Education
On the basis of various aspects related to education we have done a comparison between
the year 2005 to 2010 of various aspects and then we have compared the three gram
panchayats in terms of number of schools, teacher’s and student’s profile, number of
enrolment, infrastructural facilities such as school building, equipments, drinking water
facility, furniture, playground and school funds. Based upon this comparison we have
observed few issues at gram panchayat level. In Marayoor gram panchayat , there are
three schools in total whereas there are total nine and six schools in Kumily gram
panchayat and Muttom gram panchayat respectively. Among these three gram
panchayats, the Kumily has highest number of schools.
Out of these three schools two schools are primary (grade I-IV) and only one upper
primary school (grade V-VII) is there. Two schools are run by Department of Education
and one is Private Aided. These schools are situated at a distance of minimum 36km to
maximum 45 km. Primary schools have Tamil and Malayam medium whereas the upper
primary schools has Tamil, Malayam and English medium.
The pupil-teacher ratio is 1:45 in urban areas in Idukki district. In most of the schools
under the control of village panchayat in Marayoor the proportion is 31:1 or 39:1. As per
the norms and standards the Pupil-Teacher ratio should be 39:1. So, in Marayoor gram
panchayat the pupil-teacher ratio is as per the norms, which is a good indicator. There is
an increase in female teachers since the year 2005 to 2010. There are not even single
non-teaching staffs in 2005. But in the year 2010 the school has two non-teaching staff
members.
All the three schools have electricity connection .The source of drinking water in all the
schools is tap water. There has been a increase by 3% in boys enrolment from 55% to
58% in 2005-06 to 2009-2010 whereas girls enrolment has declined by 5% from 50% to
45% during the same period. The percentage of SC enrolment has declined by 3% from
50% in the period 2005-06 to 47% in 2009-2010, the percentage of ST enrolment has also
declined by 4% from 39% in 2005-06 to 35% in 2009-2010 whereas OBC enrolment has
shown an increase by 2% from 23% in 2005-06 to 25% in 2009-2010. The percentage of
girls has slightly decreased in two schools. Since 2005 there is a slight decrease in
percentage of SC students in two schools i.e. SMLP, Pallanad and SMUPS, Marayoor
except in GLP school. The percentage of ST students has increased in two schools i.e.
SMLPS Pallanad and SMUPS Marayoor whereas it has shown a declined by 10% in GLPS
Marayoor during the same period. The percentage of students passed is quite good in all
the schools. The percentage of repeaters to total enrolment was 18% in upper primary
school in 2005-06 where it has drastically reduced in the period 2009-10. The reason
being there has been a decline in Sc and ST enrolment during the same period, the
percentage of repeaters was more among SC and ST students. The student- classroom
ratio is quite good in all the schools except the upper primary school. As per the norms
and standards for elementary education the SCR should be 40:1. But in SMUPS the SCR is
78:1.

In Marayoor gram panchayat, all the schools were having pucca building blocks since the
period 2005-06. Except SM LPS Pallanad all the schools are running on government land.
Furniture is available in all the schools. All the schools have teaching classrooms and non-
teaching classrooms. Toilet facility for boys is available in all the schools where girls
toilets are totally absent in two schools i.e. GLPS and SM UPS Marayoor. The drinking
water facility is available in all the schools and they have tap water facility. Book bank
facility is not available in SM LPS Pallanad. Computer Aided Learning lab is not available in
any of the school. Boundary Wall is not available in SM LPS Pallanad. Playground is not
available in two schools i.e. GLPS & SM LPS. Separate room for Head Master is not
available in SM LPS Pallanad. The school is receiving funds by SSA and the expenditure
ranges between Rs.3,000 to Rs. 10,000 for TLM and School Development Fund is ranging
between Rs. 5,000 to Rs. 7,000 per school. The recorded amount and expenditure are
equal; this is indicating that the schools are utilising complete fund provided by SSA.
SUMMARY
On the basis of the above analysis few issues have been observed. So, in order to provide
all the basic facilities in the school we have prioritised the issues. In Marayoor, the major
facilities which are lagging behind are
Out of the nine schools, the analysis has been done from the data available for seven
schools. Out of these seven schools three schools are primary (grade I-IV) and three
schools are higher secondary which have primary and upper primary education facility
also and there is one school providing upper primary with primary education. Three
schools are run by Department of Education, two schools by Local Body and two are run
by Private ( one is private aided and one is private unaided). These schools are situated at
a distance of minimum 35km to maximum 40 km. Primary schools have Tamil and
Malayam medium whereas rest of the schools have Tamil, Malayam and English medium.
There is only one private unaided school i.e. ST EM Attapallam which is providing English
medium and it does not have Malayam and Tamil medium.

