1 Engineering Execution

MMB will perform the detailed EPC of this PROJECT under Employer‘s
direction at the Headquater Office in Yangon.

1.1 Evaluation FEED Design


After the MOU date MMB will, as part of the contractual Lump Sum Price,
carry out a full review and verification of the Feed documentation presented,
clarify any inconsistencies and obtain any additional Information required to
completely the work. Updating with all data received as a result of the site
visit(s), information from Employer or from other sources, will be MMB’s
responsibility.

MMB will produce a Design Verification Document, check any errors,


omissions or discrepancies.

The Design Verification Document will confirm the hydraulic study and the
performance of the piping (flow rates and in/out pressure).

In order to meet these requirements, the review will include, but not be limited
to, the following:

 Review the P&ID‘s to ensure total consistency between these


documents.
 Review the equipment size/capacity and design margins to insure they
are adequate to meet the requirements.
 Review and confirm all battery limit incoming and outgoing streams to
insure all have been identified.
 Review and confirm the mechanical design conditions of the equipment
and piping systems to ensure they meet the necessary requirements.
 Review all material oi constructions to confirm correct selection with
reference to operating conditions and the process materials being
handled.

1.2 Detail Design


MMB will be responsible for the design and engineering within the defined
contract. All works performed will be in accordance with the engineering
specification, data, addenda drawing, and all other applicable document
contained within the contractor.

MMB will supply sufficient qualified engineering personnel to the project


taskforce and maintaining the quality of engineering and design work.
Engineering work mainly includes development of engineering plans,
manuals, detailed schedules, preparing technical documents and drawings,
issuing approved documents and drawings for construction and providing site
support and services, editing training programs, conducting the training for the
Employer’s personnel, compiling the commissioning and start-up schemes
and plans, as well as carrying out these activities.

Scope of works for detail engineering will be carried out by MMB within the
specification, codes, standards and criteria as stated in the Tender & Contract
Specifications and will be performed in line with good engineering practice.

MMB will provide all necessary design and engineering service and facilities
to perform the work, including the following engineering disciplines.

 Process & piping;


 Plot Plan, Structural and Architectural;
 Water Supply and Drainage & Fire Protection System;
 Power Electrical;
 Control and Instrumentation;
 Telecommunication;
 Coating & Painting;
 Air conditioning & Ventilation;
 Mechanical;

1.3 Procurement Support


Engineering Department will maintain personnel in the Home Office to prepare
the relevant procurement documents such as Engineering Requisition
documents, participate the technical negotiation, review the Vendor's
technical documents and its qualification, and participate the factory test and
ex—factory inspection, etc.

1.4 Construction Support


Engineering Department will assign engineers with rich construction
experiences to provide support such as the construction methods,
procedures, and field installation alternatives, etc.

1.5 Commissioning Support


Engineers will provide support to the Commissioning and Start-up, together
with construction personnel, vendor’s representatives, solving the technical
problems that may arise during the Commissioning and Start-up.

2 Engineering Scope

The Design and Engineering works shall be performed In accordance with


Employer's specifications, industry international standards and codes from
recognized organizations such as API, ASCI, ASTM, BS and ISO and local
authority’s requirement.

The Employer's specifications are the preferred codes. If the local authority’s
laws and regulations are more stringent then the Employer‘s specifications,
the former shall take precedence. Where a conflict between specifications,
codes and local authority's regulations occur, the matter shall be referred to
the Employer's Engineer for ruling.

All drawings are to be completed in accordance with Employer/Employer's


Engineer requirements. All drawings are to be revised to reflect actual “As
Built“ upon project completion. Full quality records and documentations for
the design calculations and drawings are to be maintained for all phases of
the project and collated in a project quality file.

