2020 정부초청외국인 대학원 장학생 모집 요강
I. 목적
○ 외국인 학생에게 대한민국의 고등교육기관에서 수학할 기회를 부여
함으로써 국제교육교류를 촉진하고 국가 간 우호증진을 도모하고자 함
※ 2010년 정부초청장학프로그램의 브랜드 통합에 따라 KGSP(Korea Global Scholarship

Program)에서 GKS (Global Korea Scholarship)으로 명칭 변경
II. 모집 인원: 1,270명
1. 학위과정(석사과정, 박사과정): 1,266명
○ 재외공관 전형 배정 인원: 656명 (연구과정 별도)

(일반 전형 606명 + 재외동포․입양인 전형 20명 + 한국어교원 전형 30명)

- 공관전형의 지원자는 지원 서류를 출신국가에 주재하고 있는
한국 대사관에 제출(관할 대사관의 정보는 Appendix B 참고)하며, 64개
대학에서 제시하는 모든 계열과 전공에 지원 가능(A유형과 B유형
대학 모두 선택 가능하며, 반드시 B유형 대학 1개 이상 포함, 5쪽
지원가능 대학 및 모집 분야 참고)
- 선발 절차의 세부사항은 VI. 선발절차를 참고

- 재외공관 배정인원은 기본적으로 양국 간의 문화협정 및 교육 약정에
근거를 두고 배정함
- 재외동포․입양인 전형 20명은 재외동포 및 해외입양인에 대한
별도 배정 인원으로, 지원자는 18개 배정국가의 재외공관에
지원서를 제출해야 하며, 재외동포 및 입양인 간 경쟁을 통해 선발
- 한국어교원 전형 30명은 현직 한국어 교사, 강사 및 교수에 대한
별도 배정 인원으로, 지원자는 24개 배정국가의 재외공관에
지원서를 제출해야 하며, 한국어 교원 간 경쟁을 통해 선발
○ 국내(위탁) 대학 전형 배정 인원: 77개국 610명 (연구과정 별도)

- 국내대학 전형 지원자는 지원 서류를 본인이 희망하는 대학으로

제출(5쪽 지원가능 대학 및 모집 분야 참고)

- 국내대학 배정인원 610명 중, 430명은 64개 대학 지원 가능한 모든
계열과 전공에서 선발(A유형 대학 또는 B유형 대학, 아래 표 참조)
- 국내대학 지원자들은 지원서(서식 1)의 추천유형에서“일반 추천”을 선택
- 국내대학 배정인원 610명 중, 180명은 35개 지방대 이공계 지원자
중에서 별도로 선발(B유형 대학, 아래 표 참조)

2. 연구과정: 10명
○ 연구과정은 2020년 초청대상국 153개국을 대상으로 선발하며 별도의

국가별 배정 없음
○ 연구과정 지원자는 사전에 수학대학의 초청을 받아야 함

○ 지원 서류를 출신국가에 주재하고 있는 한국 대사관 또는 본인이
희망하는 대학으로 제출

2. 모집분야
○ 자세한 정보는 한국유학종합시스템(www.studyinkorea.go.kr)의

University Information을 반드시 참고
○ 지원자는 University Information에 등재된 대학들과 그 대학들에서

개설된 학과만 지원
○ 영어 수업을 제공하는 대학 및 학과일지라도 모든 수업이 영어로

진행되는 것은 아니므로 지원 전 해당 학과에 확인이 필요(한국어가
수업의 기본 언어임)
○ 야간강의, 계절강의, 통신강의 등 일반대학원과 강의 형태가 다른

대학원의 입학 불허
IV. 지원 자격
1. 국적
○ 지원자 및 부모가 모두 외국국적을 가진 외국인
○ 지원자가 한국국적을 가진 이중국적자는 지원 불가
○ 지원자 또는 지원자의 부모가 한국 국적을 가졌던 경우, 한국

국적을 포기했음을 증명하는 서류 제출
※ (예외) 재외동포 지원자 중 일본 국적자의 경우, 부모가 ‘특별영주권’을
가진 경우, 부모 국적 요건 제외
2. 연령
○ 2020년 9월 1일 기준 만 40세 미만인 자(1980년 9월 1일 이후 출생자)
○ 2020년 초청대상국 중 ODA 수원국* 국적의 현직 교수는 2020

