Dear Board Members,

I strongly recommend Nicholas C. Reithmaier to commission in the United States Air Force’s (USAF) Medical Service
Corps (MSC) as a healthcare administrator. I am the managing director for Deloitte’s Government & Public Services
Modeling and Valuation service line. My team consists of subject matter experts that build financial models and perform
analysis for government agencies. Nicholas has been on my team since he joined Deloitte in July 2012. I’ve
recommended him to join several projects over the years where he’s made a substantial positive impact.

We hired Nicholas to fill a critical gap supporting the Federal Bureau of Investigation (FBI) in 2012. He used statistical
techniques to model demand for FBI’s services, so that the FBI could plan personnel and information technology (IT)
resource requirements. He then transferred to Office of the Secretary of Defense (OSD) in 2014 supporting the Secretary
of Defense (SecDef) mandated review of the Fourth Estate. His data analytic skills resulted in recommendations and
insights on how to increase efficiency in the Department of Defense’s (DoD’s) civilian agencies. The analysis he
performed and products he built were regularly briefed directly to political appointees, including the Deputy Secretary of
Defense and the Undersecretaries for Defense. In 2016, he supported the Department of State’s (DoS’s) Overseas
Building Operations to develop a framework that would prioritize their overseas construction projects. The framework
allowed DoS to balance multiple competing factors when determining what to fund next.

When Nicholas returned from military deployment in 2018, he was requested by name to lead a cost modeling effort for
the DoD Chief Information Officer (CIO). Nicholas and the project team modeled how much it would cost for DoD to
move to a consolidated computer network and valued how much DoD would save thru the consolidation. As the senior
consultant, he oversaw the development of the cost model and integration of IT data into the cost model. His work was
again briefed to senior executives, general/flag officers, and political appointees including the Deputy SecDef. When
Nicholas returned from a second military deployment in 2019, he supported Navy’s Financial Improvement Program by
developing processes to fully account for Navy’s real property. His efforts improved Navy’s audit readiness by
modernizing the processes to meet federal accounting standards. In 2020, he began supporting the Center for Medicare
and Medicaid Services (CMS’s) Innovation Lab assessing the effectiveness of experimental healthcare delivery models
that improve quality and reduce cost.

The results of his efforts show. Nicholas has earned 10 applause awards—spot bonuses between $100 and $500 for
exceeding expectations—during his time at Deloitte for making a positive impact. The skills he’s mastered, his
professional attitude, his passion towards the work he does, and his dedication to client success make him a quality
candidate for the USAF MSC.