The Contractor shall be responsible for the provision of all engineering, design
and construction services necessary to complete the project in conformity with
the requirements indicated within this Scope of Work. The general
requirement will include but not be limited to:

Verification of provided design data : Contractor shall, by site visit(s) and


otherwise, familiarize himself with existing facilities, field operation and site
details, verify the design data presented to him, clarify any inconsistencies
and obtain any additional information he may require to complete his work;
and check, correct and supplement any existing drawings required as a basis
for his work. Updating of all received data as a result of site visit, information
received from Employer etc. shall be the responsibility of the Contractor.
Performance of any additional studies or calculations required to further define
equipment or system requirements, or to demonstrate the adequacy of the
proposed design.

Preparation and updating on a regular basis of all drawings, specifications,


requisitions and another documents required for the purchase, fabrication,
testing and installation of all equipment, materials and facilities defined herein.

Provision of procurement, expediting and inspection services for all equipment


and materials.

The Topographic Survey and Soil investigation Reports included in this


contract are for reference only. Any additional surface and subsurface
investigation required to be carried out for detail engineering shall be part of
Contractor's scope. Any modification or additional work resulted from the
surface and subsurface investigation shall be within Contractor's lump sum
cost.

Contractor shall carry out all necessary modification or additional works


required based on the results of engineering study by Contractor or by
Consultant employed by Employer. All cost for modification or additional
works should be included in the lump sum price submitted.

The below works will not be included:

 The Jetty
 The trestle
 The process piping and equipment on Jetty
 The Jetty firefighting system, The Jetty water supply and The Jetty oily
water
 The instrument and Electrical works on Jetty aha trestle

2.1 Process
 Scope of works:

The Construction of Myanmar Liquid Petroleum Gas Terminal & Storage


Project is located in Thilawa Special Economic Zone. It will be built to import
LPG by ship, store product and recycle the product from tank to tank. The
terminal shall use the oil jetty to export to Truck loading.

The process diagram shall contain:

 LPG barge unloading:

LPG MLH —> LPG pipeline (from jelly to terminal) —> LPG tanks

LPG tanks —> LPG vapour pipeline (terminal to jetty) —> LPG vapour MLH.

LPG which come from vessels or barges will be connected with LPG marine
loading hose and LPG vapour marine loading hose at first. And then
transmitted LPG with pipeline from jetty to terminal by ship pump. Meanwhile,

the LPG vapour in LPG tanks will be transmitted to barges by compressors. At


last receive the LPG into tanks.

 LPG truck loading:

LPG tanks —> Truck loading pumps —> Truck loading arm

Loading process will be monitored and controlled by flow meters.

2.2 Process facility in terminal


The process facility of Myanmar Liquid Petroleum Gas Terminal & Storage
Project will consist of:

2.2.1 Product Tanks


 Tanks for LPG:

The products tanks arrangement shall be in accordance with:

4 X 3,300 M3 LPG storage tanks (Bullet);

Maximum tank filling rate for LPG tank farm is 500m3/hr.

Maximum tank emptying rate for tanks in LPG tank farm is 200m 3/hr.

2.2.2 Pumps

2.2.3 Truck loading facility


 The detail configuration of truck loading arm is as follows:

Loading process will be monitored and controlled by flow meters through
continues monitoring of the volume for products.

Truck drivers will be able to pre-set required batch product volumes and to
shut-down the whole system by means of local push buttons.

Loading shut-down should also be initiated automatically by means of various


signals through the overfill protection system.

Loading system will be connected to TMS which monitors the loading volume
and the inventory of the plant.

2.2.4 Jetty Facility


MMB will construct the products pipeline to jetty, process & instrument facility
in jetty, while the construction of jetty is not in the work scope of MMB.

Flow rates will be measuring via the automatic tank gauging (ATG) system, by
the difference of level in product tank.

All product oil will be loaded and unloaded by hose in jetty.

2.2.5 LPG bottling system (Optional)


LPG can be loaded from sphere tanks to bottle by LPG bottling pumps. 2(1 is
on duty, the other is standby) bottling pumps are set for 6kg and 12kg
automatic bottling; the capacity of each pump shall be 30m 3/hr, with discharge
pressure 13 barg. 1 sets of loading pumps are set tor 45kg manual bottling,
the capacity of pump shall be 6.5m3/hr, with discharge pressure 10.5 barg

2.2.6 Import, Export and recirculation Lines


Import line can also be used for export.

