1 The Site

1.1 Site of the Two-Lane Project shall include the land, buildings, structures and road
works as described in Annex-I of this Schedule-A.

1.2 An inventory of the Site including the land, structures, road works, trees and any
other immovable property on, or attached to, the Site shall be prepared jointly by
the Authority Representative and the Concessionaire, and such inventory shall form
part of the memorandum referred to in Clause 10.3.1 of the Agreement.

DEVELOPMENT OF PROJECT HIGHWAY
(See Clause 2.1)
1 Development of the Project

Development of the Project shall include construction of the Project as described in


this Schedule-B and in Schedule-C.

2 Two-Laning and Two-Laning with Paved Shoulder

2.1 Two Laning with Paved Shoulder shall include the project highway as described in Annex-I of
this Schedule-B and Annex-I of Schedule-C.
2.2 Two-Laning with Paved Shoulder shall be completed by Concessionaire in conformity with
the Specifications and Standards set forth in Annex-I of Schedule-D
2.3 Two lane with paved shoulder means two lane with 1.5mtr wide paved shoulder on both
sides of two lane road and earthen shoulders 1.0 mtr on each side with site specific
condition. The width of earthen shoulders may get reduced where land is available with the
authority.

Annex - I
(Schedule B)
Description of Project Highway
1. Width of Carriageway
1.1 Widening of Existing Highway
The Project Highway shall follow the existing alignment unless otherwise specified by the
Authority and shown in the alignment plans and profile specified in Appendix B-II of
Annexure-I of Schedule-B. Geometric deficiencies, if any, in the existing horizontal and
vertical profiles shall be corrected as per the prescribed standards to the extent land widths
are available.
1.2 Width of Carriageway
Two-Laning with Paved Shoulder/Two-Lane shall be undertaken. The paved carriageway for Two-
Laning with Paved Shoulder and Two-Lane shall be 10.0mtr and 7.0 mtr wide as mentioned in
Schedule-B.
Except as otherwise provided in this agreement, [but subject to the provisions of Annex – I of
this Schedule – B] the width of the paved carriageway shall conform to Clause 1.2 above.
2 Project Facilities
Project Facilities shall be constructed in conformity with Annex – I of Schedule – C.
3 Specifications and Standards
The Project Highway shall be constructed in conformity with the Specifications and Standards
specified in Annex – I of Schedule – D.
4. Other Features of Project Highway
General
The Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of IRC: SP: 73-2015 with certain deviations as per the Schedule-D. The design
speed shall be as per the existing land availability. No Land shall be acquired at along the
project Highway.
4.1 Cross-section
The Project Highway shall be constructed and widened to the configuration for the
entire project length as specified in Schedule – B. The schedule of typical cross-
sections and TCS of highway are as indicated in Appendix B-I. (The TCS are indicative
and shall be read in conjunction with plan & profile).
Cross section should follow IRC SP73:2015

4.2 Alignment Plan and Longitudinal Section

An alignment plan and vertical profile of project highway is given at Appendix BII in
soft copy. The minimum FRL given in enclosed drawing shall have to be achieved by
concessionaire.

4.3. Bypass and Realignment

There are no bypasses and re-alignments in the project highway. The details of
realignment to be provided are given at Appendix B-III.

4.4. Service Road/ Slip Road

Service/Slip Roads shall be provided in length indicated in Appendix B IV.

4.7. Proposed Right of Way (ROW)

The details of the proposed ROW are given in Appendix B VI.

4.8. At Grade Intersection


At grade intersection shall be provided as per locations specified in Appendix BVII for
major and minor intersections.
Note: The concessionaire shall take up the ‘Detailed Engineering Study’ to ascertain further
details of all intersections and treatment of the intersections shall be designed in
accordance with the latest guidelines mentioned out in section-3 of Manual IRC SP
73:2015.
4.9. Type of Pavement
4.9.1 Pavement design shall be carried out in accordance with section 5 of the
Manual IRC SP 73:2015.

4.9.2 Type of pavement


Reconstruction/ Strengthening of existing carriageway shall be provided with Flexible
and Rigid Pavement throughout the stretch as per the TCS. Rigid Pavement shall be
provided at Built-up locations. For length of flexible and rigid pavement sections,
Table given below shall be referred.

