce the required records.

4.3 Integration Tests

4.3.1 Integration testing requires all supplied computing and similar equipment to be
interconnected together and also interconnected to equipment supplied by the
purchaser, to duplicate/simulate the site installation set-up. Communication
links throughout the system shall be tested under simulated and realistic
operating and loading conditions.

4.3.2 The need, schedule, location, scope and procedure will be determined during
the project EPC phase and separate inquiries will be issued.