Import/export line can also be used for recirculation.

2.2.7 Plant Air system


One numbers of 350 m3/hr air compressors with one plant air receiver, one
discharge line filter and two air dryers shall be provided.

Each Tank Farm shall be provided with a 2” Plant Air header. The material for
the pipe of plant air system will be carbon steel.

2.2.8 Compressor system


One numbers of 250 Nm3/hr compressors with separator and residual liquid

tank shall be provided

2.2.9 Odorizating system


Provide odorizating system for truck loading and bottling

2.3 Plot Plan


 Plot Plan will include the following:

General Plot Plan, General Layout for Pipeline and Cables / Underground
Service, Site Preparation and Grading Layout. Earthwork Volume Calculation,
Road and Paving Layout, Storm water Drainage System Layout, Typical
Drawing for Bund Wall, Road and Paving etc.

2.3.1 General Plot Plan


The interval between tanks is designed according to NFPA 30. External
reinforced concrete bund wall is designed for tank farm including crossover
stairs. A concrete flooring with 2mm HDPE is adopted for the containment
area of the bund walls.

The road for loading bay area’s material is RCC.

2.3.2 Site Preparation and Grading Layout


The grading and elevations will be consistent with the referenced drawing of
survey in detail design stage. In that stage, soil is moved to create a working
platform.

2.3.3 Earthwork
The work include cutting and filling and leveling up to required FGL level from
suitable cutting material, and removal of debris, trees, shrubs and any other
undesired material from site to suitable place.

2.3.4 Rainwater
The rainwater is accumulated from tank farm will go into the drainage network.

There is a valve pit that is controlled by operator, in order to prevent from


discharging oily waste water.

The clean rainwater discharged from the terminal will be led to the Yangon
River.

2.4 Mechanical

The scope of mechanical design in this project mainly includes the
tanks/vessels of the followings.

2.6 Architectural

2.6.1 Scope of work


The scope of work for architecture in this project shall include: Guard house,
Office building, pump sheds, truck loading sheds, air compressor building,
compressor workshop, diesel generator shed, transformer substation. All the
buildings and sheds are not included furniture.

The total area of this group of buildings is approximately 4250m 2.

2.6.3 Design Principle


 General

Develop a complete set of architectural documents, but not be limited to, all
necessary specifications to construct the buildings.

The building will be designed and constructed to house the stair and
equipment safely, economically and functionally. The final design of building
will use the highest standards of professional architectural design to create an
aesthetically pleasing and functional facility,

 Codes and Standards

perform the design and engineering of the facilities in accordance with


international Codes and Standards and engineering practices, as a minimum,
with the following:

 Owner specifications and standards provided within tender documents.


 National codes and regulations as listed within these documents.

 Local regulations as applicable.


 International Codes and Standards to terminal and tire fighting system.
Such as API,
 NFPA, ASME, etc.

2.6.4 Structure style and building material

The buildings in general are single storey with reinforced concrete frame
structure or steel structure system.

The general description of constructor, materials used in the protect are as


follow:

Exterior Walls first class bricks having standard size quality, dimensions
tolerances, etc.

Interior Walls: first class bricks having standard size, quality, dimensions,
tolerances, etc.

roof: reinforced concrete slab roofing will be used for the frame structure
buildings, Corrugated GI Sheet (CGI) Roofing or Corrugated Asbestos
Cement (AC) Sheet Roofing will be used for the light steel sheds as specified.

Interior and Exterior wall finish, steel structure and relevant steel items
coating: both interior and exterior walls, false ceiling, steel structure and other
miscellaneous steel items will be painted as specified.

2.7 Structural

2.7.1 SCOPE OF WORK


The scope of structural work include: LPG tank foundation, equipment
foundation, pipe sleeper, pipe rack, pit, foundations for lighting pole,
crossover/access platform , etc.

