INTRODUCTION

Telangana Municipal Development Project (TMDP) is implemented by Government of


Telangana (GoT) with the support from World Bank. The Project aims at improving urban
services by eligible ULBs in a demand driven manner based on access criteria established under
the project. The project supports improvements in the financial, technical, and management
capacities of all ULBs of Telangana through Technical Assistance apart from infrastructure
financing. Jammikunta Nagar Panchayat is one of such water supply services improvement
Projects taken up under Telangana State Municipal Development Project (TMDP).

In Telangana, the municipalities are governed by Andhra Pradesh Municipality Act of 1965. The
Municipal corporations are governed by Hyderabad Municipal Corporation Act of 1955.
Inadequate water supply has been identified as an urgent issue in several Urban Local Bodies
(ULB). In order to address this, improvements in water supply schemes have been taken up with
World Bank loan assistance. Objective of World Bank scheme is to help improve high-priority
urban service in cities in Telangana and to build the capacity of ULBs in development and
management of the urban services.

The population of Jammikunta Nagara Panchayat as per 2011 census is 32,645 with a growing
population that requires attention to improve civic amenities. The demand for water is also going
up abnormally. The population densities in the North-West and South-West part of the
Nagarapanchayat have considerably increased in the past two decades. There is an increase in
population of the town for about five decades from 1971 to 2011. As per 2001 Census
Jammikunta ULB had a population of 27,335. As per 2011 Census Jammikunta Nagarapanchayat
had a population of 32,645. There is an average increase at 34% in the population per decade.
The Jammikunta Nagara Panchayat is divided into 20 wards as per the G.O.Ms. No. 500 M.A. &
U.D. (Elec.I) Department dated 2-11-2011 for Jammikunta Nagara Panchayat.

The objective of this project is to provide drinking water @ 135 LPCD to 100% population.
Water supply distribution system is designed as continuous flow system i.e., 24x7 water supply.

Hence, a comprehensive water supply improvement scheme is taken up for medium and long
term requirements with the following salient components.

complete. in Jammikunta Nagar Panchayat.

To achieve the above objectives the project proposes to take the following steps:
· To introduce the system simultaneously at all the zones.
· To provide adequate number of valves to ensure isolation of the zones for maintenance
without affecting supply in other areas.
· To provide adequate number of bulk meters at strategic locations to ensure regular
monitoring of water flow.
· To withdraw the system of free supply of water through street stand posts.
· To introduce all supplies viz., domestic, industries, commercial establishment etc through
metering only.
· To minimize the leakage loss at all levels.
· Creation of a consumer redresser cell.
· To create an efficient O&M set up including repairs of meters at the earliest opportunity.
· To carry out public awareness using media as well as NG0s.

ASSESSMENT OF SOCIAL IMPACTS

In order to ensure that the project do not harm the livelihood of the people due to the proposed
project interventions, an assessment of adverse impacts was carried out with an objective of
proposing suitable mitigation measures where such impacts are envisaged. While formulating
the subproject, various efforts have been made to minimize resettlement. During planning and
designing, attempt has been made to restrict the construction works within the ULB lands and
RoW of Government/ ULB land. Despite these efforts, there may be minor impact on some
roadside vendors/ kiosks on RoW during laying of pipelines.

The impacts are ascertained for each component of the project based on the proposed site of
construction /alignment. Necessity of land acquisition, Impacts on public/ private properties,
necessity for temporary relocation of roadside kiosks and disturbance to business have been
ascertained for each component. The details of proposed investment components and the
potential impacts in those components are described below.

The purpose of this Social Impact Assessment Report (SIAR) is to propose the mitigation
measures to those few shopkeepers who may be affected due to the project activities in order to
support them during the transition period. These impacts are of minor in nature and only impact
for a few days during laying of distribution lines (which will be done in stretches). All affected
people may continue to do their business activities after completion of pipeline work at their
current place of vending / business subject to the local laws.

In order to assess the impacts of the sub- project, a social impact assessment was carried out by
the DPR consultants. As per this assessment, laying of pipelines may affect a few shops during
laying of pipelines causing temporary disturbance. Hence provision for this is made in the SIAR
budget keeping in view of minor impacts which may arise during execution.

