ADDITIONAL PAYMENT OF BANTUAN PRIHATIN RAKYAT (BPR) UNDER


PEMERKASA+

Under PEMERKASA Plus, the Government has agreed to allocate RM2.1 billion to increase the payment rate for the
Bantuan Prihatin Rakyat or BPR programme following the announcement of MCO 3.0. Households earning below
RM2,500 will receive an additional BPR rate of RM500, while households earning RM2,501 to RM5,000 will receive an
additional rate of RM300. Single individuals will receive an additional rate of RM100.

This additional BPR will be credited to recipients’ accounts at the end of June. This payment is in addition to the last
payment phase of the BPR in September 2021.

This additional rate has been provided out of the Government’s concern to ease the burden of the rakyat during
MCO 3.0. Bantuan Prihatin Rakyat (BPR) is a direct assistance initiative announced in Budget 2021 to benefit the
B40 group.

Looking back, as of May 2021, the total amount of direct


assistance from the Government (including BPN2.0 and
BPR Phase 1 and 2) that has been and will be disbursed
to the B40 group is worth RM6.59 billion, while the total
amount of direct assistance is more than RM32 billion
for 2020 and 2021. Various other assistance provided
by the Government is to ensure the well-being of the
rakyat, including existing assistance supervised by
the Department of Social Welfare and various other
Government agencies.

To ensure that the BPR programme is targeted at those


who are truly eligible, the appeal application period
will be open from 15 to 30 June 2021. With this appeal
process, some of those whose applications were rejected
are still given the opportunity to submit appeals with
relevant documents for review by the IRBM.

allocated reaches the targeted groups, to safeguard

DISBURSEMENT OF GKP 3.0


GKP 3.0 is a financial assistance for qualified Small & Medium Enterprises (SMEs) as well as an additional one-off
financial assistance amounting to RM1,000 for existing recipients of GKP 1.0 and GKP 2.0, to alleviate the financial
burden of businesses while helping to increase productivity.

A total of 322,177 employers and 2.64 million employees have received PSU benefits under PRIHATIN and PENJANA.

BUSINESS EMPOWERMENT

PENJANA SME FINANCING


The Government’s allocation of RM2 billion under this programme prioritises SMEs that have never received loans
from a bank before. As of 21 May, a total of 7,497 applications have been approved with a total loan value of RM1.403
billion.

OTHER INITIATIVES

SUPPORT FOR THE ARTS, CULTURE AND ENTERTAINMENT SECTOR


For the CENDANA initiative, the Government has allocated RM10 million, which is expected to benefit 3,000
recipients comprising artistes/entertainers, collectives and organisations actively involved in the Malaysian arts
and culture sector. Recipients will receive different grant sizes depending on the application and the targeted
programme. As of 21 May, a total of RM3.50 million has been distributed to 502 recipients. Creative industry players
are advised to leverage on the opportunities provided in producing their works. All industry players involved can
apply for assistance from the agencies implementing the CENDANA initiative by visiting www.mycreative.com.my/
penjana and www.cendana.com.my for more information.

FRONTLINERS ALLOWANCE (PRIHATIN PACKAGE)

As of 21 May, a total of RM722.91 million had been disbursed based on 2,028,639 claims received from doctors,
nurses and other medical staff directly involved in managing and fighting off the COVID-19 outbreak. This special
allowance is also extended to the personnel from the military, police, customs, immigration, firefighters, members
of the Civil Defence Force and RELA members who are directly involved in the Movement Control Order (MCO)
implementation.

Although the SRF funds have been fully utilised, SMEs can still apply for
available funding schemes under the BNM Funds such as ADF, AES and
AF. SMEs can also acquire other funding via the imSME platform via the
link https://imsme.com.my/portal/en/ that will help match the required
funding by SMEs with multiple financial institutions.

7. Reskilling and Upskilling As of 21 May, a total of 143,301 individuals had been approved to participate

8. 100% export duty exemption Includes palm oil-based industries, to stimulate the growth of the country’s

the value of sales tax relief that has been utilised is RM232.96 million. The
Government has agreed to extend this tax incentive until 31 December
2021, as a measure to further boost the automotive sector and economic
activities of the country.
11. PENJANA Mudah Jaya This financing facility starts with a limit of RM500,000 to RM50 million with
Financing Scheme for Private a profit rate of 3.5% per annum which aims to help Bumiputera private

12. PENJANA Tourism Financing Government’s allocation of RM1 billion for SMEs and micro SMEs that are
still affected by COVID-19. As of 21 May, there were 657 applications, and of
that total, 325 applications were approved with a total funding of RM64.6

13. Support for the Agriculture Financing worth RM400 million has been allocated for farmers and
and Food Industry fishermen. Under this scheme, RM350 million is an allocation under
the Agrobank Microcredit Financing Scheme. As of 21 May, a total of
RM151.02 million has been disbursed under this scheme to benefit 12,644
agricultural micro-SMEs. Food security was emphasised in PENJANA Plan
and Budget 2021.