panchayat the pupil-teacher ratio is as per the norms, which is a good indicator. There is

2010 whereas girls enrolment has increased by 12% from 49% to 61% during the same
period. The percentage of SC enrolment has increased; the percentage of ST enrolment
has also increased but the proportion is very low whereas OBC enrolment has shown an
increase. The percentage of girls has slightly increased in few schools.* The percentage of
students passed is quite good in all the schools. The percentage of repeaters to total
enrolment in primary grades is low whereas the total repeaters are more in elementary
grades in the period 2005-06 to 2009-10. The student- classroom ratio is quite good in all
the schools except two schools i.e. GV HSS, Kumily (95:1) and ST EM Attapallam (49:1). As
per the norms and standards for elementary education the SCR should be 40:1.
In Kumily gram panchayat, all the schools were having pucca building blocks since the
period 2005-06. Except three schools i.e. KPLPS, Cherkara, MAI LPS Murickady & ST EM
Attapallam all the schools are running on government land. Furniture for teachers is not
available in two schools i.e. GHSS Amravati & GTUPS Kumily and for students it is not
available in four schools i.e. GLPS Chottupara, GHSS Amravati & GTUPS Kumily. All the
schools have teaching classrooms. Toilet facility for boys is not available in three schools
i.e. GLPS Chottupara, GV HSS Kumily & KPLPS Cherkara whereas girls toilets are totally
absent in five schools i.e. GLPS Chottupara, GHSS Amravati, GTUPS Kumily, KPLPS
Cherkara. The drinking water facility is available in all the schools and most of the schools
have tap water facility; whereas few of them have wells. Book bank facility is available in
all the schools. Computer Aided Learning lab is not available in three the school i.e.GTUPS
Kumily, GV HSS KPLPS Cherkara. Boundary Wall is not available in four schools i.e. GLPS
Chottupara, GHSS Amravati, GV HSS Kumily & KPLPS Cherkara. Playground is not available
in two schools i.e. GLPS Chottupara >UPS Kumily. Separate room for Head Master is
not available in three schools i.e.GHSS Amravati, GV HSS Kumily & KPLPS Cherkara . The
school is receiving funds by SSA and the expenditure ranges between Rs.4,000 to Rs.
8,000 for TLM and School Development Fund is ranging between Rs. 5,000 to Rs. 12,000
per school. ST EM Attapallam is not receiving both the funds and GTUPS & GV HSS Kumily
is not receiving Student Development Fund. The recorded amount and expenditure are
equal. This is indicating that the schools are utilising complete fund provided by SSA.
SUMMARY

In Idukki district the pupil-teacher ratio is 1:45 in urban areas. In most of the schools
under the control of village panchayat in Muttom the proportion is 7:1 or 53:1. As per the
norms and standards the Pupil-Teacher ratio should be 39:1. So, in Muttom gram
panchayat the pupil-teacher ratio is as per the norms in all the schools except ST LPS
Thudanganad. There is an increase in female teachers since the period 2006-07 to 2009-
10.
All the schools have electricity connection .The source of drinking water in all the schools
is well, only one school has tap water facility. There is an increase in boy’s enrolment in
four schools during the period 2006-07 to 2009-2010 whereas girls enrolment has
increased in three schools. The percentage of SC enrolment has increased in only two
schools; the percentage of ST & OBC enrolment has also increased in three school.
Overall there is an increase in percentage of girls enrolment in two schools.* The
percentage of students passed is quite good in all the schools except in ST LPS
Thudangana. The percentage of repeaters to total enrolment is less. In primary grades,
the percentage of girls repeaters is more than boys but the percentage is boys repeaters
is more than girls in elementary grades. The student- classroom ratio is quite good in all
the schools. As per the norms and standards for elementary education the SCR should be
40:1.
In Muttom gram panchayat, all the schools were having pucca building blocks since the
period 2006-07. In this gram panchayat there are more schools which are more number
of schools which are running on private land. Furniture for teachers is not available in
three and for students it is not available in four. All the schools have teaching classrooms.
Toilet facility for boys is available in all the schools but girls toilets are totally absent in