년 9월 1일 기준 만 45세 미만인 자(1975년 9월 1일 이후 출생자)

3. 취득 학위
○ 2020년 8월 31일 기준 학사학위, 석사학위 또는 박사학위를 취득한 자

또는 취득예정자
- 박사과정 지원자: 석사 또는 이와 동등하거나 그 이상의 학력이
있다고 인정되는 자
- 석사과정 지원자: 학사 또는 이와 동등하거나 그 이상의 학력이
- 연구과정 지원자: 석사 또는 이와 동등하거나 그 이상의 학력이
있다고 인정되는 자 중 수학대학으로부터 초청장을 받은 자
․ 박사 후 과정: 박사 또는 이와 동등하거나 그 이상의 학력이
․ 교환교수 과정: 석사 또는 이와 동등하거나 그 이상의 학력이
․ 교육․과학․문화․국제협력 전문가 과정(신설): 석사 또는 이와
동등하거나 그 이상의 학력이 있다고 인정되는 자

○ 지원 당시 졸업예정자는 지원 시 졸업예정증명서를 제출하고,
2020년 8월31일까지 최종성적증명서와 공식 졸업증명서(또는 학위
증명서)를 제출해야 함
- 2020년 8월 31일까지 해당 서류를 제출하지 않거나, 성적요건을
충족하지 못할 때는 합격이 취소됨
○ 한국 내 대학 또는 대학원을 졸업하여 학위를 취득한 자는 지원

불가(예외: 해외입양인, 정부초청장학생)
○ 한국 내 대학에서 교환학생으로 수학한 경험이 있는 자는 지원 가능

○ (한국어 교원) 신남방․신북방 국가 출신 현직 초중등 한국어교원
(강사) 또는 한국어교수(강사) 중 재직기관장의 추천을 받은 자
- 교직경력 2년 이상인 자(2020.2.29.일 기준)
- 한국어, 한국학, 한국어교육 등 한국(학) 관련 학사 이상의 학위
소지(예정)자
- TOPIK 4급 이상 취득자(유효기간 내)
- 한국어교육 전공 지원자(‘한국어교육’외 다른 분야 전공은 지원 불가)
- 현 취득학위의 상위과정 학위에 지원하는 자
예시) 석사학위 소지자는 박사과정에 지원해야 함
○ (재지원자) 2020년 8월 31일 기준 학위를 소지하고 있거나 취득
예정인 정부초청 장학생은 다음의 조건에 한해 지원 가능
- 출신국가 주재 한국대사관 또는 수학대학의 재추천을 받은
경우에 한해 가능
- 재지원은 상위 학위과정(학사→석사, 석사→박사) 1회에 한해 허용하며
백분율 환산 점수가 90% 이상이어야 함
4. 성적
※ GPA(평점): Grade Point Average
CGPA(평점 평균): Cumulative Grade Point Average

○ 최종학교 전(全)학년 성적 평점 평균(CGPA)이 다음의 조건 중 하나
이상을 충족하는 자
- 4.0 만점에 2.64 이상
- 4.3 만점에 2.80 이상
- 4.5 만점에 2.91 이상
- 5.0 만점에 3.23 이상
- 백분율 환산 점수: 80% 이상(단, 정부초청장학생으로 재지원자는 90% 이상)
- 석차 상위 20% 이내인 자(단, 정부초청장학생으로 재지원자는 10% 이내)
○ 성적의 백분율 환산은 Appendix A. GPA 환산표 참고
○ 위의 기준에 미달되는 지원자는 심사대상에서 제외됨
○ 제출 성적표에 평균평점에 대한 정보가 기재되어 있지 않거나,

성적을 GPA 백분율로 환산하기 어려운 경우 출신대학의 성적에
대한 공식적인 설명자료를 제출해야 함
5. 건강 상태
○ 한국에서의 장기간 유학이 가능할 정도로 심신이 건강한 자
○ 지원 시 자가건강체크리스트(Personal Medical Assessment)를 반드시 제출
○ 2차 심사 합격자들은 반드시 종합건강검진을 받아야 하며, 의사

