    The Hong Kong Environmental Protection Department has introduced the Continuous Public Involvement process into environmental impact assessments since 2003 to encourage public participation early in the process, including at the screening stage. For example, with the Tung Chung New Town Extension Project, three stages of public engagement were carried out with residents, green groups, and district councils three years before submitting study briefs. However, due to the high time and monetary costs, and because it is not a statutory process, few projects adopt it, especially those in the private sector. Making it a mandatory part of the Environmental Impact Assessment Ordinance for major developments could be a suitable option.

    HK Environmental Protection Department (EPD) has introduced the Continuous Public Involvement
    (CPI) process into EIA since 2003 (HKEPD, 2006). That encourages the public to participate along the
    process and as early as screening stages. Taking Tung Chung New Town Extension Project as example,
    three-stage public engagement activities about the draft outline zoning plans had been carried out with
    the residents, green groups and district councils three years before applying the study briefs from EPD
    (Ove, 2015). However, due to the high cost, no matter in time or money, and it is not a statutory
    process, seldom projects adopt, especially private sectors. Adding it into the EIAO for some of the big
    development maybe a suitable option.
