PURPOSE

To monitor and measure key characteristics of operations and activities which have a
significant impact on Health and Safety, compliance with regulatory requirements and
conformance with the Health and Safety Management System requirements.

RESPONSIBILITY

Health and Safety Management System Representative

DEFINITIONS

Operational controls – Procedures or limits that define operational parameters of a


facility, e.g., permit limits, regulatory constraints, calibration specifications, specific
work instructions, etc.

Health and Safety Management System objective – Overall Health and Safety
Management System goal, consistent with the Health and Safety Management System
policy, arising from the facility’s significant hazards and risks, legal and other Health
and Safety related requirements and stakeholder input.

Health and Safety Management System target – Detailed performance requirement,


quantified where practicable, applicable to the organization or parts thereof, that
arises from the Health and Safety Management System objectives and that needs to
be met in order to achieve those objectives.

Measurement – To ascertain the dimensions, quantity or capacity of.

Monitor – To scrutinise or check systematically with a view to collecting certain


specified categories of data.

Key characteristics – Specific parameters that can be measured, monitored and/or


controlled.

PROCEDURE

1.0 The following key Health and Safety Management System characteristics will be
monitored and measured at the facility:

1.1 Achievement of annual objectives and targets;

1.2 Health and Safety Indicators or metrics of performance e.g. accidents and
incidents, absenteeism

1.3 Compliance with legal, regulatory and other requirements;

1.4 Health and Safety Management System conformance.


1.5 Business and financial indicators. eg cost of compliance.

2.0 The Health and Safety Management System Management Representative will
coordinate the collection of monitoring and measurement data related to the key
characteristics and will consolidate the information into reports for management
review.

3.0 Results of monitoring and measurement will be reviewed at the Health & Safety
Committee meeting and the quarterly Operations Review Meeting. This will include
review of historical data.

4.0 In the event performance on a key characteristic is not tracking as expected, a


decision will be made on what corrective or preventive action is required.

5.0 Equipment used to measure Health and Safety Management System performance will
be calibrated and maintained according to calibration procedures, manufacturer’s
specifications, and/or regulatory requirements. In the event an outside service is
performing the calibration of environmental or health and safety equipment, the
outside service must comply with this requirement.

6.0 Monitoring and measurement data will be reported on, where required, and
maintained as a Health and Safety Management System record.
