A RESOLUTION CONDEMNING ALL FORMS OF ATROCITIES AND ACTS OF VIOLENCE BY

ANY GROUP OR INDIVIDUAL IN BARANGAY _______________________, TANGALAN, AKLAN

WHEREAS, Article II of the 1987 Constitution provides that the maintenance of peace
and order, the protection of life, liberty, and property, and the promotion of the general welfare
are essential for the enjoyment by all people of the blessings of democracy as one of the State
principles and policies;

WHEREAS, Executive Order No. 70 s. 2018 otherwise known as “Institutionalizing the

Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, Creating a National
Task Force to End Local Communist Armed Conflict, and Directing the Adoption of a National
Peace Framework’ provides for the use of a whole-of-nation approach to address the root
causes of local communist armed conflict, internal disturbances and tensions, and other threats
by prioritizing and harmonizing the delivery of basic services and social development packages
by the government, facilitating societal inclusivity, and ensuring active participation of all
sectors of the society in the pursuit of the country’s peace agenda;

WHEREAS, DILG Memorandum Circular No. 2019-125 provides for the guidelines in the
implementation of EO No. 70, s. 2018 by the Local Governments particularly in enhancing the
policy direction, capacity building strategies, project development support and ensuring
security and justice by taking the lead in peace building efforts at the local level;

WHEREAS, DILG Memorandum Circular No. 2019-200 enjoins Local Chief Executives to
fully support the implementation of Executive Order No. 70 , s. 2018 issuing a strong declaration
in a form of a resolution that may be issued by their respective sanggunians condemning all
forms of atrocities and acts of terror and violence that may jeopardize the safety of the people
and prejudice the economic and social development of the community.

 NOW THEREFORE, RESOLVED AS IT IS HEREBY RESOLVED on motion of Hon.

A RESOLUTION CONDEMNING ALL FORMS OF ATROCITIES AND ACTS OF VIOLENCE BY ANY
GROUP OR INDIVIDUAL IN BARANGAY ____________________________ TANGALAN, AKLAN.

RESOLVED FINALLY, that a copy of this Resolution be furnished to the Municipal

Mayor, the Municipal Local Government Operations Officer, Department of the Interior and
Local Government and the Chief of Police, Tangalan Municipal Police Station respectively for
their information, reference or appropriate action.