STAKEHOLDER CONSULTATION

To ensure continued participation of the citizens during project preparation, a consultation


process was initiated. Stakeholders meeting was held on 22.11.2015 at Nagar Panchayat office,
Jammikunta in the presence of Chairperson and Municipal Commissioner. Local people were
informed about the project and they were requested to express their concerns and perceptions
about the project and also give suggestions for improvement in the project, if any. Forty people
attended the consultation process among them there was considerable representation of women
which include Municipal Councilors Kanumala Vijaya , Veenaganti Sreelatha, Kalvala Deepti,
Dodda Laxmi, Raavikanti Vaasavi, CH Rajitha, G. Swetha Rani and T. Sujatha. ). Since it was a
public meeting the BPL/SC/ST details were not collected. However it is observed that all the
sections of the society have participated in the consultation. Eight women representatives have
participated in the consultation.

The main concern of the people was shortage of drinking water, as there is no protected water
supply scheme to Jammikunta NP. The same is addressed by considering the 24x7 water supply
scheme. No social concerns were raised during the consultation process. The proceedings of the
stakeholders meeting are provided in Annexure I. The important observations and suggestions
given in the meeting as well replies of the ULB authorities are summarized below.

POSITIVE BENEFITS DUE TO THE SUB-PROJECT

Notwithstanding a few minimal impacts described above, the proposed project will have
positive impacts in the form of:
· Reduction in water shortage
· Improved access to potable water
· Reduction in waterborne diseases
· Time spent for fetching water at present will be saved for the citizens
· Scope for improved quality of life
· Exposure to awareness programmes and hence updating of knowledge on preventive
health

The above mentioned positive benefits due to this sub-project should be measured during the
post operation phase. The Indicators for measuring the positive impacts during post operation
phase is stated below:
· Time of fetching drinking water by different categories of people.
· Number of water born diseases recorded in hospitals of Jammikunta NP.
· Economic productivity of women.
· Employment of local labour due to the construction of the project.
· Employment opportunities during the operation phase of the project.

POLICY LEGAL AND ADMINISTRATIVE FRAMEWORK

IMPLEMENTATION OF SIAR

Commissioner.
· The assistance will be paid through cheques to the eligible people before execution of
work is taken up.

ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT

During the implementation, if any additional impacts are encountered, they will be promptly
addressed through additional measures in line with the policy provisions. The contractor will
communicate promptly to bring to the notice of S&E Officer of the ULB about any additional
impacts that he may encounter during the execution of works and these will be mitigated
promptly. The S&E Officer of the ULB is responsible for initiating the process for addressing the
additional impacts and the supplementary plans will be processed in a similar manner by which
this SIAR is prepared and approved. The S&E Officer of the ULB will provide a confirmation to
MSU, TMDP once in quarter during the construction period about the details of new impacts
encountered and measures taken to deal with those impacts or confirm that no impacts were
encountered.

GRIEVANCE REDRESSAL MECHANISM

The grievances can be registered at the Complaint Cell established at the ULB. The Complaint
Cell will also act as a Public Information Centre, where the grievances of the community will be
registered and other information with regard to the project, the sub-projects, social and
environmental safeguards will be provided. The grievances can pertain to any social and/or
environmental issues triggered by sub-projects under the TMD Project. The Complaint Cell
would forward the grievance to the S&E Officer of the ULB. If the grievance could not be
redressed by S&E Officer, it will be forwarded to the ESMC (Environmental and Social
Management Committee) for redressing. A District Urban Grievance Redressal Body will be
established for redressing the grievances that could not be solved by S&E Officer and ESMC at
ULB level. The District Urban Grievance Redressal Body will be established prior to award of
contracts in Jammikunta Nagar Panchayat. This body will consist of 4 to 5 eminent citizens in
the District and selected from diverse backgrounds such as, education, health and sanitation,
urban infrastructure, civic affairs, etc. In an advisory capacity, it will facilitate and suggest
suitable action to redress the grievances of the community/public. At State level the Project
Appriasal Committee (PAC) will act as "State Urban Grievance Redressal Body.If the S&E
Officer cannot redress the grievance within a specified time period, the grievance would be
forwarded to the ESMC and further to the District Urban Grievance Redressal Body constituted
at the District level.

The grievances that cannot be redressed at the District Urban Grievance Redressal Body level
would be referred to the State Urban Grievance Redressal Body. Each of these authorities can be
approached directly for grievance redressal by the aggrieved person/party.

PUBLIC DISCLOSURE

The SIAR in English and Summary in Telugu will be placed at public places and the websites of
TMDP for the benefit of all concerned. The public disclosure places, at the minimum, include the
following:
· Offices and libraries of the project area(Commissioner office and Municipal libraries)

· Departmental websites.

MONITORING AND REPORTING

A report on payment of assistance will be sent to MSU- TMDP once the payments are completed
along with the certification of payments. In addition, quarterly Confirmation Note will be sent
indicating the details of additional impacts or otherwise, throughout the construction period.
