0. Introduction

Chalair Aviation reliability program it’s the document that defines a set of actions of condition monitoring to its
aircrafts and of its components, which permits to measure the effectiveness of the tasks application of the Aircraft
Maintenance Program. The present exposition is divided in the following chapters:

✓ Chapter 1: Applicability and general considerations

Chapter 1 presents the terms and conditions for the applicability of the present exposition, namely the aircrafts to
which it applies. Some concepts related with reliability are also stated as well as the roll of the engineering office
during the process.

✓ Chapter 2: Reliability Program – Development and Functioning

On Chapter 2 are explained the modes for recovery and treatment of the operational data related with the reliability
program. In further detail, is introduced the necessary formulae to the study of the reliability of systems and
components and analysis methodology. The mode of presenting the recovery data and how this interferes with the
AMP effectiveness is also explained.

✓ Chapter 3: Conclusions and Corrective Measures

On Chapter 3 is explained how corrective actions are made in consequence of reliability program results and the
monitoring after its application. In this chapter is also explained the content and how the reliability meeting are made.

✓ Chapter 4: Engine Condition Trending Monitoring program

On Chapter 4 is shown the program that LFAS contracted to perform the Condition Trending Monitoring of its engines.
The procedure to recover the data is explained, as well as the way LFAS access the data after these being treated.

✓ Annex and forms

Finally, Chalair Reliability Program has two annexes where are stated all the monitored components and the forms
that support the data recovery.

1. Applicability and General Considerations

1.1. Applicability

In accordance with the established on the Regulation EC 1321/2014 M.A. 302 Appendix I on Part M, Subpart G scope,
a reliability program has to be developed under specific cases.

From the cases where a Reliability Program applies, Chalair meets the following:

✓ The AMP is based upon MSG-3 logic;


✓ The AMP includes condition monitored components;
✓ The AMP does not contain overhaul time periods for all significant components;
✓ It is specified by the Manufacturer’s maintenance planning document or MRB.

The present Reliability Program applies to the aircraft-types indicated that operates on LFAS:

1.2. Applicability to Small Fleets

Related to the fact of Chalair operates a small fleet, i.e. less than 6 aircraft of the same type, the amount of data is too
low, therefore it is statistically irrelevant preventing the definition of acceptable alert levels. To benefit from and
efficient reliability coverage Chalair joined an information and analysis pool data (pooling) in a way to obtain significant
results of evaluation of the fleet operation.

Fulfilling the present legislation but, above all, to guarantee the quality of the pooling program, the information change
system and data analysis is managed by the aircraft type certificate Holder. In this way, Chalair joined the free program,
AWARE (ATR Website Aircraft Report and Exchange) from ATR, accessible through the web site www.atractive.com .

1.3. Engineering Support and Accountability

Engineering Judgement is itself inherent to the reliability program essentially in the treatment and interpretation of
its data. Therefore, In order to make the most of the Reliability Program in the evaluation of the effectiveness of the
AMP, Chalair has a contract signed with Lease Fly Aviation Services (LFAS) that has qualified personnel in sufficient
number, with engineering experience and understanding of the reliability concept. These qualifications are ensured
by the evaluation made by the quality department of LFAS.

The engineering department of LFAS is responsible to perform all the tasks within the reliability, namely:

✓ Developing of a Reliability Program;


✓ Collection and analysis of the reliability data;
✓ Elaboration of reliability reports;
✓ Proposing corrective actions to Chalair.

1.4. Contracted Company

At the present, LFAS is responsible to supply data do the AWARE program that is the only partnership related with the
Reliability Program. It is also LFAS responsibility to select the reports and additional studies to evaluate the reliability
levels shown by the systems and components.

2. Reliability Program

2.1. Objectives

The creation of a reliability program by LFAS has the following objectives:

✓ Recognise the need for corrective actions;


✓ To establish what corrective actions are needed;
✓ To determine the effectiveness of corrective actions;
✓ Component defect monitoring;
✓ Effectiveness of the AMP tasks and it’s periodicity.

The fulfilment of the proposed objectives influences the way that the effectiveness analysis of the AMP is made. The
effectiveness analysis of the AMP, due to the small statistic relevance of the program results is made more casuistically
in regular meetings between the involved departments, including the Accountable Manager (or someone representing
him), based in the specific results to the systems/components/ inspection tasks that show the necessity of a
maintenance methodology correction.

