PNP implementing ‘Oplan Lambat-Sibat’ nationwide

The Managing Police Operations also known as Lambat-Sibat Manual was formally
launched today during the Monday Flag raising ceremony at the Philippine National
Police National Headquarters. The said manual is now ready for nationwide
implementation.

“Anti-crime strategy is not necessary to accomplish our mission, instead, we can simply
go back to the basics of policing which involve patrolling, being more visible on the
ground and making our presence felt in the community,” Chief PNP Police Director
Ricardo C. Marquez said during the event.

“That is why I am very proud to launch the Managing police Operations Manual, also
known as Lambat-Sibat, as the bible of the PNP in crime fighting operations,” he said.

Marquez said the manual includes protocols and guidelines on the nationwide
cascading of Lambat-Sibat for a deliberate, programmatic and sustained approach in
dealing with criminality.

Marquez distributed the manual with a memorandum circular during Monday’s flag-
raising ceremony at the PNP National Headquarters in Camp Crame. He warned that
any PNP personnel failing to follow or comply with the manual can expect punishment.

It is a reinvigorated crime prevention effort using “deliberate, programmatic and


sustained” police operations such as Checkpoint, Oplan Bakal-Sita, Mobile Patrol, Beat
Patrol and Oplan Bulabog supported by scientific crime reporting from the Police
Community Precincts (PCPs), to the stations, to the districts up to the National Capital
Region Police Office (NCRPO) and solving them based on statistics.