발급 건강검진단서를 NIIED에 제출해야 함
○ 다음의 지원자들은 최종 선발에서 제외되며, 최종 선발된 이후라도

합격이 취소됨
- 마약복용 판정을 받은 자
- 그 외 장기간 수학이 어렵다고 판단되는 질병을 가진 자

6. 지원 제한
○ 한국 내 대학 또는 대학원을 졸업하여 학위를 취득한 자는 지원

불가(예외: 해외입양인, 기존 정부초청장학생)
※ 한국 내 대학에서 교환학생으로 수학한 경험이 있는 자는 지원 가능
○ GKS(KGSP) 장학생 최종합격 후 한국에 입국하지 않았거나, 한국
에서 장학생으로 수학 중 중도포기한 경우 지원 불가. 단, 한국어
연수 후 TOPIK 3급 이상 미취득으로 자격상실이 된 경우에 한해
5급 취득 시 재지원 가능
(사전 예고 - 2021년부터 적용)

정부초청외국인장학생 재지원자 지원 제한
- 정부초청외국인장학생 졸업(예정)자가 재지원하는 경우,
TOPIK 5급 이상을 취득해야 지원 가능
7. 우대 사항
○ 한국어능력성적(TOPIK) 또는 영어능력성적(TOEFL, TOEIC, IELTS)

취득자는 선발전형에서 우대 되어질 수 있으며, 해당자에 한해 제출.
효력이 제한적인 어학능력 시험은 고려되지 않음
○ 이공계 지원자는 동등자격 또는 심사결과 성적이 동점일 시 우선 선발
○ 산업전문인력 역량강화 사업 학위과정 지원자는 동등자격 또는

심사결과 성적이 동점일 시 우선 선발
○ 개발도상국, 특히 한국의 ODA 수원국의 현직교수 지원자의 경우,

동등자격 또는 심사결과 성적이 동점일 시 우선 선발
○ 한국전쟁 참전용사의 후손에게 전체 총점 5%의 가산점 부여
○ 가정형편 등 사회·경제적 배려 대상자 우대
○ 재외동포 지원자 중 3세대 이후(3세대 포함) 동포 우대

2. 주의 사항
○ 모든 제출 서류는 한국어 혹은 영어로 작성되어야 함
○ 한국어 혹은 영어가 아닌 문서는 반드시 한글 또는 영문 공증

번역본으로 제출하여야 함
○ 모든 제출 서류는 복사본이 아닌 원본이어야 하며 부득이하게

사본을 제출할 수밖에 없는 경우에는, 반드시 공증, 아포스티유
또는 영사 확인을 받아 제출해야 함
* 졸업증명서 등의 서류가 재발급이 불가한 경우 에는 원본을 보존하고
사본에 공증, 아포스티유 또는 영사 확인을 받아 제출할 것을 권장함
○ 지원 시 제출한 서류 및 기록물 일체는 반환하지 않음
○ 지원자는 제출 서류를 지원서 첫 페이지에 있는 체크리스트 순서

대로 정렬하여 제출해야 하며, 각 서류의 오른쪽 상단에는 체크

4. 선발 절차
1차 심사 추천기관(공관, 대학)에서 원서를 접수하여 선발기준

(NIIED)에 근거 심사 후 후보 추천
○ 공관과 대학에서 1차 심사 통과자의 지원서 및 서류를 2020년

4월 3일까지 NIIED로 송부
2차 심사 1차 선정 후 추천된 후보자들을 대상으로 NIIED의

“장학생 선발위원회”에서 종합심사
○ 2차 심사를 통과한 대학전형 지원자는 지망학교에 입학이 확정되며,
장학생으로 최종 선발되기 위해서는 반드시 건강검진 결과를 제출해야 함
○ 종합건강검진
- 2차 심사를 통과한 모든 지원자는 NIIED가 제공하는 양식에
맞춰 건강검진을 받아야 하며, 자격이 있는 의사가 발급한
건강검진진단서를 NIIED에 제출해야 함
- 건강검진 양식은 2차 심사 합격자에게 NIIED에서 개별 발송 예정
- 건강검진 결과 적합 판정을 받지 못하면 최종 합격자에 선발되지 못함
2차에 합격한 공관전형 지원자를 대상으로 각 대학별

3차 심사 심사 후 장학생 최종확정. 지원한 대학 중 반드시
(공관 지원자) 한 개 이상의 대학에서 입학 허가를 받아야 최종 합격자로

○ 한국어 연수 기간 변동은 학위과정 기간에 영향을 끼치지 않음.