2.7.2 STURCTURAL STYLE SELECTION


The pre-stress high strength concrete (PHC) pile raft type foundations with
ring beam will be recommended to use in the project, diameter of pile is
400mm and the range of pile length is about 30~40m. The material for the
bottom layer of inside the reinforced concrete ring beam for the diesel tank
foundation/ gasoline tank foundation/fire water tank foundation will be
compacted sand or sand mixed gravel. The finial compacted sand depth shall
be verified according the finial top elevation of the tank foundations: the top
layer is 100mm thickness bitumen sand.

LPG tank foundation are 12 independent foundations connected with


apron piece and there are PHC piles under independent foundations.

Office building and substation are reinforcement concrete structure, with PHD
pile foundation. The foundations guard house are concrete independent
foundations.

Steel structure will be recommended to use air compressor room, compressor


room, LPG pump shed, LPG loading bay shed and generator shed. The
foundations are reinforcement concrete foundations.

The pipe sleeper foundation and pit are reinforcement concrete structure.

Foundations of equipment with dynamic load or heavy load are PHC pile
foundation.

The crossover/access platforms, operating platforms and pipe rack are steel
structure

2.7.3 MATERIAL
All concrete shall be mixed concrete & works shall be in accordance with ACI
318M-08 "building code requirements for reinforced concrete". The minimum
concrete strength as determined by 28-days cylinder test to ASTM
C192/C192M, and Grades of Concrete as follows:

2.7.6 PROBLEM SPECIFICATION


 There is no axial load capacity bearing of PHC pile.
 Foundation style may be changed after the detail geological exploration
report arrived.
 Ground treatment may be changed after department reviewed.

2.8.2 Water Source


According to the fire-water demand, the supposed flow rate for fire water
refilling is not less than 200m3/h, the refilling water source is depended on
the municipal water supply system nearby, and the deep bore well water
supply system in the Terminal will be the backup

2.8.3 Firewater Demand


It is supposed that there only one fire in the same time in the Terminal.

According API 2510 and API 2030, the whole surface area of the burning LPG
Sphere tank will be cooling with the application rate 10.2 L/min.m 2 and 4 hours
control time. The biggest volume of the firewater is occurred in the LPG-502
burning, in this situation, the whole LPG Sphere shell of VS-502 need to be
cooling and half of the each adjacent tank's area or VS-501 need to be
cooling.

2.8.4 Fire Water Tank


There will be built 1 No. of new fire water tank with the net volume of 6000
cubic meter.

2.8.5 Fire Water Pump


Based on the calculation, there will install 3 No. (2 working and 1 standby)

Diesel Engine Driven Firewater Pumps, with the capacity of 2000 GPM @
1.2MPa. The firewater pump should be UL / FM approved.

* Detail calculation will be given to confirm require flow rate for the pump

There will install 1 No of Motor Driven Jockey Pumps with capacity 60


m3/hr@1.2MPa

2.8.6 Firewater Network


The firewater piping will be around the dike area, loading area and down
loading area. Piping shall be aboveground installing, when crossing the road.

The aboveground firewater piping shall be carbon steel with external epoxy
coating.

The block valve shall be UL/ FM Approved butterfly valve with post indictor.
There are not more than 5 sets of fire hydrant between two block valves.

All the high point shall be equipped with vent valve, and the low point shall be
equipped with drain valve.

2.8.7 Fire Hydrants


The fire hydrants will be installed on the firewater pipe network, and the
distance between fire hydrants shall not exceed 60 meters The fire hydrant
shall have two (2) 2 1/2” (65mm) valves NH thread couplings and one (1)4”
NH valve pumper connection. All two outlets are to be fitted with a cap and
retaining chain.

The hose boxes (cabinets) shall be located near to the tire hydrant and be self
standing type, and the material of the boxes shall be steel with red color.

-2 off 30 meter lengths of 65 mm hose with 65 mm NH couplings

-2 off adjustable nozzle with inlet NH coupling

- 2 on universal coupling spanners

The hose shall be for three-layer type, first layer shall be synthetic (nitrile)
rubber hose, second layer shall be Jacket which made from woven fiber, third
(outside) layer shall be synthetic (nitrile) rubber cobber. It shall be red in
Color.

