World Health Organization has declared the recent Novel Corona virus COVID-19 as
Public Health Emergency of International Concern (PHEIC) which has affected more than 160
countries / territories including India till date. WHO has characterized COVID-19 as a
pandemic on 11th March 2020.

At this context, Puducherry State has strengthened all surveillance and containment
measures against the possible spread of disease. The Puducherry district administration has
taken various measures to look after the welfare of the people of Puducherry.

1. Instructions for Air Travellers coming to Puducherry

In view of the announcement of the Ministry of the Civil Aviation, Govt. of India on the
operations of domestic flights from 25-05-2020, many instructions / guidelines have been
issued to be followed by passengers. In addition to it, the following instructions shall be
applicable for persons coming to Puducherry.

All domestic air travellers coming to Puducherry shall compulsorily get e-Pass through
https://welcomeback.py.gov.in and (if asymptomatic) shall undergo 14 day quarantine.

The air travellers coming to Puducherry U.T (including Karaikal, Mahe and Yanam) via
road from airports in Tamilnadu, Kerala and Andhra Pradesh shall also compulsorily get
e-Pass through https://welcomeback.py.gov.in. Without e-Pass entry would be restricted.
The travellers will have the option to remain in institutional quarantine in the identified hotels in
their own cost.

2. Opening of Liquor Shops:-

Coordination Meeting with liquor traders for opening the liquor shops in Puducherry,
Karaikal Regions and briefing of Standard Operating Procedures to be followed during sale of
liquor was held under the chairmanship of Hon'ble Minister for PWD and Excise Thiru A.
Namassivayam, today (24.05.2020) in the conference hall of the Chief Secretariat,
Puducherry. Thiru Shurbir Singh, I.A.S., Secretary (Finance), Dr.T. Arun,I.A.S., District
Collector-cum-Secretary (Excise), Deputy Commissioner(Excise)-cum-Sub Collector
(Revenue-South) Thiru Shashvath Saurabh, I.A.S., DGP Thiru Balaji Srivatsava, I.P.S., Thiru
Rahul Alwal, I.P.S., Senior Superintendent of Police (Law & Order), Deputy Collector
(Revenue-North) Thiru T. Sudhakar, SPs., Revenue officials and representatives of liquor
shops / Arrack / Toddy Shops Association were present.

In this meeting, Hon’ble Minister for Excise has announced that the liquor shops, Arrack
and Toddy shops shall be permitted to open in the Puducherry region and Karaikal District only
from 25.05.2020. Further, It is informed to the representatives of the liquor shops/ Arrack/
Toddy shops associations that the Government has decided to impose a Special Excise Duty
which will be the difference of New MRP and old MRP for selected brands of IMFL.

For the rest of the brands of IMFL, the Special Excise Duty shall be collected at a flat
rate of 25% of MRP in Puducherry region and Karaikal District. The government has issued a
list of revised MRP for the selected brands for this purpose. For Arrack, the Special Excise
Duty shall be collected at a flat rate of 20% on ex-distillery price.

A Standard Operating Procedure (SOP) has been issued by the Excise Department and
the same shall be adhered to by all licensed liquor shops (IMFL, Arrack & Toddy), which are
permitted to open their liquor shops in the Puducherry region. The suspended or cancelled
liquor shops (IMFL/Arrack/Toddy) shall remain closed until further orders.

Further, it is emphasised that all the shops must follow the Standard Operating
Procedure (SOP) for opening of Liquor Shops during the lockdown period and requested the
public to co-operate and follow the social distancing norms strictly.

Health:-

Today updates in the COVID Hospital (IGMCRI) are as follows:-

25 cases admitted for testing. 22 suspected cases are found negative and discharged,
today. Today, five new positive cases got admitted. One positive case got discharged. Totally
24 COVID patients are in IGMCRI, COVID Hospital. One resident of Puducherry positive for
COVID admitted to Govt. Hospital, Kannur, Kerala. One International traveler, resident of
Puducherry positive for COVID at MMC Lab Chennai.

One Positive case from Tamil Nadu got admitted in in JIPMER Hospital. At present, 2
positive cases are in Isolation in JIPMER.

12 COVID patients recovered and discharged in UT Puducherry till date.

Now, 25 patients in isolation ward and one patient in ICU ward in COVID Hospital,
Puducherry. 71 Nos. of PPEs are available in COVID Hospital, Puducherry.

Two positive cases in Government Hospital, Mahe. Karaikal and Yanam Region have
no COVID positive cases at present.

Today, 74 telephone calls were received by the emergency helpline number 104. Of
which, Counseling has given for 12 people by the psychiatrists and counselors at emergency
helpline No.104. So far, 4950 calls have been received through Emergency Helpline No. 104.

Police:-

So far, Puducherry Police has registered 3,320 cases for violation in all four regions and
16,421 vehicles were seized and 1397 persons have been arrested. 15 persons have been
indicted for violating the lockdown, 3 persons have been arrested. 6 vehicles were seized, only
today.

Today closing balance of Fertilizers like Urea, DAP, Pottash, Complex, etc., are 1398.
Today, Agriculture Department has been received 9 telephone calls by the emergency
helpline. Of which, 2 advices have been given. 7 e-Passes issued to the needy farmers.

Animal Husbandry:

Today, Opening balance cattle feed is 215 Tons. 42 Tons cattle feeds received and
today closing balance is 218 Tons. 37 Technical and Non-technical staffs are deployed for
duty. Today, 1 e-Pass issued. In total, 183 passes issued.

Education:-
Due to lockdown is in force for controlling the spread of Corona Virus Disease online
classes are being taken through the Directorate of School Education to the 10 th standard
students who are going to attend the public exam.

Today, around 100 queries of class X students in the subjects (Tamil, English, Maths,
Science & Social Science) were attended by the expert teachers in Virtual Control Room setup
in the Directorate of School Education.

All the recorded classes and live session were uploaded in Youtube channel of
Education Department, Puducherry. The status of Youtube channel of DSE is given below:

i. Total number of subscribers in Youtube channel of Directorate of School


Education is 3,833 subscribers which includes the increase of 21 subscribers for
the day.
ii. Total number of viewers in Youtube Channel of Directorate of School Education
is 1,05,650 viewers includes the increase of 646 viewers for the day.

During this lockdown period, in order to facilitate the students to continue their studies
from their home, 1068 Faculties took online classes up to 23.05.2020. Accordingly, 30,582
teacher hours and 7,11,159 students hours have been created. Similarly, on 23.05.2020, 124
Faculties took online classes. 171 Teacher hours 3,178 student hours have been created.