만일, 한국어 연수를 1년이 아닌 6개월만에 끝낼 경우에도 학위
과정 기간은 변동 없이 박사 3년, 석사 2년으로 동일함
○ TOPIK 5급 이상 소지자의 경우
- 지원 당시 5급 이상 소지자: 한국어 연수 과정(1년)을 모두 면제
받아, 전체 장학기간이 박사 3년, 석사 2년으로 줄어듦

IX. 한국어 연수
○ 모든 장학생은 NIIED가 지정 배치한 한국어 연수기관에서 1년 간
한국어 연수를 받아야 함
○ 한국어능력시험(TOPIK) 5급 이상 취득자는 한국어연수를 면제

받으며, 반드시 학위과정을 바로 시작해야 함
- 지원 당시 5급 이상 소지자: 어학연수 과정(1년)을 모두 면제,
학위 과정 바로 시작
- 한국어 연수 첫 6개월 이내 5급 이상 취득자: 어학연수 과정
6개월을 면제, 그 다음 학기에 학위 과정 시작
- 유효한 TOPIK 인증서를 제출해야 함
- TOPIK 70회까지 한국어 연수 면제 대상자로 분류(2020.6월말까지
수학대학과 NIIED에 제출)
○ 연수기관: NIIED에서 지정한 우수 한국어 연수기관에 다음의 사항을

고려하여 배정
- 수학예정대학과 다른 지역에 위치한 연수기관에 배치
- 장학생에게 다양한 한국문화 체험기회와 집중적이고 전문적인
한국어 연수 프로그램을 제공할 수 있는 연수기관에 배치
○ 한국어 연수기관은 최종 합격자 명단과 함께 발표
○ 배정된 한국어 연수기관 변경은 불가
○ 한국어 연수기간 중에는 연수기관 내 기숙사 생활을 원칙으로 함

X. 기타 지원자 유의 사항
1. 의료보험
○ 대학과 어학연수기관에서 장학생을 대신해 의료보험에 가입
○ 가입한 의료보험일은 정해진 입국일자 이후부터 유효함
○ 보장 방식은 의료보험 가입기간 발생한 의료 경비에 대해 환급을

받는 식으로 이루어짐
- 병원 진료를 받아 발생한 경비는 장학생이 우선 지불한 뒤,
영수증을 보험회사에 제출
- 보험회사는 진료비의 일부를 환급. 모든 장학생들은 자신이
가입된 의료보험의 약정을 확인하여 숙지할 의무가 있음
○ 의료보험은 치과 진료, 만성 질병 치료 등에 대해서는 적용되지

아니함
2. 장학 포기와 취소
○ 최종 선발된 이후 포기하는 장학생에게는 귀국 항공료와 귀국

지원금이 제공되지 않으며, 추후 재지원 불가. 단, 한국어 연수 후
TOPIK 3급 이상 미취득으로 자격상실이 된 경우에 한해 5급 취득 시
재지원 가능
○ 입국 후 3개월 이내 중도 포기한 경우, 장학금 전액(입국 항공료,

정착지원금, 생활비, 한국어 연수비, 의료보험비 등)을 반납하여야 함

3. 대학 및 전공 변경 제한
○ 지원자는 입학대학이 확정된 후 어떠한 경우에도 대학을 변경

할 수 없음
4. 국내 체류 지원자
○ 한국에 체류 중인 자가 장학생으로 합격하는 경우, 비자 연장

및 변경 등 체류 허가 관련 사항은 전적으로 본인 책임이며,
비자 변경을 위한 출입국 항공료도 본인이 부담해야 함

II. 모집 인원: 1,270명

1. 학위과정(석사과정, 박사과정): 1,266명

○ 재외공관 전형 배정 인원: 656명 (연구과정 별도)