2.2. Controlled Items

On the AWARE program, the LRU components are controlled. A list of these components can be found on annex I of
this exposition. This list contains optional equipment that may or may not be applied to Chalair aircraft, depending on
the modification being embodied or not.

2.3. Information Sources and Data Collection

The AWARE program permits Chalair to obtain a great diversity of statistic results of the ATR world fleet, by
type/model, relating the reliability parameters necessary to perform the effectiveness analysis of the AMP by the
engineering department of LFAS.

The AWARE program also analyses the specific data send by LFAS, allowing comparisons between the world fleet data,
in a way to permit the visualization in tables or graphic of eventual problems on the reliability of the Chalair fleet.

2.3.1. Data Collection

Every month, LFAS by its engineering department, sends to the AWARE Program, through appropriated formularies
supplied by the manufacturer, the data related with its operations and components replacement. These formularies
are shown in Annex II of this manual.

On form LFAS-Rel-001 are introduced the flight hours and cycles of the respective month as well as the total values for
aircraft hours and cycles. The aircraft is identified on appropriated fields of the same form.

On form LFAS-Rel-002 the data relative to flight delays or cancellations are introduced. The reason for the delay or
cancellation is stated according to the IATA codes supplied by the crew. This reason can be technical or non technical

and is taken into account for the Dispatch Reliability calculation. Other data related with the flight is supplied through
this form.

Form LFAS-Rel-003 supports the component reliability calculation for Chalair fleet. In it are introduced the removed
components during the present month with the exact PN and SN. In this form are indicated the time and cycles of the
component utilization when it was removed as well as is stated if the removal is scheduled or non-scheduled, its ATA
chapter and position on the aircraft.

The data introduced on the forms described earlier are collected by the airworthiness office from LFAS through
information written on the AFL and Work Orders of Chalair, supplied by the crews and technical staff, and then send
to the AWARE Program.

2.3.2. AWARE - Formulae and available data

Through the AWARE system, Chalair can access to different statistical results of reliability of the world fleet or of its
own fleet. The presented data leads to conclusion from the airworthiness department of Chalair and LFAS and are
therefore used on the analysis of effectiveness of the AMP.

The AWARE program supplies many categorical data as they relates to the operation in general, dispatch reliability or
components reliability. This data can be visualized by monthly values, during each selected period and can be always
compared with the world fleet.

In the Operations sector, Chalair can access to all the information relative to Flight Hours, cycles, sector length, and
daily utilization. The formulae used to the calculation of the parameters are stated below:

Respecting the components, the AWARE program, supplies statistical data of several reliability parameters to the
Chalair fleet that can be compared com the world fleet data values and the number of scheduled and nonscheduled
removals. This values are can be filtered by ATA chapter and are displayed in the form of table or graph. The used

2.4. Results Presentation

The results retrieved from the AWARE program, along with all the calculations performed by the engineering
department of LFAS are presented as a report. LFAS produces two types of reports:

Quarterly Reliability Report:

Produced every three months, coincident with the year quarter, this report includes a summary of the operation,
where operational statistics of particular aircrafts and fleet can be visualized.
The quarterly reports include the study of PIREP and MAREP that result from the operation. This data is divided by ATA
chapter and presented in graphs or tables. LFAS defines as an alert level for the PIREP and MAREP the past 12 months’
average + 3 standard deviations.
Finally, this report makes the study of incidents or relevant technical occurrences, being this data provided by the
Safety department of Chalair.
Any meeting takes places after the distribution of the quarterly reports unless some of the parameters requires it.

Anual Reliability Report:

This report is presented during the annual meetings of the AMP effectiveness evaluation. On it are detailed
information of Dispatch Reliability where all cancellations and delays are evaluated.
On another chapter, all components replacement and Reliability indexes are studied. MTBUR and removal rate are
calculated in accordance with the formulae mentioned before and are posteriorly compared with the world fleet
values.
The comparisons between Chalair and Worlds Fleet data are presented in tables or in graphs in way to evidence the
trends and specific highlights related with the reliability. The abnormal variations (typical in small fleets) are studied
in a careful way that filters the statistical irrelevance in a way to not affect neither the desired integrated evaluation.
Studies are also made and presented about the opened MEL items on the period under study.

3. Corrective Actions

3.1. Study and Decision of the Corrective Actions

Due to Chalair small fleet size, the study of occurrences through alert levels does not have any statistic relevance,
choosing Chalair to perform the study of the different items individually.