2.8.8 Tank Cooling and Extinguish Equipment

The oil tank shell and the root shall be equipped with the firewater cooling
system. The UL/FM Approved open type spray nozzle shall be installed on
the firewater cooling ring pipe. And the control valve for firewater cooling
piping will using the UL / FM Approved deluge valve, the deluge valve shall be
equipped with solenoid valve to open / close the deluge valve from the control
room.

The UL / FM Approved foam chamber will installed at the top of the oil tank
shell to extinguish the tank tire. The control valve for the foam solution piping
will be the motor driven butterfly valve to open / close the deluge valve from
the control room.

The LPG tank shall be equipped with firewater cooling ring pipe, and the UL /
FM Approved open type spray nozzle shall be installed. The control valve will

be UL / FM Approved deluge valve which equipped with solenoid valve to


open / close the deluge valve from the control room.

2.8.9 Firefighting for Pump Shelter and Loading Bays

The foam and firewater spray system will be installed for the oil pump shelter
and the oil loading bays.

The firewater spray system will be installed for the LPG pump shelter, LPG
loading bays and LPG Cylinder Filling Area.

The UL / FM Approved deluge valve will be used control firewater system and
the motor driven butterfly valve will be used control foam system.

2.8.10 Fire Extinguisher

Portable 5 kg CO2 chemical fire extinguishers shall be located inside the


builds, pump shelters, loading bays and etc.

Portable 5 kg CO2 fire extinguishers shall be located inside the substations,


control room, instrument room and etc.

Portable 5kg CO2 chemical fire extinguishers shall be located at process


equipment area

2.8.11 Jetty Firefighting System

There may be install 2 Nos. of monitor tower with fire water monitors located
on the two sides of the jetty. Each of the monitor towers will be double
platforms, the lower platform will install the fire water monitor and the upper

platform will install the foam monitor. The flow rate of the monitor shall be
100L/S@ 7Bar.

The fire hydrants and the fire extinguisher will be the supplement equipment
for the fire fighting equipment.

If the tanker or the jetty loading and unloading facilities catching a biggest fire,
the 2 No. of firewater monitors will used to extinguishing the fire.

2.8.12 Water Supply System

The water source will be the municipal water supply system nearby, and the
deep bore well water supply system In the Terminal will be the backup water
source.

The water supply system including municipal water supply pipe, and deep
bore well with pumps, hydrocyclone desander, potable water tank, water
pumps, UV Disinfector and so on.

The water source for the tank farm is introduced from municipal water supply
system or deep bore well by pump (200m3/hr), then goes through the
hydrocyclone desander to remove large particles, And then, one part will go to
refilling the firewater tank, another part will go to the portable water system
and stored in the potable water tank, then the portable water pump will
pumping to control building, guard house, and other consumption points.

There will be install some emergency eyewash and showers in the product
pump shelter, LPG pump shelter, loading bays and etc.

2.8.13 Sanitary Drain System

The sanitary sewer system is a closed system designed to collect all sanitary
waste from washbasin, water closet, urinal, shower and etc. in the building in
the terminal.

The sanitary waste water will collect via gravity through the underground
manhole, chambers, piping and transferred to the septic tank for pretreatment.
After the septic tank, the sanitary water will go to the small sanitary sewage
treatment package located near the building. The treated water will discharge
to sea by the rain ditch.

2.8.14 Oily Water System

The oily water system is mainly including oily water catch basins, manholes,
valve pits, underground piping, oily water collection pit, CPI oily water
treatment package, low grade oil tank and etc.

The oily water system is to deal with the potential oil contaminated water,
such as the rain water from the oil tank farm, ground flushing water from the
product pump shelter, loading bays, flushing water from the oil tank, etc.