4.9.3 Design Requirements

4.9.4 Design Period and strategy

New Flexible pavement shall be designed for a minimum design period of 15 years. Rigid
pavement shall be designed for a minimum design period of 30 years. Stage construction
shall not be permitted.
5.5 Design Thickness
Not with standing anything to the contrary contained in this Agreement or the Manual IRC SP
73:2015 the Concessionaire shall design the Flexible pavement for a design traffic of 20
million standard axles or as per the actual traffic whichever is higher for Section-I and 10
million standard axles or as per the actual traffic whichever is higher for Section-II, III, IV & V
of Ring Road. Minimum pavement composition to be adopted for new pavement for Flexible
and Rigid pavement shall be as below: -

3) Contractor shall provide 65 mm Wearing coat which comprises 40 mm BC & 25 mm Mastic
Asphalt on Minor Bridge and box culverts.
4) Profile corrective course shall be provided in the form of DBM or WMM as the case may be.
This shall not constitute the change of scope of work.
4.10. Grade Separated Intersections
The grade-separated intersections shall be as provided as given at Appendix-B VIII.
4.11. Utility Structure
The details of the Utility Structure are given in Appendix BIX
4.12. Underpasses
Vehicular underpass and Light Vehicular Underpass shall be provided at location
given at Appendix-BX and Pedestrian /cattle underpass shall be provided at location
given at Appendix-BXI.
4.13. Major bridges
Major bridges as listed in Appendix BXII shall be provided, widened, reconstructed or
extended
4.14. Minor bridges
Minor bridges as listed in Appendix BXIII shall be provided, widened, reconstructed
or extended.
4.15. Culverts
Culverts shall be provided, widened, reconstructed or extended as listed in
Appendix-BXIV
4.16. ROB/RUB
Details of ROB/RUBs to be provided are given at Appendix BXV following points shall
be taken care of:
I) The proposed span arrangements of the ROBs are tentative and subject to change
as per availability of railway boundaries/ requirement of the railways.
II) ROB shall be designed, constructed and maintained as per the requirements of
Railway authorities. The construction plans shall be prepared in consultation with
the concerned railway authority.
III) The ROBs shall be constructed and maintained by the concessionaire under su-
pervision of the Railways.
IV) All expenditure related to construction, maintenance and supervision of ROB
shall be borne by the Concessionaire
4.17. Slope protection
The side slope shall be protected by using suitable slope protection measures
wherever required along project highway. The side slopes shall be protected by using
suitable slope protection measures; drainage Chutes using NP-2 300 mm dia RCC
semicircular pipes; energy dissipation basin at toe of chutes; wherever required along the all
sections of Project Highway confirming to IRC guidelines and standard specifications as per
Schedule-D.

4.18 Utilities
Various utilities like electric and telephone poles, OFC lines, water pipe lines/sewage
pipes and Hand pumps are located close to the Project Highway. With the proposal of
widening of the existing road from Single-lane to 2-lane with paved shoulders, it will
be necessary to shift the utilities falling in the widening alignment, in consultation
with IE/Authority.
4.19 Type and Width of Median
The minimum width of median, subject to availability of Right of way, for various
locations shall be as in Appendix BXVI according to clause 2.5.1 of IRC:SP:73-2015.
4.20 Location of Footpath and drains
Drain cum footpath shall be provided in urban stretches as Appendix – BXVII. The
dimensions of the footpath and drain shall be approved by Independent
engineer/Authority.
4.21 Provision for extra widening at sharp curves
Extra widening to the carriageway shall be provided at sharp curve locations. The
details of extra widening locations are as given in Appendix BXVIII.
4.22 Hazardous Locations
The safety barriers shall also be provided at the following hazardous locations:

4.25 Utilization of Fly ash


Fly ash utilization is mandated by notifications under Environment Protection Act, 1986.
Ministry of Environment & Forest, Govt. of India have brought out Fly Ash Notifications S.O.
763(E) dated 14 Sept 1999, its amendment notification on S.O 979(E) dated 27 Aug 2003 and
notification S.O 2804(E) dated 3 Nov 2009.Clause 5 of the said Notification stipulates use of
fly ash in road making which reads as under:
“No agency, person or organization shall within a radius of hundred kilometers of a thermal
power plant undertake construction or approve design for construction of roads of flyover
embankments with top soil, the guidelines or specifications issued by the Indian Road
Congress (IRC) as contained in IRC specification No.SP:58 of 2001 as amended from time to
time regarding use of fly ash shall be followed and any deviation from this direction can only
be agreed to on technical reasons if the same is approved by Chief Engineer (Design) or
Engineer in Chief of the concerned agency or organization or on production of a certificate of
“fly ash not available” from the thermal power plant(s) (TPPs) located within hundred
kilometers of the site of construction and this certificate shall be provided by the TPP within
two working days from the date of receipt of a request for fly ash, if fly ash is not available

Details of extra widening in sharp curves

Extra widening at sharp curves has to be provided as per Clause No-2.7.2 of two lane manual
IRC SP 73 2015. This shall be limited to existing land width available. If extra land is required,
it should not be done instead speed restrictions shall be provided. The details of Sharpe
covers are given in plan & Profile.

