Screening & Scoping


HK Environmental Protection Department (EPD) has introduced the Continuous Public Involvement
(CPI) process into EIA since 2003 (HKEPD, 2006). That encourages the public to participate along the
process and as early as screening stages. Taking Tung Chung New Town Extension Project as example,
three-stage public engagement activities about the draft outline zoning plans had been carried out with
the residents, green groups and district councils three years before applying the study briefs from EPD
(Ove, 2015). However, due to the high cost, no matter in time or money, and it is not a statutory
process, seldom projects adopt, especially private sectors. Adding it into the EIAO for some of the big
development maybe a suitable option.