- 재외공관 일반 전형 배정 인원: 145개 지역 606명

- 선발 절차의 세부사항은 VI. 선발절차를 참고

○ 국내(위탁) 대학 전형 배정 인원: 77개국 610명 (연구과정 별도)

- 국내대학 전형 지원자는 지원 서류를 본인이 희망하는 대학으로

○ 연구과정은 2020년 초청대상국 153개국을 대상으로 선발하며 별도의

○ 연구과정 지원자는 사전에 수학대학의 초청을 받아야 함

1. 지원가능 대학: 국립국제교육원(NIIED)이 선정한 64개 대학

○ 자세한 정보는 한국유학종합시스템(www.studyinkorea.go.kr)의

○ 지원자는 University Information에 등재된 대학들과 그 대학들에서

○ 영어 수업을 제공하는 대학 및 학과일지라도 모든 수업이 영어로

○ 야간강의, 계절강의, 통신강의 등 일반대학원과 강의 형태가 다른

○ 지원자 및 부모가 모두 외국국적을 가진 외국인

○ 지원자가 한국국적을 가진 이중국적자는 지원 불가

○ 지원자 또는 지원자의 부모가 한국 국적을 가졌던 경우, 한국

○ 2020년 9월 1일 기준 만 40세 미만인 자(1980년 9월 1일 이후 출생자)

○ 2020년 초청대상국 중 ODA 수원국* 국적의 현직 교수는 2020

○ 2020년 8월 31일 기준 학사학위, 석사학위 또는 박사학위를 취득한 자

○ 한국 내 대학 또는 대학원을 졸업하여 학위를 취득한 자는 지원

○ 한국 내 대학에서 교환학생으로 수학한 경험이 있는 자는 지원 가능

○ 성적의 백분율 환산은 Appendix A. GPA 환산표 참고

○ 위의 기준에 미달되는 지원자는 심사대상에서 제외됨

○ 제출 성적표에 평균평점에 대한 정보가 기재되어 있지 않거나,

○ 한국에서의 장기간 유학이 가능할 정도로 심신이 건강한 자

○ 지원 시 자가건강체크리스트(Personal Medical Assessment)를 반드시 제출

○ 2차 심사 합격자들은 반드시 종합건강검진을 받아야 하며, 의사

○ 다음의 지원자들은 최종 선발에서 제외되며, 최종 선발된 이후라도

○ 한국 내 대학 또는 대학원을 졸업하여 학위를 취득한 자는 지원

(사전 예고 - 2021년부터 적용)

○ 한국어능력성적(TOPIK) 또는 영어능력성적(TOEFL, TOEIC, IELTS)

○ 이공계 지원자는 동등자격 또는 심사결과 성적이 동점일 시 우선 선발

○ 산업전문인력 역량강화 사업 학위과정 지원자는 동등자격 또는

○ 개발도상국, 특히 한국의 ODA 수원국의 현직교수 지원자의 경우,

○ 한국전쟁 참전용사의 후손에게 전체 총점 5%의 가산점 부여

○ 가정형편 등 사회·경제적 배려 대상자 우대

○ 재외동포 지원자 중 3세대 이후(3세대 포함) 동포 우대

○ 모든 제출 서류는 한국어 혹은 영어로 작성되어야 함

○ 한국어 혹은 영어가 아닌 문서는 반드시 한글 또는 영문 공증

○ 모든 제출 서류는 복사본이 아닌 원본이어야 하며 부득이하게

○ 지원자는 제출 서류를 지원서 첫 페이지에 있는 체크리스트 순서

○ 제출 서류의 기재 내용이 사실과 다르거나 구비서류가 미흡한

○ 졸업예정자는 졸업예정증명서를 제출하며 2020년 8월 31일까지

○ 2020년 8월 31일까지 최종성적증명서와 공식 졸업증명서(또는

○ 추천서는 지원자의 학업능력을 평가할 수 있는 2명의 추천인에게

○ 추천서는 추천인이 봉투에 서명, 밀봉하여 지원자에게 전달해야 하며,

○ 연구논문이나 서적, 그리고 수상 내역 등은 사본으로 제출

○ 국적 증빙자료는 출신국 정부에서 발행한 문서여야 하며, 다음 중
