Alpine Heights Homeowner’s Association Meeting

December 1, 2009

Meeting called to order at 7:05 pm.

Reading of minutes from September 28th meeting waived. Minutes from September 28, 2009
meeting approved.

Legal Status:
There was a court hearing on the suit with county. The case has extended to February on
the condition that there be a meeting held with the County and MWRD prior.

MWRD has written two letters to the developer and civil engineer. They are waiting on
response from last year. The developer won’t pay for the civil engineer to perform so no
response will be submitted. If MWRD didn’t receive a response by the end of
November, they would turn it over to their Legal Dept.

Old Business:

No new vandalism activity. The Cook County Sheriff is back to a regular patrol
schedule. Two homeowners that have cameras on the outside of their homes advised that
they do not see the police patrols often. There have been additional patrols along the side
streets added. A break-in and car theft was been reported.

Lessons learned from recent burglary: The service door from the garage to the home
should be locked. Burglars are using numerous ways to enter house through the garage.

No one has come forward to report any leads on last summer’s vandalism incident.

A mattress was found in the creek off Stuart Avenue. The Highway Township removed
it at our request.

To date, we have not received a response from the Township on landscape maintenance.
Also, have not heard back from Orland Park about annexation process and costs.

The ICC water rate increase is in limbo. We have asked the Township to file a motion to
intervene and stop the increase.

The website is live. alpineheightssubdivision.blogspot.com

The visibility on 167th Street has been reviewed by the Township. They have determined
that 167th Street is the County’s jurisdiction. Waiting for a response from the County on
removing the obstructions.

The Alpine Heights sign off Wolf Road – reflective paint is being researched.

New Business:

The budget was mailed to all homeowners November 2nd. The budget for 2010 has been
assessed at $280.00. The biggest expense is the landscape maintenance and legal fees.
We are currently looking at bids for next year’s landscape service. The legal fees are
allocated at $12,000.00. The assessments will be due in two payments, one in January
and one in July. If we don’t have any large legal expenses for December 2009, we will
end the year in the black.

It was recommended that the invoices be mailed earlier than 15 days prior to due date.

Motion to approve 2010 budget: Approved.

Open Discussion:

Is there a way for the landscapers to give residents a preferred customer discount? Can we post
it to the website?

There is a street light out on 167th and Stuart. The Highway Department will be notified.

What are the costs of installing a permanent digital speed sign on Hancock similar to what
Orland Park installed on Wheeler Drive?
