HSSE Critical Positions

An HSSE Critical Position is a position that can impact significantly on the


execution of HSSE Critical Activities at the operational level and / or
management level, because it bears responsibility for performing Level 1 and / or
Level 2 HSSE Critical Tasks as documented in the relevant HSE MS or HSE Cases.

An HSSE Critical Task is an action required for the execution of an HSSE Critical
Activity .

HSSE Critical Tasks may be carried out at all organisational levels within PDO and
they usually involve the execution of some elements of the four steps of the Hazard
and Effects Management Process (HEMP) (1) Identify hazards and effects, (2)
Assess their significance (3) provide Control for hazards and effects or (4) provide
Recovery preparedness and actions in the event that control is lost.

HSSE Critical Tasks are normally carried out by people occupying positions at two
levels:

Level 1 HSSE Critical Positions: These positions carry out mainly operational
tasks required for the execution of HSSE Critical Activities, where actions (or
inactions) taken while performing such tasks could lead directly to a Significant
Incident. These tasks are normally associated directly with the Control or Recovery
elements of the Hazards and Effects Management Process (HEMP). Examples of
Level 1 HSE Critical Positions are plant operators, technicians and vehicle drivers

Level 2 HSSE Critical Positions: These positions carry out mainly supervisory,
managerial and technical tasks required for the execution of HSSE Critical
Activities, where action (or inaction) while performing such tasks could lead
indirectly to a Significant Incident. These positions normally carry out technical,
planning, managerial and tasks mainly involving the Identification and Assessment
elements of the HEMP as well as supervisory roles, with responsibility for those who
implement the Control and Recovery elements of HEMP.
