Sub: Departmental execution of Works by Engineering Department - Putting on hold -reg.
As per para 150 of APWD 'D' code the works executed by the Department are carried out by
one ofthe under mentioned three methods.
() _ Departmentally by the Employment of daily labour
(i) bypiece work agreement in form Public Works Department V-51 and
(iii) byanagreementin form Public Works Department V-53 on a lump-sum tender system,
as defined in A.P. Detailed Standard Specifications.
2. The Departmental Execution of Works involves two items, of material and labour.
3. The Procurement of material has been dispensed with since 1997 and therefore materials are
to be purchased by the Department under provisions of Article 125 of A.P. Financial code. This, again
involves calling tenders for which all the Departmental procedures are to be followed, and the purpose
of carrying out emergent works within a short time will notbe served.
4. Secondly, engagement of labour is prohibited by Government by Act 2 of 1994 and therefore
engaging labour by the Department for execution of works is not possible. To lus egetro

Instead user groups may be entrusted with urgent work, which otherwise would have to be taken up
departmentally.