Annexure - I
(Schedule-C)
Project Facilities for Two-Laning with Paved Shoulder

1 Project Facilities
The Concessionaire shall construct the Project Facilities described in this Annexure-I to form
part of the two-Lane with Paved Shoulder Project Highway. The Project Facilities shall
include:

(a) Roadside furniture;


(b) Pedestrian facilities;
(c) Landscaping and tree plantation
(d) Truck lay-byes;
(e) Bus Bay & Bus shelters;
(f) Utilities Ducts
2 Description of Project Facilities
(a) Roadside Furniture
The roadside furniture shall be provided as per the IRC: SP 73-2015, Two Lane Manual guide-
lines, Schedule -B, Schedule -C, and in consultation with the Independent Engineer which in-
clude, but not limited to, the provision of
(i) Traffic Signs
Traffic signs shall include road side signs, overhead signs, curve mounted signs etc. along the
project highway. Aluminium Composite Material (ACM) sheets shall be used for sign boards.
The locations for these provisions shall be finalised in consultation with Independent
Engineer/PWD and as per latest IRC Standard (IRC-67).
 Full width Overhead signs: 10 Nos.
 Cantilever overhead sign: 20 Nos.
 All Traffic Signs for Road Users would be provided as per Manual.
However, the Concessionaire shall provide minimum numbers of
Cautionary, Mandatory, Warning and Informatory Traffic Sign Boards as
mentioned below:

 The concessionaire shall provide minimum 50 Object Hazards Marker


Above numbers of traffic signs are indicative and minimum specified. The actual
numbers of traffic signs shall be determined by the Concessionaire in accordance
with the Manual requirements with approval from the Independent Engineer. Any
increase in the numbers specified in this Clause of Schedule C shall not constitute a
Change of Scope.
(ii) Pavement Marking
Pavement markings shall cover road marking provided for the entire Project High-
way as per Clause 9.3 Manual of Specifications and Standards for Two Laning of
Highways with Paved shoulder (IRC: SP: 73-2015).
(iii) Concrete Crash Barrier, Metal beam crash barrier, Separators (MS Railing)
Provide Concrete Crash Barrier, Metal beam crash barrier, Separators (MS Railing)
along the all sections of project highway at the locations as suggested in
corresponding Manual IRC SP 73:2015 and minimum 10777 mtr is to be provided.
(iv) Reflective Pavement Markers (RRPM)
Reflective Pavement Markers (RRPM) for the entire Project Highway at the locations
as per Clause 9.5 Manual of Specifications and Standards for Two Laning of
Highways with Paved shoulder (IRC: SP: 73-2015).
The minimum 8136 Reflective Pavement Markers (RRPM) i.e. road studs and
minimum 208 delineators shall be provided to improve the visibility in night-time
and wet-weather conditions. These shall be prismatic retro-reflective type,
conforming to ASTM D4280.
White colour road studs shall be used at locations where lane markings are in white
colour. Amber colour shall be used where lane markings is in amber colour. Red
colour may be used to indicate no entry/edge markings.
(v) Boundary fencing
NIL
(vi) Traffic Safety Devices, as required
For the entire Project Highway as suggested in relevant IRC Manual recommended in
Schedule-D.
(vii) Boundary Stones
Boundary Stones Boundary Stones shall be placed throughout the project road as
per IRC-SP-73 – 2015, Clause 12.2 and latest guideline of IRC 25.
(viii) Hectometre / Kilometre Stones
The 5th Kilometre Stones, Kilometre Stones and 200 stones shall be provided as per
IRC-SP-73 – 2015, Clause 12.3 and latest guideline of IRC 8 and IRC 26.
(ix) Route Marker and Delineators

These shall be provided in the entire Project Highway near pedestrian crossings,
public gathering places (Educational Institutions, Hospitals, Worshipping Places,
etc.),cross roads, & median openings. The locations for these provisions shall be
finalised in consultation with IE.
(xi) Rumble strips
Rumble strips of Thermoplastic paint shall be provided at all cross-road junction as
per IRC: 99-1988.
(b) Pedestrian Facilities
The pedestrian facilities shall be as per the Schedule -B and Schedule-C and include the
provision of
 Pedestrian guardrail: Provide pedestrian guardrail at each bus bay locations, byes,
near School/Hospital and at major junctions.
 Pedestrian walkway: Provide pedestrian walkway as in all urban areas along foot-
path.
 Pedestrian Crossings: Provide pedestrian crossing facilities at Junctions.
(c) Tree Plantation
The Concessionaire shall plant trees and shrubs of required number and type at the
appropriate locations as decided by Authority/IE within the Right of Way and in the land
earmarked by the Authority/IE for afforestation keeping in view the IRC Guidelines on
Landscaping and Tree Plantation.
Tree Plantation to the extent of number and species as decided by Environmental / Forest
authorities for the entire Project Highway. The Contractor shall provide minimum 7950 trees
along the entire Project Highway as per the Manual of Specification & Standards
(d) Truck Lay-Byes
Truck lay byes shall be provided at the following locations for a capacity of 5 bays, in
accordance with the Manuals of Specifications and Standards as referred in Schedule-D.

1000.00m c/c for rural & @ 100.00m c/c for urban length of project road across road with
proper inlet and chamber for crossing service lines such as irrigation pipe lines and cables.
Note: In case of any discrepancy in number or location of any of the project
facilities mentioned in this Annexure - I, the Independent Engineer shall finalize the
number/ location of these facilities as per site requirements.