Through the process, LFAS engineering office compares all the occurrences of the current year with the world fleet
occurrences. Then, all the relevant cases that should be studied are filtered and are in that cases that the corrective
actions will focus.

The corrective actions may relate to:

✓ Maintenance Actions and posterior changes to the AMP;


✓ Operational Procedures;
✓ Study of the quality of the used PN;
✓ Study of the used suppliers.

After its creation, the corrective actions are monitored in a way to evaluate its effectiveness. During the time of
monitoring, LFAS engineering department may do some adjustments to these actions or revoke them, if these are
shown insufficient or harmful to the treatment of the cases resulting of the reliability analysis.

3.2. Reliability Meetings

Once the facts are related, every time a meeting to analyse the effectiveness of the AMP occurs, made by the
engineering department of LFAS, every issues related with the reliability will be discussed also. In this meetings the
Airworthiness, Operations, Safety and Quality directors are present as well as the Accountable Manager of Chalair and
members of LFAS Engineering. The authority is invited to participate in these meetings in order to suggest and
comment any adjustments to the reliability program and effectiveness of the AMP.

Relating with reliability are discussed, among others, the following aspects:

✓ Comparisons of operational reliability with equivalent fleet and operations;


✓ Analysis and interpretation of trends;
✓ Evaluation of repetitive defects;
✓ Reliability predictions;
✓ Other methods of assessment.

During the effectiveness of the AMP meetings are also presented the major defects found during:

✓ Line and base maintenance;


✓ Inspections and Overhaul;
✓ Any other defects found during maintenance actions.

In these meetings the application of non mandatory modification can be studied according to its utility and the
economical impact to the organization as well as the resolution of some issues related with the reliability.

3.2.1. Reliability Meetings Periodicity

The meetings are made yearly, in the scope of the preparation of the AMP revisions. If necessary, by urgency of the
analysis of some relevant fact, extraordinary meetings can be convened.

4. Engine Condition Trend Monitoring

In a way to monitor its engines and to fulfil the reliability requirements, Chalair enrolled an ECTM Program provided
by TrendGroup-Camp Systems. This way, Chalair is authorized by Pratt & Whitney to keep its engines “On Condition”.

4.1. Parameters Collection

Engine parameters are retrieved by Chalair through the reading of the values recorded by the QAR. These values are
recorded in a .dat file that is sent by Chalair to LFAS that sends them to a specialized company, TrendGroup, that
decodes and analyses them. The last analysis and decision over necessary actions are always made by the LFAS
engineering department.

In the case of the Reading by the QAR is not available, the parameters recovery can bem ade manually by the crew, in
accordance with specific rules:

✓ The data are read once a day


✓ In case of the flight has more than one leg, the data are read in the longest leg and at cruise speed and altitude;
✓ Whenever is possible, Reading should be made at the same altitude interval of 6000ft;
✓ The altitude is recorded as read in the altimeter and not in Flight Levels;
✓ Readings are always made from the Captain´s altimeter and speed indicator;
✓ The values are read after setting cruise power and allowing the engines to stabilize for 5 minutes;
✓ Values are recorded with a decimal point;
✓ The technician registers all the Maintenance Works that can affect the data recording.

The data is registered on the appropriate form, AER/LFAS 025 – ATR, that maybe be seen in Appendix I of this
exposition, and send with the AFL to LFAS office. These values are than sent to TrendGroup which analyses it and
makes a report.
The values contained on the parameter collection form and their respective units are:

✓ NP % - Propeller Speed Percentage;
✓ NH % - High Pressure Rotor Speed Percentage;
✓ ITT (ªC) – Interturbine Temperature
✓ Fuel Flow (kg/h)

✓ Flight Level
✓ Saturated Air Temperature (ºC)
✓ Variation of SAT to ISA (ºC)

4.2. Results Visualization

Through the TrendGroup (www.campsystems.com) website, Chalair can access, through a dedicated login, directly to
the engine condition reports. In these reports is available a brief description of the engine status stating that if an
intervention is needed or not. Parameters can also be visualized through graphics to an easiest visualization of
tendencies and abnormal peaks.

TrendGroup sends to the managers of the online account a warning of deviation of the parameters values. It is asked
to LFAS to supply additional parameter reading and all the necessary actions are taken in the specified time.