The initial 10 minutes for the potential oil contaminated rain water in the oil
tank farm will be collected to the CPI oily water treatment package to separate
the oil and the water by gravity. After separating, the oily water is divided into
water and oil. The water will be discharged into the sea with uncontaminated
water. The oil will be collected to the low grade oil tank and transferred to the
nearby for treat.

2.9 Control and Instrumentation

2.9.1 Scope of Work

Scope will include supply of all instruments, equipment and accessories,


preparation of detailed engineering drawings, installation, inspection, testing,
pre-commissioning and commissioning of all systems:

 Interfacing Tank-gauging System and data acquisition.
 Monitor and communication with batch controller

The management and control system has three levels:

Level 0: Field instrument and local control

process, analysis management and display in the terminal. BPCS is

 Others

The main functions of the control system are to control all dedicated
equipment in such a proper and safe operation. In addition the Control System
shall communicate with loading batch controller, Tank Gauging System, fire
alarm system and other third parties.

2.9.4 IPS (Instrumented Protective System)

The PLC of Instrumented Protective System is SIL 2 Compliant and dual


redundant. IPS mainly includes the following devices.

The signals of tuning fork type level switches in all tanks, explosion proof gas
detectors, emergency shutdown valves and smoke and heat detectors in the
important room such as control room, cabinet room, etc. are uploaded to the
IPS (Instrumented protective System).

 Auto Tank Gauging System

Auto Tank Gauging System (ATG) System includes Radar Type Level Gauge.
Remote Display Unit, Pressure transmitter, Temperature sensing probe with
water

bottom sensor, Field Control unit, Tank Management System, Licensed


software, operator workstation etc. The Tank gauges shall provide
measurements of level, destiny and temperature.

The field instruments in tank farm shall be connected to Inventory


Management station of Tank management system (TMS) which ls installed In
the control room.

With the Radar Transmitters the following equipment will be provided for all
tanks:

 Multipoint temperature sensors Pt-100 of length adequate to the height


of the tanks
 High precision Pressure Transmitter, which Is connected directly to the
Radar head, Radar Transmitter will calculate density observed and mass
continuously.
 Water detectors at the bottom of the tanks. These detectors will be
integrated into the temperature sensor
 Local display to install at the base of the tanks for data monitoring of
level temperature and density.

 Batch Controller Metering System

Batch Controller Metering System mainly includes temperature compensation


(RTDs), pressure transmitter, ticket printers and Explosion Proof Batch
Controller. All signals of this system shall be uploaded to the BPCS.

The loading point has the following equipment

 A batch controller.
 A grounding monitor.
 Emergency Stop Pushbutton.
 One metering system composed by flowmeter, and flow control valve.
 One top loading arm and an overfilling level switch on the arm.

One level overfill protection switch shall be set on loading arm for each Day.
When the level switch alarms, the batch controller will make the control value
closed automatically to avoid oil overfilling.

Batch controllers shall interface to operation station in control room. Batch


controller is suitable to interface with the following permissive:

 Overfill protection input and interlock


 Ground hog protection input & interlock
 Start & Stop & interlock

 Fire Alarm System

In the important room in the building, such as control room, cabinet room, etc.
smoke and heat detectors will be set. And the alarm information will be sent to
IPS PLC.

2.9.6 Local Instruments Selection

 Principles of selection of Instruments and material

Stability, reliability, high performance / price, meeting the accuracy


requirements, meeting the requirements of circumstance and process are the
principles of selection of instruments.

Instruments, the important factor of the system operation, are the key of
process data acquisition and carrying out commands from computer control
system. So the selected instruments must be able to meet the necessary
accuracy, pressure rate, and temperature and explosion proof requirements.
Generally, instruments with transmitter signal will be electrical instrument.

 Temperature measuring instruments

Bimetallic thermometer is used to display temperature locally Bimetallic


thermometer accuracy will be ±1% full span.

Accuracy of temperature transmitters will be ±0.5% full span. And accuracy of


the temperature transmitters used for custody transfer metering will be ±0.2%
full span.

