ON POVERTY REDUCTION
Legal Basis
• Memorandum of Agreement – NAPC and LGU Sta. Cruz to jointly
implement Sambayanihan Serbisyong Sambayanan in the locality
• Executive Order 55 – creating the Preparatory Work Team for the
development and implementation for anti-poverty projects
• Executive Order 56 – creating the Poverty Reduction and Enterprise
Development Office
Legal Basis
• EO NO. 70 institutionalizes the Whole-of-Nation-Approach as a
government policy for the attainment of inclusive and sustainable peace,
creates a National Task Force to End Local Communist Armed Conflict (NTF-
ELCAC), and directing the adoption of a national peace framework
• Government shall prioritize and harmonize the delivery of basic services
and social development in conflict affected areas and vulnerable
communities, facilitate social inclusivity and ensure participation of all
sectors
Description
• The primary strategy of this joint initiative shall be the strengthening of the
existing poverty reduction program of the municipality by evaluating
current initiatives, enhancing the program by applying approaches
advocated by NAPC, and implementing this promptly to respond to urgent
needs brought about by the COVID-19 pandemic
• These efforts shall be girded by the convergence brought about by EO #70
specifically commitments given by various agencies in the Sectoral
Unification, Capacity Building, Empowerment and Mobilization (SUCBEM)
cluster from the national to the provincial level
• There shall be a focus on the application of the line industry model
especially for agro-industrial projects