 Pressure instruments

Pressure gauge is used to display pressure locally, the accuracy will be ±1%
full span. And Accuracy of pressure transmitters will be ±0 075% full span.

 Level measurement

The solution for level measurement of liquid fuels is based on the high
precision radar technology level gauging. The installed accuracy will be better
than ± 2 mm.

The solution for level measurement of other tanks adopts servo liquid meter or
other types.

 Turbine flowmeter

The Truck loading system will be metered by Turbine flow meter. The
accuracy will be better than ±0.5%.

The signals of all flow meters and interrelate pressure and temperature
transmitters will upload to BPCS PLC.

 Switch type instruments

Switch type instruments will output dry contact, contact rating will be not less
than 24VDC, 1A. They include tuning fork type level switch.

 Control valve

Control valve will be used to control the pressure, temperature and/or oil flow
in nitrogen cleaning system and fuel loading pipeline.

 Safety Instruments

Safety instruments include Flame Detectors, inflammable gas detector, smoke


and heat detectors and Manual Call Points for manual shutdown and alarm.

2.9.7 Others

 Power Supply

An electrical cabinet of voltage stabilized, 24VDC and 220VAC will be


considered. The stabilized voltage will be produced In UPS and will be used to
power instruments, control system and equipments.

 Grounding System

The grounding system Includes safety earth and signal earth, the grounding
system will be designed by electrical department. The resistance of
combination grounding will be according to the requirement but less than 4Ω.

 Cable Laying

The cable will be selected as per the output signals of the instruments and
control equipments. If the output signal is analogue signal, copper core
polyvinyl chloride insulated and sheathed and copper wire braid shielded
control cables will be selected. If the output signal is digital signal, copper core
polyvinyl chloride insulated and sheathed control cables will be selected. If the
signal is communication protocol signal, communication cable will be selected.

2.10 Electrical

2.10.1 Scope of Work

The electrical scope or work includes power supply system, power distribution
system, lighting system, lightning protection, anti-electrostatic and earthing
systems.

External overhead transmission power line, relevant switchgear, protection


and measuring equipment etc. (33kV) is not in the scope of work.

2.10.2 Power supply and distribution system

One 33kV power supply will be fed from local power grid. Due to the
unreliability of local power grid, four 0.4kV diesel generator sets shall be
provided. One 500kW generator sets, as standby power source, will be
designed to supply 50% power in case of main power failure. This generator
set will be provided as emergency power source of important.

The UPS system will be provided to ensure the continuity and reliability of
power for important load of control system, instrumentation,
telecommunication and so on. The battery type of UPS is VRLA type and the
required autonomy time is 2 hours.

A substation will be set up in the station. Electrical equipments are indoor


layout, which comprise 33kV switchgear. 2000kVA oil-type transformer, the
integrated automatic protect device, DC power device, low-voltage switchgear
and MCC panel, etc.

One generator sets will be set up in generator shelter

2.10.3 Lighting
The minimum maintained illumination shall be according to the related IEC
standard.

High mast lights and street lights are adopted for the outdoor lighting. The
outdoor lighting shall be controlled by photo-electric cell with manual override
control.

Emergency and accident lighting shall be installed in important area where


hazard is likely to happen if normal lighting system failure, for example:
generator shelter, substation, office building, tank farm areas, control room
and pump station, etc. The emergency lighting fixtures shall be incorporated
with a self-contained battery pack.

Lighting in explosive and fire hazard area shall be according to related


provisions in IEC 60079 (Electrical apparatus for explosive gas atmospheres).

2.10.4 Lighting protection and earthing system

Earthing system shall consist of electrical working grounding, equipment


protection grounding, anti-electrostatic grounding of equipment and pipeline,
instrumentation and telecommunication working grounding and protection
grounding, lightning protection grounding system. The earthing system shall
be TN-S system.

The earthing system is designed to form a combination earthing system to


handle the grounding of electrical working, electrical equipment protection,
anti-electrostatic, instrumentation and telecommunication working and
protection, lightning protection. The earthing resistance of earthing system
shall be not more than 40hm.

The earthing network will comprise horizontal earth electrode, vertical earth
electrode and subsidiary branch earthing cable. Horizontal earth electrode
shall be galvanized flat steal. Vertical earth electrode shall be galvanized
angle steel.

2.10.5 Cable laid


Copper core insulated cables shall be used for power distribution. Cables
inside building shall be laid in cable trench or buried laying in steel conduit.
Cables outside building shall be armored and directly buried underground or
installed above ground in hot-dipped galvanized cable ladders or trays.

Copper core insulated wires for lighting circuits in building shall be laid in
flame retardant PVC conduits or steel conduits in the wall or ceiling. Flame
retardant copper core insulated wires for lighting circuit shall be laid in steel
conduits along the wall in explosive and fire hazardous area.

2.11 Telecommunication

2.11.1 General
The document defines the minimum technical requirements for the
telecommunication systems design.

The design of the telecommunication system shall be carried out in


accordance with ITB Telecommunication requirements and international
codes and standards.

The CCTV System and general wiring system (network and voice) in
Myanmar Petroleum Terminal & Storage Project (Thilawa) is in the scope of
our work, other area is out the scope of our work.

2.11.2 Closed Circuit Television (CCTV System)


CCTV cameras & monitoring system shall be provided to ensure the safety
and security . CCTV system is deployed at perimeter to cover whole fence
area to prevent intrusion & Also process CCTV to ensure safety in critical area
spares for future expansion will be considered.

The basic architecture shall consist of 1080p IP cameras, video servers,


network switch and video management processor. A server capable of storing
video images of all cameras shall be installed in the telecom cabinet. The
images shall be stored in with capacity sufficient for minimum 14 days
recording.

Heating boxes and sunshades shall be provided wherever required.


Explosion- proof cameras which are used in hazardous area. The cameras
shall be pole mounted . Outdoor equipment shall be IP65 according to IEC
60529 where required.

2.11.3 general wiring system


General wiring system provide the service of network and voice for Office
Building.

2.13 Air conditioning &Ventilation

2.13.1 Air conditioning System

The office building, duty room will be air conditioned by split Air Conditioning
for continuous running operation to maintain the temperature & humidity
inside shelters at all the time with reference to the changing of outside
weather condition.

The control room and UPS room shall be equipped with one 100% back-up
split AC unit.

2.13.2 Ventilation System

Ventilation in occupied spaces shall be provided natural by operable windows,


where possible. Sanitary rooms, showers, locker rooms and other rooms with
smell or humidity sources shall have mechanical exhaust to the outside.
Makeup air for the exhaust shall be provided by door grilles, wall grilles and
operable windows.

Rooms with temperature control by ventilation (no mechanical cooling) shall


have mechanical exhaust with air flow sized according to the space heat gains
and required indoor temperature. Fresh air shall be supplied through the
louvers from the outside.

Rooms with special ventilation requirements like Battery Charging roam, Fire-
Fighting room, Inert Gas Storage room etc. shall be ventilated according to
the specific functional, safety and emergency requirements.

Special attention shall be paid to spaces with explosion risk, All HVAC
equipment for such spaces shall be in explosion proof design.

4.5 Plan and Procedures for Review and Approval


Documentation

Before the official submission of drawings, and documents such as


specifications, datasheets, project documents and vendor documents, etc. the
aforementioned drawings and documents will he internally checked, reviewed

and approved in accordance with the MMB’s internal quality control and
administration system and will be signed by related designer, checker and
approver. The drawings and documents will be in the Employer required
numbering system, size and format. The drawings and documents will be
submitted to Employer for comments as per the MMB’s document
management system which is in accordance with Employer’s document
management requirements. MMB will submit the documents within certain
working days which required by the tender & contract specifications.

MMB hereby suggest it is better for the Employer to assign operation director
and design specialists to work together with MMB in MMB office so as to
shorten design documentation submittal and approval time. And the submitted
design documents shall be returned by the Employer within five (5) days upon
receipt time of the same.
